UH, I THINK AS EVERYONE KNOWS, OUR, OUR POOL IS IN

PRETTY SAD REPAIR AT THE TIME.

UH, DON'T THINK THAT IT'S WOULD BE VIABLE FOR US TO OPEN IT THIS YEAR, UH, CONSIDERING THE VIOLATIONS THAT, THAT, THAT ARE THAT EXIST.

UH, SO THAT MEANS THAT WE EITHER HAVE TO REPAIR IT, REMOVE IT OR REPLACE IT.

SO THAT'S, THAT'S BASICALLY OUR THREE CHOICES.

WE NEED TO COME UP WITH A GAME PLAN ON HOW TO MOVE FORWARD AND WHAT IT'S GOING TO TAKE TO GET THERE.

WE'LL PREPARE TO A COUPLE OF DOCUMENTS COMMISSION OR FOR THE COMMITTEE AND FOR ALL FOR COUNCILS, BUT OUTLINING THE ISSUES AND TAKING A LOOK AT, AT THE END OF THE DAY, WE'RE NEED ABOUT A MILLION DOLLARS TO FACILITATE THE NECESSARY REPAIRS TO COME INTO CODE COMPLIANCE.

UH, THAT'S NOT A FULL REPLACEMENT FOR REPLACEMENT.

WE'RE TALKING ABOUT A SIGNIFICANTLY LARGER SUM OF MONEY.

UM, AND SO GOING INTO THIS BUDGET CYCLE, WE KNEW WE WERE GOING TO HAVE THAT ISSUE.

THAT'S WHY WE DECIDED, UH, DURING THE BUDGET PROCESS LAST YEAR THAT WE WOULD NOT OPERATE THIS YEAR TO KIND OF GIVE OURSELVES AN OPPORTUNITY TO TAKE A PAUSE AND THINK ABOUT WHAT THAT GAME PLAN IS.

AND I KNOW THAT, UH, THE PARKS COMMITTEE HAS DISCUSSED THIS, UH, ON A COUPLE OF DIFFERENT OCCASIONS AND THEY WANTED TO HAVE THE OPPORTUNITY TO TALK WITH COUNCIL AS WELL.

SO, UH, THAT'S WE FACILITATED THIS MEETING AND I DON'T KNOW WHETHER WILL HAS ANY COMMENTS HE WANTS TO ADD TO THAT.

BUT, UH, OUR GOAL IS STAFF IS TO FACILITATE Y'ALL'S VISION FOR THE CITY AND WHAT Y'ALL WANT TO HAVE DONE.

AND SO WE'RE LOOKING FOR SOME GUIDANCE.

I WILL SAY THAT I REACHED OUT TO OUR FINANCIAL ADVISOR BOND COUNSEL ABOUT SPECIFICS ON REPLACEMENT'S ISSUE, IT'S BONDS.

THEY DON'T HAVE A DOCUMENT PREPARED FOR US AT THIS TIME FOR THIS YEAR, BUT THEY WERE A LITTLE BIT ON THE SOUR SIDE, NOT WANTING TO LOOK AT THE SHARING DEBT, GIVEN THE CURRENT ECONOMIC CLIMATE.

UM, BUT THAT'S NOT TO SAY WE CAN'T, IT'S JUST, IT MAY BE MORE, MORE EXPENSIVE THAN WE ANTICIPATE.

SO WHAT ARE THE RECOMMENDATIONS OF THE PARKS? PARKS BOARD HAVE A RECOMMENDATION MARY COUNCIL? WE'VE HAD A, CJ SAID LOTS OF, LOTS OF DISCUSSIONS ON THIS.

UM, AND WE'VE, WE'VE VOTED ON IT SEVERAL TIMES AND I WILL SAY THAT THEY CAME, THE BOARD CAME TO A UNANIMOUS DECISION, BUT IT'S A VERY SPLIT, UNANIMOUS DECISION.

UM, WE ALL UNDERSTAND THE WEEKDAY.

WE ALL UNDERSTAND THE FINANCIAL IMPLICATIONS AND PROBLEMS MOVING FORWARD WITH A MILLION TO FIVE PLUS MILLION DOLLAR PROJECTS.

UH, BUT I THINK EVERYBODY ALSO UNDERSTANDS AND REALIZES WHAT A POOL IS FOR A COMMUNITY LIKE OURS.

IT'S BEEN HERE FOR 50 YEARS.

AND, UM, ONE OF THE, ONE OF THE DOCUMENTS I BELIEVE WAS IN YOUR PACKET WAS LOOKING BACK OVER THE LAST FIVE YEARS OF ATTENDANCE.

AND, UM, YOU'LL SEE THAT THE TWO BUSIEST YEARS WE'VE HAD RECENTLY WAS 2019 AND 2021 OR LAST TWO YEARS THAT WE'VE OPENED.

UM, BUT EVEN IT'S STAYED VERY STEADY THROUGH THAT TIME TOO.

I THINK OUR LOW YEAR WAS AT 85 PEOPLE A DAY AVERAGE AND OUR HIGH YEAR WAS 122 AVERAGE.

SO, YOU KNOW, WE STAYED RIGHT AROUND THAT NUMBER, PRETTY, PRETTY STEADILY.

SO IT, IT ISN'T WE'LL USE FACILITY.

UM, CJ AND I LOOKED AT THE NUMBERS AND DID SOME MATH THIS MORNING.

UM, AND IT WOULD W BASED ON THOSE ATTENDANCE NUMBERS AND OUR OPERATING BUDGET IN THE PAST, WE WOULD HAVE TO UPDATE USAGE FEEDS ABOUT SIX AND A HALF $7 PERSON TO BREAK EVEN JUST, JUST ON WHAT WE SPEND INTO YEAR ON THE POOL.

UH, SO THERE'S, THERE'S A LOT OF, THERE'S A LOT OF DIFFERENT OPTIONS.

SO I SAY THE BOARD CAME TO A UNANIMOUS DECISION.

IT WAS THAT THEY ALL UNDERSTAND THE FINDING OUT THE FINANCIAL APPLICATIONS.

AND THE CAPACITY FOR 120,000 GALLONS IS IT'S STILL BASED ON SQUARE FEET.

I THINK THAT ONE IS CAPPED AT 200 IS THE MAX CAPACITY.

SO IT'S, IT'S A SMALLER, IT'S A FOUR FOOT LONG, LIKE 30 UNITS.

SO THAT'S WHERE WE GET A LOT MORE VOLUME.

WE GO DOWN TO 11 FEET.

SO I MEAN, OUR, OUR POOL IS BASICALLY OVERSIZED THEN.

IS THAT WHAT YOU'RE TELLING ME? KIND OF SORTA IT'S, IT'S A, IT'S NOT A RECREATIONAL HOLE, IT'S IT HAS, YOU KNOW, IT'S A BIG SQUARE HOLE.

WELL, IT WAS, IT WAS WHEN IT WAS ORIGINALLY BUILT, IT WAS BUILT IN, IT WAS ENVISIONED TO BE A PRACTICE POOL FOR BRASSWOOD SWIM TEAM AS WELL.

YEAH.

BECAUSE I MEAN, WE'VE GOT TO WISH WE'VE GOT ALL THE LANE ROPES AND STUFF FOR THAT.

SO IT IS, IT'S A 50 METER COMPETITION SIZE POOL WITH A DIVING WELLVILLE.

MR. KELLY GREW UP, INCLUDE HERE AS WELL AS I DID.

AND WE WERE PROMISED A SWIMMING POOL WHEN WE WERE KIDS, BUT IT NEVER GOT BUILT.

IT NEVER GOT BUILT UNTIL OUR KIDS WERE KIDS.

SO AS AN INDOOR POOL, THE ONLY INDOOR FACILITY OR SOMETHING, I'M THINKING OF THE MOMS AND THE KIDS.

AND WAS THERE ANYTHING MAYBE LIKE INDOOR PLAYGROUND PLAY PARK, SOMETHING LIKE THAT, OR WAS IT JUST INDOOR POOL WITH THE, THE DISCUSSIONS HAVE BEEN VERY HIGH LEVEL, BROAD BASED.

SO WE W WE DID NOT GO INTO SPECIFIC LIKE THAT.

JUST THAT IF IT'S A POSSIBILITY SOMEHOW SOME WAY, EVEN IF IT'S, YOU KNOW, DOWN THE ROAD, THAT IF WE BUILDING THE POOL, THAT WE SHOULD DO SOMETHING TO MAKE IT A LITTLE BIT MORE OPEN AND ACCESSIBLE AND USABLE FOR MORE THAN A FIFTH OF THE YEAR.

I THINK IT'S OFFERING SOMETHING TO THE COMMUNITY AND TO BE PERFECTLY HONEST, I DON'T KNOW THAT THERE'S A MUNICIPAL POOL IN EXISTENCE THAT PAYS FOR ITSELF.

IT IS STRICTLY AT A MANAGING IN FACT.

SO I DON'T KNOW THAT THAT'S THE GOAL, BUT THE GOAL OF THE COUNCIL OF GOVERNMENT CITY GOVERNMENT SHOULD BE PUBLIC SAFETY FIRST, BUT ALSO A COMMUNITY ENGAGEMENT AND OFFERING SERVICES TO THE CITY.

SO QUALITY OF LIFE.

UH, AND THAT WOULD REQUIRE GOING TO THE VOTERS AND WHERE WE WERE LAST TIME, IF YOU RECALL, WE ISSUED THE 2.98, IT'S ACTUALLY 3.8.

WE ISSUED, I GUESS, TWO YEARS AGO TO FINANCE THE SIDEWALK CONSTRUCTION.

UH, THE FACILITY IMPROVEMENTS TO THIS BUILDING ON SEVERAL OTHERS.

UH, WE GOT A, I THINK A RATE OF FOUR AND A HALF PERCENT, UH, AND WE ACTUALLY GOT A PREMIUM PAID BACK TO US OF ABOUT $200,000

WHEREAS PLUTO, ZUORA COUNTY, TEXAS PROVIDES FOR THE CREATION OF A PLANNING AND ZONING COMMISSION, WHICH SHALL CONSIST OF NOT LESS THAN SEVEN, NOR MORE THAN NINE CITIZENS OF CLUE.

EACH OF WHOM SHALL BE APPOINTED FOR A TERM OF THREE YEARS EACH AND PROVIDED THE VACANCIES OF AN UNEXPIRED TERM SHALL BE FILLED BY THE CITY COUNCIL FOR THE REMAINDER OF THE UNEXPIRED TERM.

WHEREAS PURSUANT TO THE PROVISION OF SECTION ONE OF THE ZONING, ENABLING THE ACT OF THE STATE OF TEXAS, CODIFIED AS ARTICLE 10 11, A REVISED CIVIL STATUTES OF TEXAS 1925, THE CITY COUNCIL OF SAID, CITY ADOPTED ORDINANCE NUMBER 75 DASH 41 ON THE 31ST DAY OF NOVEMBER, 1975, PROVIDING THAT THE PLANNING AND ZONING COMMISSION HAVE SAID CITY APPOINTED PURSUANT TO THE PROVISION OF SAID SECTION 14.03 OF THE HOME RULE CHARTER SHALL BE THE ZONING COMMISSIONER SAID CITY AND SAID, ORDINANCE 75 41.

NOW BEING CODIFIED AS SECTION TWO DASH 2 0 1 OF THE CODE OF ORDINANCES CITY PLUS TEXAS.

AND WHEREAS POSITIONS TWO AND SEVEN ARE VACANT.

AND THAT MICHAEL IS HEREBY REAPPOINTED TO A FIELD POSITION SEVEN, WHICH EXPIRES IN JULY, 2024.
