SO THAT'S $85,000 TO THE GOOD, WE CODED THAT GREEN IN THIS PRESENTATION, TAKING A LOOK AT SOLID WASTE.
UH, I HAD OVERESTIMATED THE ACTUAL RATE INCREASE THAT WE'VE DISCUSSED THERE.

SO, UH, OR MAYBE A LITTLE BIT BETTER TO GET, UH, AND LOOKING AT THE, UH, THE BIGGEST AT THIS POINT OF THE SUMMER, THE BIGGEST TWO VARIABLES FOR US GOING FORWARD ARE HEALTH INSURANCE AND PROPERTY INSURANCE.
WE'VE ALREADY SEEN A PRETTY HEALTHY JUMP IN OUR WIND INSURANCE, ALMOST 20%.
UH, THAT WAS FACTORED INTO THE NUMBERS THAT YOU SAW BACK AT THE BEGINNING OF JULY.
UH, THE NUMBERS YOU SAW IN JULY REFLECTED AN 8% INCREASE IN THE HEALTH INSURANCE COSTS.
UH, I'M HAPPY TO SAY, I WOULD LOVE TO TELL YOU THAT ANGEL AND I GOT THE INSURANCE REPS IN A ROOM AND WE WRESTLED THEM TO THE GROUND AND PUT A CHOKE HOLD ON HIM AND THEN DROP THE SUPLEX.
AND THEY WERE ABLE TO COME UP WITH THIS MAGIC NUMBER, BUT HONESTLY, OUR REPRESENTATIVES ALLIANCE DID AN AMAZING JOB, UH, PLEADING OUR CASE FORCE.
OUR LOSS RATIO WAS 72.6, WHICH IS THE LOWEST IT'S BEEN IN NOW 10 YEARS.

I THINK WE'RE PAYING BETWEEN EIGHT AND $900 A MONTH TO KEEP THOSE DEPENDENTS ON COVERAGE.
AND SO, UH, IF YOU'RE MAKING $15 AN HOUR, YOU'RE BASICALLY WORKING FOR INSURANCE AT THAT POINT FOR YOUR FAMILY.
AND SO WE'RE COGNIZANT OF THAT.
UH, WE'VE GOT A PLAN PUT TOGETHER WHERE ANGEL JUST STARTED THIS AFTERNOON, THE QUESTIONNAIRE PROCESS SEEING IF THERE WOULD BE INTEREST IN GOING TO MAYBE A LITTLE BIT LESSER COVERAGE PLAN AND PUTTING SOME SKIN IN THE GAME TO GET YOUR DEPENDENTS A LOWER RATE.

SO WE'VE KNOWN THAT FOR ABOUT A YEAR.
UH, MR. MUNDO AND I HAVE BEEN WORKING, UH, WE'VE TALKED TO A NUMBER OF CONSULTANTS.
WE'VE TALKED TO A NUMBER OF PROVIDERS, UM, AND WHERE WE ENDED UP OR WHERE THEY KIND OF ENDED UP IN WHERE WE'RE KIND OF FOLLOWING THEM TOO, IS VERNON MATERIALS.
UM, VERNER HAS A VOLUME PACKAGE PLAN THAT THEY OPERATE.
THEY'RE WILLING TO LEASE US SOME BASE SPACE.
AND FOR ABOUT A THIRD OF THE COST THAT WE'RE PAYING RIGHT NOW FOR RECYCLING, WE WOULD BE ABLE TO CONTINUE TO OFFER THAT SERVICE.
UH, THE WAY IT WOULD WORK IS WE WOULD ESSENTIALLY PICK UP YOUR BLUE BAG.
WE WOULD TAKE IT TO THE VERNER FACILITY.
WE WOULD LEASE A BAY FROM BURNER.
THEY WOULD HOLD IT UNTIL WE GOT TO A CERTAIN VOLUME AND THEN THEY WOULD CART IT NORTH TO THE MURPH AT THE WASTE MANAGEMENT SITE FOR US, UH, VERSUS US HOLDING THE MATERIAL OR TRUCKING THE MATERIAL UP THERE EVERY TIME, IF WE WERE TO MAKE A RUN, EVERY TIME WE COLLECTED UP TO THE MURPH IT'S WE ESTIMATED ABOUT $1,130 PER TRIP.
UH, AND WE FELT LIKE THAT WAS NOT COST-EFFECTIVE, UH, NOR DO WE THINK IT WAS COST-EFFECTIVE TO LOOK AT TRYING TO HIRE NEW GEN OR ONE OF THE OTHER STRATEGY.
UH, OTHER RECYCLING GROUPS THAT COME IN, UH, OUR VOLUME IS EXCEPTIONALLY LOW.
SO IN THE BUDGET THAT YOU SAW IN JULY, WE HAD ACTUALLY ZEROED IT OUT.
UH, WE PUT THAT BACK IN WE'VE INCLUDED ABOUT 54,000 OR $30,000 BACK IN ON THE SUPPOSITION THAT MAYBE A USER WILL GO UP A LITTLE BIT, BUT I, I DON'T KNOW.
WE'VE BEEN IN THE PROGRAM NOW FOR 12, 13 YEARS, WE'VE BEEN RECYCLING AND I DON'T THINK WE'VE EVER PAID.
AND JOHN CORRECT ME IF I'M WRONG, WE'VE NEVER SURPASSED 20% UTILIZATION HAPPENED.
BUT THE REALITY IS, IS I DON'T KNOW THAT THERE'S A SIGNIFICANT DIVIDEND TO IT.
THE FOLKS AT WASTE MANAGEMENT ASSURED US THAT IT IS STILL A MONEY-MAKING PROPOSITION FOR THEM, WHICH IS CONTRARY TO WHAT WASTE CONNECTIONS TOLD US.
BUT I THINK THE REASON THAT IT IS A MONEY-MAKING PROPOSITION FOR WASTE MANAGEMENT IS BECAUSE THEY HAVE THE FACILITY, THE COLLECTION, THEY CONTROL THE COSTS THEMSELVES, WHEREAS WE'RE AT THEIR BECK AND CALL OR THEIR MERCY TO GET EVERYTHING TRANSPORTED UP THERE, SORTED AND THEN SOLD.
SO A LOT OF, A LOT OF THAT ALSO HAS TO DO WITH THE MARKET.
QUITE FRANKLY, CHINA'S NO LONGER TAKING 90% OF THE RECYCLABLES THAT THEY WERE A DECADE AGO.
AND SO IT'S GETTING HARDER AND HARDER TO PLACE THOSE THINGS THAT DON'T, CAN'T BE REUSED IN OUR INTERNAL MARKET.
SO, UH, IT'S VERY, VERY DIFFICULT.
SO, UH, WE DID NOT INCLUDE A FEE TO OFFSET THAT $30,000 IN HERE BECAUSE WE'RE ALREADY HITTING THE CUSTOMER WITH A RATE INCREASE ON SOLID WASTE.
WE DIDN'T FEEL IT WAS FAIR TO DOUBLE THAT UP.
SO MOVING INTO WATER, UH, WE DID INCLUDE A 10 AND A HALF PERCENT INCREASE IN RATE, UH, THAT COVERS OUR POOL PERCENT RATE INCREASE THAT WE WERE GIVEN BY BWA.
UH, WE WILL BE NEEDING TO RAISE RATES INCREMENTALLY, BUT I WOULD NOTE THAT IT'S BEEN SIX YEARS SINCE WE TOUCHED THEM.
WE'VE BEEN VERY CONSCIENTIOUS AND DILIGENT ABOUT NOT RAISING RATES BECAUSE OF THE VOLATILITY IN THE MARKETS.
I THINK WE WERE GOING TO DO IT IN 2019.
UH, AND THEN WE BACKED OFF AND THEN 2020 AND THE CO COVID HIT AND WE DECIDED TO HAVE THE BRAKES ENTIRELY.

UH, PUC REQUIRES THAT WE DO ONE, IF WE'RE GOING TO DO A SUBSTANTIAL RATE INCREASE AND WHAT I ASSUME, AND I'M NOT THE EXPERT NOT CONDUCTING THE RIGHT STUDIES THAT WE WILL LOOK AT INCREMENTAL INCREASES FROM THIS POINT FORWARD.
UH, BUT WE WERE HIT WITH A 12.7% INCREASE BY BWA WHO WERE NOTIFIED OF THAT STARTING OCTOBER ONE.
SO WE WILL NEED TO INCREASE OUR RATES JUST TO PASS THOSE COSTS THROUGH QUESTIONS ON ENTERPRISE WATER RATES OR RATES.
