THERE IS SPECIFIED PROVIDING FOR THE FILING ERROR PROVIDED FOR CLAUSE, PROVIDING A CLAUSE, PROVIDING AN EFFECTIVE DATE FLOOR.

UH, THE MAJORITY OF OUR REVENUE COMES THROUGH TAX TAX, TAX RECLAMATION, AND ALSO FEES FOR SERVICE.
AND SO YOU'RE HEARING YOU SEE THE PROPERTY TAXES FUNDING, THE DEBT SERVICE, AND THE GENERAL OPERATING SUM FUND GRANTS, FUNDING, UH, SIDEWALKS, GENERAL FUNDS, SALES TAX FUNDING, UH, ECONOMIC DEVELOPMENT, ALSO THE, UH, SIDEWALKS FUND.
AND ALSO THE, THERE SHOULD BE A THIRD ONE ON THERE GOING TO WHETHER IT GOES TO GENERAL FUND AND THEN HOT TAX, WHICH IS A SPECIFIC, UH, PLACEMENT.
THOSE FUNDS ARE THEN FED BETWEEN THE FUNDS TO HELP FUND EACH OTHER, WHICH CREATES A LITTLE BIT MORE CONFUSION.
AND THEN FINALLY THOSE FUNNEL, CERTAIN FUNDS FUNNEL BACK UP INTO THE, UH, DEBT SERVICE FUND.

UM, AND EVERYTHING KIND OF FEEDS INTO EACH OTHER.

YEAR'S BUDGET, UH, WE'RE GONNA FINISH LOOKS ABOUT A MILLION DOLLARS, UH, TO THE GOOD, BUT AGAIN, THAT'S RELATED TO THE FACT THAT WE HAVE MULTIPLE PROJECTS THAT WE CAN'T COMPLETE BECAUSE PARTS ARE LACKING.LABOR'S LACKING, WHATEVER YOU WANNA SAY.
AND THEN WE ARE GONNA DRAW DOWN ABOUT 1.6, BUT THAT AGAIN, PART OF THAT 1.3 OF THAT BELONGS TO OUR, UH, PAYING OFF THE MORTGAGE.
AND THEN THE 300,000 THAT WE'LL READ FROM THAT, UH, YOU CAN SEE THAT THE GENERAL FUND CONSTRUCTION IS GONNA BE USED TO PAY OFF SOME OF THE PROJECT COST.
AND THEN ALSO, LIKEWISE, ONCE WE GET INTO THE EQUIPMENT REPLACEMENT, WE'RE WASHING THE CAPITAL PURCHASE VEHICLE PURCHASES OUT, BUT WE'RE PAYING BACK 10% GOING FORWARD.
AND SO THAT'S ALL SCHEDULED IN THERE.
THE BIG SPEND, UH, THIS YEAR, AS IT HAS BEEN IN PREVIOUS YEARS IS ABOUT 9.8 MILLION IN OUR CIP P FUND.
UH, THAT'S MATCHED WITH 4.5 MILLION IN ADDITIONAL GRANT REVENUE, PLUS THE 40% SALES TAX THAT COMES BACK IN AND I'LL DETAIL THOSE PROJECTS HERE IN JUST A FEW MINUTES.
UH, SO WE'VE GOT A LOT ON OUR PLATE COMING UP THIS YEAR AND THEN THE ECONOMIC DEVELOPMENT FUND.
AND AGAIN, YOU SEE THE NEGATIVE NUMBER THERE, THE LARGE NEGATIVE NUMBER THAT RELATES BACK TO THE FACT THAT WE ARE PAYING DOWN THE MORTGAGE ON THE THREE 80 AGREEMENT AS PREVIOUSLY DISCUSSED.
SO WE'VE AMASSED A SIGNIFICANT AMOUNT OF MONEY IN OUR RESERVES.
UH, WE'VE SAT ON IT FOR A WHILE, BUT NOW WE'RE GETTING READY TO SPEND ON, ON A SIGNIFICANT NUMBER OF PROJECTS.
AND UNFORTUNATELY, BECAUSE THE WORKFLOW THIS YEAR, WE'RE HAVING TO MOVE A LOT OF THOSE PROJECTS FROM THIS YEAR, THIS CURRENT YEAR, FISCAL YEAR 22 INTO FISCAL YEAR 23, WHICH, UH, WHICH SKEWS EVERYTHING.
SO, UH, MOVING ON INTO THE WATER AND SEWER FUND, UH, WE'RE LOOKING AT SLIGHTLY BETTER NUMBERS THAN WE WERE LAST YEAR.
WE DO INCLUDE A, A MINOR RATE INCREASE HERE.
UH, IT'S ABOUT A $7 PER HOUSEHOLD INCREASE, INCLUDING THE WATER SEWER AND THE, UH, AND THE SOLID WASTE IS WHAT WE'RE REQUESTING AT THIS TIME.
THIS IS THE GENERAL FUND AGAIN, WHERE THE RUBBER MEETS THE ROAD.
UH, AND I WILL TALK ABOUT WHERE THE TAX RATE FALLS, AS YOU CAN SEE, WE'VE HAD AN INCREASE OF OVER 300% IN THE LAST 10 YEARS OF OVERALL VALUE, UH, DESPITE THE LAST YEAR.
UH, AND WE ARE MOVING STEADILY DOWN TRYING TO CONTINUE THAT DOWNWARD TRAJECTORY ON THE OVERALL TAX RATE.
UH, WE'RE BACK TO WHERE BACK TO A LITTLE BIT LOWER THAN WE WERE YEAR BEFORE LAST, BEFORE WE HAD THE HICCUP.
SO THE ISSUES PROPOSED TAX RATE AND THE REVENUES THAT ARE LAID OUT IN THE BUDGET ARE BASED UPON THAT 5, 9, 4 7 9 9 TOTAL, WHICH IS A 3 CENT RATE, 3% RATE DECREASE FOLKS ARE STILL GONNA SEE THEIR TAXES GO UP BECAUSE AS WE TALKED ABOUT LAST TIME, THERE ARE APPRAISALS HAVE GONE.
SO YOU WE'RE SAYING THAT 22 IS DOWN THE TAX RATE IS DOWN TAX.
WHAT YOU'RE TALKING ABOUT, THE VALUE OF THE RATE, THE EVA, THE VALUATION.
IF YOU RECALL, LAST YEAR WE LOST THAT.
WHAT WAS IT? 13, $14 MILLION IN TOTAL VALUE.
WE HAD THE VALUE RIGHT DOWN BASED ON THE, UH, MULTIFAMILY APARTMENTS.
AND SO THAT FORCED OUR TAX RATE TO GO UP.

IF YOU LOOK AT THE RED LINE IN 12 AND YOU LOOK AT THE RED LINE IN 2023, YOU CAN TELL THAT, OF COURSE, A LOT OF THAT IS NEW, NEW, NEW PROPERTY, BUT A LOT OF IT IS ALSO THE ARAS AND ACTUALLY THIS, UH, I HAVE A CHART THAT GOES ALL THE WAY BACK IN 1998, BUT I HAD TO CHANGE MY PASSWORD THIS MORNING AND DON'T REMEMBER HOW TO GET BACK INTO MY LAPTOP.

AND A LOT OF THAT HAS TO DO WITH A, THE REALLOCATION OF SALES TAX TO THE POINT OF DELIVERING INSTEAD OF THE POINT OF SALE FOR ONLINE SALES AND ALSO THE INVESTMENT, UH, IN COMMERCIAL STRUCTURES, WE'VE GOT A LOT MORE COMMERCIAL DEVELOPMENT GOING ON.
SOME OF IT, MOM AND POP, SOME OF IT INCENTIVIZE IN LARGE SCALE LIKE OLLIES AND THOSE THAT'S ALL HELPING TO FUEL THAT GROWTH.
WE WANT TO CONTINUE TO HAVE THAT CONTINUE TO GROW FOR US.
SO THIS IS WHERE THE MONEY COMES FROM ABOUT 70% FROM TAXES AND FEES, UH, ABOUT 14% OF SOLID WASTE REVENUE.
UH, THIS YEAR WE, UH, WE EXPECT ABOUT 8% TO COME FROM GRANTS LAST YEAR.
YOU'LL CALL THAT NUMBER WAS ABOUT TWICE AS MUCH BECAUSE OF THE FEDERAL STIMULUS MONEY THAT WE RECEIVED, BOTH THE, UH, CLF AND THE A R P UH, SO, UH, FINES AND FOR FINES AND FORFEITURES IS UP THIS YEAR COMPARED TO LAST ABOUT 4%, UH, PERMITS AND FEES HELD STEADY TO ABOUT TWO.
UM, AND THE OTHERS 1% ARE LESS.
AND WHERE DOES OUR MONEY GO? WELL, ABOUT 48%, ALMOST HALF GOES TO PUBLIC SAFETY, WHICH IS FIRE EMS, POLICE AND FIRE MARSHAL, UH, 23 TO GENERAL GOVERNMENT SERVICES, ABOUT 22% TO PUBLIC WORKS.
AND THEN ABOUT 7% TO QUALITY OF LIFE.

UH, OUR GOAL IS TO HAVE A SIDEWALK RUNNING UP KYLE TOWARDS 2 88 B THE LONG TERM GOAL IS TO EXTEND THE TRAIL NETWORK AND THE SIDEWALKS OUT TO STRATTON RIDGE PARK, AND ALSO TO BROADEST PARK UP ON THE NORTH SIDE IN OLD LAKE BARBARA.
UH, AND THEN ALSO NORTH ALONG TO CONNECT THE TRAIL WORK THAT'S BEEN DONE ALONG OYSTER CREEK, UH, AND COLLEGE BOULEVARD, SO THAT EVERY ONE OF OUR NEIGHBORHOODS IN MAJOR AREAS IS CONNECTED BY A WALKABLE, UH, USABLE PEDESTRIAN PATHWAY OF SOME KIND.

THE COUNTY ACTUALLY, WE'RE GONNA USE THE COUNTY'S CONTRACTOR FOR THAT, BUT THEY HAVE, THEY, THEY HAVE A SUBCONTRACT THAT THEY USED IN THEIR PRICING WAS STILL A LITTLE BIT MORE THAN WE EXPECTED TO BE.
SO, SO WHEN ARE WE GONNA START THE STRIPING AGAIN? WELL, WE HOPE TO AWARD BID IN OCTOBER AND START THE WORK AS, AS QUICKLY THEREAFTER AS WE CAN.
