YOU HAD CLUED TO BE A FIXED THIS 28TH DAY OF APRIL, 2022 IS SIGNED BY MYSELF AT A TEST ABOUT ROSA POINT OF AT CITY CLERK.
I PRESUME WE HAVE SOME LADIES HERE TO ACCEPT THE, UH, APPROXIMATION TO SEE GET THE WHOLE GAME ANOTHER PROCLAMATION IT WOULD BE CITY OF FLUKE PROCLAMATION.
WHEREAS IN 1952, CONGRESS PASSED THE BILL ESTABLISHING A NATIONAL DAY OF PRAYER, THIS MARK 71 YEAR PRAYERS, AS WE CONTINUE THE GREAT TRADITION ESTABLISHED FOR AMERICANS TO PRAY AND MEDITATE AT CHURCHES IN GROUPS AND AS INDIVIDUALS.
AND WHEREAS THE POWER OF PRAYER HAS UNITED THE AMERICAN PEOPLE ON OUR DARKEST DAYS AND HELPED US MAKE SOME OF OUR BRIGHTEST DAYS POSSIBLE.

MEDIA, AND WHEREAS FOR THE PROTECTION OF ALL COMMUNITIES WITH OUR NATION AND OUR EMERGENCY MEDICAL SERVICE WORKERS, LAW ENFORCEMENT OFFICERS, AND ALL THE HEROES THAT PLAY A VITAL ROLE ON DAY TO DAY TASK, ALONG WITH THEIR FAMILIES, AS THEY PLACED THEMSELVES ON THE FRONT LINES EVERY DAY, THEY DESERVED NOT ONLY OUR ADMIRATION AND RESPECT AND RESPECT, BUT ALSO OUR PRAYER FOR THE DAILY SACRIFICES THEY'VE MADE.THEREFORE I, CALVIN LOOK, MAYOR THE CITY CLUTE, TEXAS CALLED UPON THE CITIZENS OF CLUES TO OBSERVE AND HONOR MAY 5TH, 2022 AS NATIONAL DAY OF PRAYER AND WITNESS WERE OVER HERE TO SET MY HAND AND CAUSED A SEAL OF THE SEA YOU'RE CLUED TO BE A FIXED THE 28TH DAY OF APRIL, 2022.
AND IT WOULD BE SIGNED BY MYSELF WITH A TEST OF BY ROSIE POINT OF IT, CITY CLERK OKAY.
NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 20 DASH 2022.
WE ALREADY DID THAT FINANCIAL REPORT.
NEXT ITEM IS FINANCIAL REPORT QUARTER ENDING MARCH 31ST, 2021.
AND I HAVE A PEN IN MY HAND AND I MARKED IT.
BLENDING THE FINANCIALS TODAY.
I PRESENT, UM, FINANCIAL SPLIT QUARTERING, THE 3 31 THAT GETS US AT THE SIX MONTH MARK, OUR PHYSICAL YEAR FIRST GOING TO REVIEW THE REVENUE.
UM, THE CHANGE OF REVENUE OVERALL IS DOWN HATE, BUT THE MAJORITY OF THAT IS AFFECTED BY THE MISCELLANEOUS TOEFL AND THE INTEREST, UH, CHANGE IN MARKET VALUE INVESTMENTS.
THE OTHER REVENUES YOU WILL SEE, UH, THERE FOR THE MOST PART, THEY'RE ALL, UH, UH, COMPARED TO BUDGET AT 3 30, 1 22, WE'RE AT 43% OF OUR BUDGET.
WHEREAS LAST YEAR WE WERE 59 OVER 59% OF OUR BUDGET.
SO I FEEL LIKE WE'RE DOING WELL WITH OUR REVENUE COMPARED TO BUDGET.
IF I WANTED TO POINT OUT THAT WOULD BE THE OCCUPANCY TAX SEEMS TO BE DOWN PRETTY SIGNIFICANTLY.
HOPEFULLY THAT'S ONE INSTANCE, BUT WE'LL JUST HAVE TO WAIT TO SEE.
ARE THERE ANY QUESTIONS, SPECIFIC QUESTIONS REGARDING THE REVENUE REPORTED? NOPE, NOT FOR ME.
UM, WE'LL GO NOW TO THE SALES TAX, JUST TO REVIEW THE SALES TAX REVENUE.
UH, WE DID, UM, HAVE RECEIPT OF THE APRIL, UH, WHICH BROUGHT US TO FOR THE PHYSICAL YEAR AT 11.42 COMPARED TO LAST YEAR AT THE SAME TIME, UM, THE APRIL IS UP SIGNIFICANTLY CJ AND I DISCUSSED IT FEELING LIKE IT'S A BACK CHARGE TO TAXES THAT WERE NOT INITIALLY SENT OUR WAY.
POSSIBLY THE, SOME OF THE STUFF THAT GOT MISCODED TO LAKE JACKSON.
I KIND OF RESONATE HIM LEANING INTO THE MICROPHONE.
UH, YEAH, WE DO BELIEVE THAT THIS IS A, A, A CALLBACK, UH, PROBABLY FROM SOME MISCODED, UH, SALES TAX TO US, UH, AND POSSIBLY ALSO ONE LARGE INDUSTRIAL SALE THAT WAS MADE.
SO, AND THEN MOVING ON TO EXPENSES, UM, OUR IT'S BEEN JUST JURORS TOTAL.
UM, WE ARE UP 2.4, 2.1 MILLION.
A MAJORITY OF THAT, UH, YOU WOULD SEE, WOULD BE IN OUR CAPITOL OVERALL COMPARED TO OUR BUDGET.
WE'RE AT 2.8% OF OUR BUDGET THIS YEAR.
WHEREAS LAST YEAR WE WERE AT 280, BUT THAT WAS DUE TO THE, UM, DEBT SERVICE.
I HAD A BEARING ON THAT CALCULATION OR THAT, THAT, YEAH, THAT CALCULATION, UM, DEPARTMENTS
[00:15:01]
CONTINUE TO BE VERY WATCHABLE.IMPROVAL WHERE THEY'RE SPENDING.
UM, WE ARE WELL WITHIN OUR BUDGET.
UM, SO I THINK WE'RE GOING TO BE OKAY.
UH, WE ARE MONITORING VERY CLOSELY, UH, WITH EVERYTHING GOING ON.
UH, WE DO EXPECT, UH, THAT THIS WILL JUMP, UM, SOMEWHAT AND THE NEXT SIX MONTHS.
UM, SO WE'RE GOING TO WATCH IT CLOSELY.
UM, IF WE FEEL LIKE WE ARE GETTING CLOSE TO ANY CONCERNS REGARDING OUR BUDGET, WE'LL, WE'LL BRING IT TO YOUR ATTENTION AT THAT TIME.
BUT I THINK, I REALLY THINK FOR THE MOST PART WE'RE GOING TO BE OKAY.
UM, THE OPERATING BUDGET, YOU SEE WE'RE OPERATING AT A 16.9% UP FROM LAST YEAR AND WE'RE AT 44% OF OUR BUDGET COMPARED TO LAST YEAR, WE WERE AT 42% OF OUR BUDGET.
DOES ANYONE HAVE ANY QUESTIONS REGARDING THE EXPENSE LINE ITEMS? OKAY.
WE, UM, HAVE MAINTAINED OUR CASH BALANCE FROM WHERE WE WERE LAST YEAR.
AT THIS TIME, I FEEL LIKE THAT'S A POSITIVE NOTE.
AND THEN IF YOU'LL GO TO THE NEXT PAGE, OUR INVESTMENTS, UM, FOR THIS QUARTER WERE JUST PRETTY WELL FLAT.
UM, FIVE-YEAR, YOU'LL SEE, WE WERE UP A LITTLE BIT IN TEXT POOL.
UM, BUT AS I'M SURE ALL OF YOU EXPECTED, WE DIDN'T REALLY EXPECT TO SEE MUCH POSITIVE THERE AND THEN I'LL PROBABLY MOVE ON TO THE EMS. UM, EMS IS DOING WELL.
THEY ARE, UH, WITHIN 40%, 46% OF THE BUDGET, UM, ON THEIR BILLING REVENUES, UM, SALARIES, THEY'RE ALL WITHIN BUDGET.
UM, FEEL LIKE WE'RE DOING WELL THERE.
SO, AND THEN THE NEXT ONE IS CAPITAL.
WE HAVE SPENT, UH, TOTAL ONE POINT, RIGHT AT 1.7 MILLION OF THE BUDGET THAT I HAVE NOTED HERE OF 9.8.
AND ON THIS BUDGET, I'M JUST NOTING THE BUDGETS AS WE ARE EXTENDING THEM.
UM, SO OUR BUDGET CAPITAL'S LARGER THAN THAT, BUT I'M JUST SHOWING THEM AS WE ACTUALLY PURCHASED.
AND THAT'S ALL I HAVE UNLESS YOU HAVE ANY QUESTIONS.
AND AGAIN, I'D LIKE TO RECOGNIZE THE DEPARTMENT HEADS FOR KEEPING THEIR BUDGETS IN CHECK.
NOW WE WILL MOVE TO CONSIDERATION BECAUSE RICE CONSIDERATION OF POSSIBLE ACTION FOR, TO ADOPT RESOLUTION NUMBER 20 DASH 2022, TO DENY AN APPLICATION FOR APPROVAL OF A RATE CHANGE SUBMITTED BY SUTTER POINT ENERGY, HOUSTON, ELECTRIC, LLC, AND AUTHORIZED PARTICIPATION IN THE PROCEEDINGS AT THE PUBLIC UTILITY COMMISSION OF TEXAS.
WE'D ALREADY DONE THIS AND ASK FOR A DELAY ON OUR LAST MEETING.
ACTUALLY, WE WERE ABLE TO RE AFTER OUR CLIENT OR NOT OUR CLIENTS, THEY MADE AN OFFER.
AND IT WOULD BE RESOLUTION NUMBER 2022, A RESOLUTION OF THE CITY OF CLUTE, TEXAS CITY DENYING THE DISTRIBUTION COST RECOVERY FACTOR RATE REQUEST OF CENTERPOINT ENERGY, HOUSTON ELECTRIC LLC MADE ON OR ABOUT APRIL 5TH, 2020 TO AUTHORIZING PARTICIPATION IN A COALITION OF SIMILAR SUMMER LIDDY, SITUATED CITIES AUTHORIZED AND PARTICIPATION IN RELATED RATE PROCEEDINGS REQUIRING THE REIMBURSEMENT OF MUNICIPAL RATE CASE EXPENSES, AUTHORIZING THE RETENTION OF SPECIAL COUNSEL, FINDING THAT THE MEETING COMPLIES WITH THE OPEN MEETINGS ACT, MAKING THE OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT.
THEY DECLARED AN EFFECTIVE RATE DATE, EXCUSE ME, YOU WOULDN'T NEED ANY FURTHER EXPLANATION.
[00:20:01]
MADE A, THEY HAVE MADE A PROPOSAL AND US ALONG WITH OTHER CITIES OR TRYING TO NEGOTIATE A LITTLE BETTER DEAL.I FEEL LIKE WE DO THIS EVERY, EVERY, EVERY TIME IT IS, IT IS A DANCE THAT WE DO REGULARLY WITH THEM.
UH, AFTER THE STATE STRIPPED US OF OUR FRANCHISE AUTHORITY, UH, WE JOINED THIS COALITION AND BASICALLY, WHEREAS IN THE PAST HUNDRED POINT WOULD HAVE TO COME BEFORE US WITH A SPECIFIC RATE ORDER FOR OUR COMMUNITY.
NOW THEY DO A BRANK BLANKET FILING WITH THE PUC.
UH, AND SO WE DO THIS DANCE ABOUT EVERY TWO YEARS.
EVERY TIME THEY COME BACK AND ASK FOR A CHANGE, WE ASKED FOR A STAY AND THEN WE TYPICALLY DENY, UNLESS IT'S NOT, NOT WITHIN THE REALM OF POSSIBILITY THAT THEY WOULDN'T COME UP WITH A RATE THAT MIGHT BE SATISFACTORY, BUT TYPICALLY IT'S PRETTY ONEROUS.
AND THEN WE NEGOTIATE DOWN FROM HERE.
SO, UM, IS THERE ANYTHING THAT WE CAN DO TO AS A CITY, I GUESS, TO PREVENT THE HIKES? THIS IS THE ONLY MECHANISM WE HAVE AVAILABLE TO US NOW IS THE STATE AND LOCAL, I GUESS WE HAVE BASICALLY A PARTNER WITH OUR OTHER TCU CITIES HIRE COUNSEL, AND THEN GO DUKE IT OUT IN AUSTIN, UH, THE, THE RIGHT COVERAGE AND THEN BRING IT BACK TO THE TABLE AND NEGOTIATE WITH THEM AGAIN.
SO THE STUFF OF THIS DOPE, THERE'S A RAILROAD RAILROAD COMMISSION AS WELL VERSUS THE GAS IS HANDLED THROUGH THE ROYAL COMMISSION.
THIS IS HANDLED THROUGH THE PUC.
AND IS THAT SOMETHING THAT THE LEGISLATURE CAN LOOK AT? UH, THEY DID, THEY DID.
AND THEY DECIDED IT WOULD BE BETTER IF EVERYTHING WAS HANDLED UNIFORMLY IN AUSTIN, AS OPPOSED TO CITY BY CITY.
THE MOTION, ANY OTHER QUESTIONS, COMMENTS, I'D ENTERTAIN A MOTION TO APPROVE RESOLUTION NUMBER 20 A DASH 20.2.
SO MOVED BY COUNCILMAN AGUILAR.
DO I HAVE A SECOND SECOND BY COUNCIL PERSON MADDIX ANY FURTHER DISCUSSING ANY FURTHER QUESTIONS OR YOU KNOW, OF MOTION IN A SECOND, I'LL ENTERTAIN A VOTE ALL IN FAVOR.
NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 21 DASH 2022, APPROVING THE POLICY FOR THE PROTECTION OF PRIVACY INFORMATION.
IT'D BE RESOLUTION NUMBER 21 DASH 2020 TO HAVE RESOLUTION TO THE CITY COUNCIL, THE CITY OCCLUDE, TEXAS APPROVING A POLICY FOR THE PROTECTION OF PRIVATE INFORMATION FOR THE CITY OF CLUE.
WHEREAS THE CITY HAS PREVIOUSLY ADOPTED CERTAIN POLICIES AND PROCEDURES TO PROTECT THE PRIVACY OF INFORMATION OF OUR CUSTOMERS.
WHEREAS THE CITIES HAS MET GRANT CONSULTANT AND THE GLO HAVE RECOMMENDED THE DRAFTING AND ADOPTION OF A POLICY USING THE LANGUAGE OF THE DOCUMENTS ATTACHED HERE TOO.
AND WHEREAS THE CITY IS DESIROUS OF PROTECTING OUR CUSTOMER PRIVACY AND ENSURING COMPLIANCE WITH FEDERAL AND STATE REGULATIONS.
NOW, THEREFORE BE RESOLVED BY THE CITY COUNCIL OF C TEXAS, THAT THE POLICY FOR THE PROTECTION OF PRIVACY INFORMATION ATTACHED HERE TOO AS EXHIBIT EIGHT FOR THE CITY OF CLUED IS HEREBY ADOPTED THAT APPROVED RED PASS AND ADOPTED THE 28TH DAY OF APRIL, 2020 TO BE SIGNED BY MYSELF AT A TESTED ROAD.
THE POINT OF IT, CITY CLERK, THE CITY IS PREVIOUSLY PASSED RED FLAG RULES AND OTHER PRIVACY PROTECTION.
UH, ENABLING FOR OUR CUSTOMERS GLO THOUGH IS REQUIRING A LITTLE BIT DIFFERENT LANGUAGE ASSOCIATED WITH OUR CDBG HAZMAT PROGRAM, THE $9.8 MILLION GRANTED GRANT.
AND SO, UH, WORKING WITH THE CSRS, UH, ADAM LOUISIANA, THE GROUP THAT WE HIRED TO ADMINISTER THAT GRANT FOR US, UH, THIS IS THE RECOMMENDED LANGUAGE, UH, THAT GLO AND THE CONSULTANT HAVE COME TO FOR THAT PRIVACY POLICY.
AND REALLY IT JUST PUTS BELTS AND SUSPENDERS ON WHAT WE ALREADY DO IN TERMS OF TRYING TO ENSURE OUR CUSTOMER'S PRIVACY.
IS THIS, DOES, WOULD ANYBODY GET LIKE A PRIVACY NOTICE OR ANYTHING? LIKE I KNOW A LOT OF COMPANIES, PRIVACY NOTICES TO CERTAIN BE FOLDER.
IF WE, IF WE WERE TO HAVE A BREACH, WE WOULD PROVIDE A PRIVACY NOTICE AND LET THEM KNOW THAT THERE WAS A BREACH IN PLACE.
SO THAT'S PART OF THE, ONE OF THE RULES THAT IS STIPULATED HERE AND ALSO IN OUR RED FLAG POLICY.
I DIDN'T KNOW IF THERE WAS LIKE AN ANNUAL REQUIREMENT OR SOMETHING WE'VE TYPICALLY NOT DONE THAT IN THE PAST.
I MEAN, WE CERTAINLY COULD SAY THESE ARE PRIVACY POLICIES AND LET THEM KNOW, BUT ONLY IN THE CASE OF A BREACH, HAVE WE EVER DONE THAT? WOULD WE EVER HAVE WE DONE THAT IN THE PAST WHEN WE'VE NOT HAD A BREACH HERE TO CLARIFY, IT'S NEVER HAD A PRIVACY BREACH THAT I'M AWARE OF THESE PARTICULAR RULES ARE BASICALLY PAINT AT THE GRANT APPLICATION THAT WE HAVE BEEN APPROVED FOR, FOR US TO MAKE SURE THAT THERE'S
[00:25:01]
NO HOLD UP ON THE MONEY THAT WE GET.SO WE'RE DOING THIS FOR A REASON WHEN YOU'RE DOING THIS DANCE FOR A REASON YET THIS IS WHAT THE, WHEN WE GET FEDERAL MONEY, WE TALK ABOUT THE STRINGS THAT ARE ATTACHED TO THESE ARE SOME OF THE STRINGS THAT ARE ATTACHED.
PRE RESOLUTION NUMBER 22 DASH 2022.
MOVE BACK OUT TO THE PERSON ON A SECONDARY BY ACCOUNT AGUILAR.
UH, ANY DISCUSSION HEARING, NONE I'LL ENTERTAIN A VOTE ALL IN FAVOR.
ANANYMOUS NEXT ITEM IS CONSIDERATION AND POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 23 DASH 2022, AUTHORIZING THE MAYOR AND CITY MANAGER TO APPROVE PAYMENT REQUESTS AND CONTRACT CHANGE FOR THE GLOO CDBG HAS MET PROJECT.
IT'D BE RESOLUTION NUMBER 23 DASH 2022.
THE RESOLUTION OF THE CITY COUNCIL, THE CITY OF CLUTE, TEXAS APPROVING AUTHORITY FOR PAYMENT REQUESTS AND CONTRACTS FOR WILL CHANGE IS FOR COMMUNITY DEVELOPMENT BLOCK GRANT HAD, OR MITIGATION HAS MET GRANT FUNDING THROUGH THE TEXAS GENERAL LAND OFFICE.
DLO FOR DRAINAGE IMPROVEMENTS AND FLOOD MITIGATION FUNDED AS PER GLO CONTRACT NUMBER 22 DASH OH EIGHT TWO DASH OH OH THREE DASH D 1 9 8.
WHEREAS THE TEXAS GENERAL LAND OFFICE APPROVED THE CITY, TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT CDBG MITIGATION GRANT, INCLUDING THE AWARD OF $9,881,420 TO SUPPORT THE DESIGN AND CONSTRUCTION OF DRAINAGE IMPROVEMENTS THAT WE'RE LEAVING CREASE
[00:30:01]
RESILIENCE TO DISASTERS.WHEREAS I PART OF REQUIRED GRANT STARTUP DOCUMENTATION, THE CITY MUST DESIGNATE AND APPROVED VIA RESOLUTION CITY STAFF AUTHORIZED TO SIGN AND APPROVE PAYMENT REQUESTS AND CAN CONTRACTUAL CHANGES TO THE CDBG MIGRATION MITIGATION GRANT.
WHEREAS
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL AND CITY CLIQUE, TEXAS, THAT MAYOR CALVIN SHIFFLETT AND CITY MANAGER, CJ SNIPES ARE HEREBY DESIGNATED AS HAVING THE AUTHORITY TO GET APPROVED PAYMENT REQUESTS AND CONTRACTUAL CHANGES FOR COMMUNITY DEVELOPMENT BLOCK GRANT CDBG HAZARD MITIGATION HAS MATT HAS MET GRANT FOUNDING AND THROUGH THE TEXAS GENERAL LAND OFFICE GLO FOR DRAINAGE IMPROVEMENTS AND FLOOD MITIGATION FUNDED AS PER VLO CONTRACT NUMBER 22 DASH OH EIGHT TWO DASH OH OH THREE DASH D 1 9 8 RED PATHS AND ADOPTED THE 28TH DAY OF APRIL, 2020 TO BE SIGNED BY MYSELF AND A TESTED BY ROADS AT APPOINTMENT CITY CLERK.
SO THE DIFFERENCE POINT IS RESOLUTION ONE THAT WE PAST, THEY NEEDED THIS DOCUMENT TO SUPERSEDE THE OTHER DOCUMENT.
AND GLO IS INSISTING THAT WE DO.
SO THIS IS LIKE I SAID, I MEAN THERE, WHATEVER IT TAKES TO GET 9.8 MILLION, WE STILL HAVEN'T EVEN STARTED ON THIS.
NOW WE'RE GETTING READY TO WE'VE INITIATED THE ENVIRONMENTAL REVIEW PROCESS.
UH, EVEN THOUGH THE DITCHES ARE, THEY'RE MAKING US DO AN ENVIRONMENT REVIEW OF THE DITCHES THAT ARE THERE.
UM, AND SO WE DON'T KNOW WHEN THAT'LL BE COMPLETE, WE ASSUME PROBABLY WITHIN THE NEXT SIX MONTHS, AND THEN WE'LL START THE ACTUAL CORE ENGINEERING AND START THE DIGGING.
SO WHERE ARE WE GOING TO START IT? UH, THIS, THIS, THE FUNDS FOR, UH, THIS GRANT INCLUDE THE PIN MONEY DRAINAGE SYSTEM, WHICH DRAINS FROM BASICALLY PRIZES.
WHAT HIGH SCHOOL, ALL THE WAY BACK TO THE DOUBT DRAIN IS DITCH FLAG LAKE, WHICH CAPTURES PLANTATION DIXIE DRIVE, UH, GARLAND, WHICH IS ACTUALLY IN JACKSON, BUT FLOWS INTO THAT DITCH AND THEN GET ON INTO THE DEBT, THE DOW SYSTEM.
AND THEN IN FURTHER NORTH UP THE DIXIE CHANNEL, UH, WHAT THEY CALL DITCH ONE THAT TWO AND DITCH A THAT CAPTURE WATER COMING OUT OF A WOOD SHORE.
UH, AND THEN THE OPPOSITE SIDE OF DIXIE AND LAKE IN LAKE JACKSON, AND THEN CARRY THAT WATER BACK TOWARDS THE OYSTER CREEK.
SO THAT BASICALLY EVERYTHING ON THE NORTH AND WEST SIDE OF THE CITY, OUTSIDE OF TEMPLE DITCHES AFFECTED AND TO ANSWER YOUR QUESTION, WE HAVE SIGNED THE CONTRACTS, TECHNICALLY WE'VE STARTED, BUT THIS IS THE MORE PAPERWORK THAT HAS TO BE DONE THROUGH IN CASE THEY GET READY TO, WHEN THEY DO ACTUALLY HAVE SOMETHING TO BILL, WE HAVE TO HAVE THE AUTHORITY TO AUTHORIZE THE PAYMENT.
WHAT KIND OF ENVIRONMENTAL STUDIES DO THEY DO? LIKE WILDLIFE, WILDLIFE, HISTORIC GRAVES, ALL OF IT.
ARTIFACTS, THAT KIND OF STUFF.
WOULD THEY COMPLETED THE STUDY IN 2019? SO IT'S BEEN ALMOST THREE YEARS NOW.
THEY FLEW THE DRONES ABOUT THREE YEARS AGO.
NOW WE'VE GOT TO MAKE SURE THERE'S NOTHING IN THOSE CHANNELS.
AND SINCE THEY'RE IN THE CHANNEL, I DON'T KNOW THAT THEY DIDN'T GET TO THE CHANNEL FROM AN UP ANYWAY IT'S WE HAD THE, YES.
EVERY TIME HE THAT'S WHAT THE FEDS, YOU GET A LOT OF STRINGS.
[00:35:04]
WHAT CARE TO MAKE A MOTION TO APPROVE RESOLUTION 23 DASH 2022.I'LL MAKE A MOTION MOTION MADE BY COUNCIL PERSON MATIC, GO HAVE A SECOND.
TAKE HER BACK OUT TO FIRST OF ALL, FURTHER DISCUSSION HEARING NONE.
I'LL ENTERTAIN A VOTE ALL IN FAVOR.
NEXT ITEM IS CONSIDERATION OF POSSIBLE ACTION TO DROP RESOLUTION.
NUMBER 24 DASH 2022 APPOINTED MEMBERS TO THE PARK, THE RECREATION BOARD.
IT WOULD A CITY OF CLUE RESOLUTION 24, 20 22 APPOINTED MEMBERS TO THE PARKS AND RECREATION BOARD.
WHEREAS SECTION 82 DASH 36 OF THE CODE OF ORDINANCES IS A CITY OCCLUDE BRAZORIA COUNTY, TEXAS PROVIDES FOR A CREATION OF A PARKS AND RECREATION BOARD CONSISTENT OF EITHER FIVE OR SEVEN CITIZENS OF THE CITY OF KLUTE.
EACH OF WHOM SHALL BE APPOINTED FOR A TERM OF TWO YEARS.
AND WHEREAS POSITIONS ONE, TWO AND THREE ARE EXPIRING IN MAY, 2022 AND THE CITY COUNCIL, THE CITY PLUTE DESIRE TO FILL THESE POSITIONS.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY, CLU ZURI COUNTY, TEXAS.
FIRST THAT RON MCCAULEY IS HERE BY REAPPOINTED TO POSITION ONE WHICH EXPIRES IN MAY OF 2024 AND SECOND, THAT JEFFERY S FOUR IS HEREBY REAPPOINTED TO POSITION TWO, WHICH EXPIRES IN MAY 20, 24 AND THIRD, THAT MICHAEL BULKELEY IS HERE BY REAPPOINTED TO POSITION THREE, WHICH EXPIRES MAY 20, 24 AND FORTH THAT THIS RESOLUTION AFTER EXECUTION OF THAT TESTATION SHALL BE MAINTAINED IN THE PERMANENT RECORD FOR THE CITY CLEAN TEXAS RED PATH AND APPROVE THE 28TH DAY OF APRIL, 2022 ADS SIGNED BY MYSELF.
THE ONE CARE TO MAKE A ROOM MOTION TO APPROVE RESOLUTION 24 DASH 20, GOING TO I LIKE THE QUESTION REAPPOINTMENT WAS THEY VOLUNTEERED TO READ TO READ IT UP AND ONE OF, OH YEAH.
IF WE HAD ANOTHER, I DON'T KNOW THAT WE HAVE ANOTHER APPLICANT FOR PARKS.
DO WE HAVE ANY OTHER APPOINTMENTS FOR PARKS OR APPLICANTS TO SERVE ON PARKS BOARD? YEAH.
TYPICALLY IF THEY'RE TYPICALLY, IF THERE ARE NO OTHER APPLICANTS, APPLICANTS THAN AT THE, THE MEMBERS ARE CONTACTED AND YEAH, YEAH, YEAH, YEAH.
DO YOU REMEMBER LAST YEAR WE HAVE TO CHANGE THE ORDINANCE TO MAKE IT FIVE OR SEVEN BECAUSE WE COULDN'T GET APPLICANTS.
SO THERE'S THE ONES THAT ARE CURRENTLY ON THE BOARD THAT VOLUNTEERED TO CONTINUE TO STAY ON THE BOARD.
WE'VE GOT, I MEAN, WE'VE GOT TWO EXTRA SEATS.
THIS IS KEEPS US AT FIVE OR SEVEN.
I WAS GOING TO ASK AS IF THOSE OTHER TWO SEATS SEATS WERE VACANT.
SO THIS, THIS REAPPOINTMENT WILL PUT US AT OUR FIVE, BUT WE COULD GO TO SEVEN LSE.
WE ALSO HAVE OPENINGS ON THE BOARD OF ADJUSTMENT AND THE ECONOMIC DEVELOPMENT COMMITTEE, IF FOLKS ARE INTERESTED, WILL BE THE COUNCIL MEMBERS THAT SERVE ON THAT BOARD.
MR. DUNKIN'S I DON'T THINK SO.
COUNCIL MEMBERS CAN CAN'T JOIN THE PARKS BOARD.
YOU'LL SAY I CAN'T REMEMBER THE LEGAL REQUIREMENT IS JUST AS FAR AS THE CHARTER AND THE, AS FAR AS I KNOW, THERE'S ONLY ON THE, OF ALL THE COMMITTEES IN THE CITY OF CLUES.
THE ONLY ONE THAT CAN, THAT COUNCIL MEMBERS TO SET ON IS THE EDC.
THAT THAT'S THE ONLY ONE THAT I KNOW OF.
SO IS THAT SOMETHING THAT WE CAN ALLOW OR IS THAT SOMETHING THAT WE, UH, IF YOU WANT TO MODIFY THE ORDINANCE, I THINK IT MAY BE A CHARTER REQUIREMENT.
I'D HAVE TO DOUBLE CHECK THAT AND IF IT'S REACH OUT TO THE PUBLIC AND IF IT'S, IF IT'S IN THE CHARTER, IT WOULD REQUIRE AN ALEXA.
IT WOULD REQUIRE A MEASUREMENT IN THE, IN THE, UH, CHARTER ALEXIS.
AND CONSIDERING THAT THE COMPLETE CHARTER NEEDS TO BE REWRITTEN.
YOU GUYS WANT THAT? PROBABLY IN THERE SOMEWHERE.
I NEED A MOTION TO APPROVE RESOLUTION AT 24 DASH 20.2
[00:40:03]
HEARING NONE.I'LL ENTERTAIN A VOTE ALL IN FAVOR.
NEXT ITEM IS CONSIDERATION OF POSSIBLE ACTION TO APPROVE THE PRELIMINARY BUDGET CALENDAR FOR FISCAL YEAR 20 22, 20 23.
I KNOW Y'ALL ARE ALL LOOKING FORWARD TO THIS.
IT'S THE MOST WONDERFUL TIME OF THE YEAR.
AGAIN, I WOULDN'T KNOW THAT THE MAJOR CHANGE TO THIS YEAR'S CALENDAR VERSUS PREVIOUS YEARS IS WE HAVE MOVED, UH, WITH YOUR APPROVAL, THE COUNCIL BUDGET WORKSHOP IN JULY, FROM THE FIRST SATURDAY, UH, BACK TO THE SECOND SATURDAY, WHICH WOULD BE JULY 16TH, UH, TO ALLOW FOR SOME FOLKS TO ATTEND VARIOUS EVENTS THE PREVIOUS WEEKEND, UH, SOME OF WHOM AREN'T PRESENT THIS EVENING, OTHERS ARE IN THE ROOM, BUT THE, THAT HAVE ASKED FOR THAT IN THE PAST.
SO WHAT THAT WOULD ACCOMMODATE THAT THIS TIME? YEAH.
ARE WE LOOKING FOR EMOTION? YES, SIR.
UM, WE'VE GOT, UH, COUNCILMAN AGUILAR THAT WE, UH, APPROVED THE, UH, THE PRELIMINARY BUDGET CALENDAR FOR FISCAL YEAR 20 22, 20 0.3.
IT'S LIKE THE BACK COUNTER PARKING LOT.
AND I'LL REMIND YOU, THIS IS NON-BINDING.
WE CAN CHANGE THIS IF WE NEED TO SMELL THAT.
I'LL ENTERTAIN A VOTE ALL IN FAVOR.
[V. NOTICE/ANNOUNCEMENT OF UPCOMING EVENTS AND MEETINGS]
NEXT ITEM WOULD BE NOTICING AN ANNOUNCEMENT OF UPCOMING EVENTS AND MEETINGS.UH, AS STATED EARLIER THURSDAY, MAY THE FIFTH WILL BE THE NATIONAL DAY OF PRAYER.
UH, I SPOKE WITH COUCH PERSON VAUGHN EARLIER TODAY.
I WILL BE OUT OF TOWN THAT DAY AND, BUT I THINK SHE PLANS ON BEING HERE.
WELL, WE SHOULD HAVE A MEMBER PRESENT IF ANYONE ELSE, CHARACTER 10, PLEASE.
UH, I GUESS SINCE IT'S HELD OUTSIDE, AS LONG AS, UH, WE WOULDN'T HAVE TO POST AN AGENDA IF WE HAVE MORE THAN SOCIAL EVENTS.
UH, THEN, UH, NEXT ITEM, CITY, GENERAL ELECTIONS, OR SATURDAY, MAY 7TH, 7:00 AM TO 7:00 PM AT THE CLUED EVENT CENTER JOINT PUBLIC AREA, REGULAR COUNCIL MEETING THURSDAY, MAY 12TH AT 7:00 PM.
CITY COUNCIL, ELECTION CANVAS ON TUESDAY, MAY 17TH.
HOPEFULLY THAT'S IF THEY GET ALL THE THINGS, EVERYTHING STRAIGHT THE NEXT DAY.
SO I CHOSE THE DAY RIGHT BEFORE, UH, SO HOPEFULLY THEY'LL HAVE ALL THEIR DUCKS IN A ROW THIS YEAR.
AND WE HAD TO POSTPONE ONE LAST YEAR, YEAR BEFORE OR SOMETHING LITERALLY BECAUSE THEY DIDN'T HAVE IT QUITE READY ON THE DAY WAS WE WERE GOING TO DO IT.
OH, UH, THEN THE NEXT REGULAR COUNCIL MEETING WILL BE ON THURSDAY, MAY 26TH AT 7:00 PM.
AND THE CITY OFFICES WILL BE CLOSED ON FRIDAY.
I MEAN ON MEMORIAL DAY, MAY 30TH.
UH, NEXT APP WOULD BE A GERMAN MOVE BACK OUT FIRST AND WRONG.
SECOND BY I'LL SECOND BY COUNCILMAN AGUILAR.
I'LL ENTERTAIN A VOTE ALL IN FAVOR.
