ITEM WOULD BE A PROCLAMATION FROM THE CITY OF CLO.

IT BE CITY CLO PROCLAMATION.

WHEREAS 20 YEARS AGO ON AUGUST 20TH, 2002, INTERFA FOOD BANKING, DOING BUSINESS AS A FOOD BASKET WAS CHARTERED BY THE STATE OF TEXAS OPENS ITS DOORS TO SERVE THE COMMUNITY IN NEED.

INCLUDE AT 2 0 1 DIXIE DRIVE, SERVING THE CLUE RICHWOOD LAKE JACKSON COMMUNITIES.

WHEREAS 18 YEARS AGO, THE FOOD BASKET MOVED TO ITS PRESENT LOCATION THAT WON WESLEY DRIVE, INCLUDE AND CONTINUED SERVING THE CLUE RICHWOOD LAKE JACKSON COMMUNITY.

AND WHEREAS SINCE 2002, THE FOOD BASKET HAS BEEN DEEPLY ROOTED IN OUR COMMUNITY SERVING THOSE THAT ARE FACING FOOD INSECURITY ISSUES.

WHEREAS SINCE 2005 AND 2010 HAVE BEEN FAITHFUL IN PROVIDING MUCH NEEDED FRESH FRUIT AND VEGETABLES ON SITE ORCHARD AND GARDEN RESPECTIVELY.

AND WHEREAS SINCE 2016, THE FOOD BASKET HAS SERVED ALL OF SOUTHERN MISSOURI COUNTY GROWING OVER THE PAST 20 YEARS FOR FROM SERVING FIVE TO SIX HOUSEHOLDS TO

[00:05:01]

4,726 HOUSEHOLDS AND ALL OF 2021.

NOW THEREFORE, OUR CALVIN C WHERE THE CITY INCLUDE, HAVE THE DISTINCT PLEASURE TO HONOR AND RECOGNIZE THE FOOD BASKETS ON ITS 20TH ANNIVERSARY BY DECLARING THURSDAY, OCTOBER THE 20TH, 2022 AS MAKING ANY DIFFERENCE TODAY AND THE CITY INCLUDE AND I ASKED CITIZEN TO HELP CELEBRATE THEIR 20 YEARS IN THE AREA.

READ UP, PROCLAIMED THIS 13TH DAY OF OCTOBER, 2022.

IT WOULD BE SIGNED BY MYSELF AND ATTESTED BY ROSIE POINT AT CITY CLERK.

WE HAVE REPRESENTATIVES TONIGHT.

COUNCIL ONE OF THEM.

JOIN US DOWNSTAIRS FOR A PHOTO OP TO ALL RIGHT, READY? 1, 2, 3.

NEXT ADAM WOULD BE BRADS PORT FINE ARTS COUNCIL HOTEL OCCUPANCY TAX ANNUAL REPORT PRESENTED BY MR. WESLEY COLU.

GOOD EVENING COUNCIL, MAYOR, EVERYONE HERE WE'RE REALLY, I'M VERY, UH, IT'S ALWAYS AN HONOR TO COME HERE AND SPEAK WITH YOU AND, UH, UH, HAVE AN OPPORTUNITY TO THANK, UH, CITY COUNCIL FOR, FOR HELPING, UH, BRING ARTS SCIENCE CULTURE TO, UH, THROUGH THE CENTER FOR THE ARTS AND SCIENCES TO THIS INCREDIBLE COMMUNITY.

UH, ABOUT A MONTH AGO, I DIDN'T TURN IN THE WRITTEN REPORT OF THE, OF OUR HOTEL TAX ANNUAL REPORT AS IS, AS IT'S REQUIRED BY THE CONTRACT.

AND IT'S ALWAYS MY PLEASURE TO DO THAT, TO LET YOU KNOW ALL THE FANTASTIC THINGS THAT WE HAVE GOING ON.

IT IS A LONG REPORT, I THINK IT'S LIKE 12 PAGES, WHICH I THINK IS A TESTAMENT TO, TO, TO THE WAY THAT WE ARE ABLE TO USE THOSE FUNDS AND TO IMPACT LIVES, BOTH, UH, LOCAL RESIDENTS, BUT ALSO ARE VISITORS COMING IN FROM OUT THE AREA.

SO I'D LIKE TO, UH, JUST KIND OF GO THROUGH A FEW THINGS VERY QUICKLY.

YOU'RE MOVING THROUGH THE AGENDA VERY FAIRLY QUICKLY.

I DON'T WANT TO SLOW THAT DOWN.

SO, WITH THAT SAID, UH, THE CENTER FOR THE ARTS AND SCIENCES IS OWNED AND OPERATED BY THE FIREARM ARTS COUNCIL.

UH, WE, UH, A LOT OF THE PEOPLE THINK THAT WE'RE PART OF THE COLLEGE CAUSE WE ARE ON THE CAMPUS OF COLLEGE, AND I SAY THAT'S OKAY BECAUSE THEY KNOW WHERE THE COLLEGES WHERE WE'RE.

THAT'S A GREAT THING.

WE, UH, SUPPORT SEVERAL PROGRAMS, RESIDENT PROGRAMS, INCLUDING RESIDE SUPPORT CENTER STAGES, COMMUNITY THEATER, WHICH HAS BEEN OPERATING SINCE 1943.

RE SUPPORT MUSEUM OF NATURAL SCIENCE, UH, THE VASF PLANETARIUM PRIVATE SUPPORT LEAGUE, AND ALSO AS, AS, UH, FUNDS AND RESOURCES, UH, UH, ALLOW.

WE ALSO SUPPORT VERIZON FOR SYMPHONY ORCHESTRA.

THEY PLAY ACROSS THE PARKING LOT AT CLARION.

UH, WE PROVIDE ADMINISTRATIVE FACILITIES, MARKETING SUPPORT FOR ALL THESE PROGRAMS THAT BRING VITALITY AND AN ELEVATED QUALITY OF LIFE FOR OUR RESIDENTS AND PROVIDE REASONS FOR VISITORS TO TRAVEL TO OUR COMMUNITY AS WELL.

WELL AS BEING AN IMPORTANT RESOURCE FOR VISITORS WHO ARE OVER HERE LOOKING FOR ENRICHING EXPERIENCES, WHICH WE REALLY WILL TO PROVIDE.

UH, WE DESIRE TO CONTRIBUTE SIGNIFICANTLY TOURISMS TO THE REGION, KNOWING THAT TRAVELERS STILL HERE WILL SPEND THEIR MONEY IF WE GIVE THEM REASONS ENOUGH TO STICK AROUND AND WE'D TO DO THAT.

UH, THERE IS A MEMORANDUM UNDERSTANDING SIGNED BY BOTH TEXANS FOR THE ARTS AND THE TEXAS HOTEL LODGING ASSOCIATION THAT PROVIDES GUIDELINES FOR DETERMINING THE IMPACT WE HAVE ON TOURISM FOR ORGANIZATIONS LIKE THE ONE I REPRESENT.

I'M PROUD TO REPORT THAT OUR ROBUST CAMPAIGNS PROMOTE CULTURAL TOURISM HOTEL STATES.

UH, WE DO SO WITH THE FOLLOWING ACTIONS.

ONE IS THAT, UH, WE WORK WITH OUR AREA LODGING OPERATORS, UH, AND VISITORS BUREAUS FOR BOTH LOCAL EVENTS THROUGH HOTEL CONCIERGE SERVICES AND SUCH.

WE ARE CONTINUING OUR HOTEL RELATIONS CAMPAIGNS TO COMMUNICATE DIRECTLY WITH HOTEL STAFF AND MANAGERS, ALERTING THEM TO THE ACTIVITIES, EXHIBITS, AND EVENTS ASSOCIATED WITH THE CENTER.

I STARTED PAM, UH, PAM HOTEL THIS WEEK AND WENT ALL THE WAY UP AND DELIVERED A BUNCH OF COOKIES.

AND WE'RE CONTINUING TO DO THAT TO LET THE FRONT DESK KNOW SO THAT WHENEVER THEIR GUESTS COME IN

[00:10:01]

AND SAID WHAT'S THERE TO DO, THAT ONE OF THE PLACES THEY CAN STOP AT IS THE CENTER FOR THE ARTS AND SCIENCES.

UM, WE ALSO, UH, THE RECIPIENT ALSO HELPS WITH, UH, OFFERING HOTEL RELATED INFORMATION TO ATTENDEES.

THESE OF THE EVENTS THAT WE, WE PRO, WE, UH, WE HOST AND WE MAKE IT A STANDARD PRACTICE THAT IN ALL OF OUR EMAIL CAMPAIGNS, BOTH THE CONSTANT CONTACT THAT GOES OUT TO OVER 6,000 RECIPIENTS, BUT ALSO TO OUR, UH, OUR CUSTOMER RELATIONS MANAGEMENT SOFTWARE THAT'S IN OUR TICKING SYSTEM, THAT WHEN WE SEND THOSE EMAILS OUT TO PEOPLE THAT WE ARE SUGGESTING AND LIST AND, AND GIVING LINKS TO LISTS OF HOTELS IN THE AREA, ENCOURAGING PEOPLE TO, IF THEY'RE COMING FROM OUT OF TOWN TO ATTEND AN EVENT, TO ATTEND, TO STAY AT A HOTEL, OR IF YOU'RE BRINGING FAMILY IN, WHY DO YOU HAVE TO PUT PEOPLE UP AT YOUR OWN HOUSE? JUST LET 'EM STAY AT A HOTEL AND THEN MEET UP FOR BREAKFAST SOMEWHERE, RIGHT? SO, SO WE REALLY WANT TO ENCOURAGE HER THAT KINDA ACTIVITY.

WE ALSO MARKET THE EVENT OUTSIDE OF THE LOCAL AREA THROUGH, THROUGH, UH, STANDARD MEDIA PROMOTION AND ADVERTISEMENT.

ONE, THE EXAMPLE THAT I GAVE THAT I WANT TO GIVE TODAY IS THAT, UH, FOR OUR UPCOMING ELIZABETH, THE PIECE, WHICH HAS BEEN GOING ON SINCE 9 19 88, WE HAD TO SKIP FOUR YEARS BECAUSE THE CODE, WE DO IT EVERY OTHER YEAR, BUT WE'VE STARTED, UH, GETTING, UH, PUTTING HALF PAGE ADS IN TEXAS HIGHWAYS MAGAZINE FOR THAT AND FOR OTHER EVENTS THAT WE HAVE OUT AT THE CENTER FOR THE ARTS AND SCIENCES.

UH, AND IT, AND IT PAYS DIVIDENDS.

WE HAVE PEOPLE COMING FROM ALL OVER THE STATE ALREADY TO COME TO THE ELIZABETH MEDICAL PIECE.

WE'VE SOLD A LOT OF TICKETS.

I DID A LITTLE BIT OF ANALYSIS TODAY, 27% ALREADY OF THE PEOPLE WHO ARE COMING TO THE ELIZABETH AND MEDICAL FEES WERE COMING FROM OUTSIDE COUNTY.

WOW.

SO WE, WE REALLY TRY TO REALLY MAKE SURE THAT WE ARE DOING OUR PART TO HONOR THE CONTRACT THAT WE HAVE WITH THE CITY OF, UM, WE HAVE HAVE TENS OF THOUSANDS OF VISITORS, UH, COME IN TO VISIT US.

UH, SINCE THE COVID SHUTDOWN, WE NOW AVERAGE JUST ON OUR DAILY VISITS, JUST THE ONES WHERE IT'S JUST REGULAR BUSINESS HOURS TUESDAY THROUGH SUNDAY.

NOW, WE'VE OPENED BACK UP ON SUNDAY, THANK GOODNESS, UH, THAT WE AVERAGE 35% OF OUR GUESTS THAT COME IN, COME FROM OUTSIDE MISSOURI COUNTY.

AND WE KNOW THAT BECAUSE WE ASK THEM TO REGISTER, IT DOESN'T COST ANYTHING TO COME AND VISIT, USE THEM IN THE ART GALLERY, BUT WE ASK THEM TO REGISTER.

AND ONE OF THE QUESTIONS WE ASK IS IF IS IF YOU'RE COMING FROM OUTSIDE OF THE COUNTY, KNOWING THAT SOMETIMES IT IS RESIDENTS THAT ACTUALLY MAKE THE, MAKE THE RESERVATIONS.

AND SO WE DON'T RELY JUST ON ZIP CODES.

WE ALSO ASK THE QUESTION, HOW MANY ARE COMING IN FROM OUT THE COUNTY? UM, AND FROM THE TIME WE OPENED AFTER THE COVID CLOSURES WERE LIFTED, NOW THE FIRST NUMBER IS A BIG NUMBER, 126% INCREASE.

SINCE THAT, THAT'S NOT HUGE BECAUSE EVERYTHING WAS SHUT DOWN.

RIGHT.

BUT SINCE EVERYTHING WENT BACK TO NORMAL, WE HAVE, UH, INCREASED THE VISITOR COUNT 36% OVER THE SAME TIME SPAN OF THE YEARS.

SO THAT'S REALLY FANTASTIC.

OUR MARKETING IS WORKING FOLKS.

WE ALSO HAVE A LOT OF GREAT, UH, EVENTS THAT HAPPEN.

ONE, FOR INSTANCE, DISNEY BEAUTY BEAST THIS SUMMER, THE CENTER STAGES, WE SOLD OUT SEVEN PERFORMANCES AND 17% OF THOSE ATTENDEES CAME FROM THE, AND AGAIN, I MENTIONED THAT EBE THEMATICAL FE, IN THAT WE'RE ALREADY, WE'RE THE 27% WE ON TRACK TO FEED, OR AT LEAST MEET THE RECORD THAT WE, WE HAD IN TWO 18, 5% OF THE ATTENDEES FROM OUTSIDE THE COUNTY.

WE'RE ALSO WORKING TO DEVELOP VIDEO PROMOTIONAL PIECES FOR THE CENTER AND TO THE LIST MEDICAL FOR THE OTHER THINGS THAT WE DO OUT THERE SO THAT WE CAN BRING PEOPLE AND DRAW THEM INTO THIS AREA.

HOPEFULLY THEY'LL STAY AT A HOTEL OR A MOTEL AND, BUT BASICALLY REALLY JUST SUPPORT THE CITY OF THROUGH CULTURAL TOURISM.

AND WE'RE WORKING VERY HARD TO DO THAT.

AGAIN, WE COULDN'T DO IT WITHOUT YOU, WITHOUT YOUR HELP.

WE WOULD STILL CONTINUE THIS, THIS, THIS MISSION TO PROVIDE WHAT WE PROVIDE TO THIS COMMUNITY WITH OR WITHOUT THE HOT FUNDS, HOW THE HOT FUNDS MAKE SURE THAT WE'RE ABLE TO DO IT.

AND SO ON BEHALF OF THE BOARD OF DIRECTORS OF SUPPORT ING EXCUSE ME, OF COUNCIL, I JUST WANT THANK THE COUNCIL FOR YOUR CONTINU SUPPORT IN THESE EFFORTS.

AND I'M QUESTIONS, DO WE EVER TEAM UP WITH ANY LIKE OUTSIDE GROUP TO BRING IN LIKE SPECIAL EXHIBITS OR ANYTHING? UH, YES.

WELL, WE ARE MOSTLY A PRODUCING ORGANIZATION.

OKAY.

SO WE PRODUCE A LOT OF OUR OWN CONTENT AND IT'S ALL COOL.

I'M JUST, AND WE REALLY WORK HARD TO DO THAT FOR SURE.

ABSOLUTELY.

UM, I AM WORK, I DO WORK WITH THE MUSEUM, FOR INSTANCE, TO, TO TO SEE WHAT WE CAN DO TO, TO BRING IN OUTSIDE STUFF.

I THINK, I THINK RIGHT NOW IT'S JUST A SPACE CONSIDERATION, RIGHT.

MOST OF THE EXHIBITS THEY HAVE ON PERMANENT DISPLAY TAKE UP A LOT OF THE SPACE AND THOSE OUTSIDE EXHIBITS.

BUT I WOULD LOVE TO SEE MORE OF, OF THAT HAPPEN AND WE'RE WORKING CLOSELY WITH, WITH THE MUSEUM TO DO THAT MUSIC LEADERSHIP.

OKAY.

BUT I THINK IT'S A GREAT, GREAT IDEA.

NOW, WE DO BRING IN ENTERTAINERS FROM

[00:15:01]

OUTSIDE.

SO FOR INSTANCE, OUR FAMILY SCIENCE SERIES ARE ALL PERFORMERS COMING FROM, USUALLY FROM HOUSTON AND OTHER AREAS AND SUCH TO KIND OF HELP SUPPLEMENT SOME OF THE SCIENCE, SOME OF THE SCIENCE PROGRAMMING THAT WE HAVE OUT THERE.

ANOTHER THING WE'VE DONE IS JUST SPEAKING OF SCIENCE IS WE'VE STARTED, UH, DOING MORE PLANETARIUM SHOWS.

SO NOW WE'RE DOING PLANETARIUM SHOWS ON SATURDAYS AT ONE O'CLOCK.

WE'RE ABOUT TO OPEN THEM UP ON SUNDAYS NOW THE'RE ON SUNDAYS.

AND ALSO LIKE ON, ON MONDAY WHEN SCHOOLS OUT HAVE PLANETARIUM SHOWS GOING ON, EVEN THOUGH A LOT OF THE AIR SPACES ARE TRADITIONALLY CLOSED ON MONDAYS FOR TURNAROUND, WE THOUGHT LET'S START DOING WHAT THE HOUSTON GROUPS DO, WHICH IS OPEN UP WHENEVER SCHOOL IS OUT.

SO THE PLANETARIUMS GOING TO START THAT JUST ON THE 17TH OF THIS COMING MONDAY.

SO, AND WE TRY TO KEEP THAT.

MOST EVERYTHING IS, IS IF IT'S NOT FREE, IT'S AFFORDABLE.

I WOULD SAY LIKE MR. QUINN, I WAS SAYING YEAH, THE PRICES FOR THE MATTER BOWL IS, IS A LITTLE EXPENSIVE, BUT THAT IS A FREE COURSE MEAL.

YEAH.

AND, UH, AND HAS ABOUT SO THOUGH IT, IT COSTS $85 ON THE FIRST THURSDAY, THE FIRST SUNDAY AND A HUNDRED DOLLARS A TICKET FOR THE OTHERS.

WE HAVE A HUNDRED VOLUNTEERS ON STAGE AND BACKSTAGE HEALTH AND IT SPECTACULAR.

REALLY IT IS SETS THE COST.

SO YEAH.

IT'S WORTH IT.

THANK YOU.

ANY OTHER QUESTIONS? I JUST CONFIRMED WITH MR. SNIPS THAT HE HAS Y'ALL ON THE, UH, STAKEHOLDERS LIST FOR OUR, FOR OUR, UH, REDEVELOPMENT PROGRAM THAT WE WORKING FOR.

WE WANTED, I WANTED TO TELL YOU THAT WE APPRECIATE Y'ALL WELL, THANK GIVING YOUR INPUT FOR THAT.

THANK YOU VERY MUCH.

I'M, I'M HAPPY TO HELP IN ANY WAY WE CAN.

WELL, IF, IF NO OTHER QUESTIONS, I HAVE A REHEARSAL TO GET TO.

WE, SO THANK YOU FOR YOUR TIME.

APPRECIATE, APPRECIATE YOUR TIME.

APPRECIATE Y'S EFFORT.

THANK.

ALL RIGHT.

THE NEXT ITEM IS CONSIDERATION POSSIBLE ACTION TO PROVE THE FIRST OF TWO READINGS OF RESOLUTION NUMBER 44 DASH 2022 FOR THE ECONOMIC ECONOMIC DEVELOPMENT CORPORATION.

DISBURSEMENT OF FUNDS FOR PROJECTS, INCLUDING, IT WOULD BE RESOLUTION NUMBER 44 20 22.

RESOLUTION OF SUE CLUE TEXAS CONTAIN PREAMBLE APPROVING ECONOMIC DEVELOPMENT PROJECTS TO BE ENACTED BY THE FLU ECONOMIC DEVELOPMENT CORPORATION FOR THE FISCAL YEAR 2022.

2023.

PROVIDE THIS RESOLUTION TO TAKE EFFECT A FOUR FROM AN AFTER PASSAGE UNDER ADOPTION WHERE CITY FLU IS A HOME RULE CITY AND A HOMEROOM IN MUNICIPALITY, LYING AND SITUATED IN MISSOURI COUNTY, TEXAS AS DESCRIBED AND DEFINED BY SECTION FIVE, ARTICLE 11 OF THE CONSTITUTION OF TEXAS, SECTION 1.005, THE LOCAL GOVERNMENT CODE OF TEXAS RESPECTIVELY.

WHEREAS ALU ECONOMIC DEVELOPER CORPORATION, THE EDC IS A TYPE B NONPROFIT ECONOMIC DEVELOPMENT CORPORATION AUTHORIZED UNDER TEXAS DEVELOPMENT CORPORATIONS ACT, TITLE 12, SECTION 5 0 1 0.01 EXEC, SPECIFICALLY CHAPTER 5 0 5 OF SET ACT.

AND WHEREAS EDC SPECIFIC PURPOSES SUSTAIN ECONOMIC DEVELOPMENT EFFORTS TO PROMOTE BUSINESSES AND DEVELOPMENT IN THE CITY, WHEREAS THE CITY AND IN THE EDC HAVE MADE THE SPECIFIC FINDINGS THAT EDC MAY PURSUE.

THE DEVELOPMENT PROJECT SET FORTH BELOW THAT SAID PROJECT ARE AUTHORIZED BY THE TEXAS DEVELOPMENT CORPORATION ACT, AND THAT THE PROJECTS PROMOTE ECONOMIC DEVELOPMENT WITHIN THE CITY.

INCLUDE IS SATISFY THE REQUIREMENTS OF SERVING IN PUBLIC PURPOSE.

WHERE PRIOR TO PASSAGE THIS RESOLUTION, THE CITY COUNCIL CONDUCTED TWO PUBLIC READINGS OF THE RESOLUTION AND OPEN SESSION OF DULY NOTICED AND POSTED COUNCILS MEETINGS AND FURTHER FINDS THAT A DULY NOTICE AND POSTED HEARING WAS PREVIOUSLY HELD BY THE EDC ON THE PROJECTS CONTAINED HERE IN NOW THEREFORE BE RESOLVED BY THE CITY, CITY, INCLUDE TEXAS FIRST.

THE CITY COUNCIL OF THE CITY INCLUDE, FINDS THAT THE FACTS ARE CITED IN THE PREAMBLE.

HEREOF ARE TRUE.

SECOND, THE CITY COUNCIL OF CITY INCLUDE HEREBY APPROVES THE FOLLOWING ECONOMIC DEVELOPMENT PROJECTS FOR THE YEAR 2023.

20 22, 20 23 FISCAL YEAR LOCAL SMALL BUSINESS ASSISTANCE INITIATIVE PROJECT, A HUNDRED DOLLARS IN TOTAL FUNDING TO ASSIST SMALL BUSINESS DEVELOPMENT AND IMPROVEMENT ACROSS THE CITY.

COMMUNITY BRANDING AND STRATEGIC PLANNING INITIATIVE, 75,000 IN TOTAL FUNDING TO PROVIDE DEVELOPMENT OF AN ECONOMIC STRATEGY, STRATEGIC DEVELOPMENT PLAN, AND COMPLIMENTARY BRANDING FOR FLUTE SLASH CLUE DDC CONSTRUCTION MEDIATION AT FIRE STATION ONE 150,000

[00:20:01]

IN TOTAL.

POTENTIAL FUNDING FOR VARIOUS CORRECTIVE ACTIONS RELATED TO CONSTRUCTION DEFECTS AT FIRE STATION.

NUMBER ONE I INCLUDED FOR FORENSIC ENGINEERING SERVICES OF ELECTRICAL AND H B A C REPAIRS AS WELL AS MOISTURE DAMAGE AND REMEDIATION RELATED TO SAID DEFECTS FOR RENOVATION INCENTIVES.

INCENTIVIZATION 50,000 IN TOTAL FUNDING FOR REIMBURSING GRANTS TO QUALIFYING SMALL BUSINESSES WITH RENOVATION AND SIGN REHABILITATION COST.

AND NUMBER FIVE, COMMUNITY SIGNAGE, $60,000 FOR COMMUNITY IDENTIFICATION SIGN THAT VARIOUS INTRO POINTS TO THE CITY.

THIRD, THE FUNDS TO FUND THE ABOVE PROJECT HAVE BEEN BUDGETED AND NO FURTHER AUTHORIZATION IS REQUIRED FOR TWO COUNCIL FOR THE EDC TO AMEND TO IMPLEMENT THE ABOVE PROJECT.

FORCED THIS RESOLUTION SHALL TAKE EFFECT BEING ENFORCE FROM ADAPT ITS PASSAGE AND ADOPTION.

AND IT WOULD BE RED PAST ADOPTED THIS 22ND DAY WELL WOULD BE AT THE NEXT MEETING.

YES, SIR.

WOULD BE THE 27TH.

BE AT THE 27TH DAY OF OCTOBER, 2022.

AND IT WOULD BE APPROVED BY MYSELF AND TESTED BY ROSIE POINT CITY CLERK.

IT APPROVED AS TO FORM BY CHRISTOPHER, DR.

CITY ATTORNEY.

AND THIS REQUIRES TWO READINGS BECAUSE IT IS A STATE MANDATE THAT IT HAS TO PASS, IT HAS TO GO BEFORE COUNCIL TWICE BEFORE IT CAN GO INTO EFFECT.

AND IF THE FUNDS HAVE BEEN ALLOCATED DURING THE BUDGET.

UH, AND WE, UH, THE PROJECTS LISTED HERE AND CAN'T BEGIN TO BE IMPLEMENTED UNTIL 60 DAYS PAST THE FIRST DATE OF NOTIFICATION.

SO MID-DECEMBER WILL BE THE EARLIEST WE CAN DO THIS TO BEGIN WITH.

UM, BUT AS MAYOR STATED, THIS IS THE, THE BUDGET THAT WAS APPROVED AND ADOPTED.

THESE ARE THE PROJECTS LAID OUT IN THE BUDGET AND, UH, WE HAVE TO DO THIS DANCE, UH, TO MAKE SURE WE'RE, WE'RE KEEPING IT ON THE STRAIGHTEN NARROW.

WE DO HAVE SOME THREE 80 AGREEMENTS THAT WE'LL BE BRINGING FORWARD, BUT THOSE WILL BE INDEPENDENT PROJECTS.

SO IS THERE A TIMEFRAME BETWEEN THIS MEETING AND THE NEXT MEETING? TWO WEEKS? I MEAN, YOU CAN DO IT AT THE NEXT ONE.

YES, SIR.

YES SIR.

IT JUST HAS TO BE READ TWICE.

OKAY.

AND ONCE IT'S READ THE SECOND TIME, IT'S, THAT'S WHEN WE BUMP ON IT.

YES, CORRECT.

WE'LL TAKE ACTION AT THAT TIME.

SO TONIGHT'S NO ACCIDENT, NOT JUST THE FIRST READING.

LIKE I SAID, THERE'S NO ACTION TO BE TAKEN UNTIL THE SECOND READING.

CORRECT.

GOOD.

CAN YOU JUST REFRESH MY MEMORY IF THAT GIVES Y'ALL, EACH ONE OF THEM GIVES YOU TWO WEEKS TO THINK ABOUT IT BEFORE THE NEXT READING LIKE, UM, LIKE A, AN EXAMPLE LIKE THE LOCAL SMALL BUSINESS ASSISTANCE INITIATIVE.

LOCAL.

SO IF WE HAD A BUSINESS THAT WAS IN NEED, UM, THIS KIND OF STARTED OUT AND GREW OUT OF THE COVID RELIEF MM-HMM.

, BUT SOMETHING THAT WE THOUGHT WAS A GOOD IDEA.

IF THERE'S A SMALL BUSINESS THAT'S IN NEED OF QUICK CAPITAL FOR WHATEVER IT MIGHT BE, THEY CAN COME AND MAKE THAT APPLICATION.

OKAY.

WOULD IT BE, IT WOULDN'T BE A LOAN, IT WOULD BE JUST WOULD BE A LOAN.

OH, OKAY.

TYPICALLY THEIR LOAN FUNDS, UH, OR THEIR MATCHING GRANTS DEPENDING ON HOW THEY, UBC WANTS TO STRUCTURE THEM.

SO THE COMMUNITY BRANDING AND STRATEGIC INITIATIVE, WE WOULD WORK WITH AN OUTSIDE CONSULTANT TO HELP US WITH OUR BRANDING, BUT ALSO TO LAYOUT AN ECONOMIC DEVELOPMENT STRATEGY FOR THE CITY.

OBVIOUSLY WE'RE, UH, FAIRLY LANDLOCKED, SO WE'RE NOT DOWN TO, PROBABLY DON'T HAVE ROOM FOR AN INTERNATIONAL AIRPORT, BUT WE COME ON.

YEAH, I KNOW.

BUT WE HAVE THINGS THAT WE CAN KEY ON THAT WOULD HELP SPA MORE ECONOMIC GROWTH.

AND SO THAT'S THE, THAT'S THE GOAL THERE.

WE COULD GET A HELICOPTER PAD, WE COULD GET A HE WE HAVE ONE.

WE HAVE ONE.

OH, WE DID.

OH, OKAY.

AND IT'S IFR RATED, SO IF ANYBODY WANTS TO START A HE, WELL, WE HAVE A LOTTED HELICOPTER.

THAT'S EXACTLY RIGHT.

AND YOU CAN FLY THERE IN THE DARK.

UH, AND THEN, UH, CONSTRUCTION REMEDIATION AT FIRE STATION NUMBER ONE I THINK SPEAKS FOR ITSELF.

YEP.

UH, WE'RE ALMOST DONE WITH EVERYTHING THERE.

WE THINK FINALLY.

UH, AND THEN RENOVATION INCENTIVIZATION, UH, WHENEVER SOMEBODY DOES ADDRESS UP ON A BUILDING, THEY CAN APPLY FOR, UH, I THINK IT'S UP TO $6,000 FOR THE SIGN AND A LITTLE BIT MORE FOR THE RENOVATION ON THE, ON THE FACILITY AND THE COMMUNITY SIGNING PART OF THAT BRANDING INITIATIVE.

WE ENVISION AT SOME POINT, UH, KIND OF A CHANGE TO THE ENTRANCE OF THE CITY.

IT WAS ONE OF THE THINGS THAT LOUISVILLE CENTER GROUP ALREADY TALKED ABOUT WAS IDENTIFYING MARQUE.

SO WHEN YOU HIT, YOU KNOW, YOU'VE COME SOMEPLACE ALONG 3 32.

AND SO THAT'S KIND OF THE PLACEHOLDER, I GUESS FOR THAT IS OUR MAIN ENTRANCE MAIN OFF OF, WELL, REALLY IF YOU LOOK AT TRAFFIC, IT'S, IT'S DIXIE AND MAIN ARE THE TWO TWO PRIMARY.

YEAH.

OKAY.

IF YOU, IF YOU LOOK AT THE CITY LIMIT SIGN THOUGH, WHEN YOU YEAH.

IF YOU'RE ON, IF YOU'RE ON THE HIGHWAY, YOUR FASTEST CITY'S LIMIT SIGN BEFORE YOU SEE IT.

SO WHICH, HAS ANYBODY SEEN THE BIG PAIRS PAS JUST PUTTING UP YEAH.

THE, ON THE HIGHWAY? NO, I DON'T KNOW THAT.

I HAVEN'T SHARED THAT WITH COUNCIL AND I HAVEN'T SHARED YOUR IDEA EITHER FOR OKAY.

THEY'RE PUTTING BIG PAIRS, PAIRS.

THAT'S THEIR BRANDING.

YEAH, IT'S ON THE SIDE OF, FOR, IT'S ON THE SIDE

[00:25:01]

OF THE HIGHWAY.

LIKE THE, THE OUTLINE, LIKE ANGLETON HAS LIKE, IT'S, THIS IS A HOLD, IT'S WHOLE PAIR.

IT'S PROBABLY, IT'S LIKE A BIG GREEN PAIR, PROBABLY ABOUT A 15 FOOT TALL PAIR ON A SIGN.

WELL THE ONE I THOUGHT HUGE WAS YELLOWISH.

YEAH, YEAH.

YELLOWISH.

YEAH.

IT'S LOOKS RIDICULOUS.

I MEAN, THAT'S GOOD.

YOU KNOW, YOU'RE IN THE CITY OF PS, BUT YOU KNOW, YOU'RE IN THE CITY OF PAIR.

I WOULD JUST READ HERE IT SAYS, UH, CONSIDERATION POSSIBLE ACTION TO APPROVE THE FIRST READING.

DO WE NEED TO DO THAT? NO, SIR.

OKAY.

YOU, YOU'VE CONSIDERED IT OR YOU'RE TAKING CONSIDERATION? CONSIDER WE'VE CONSIDERED IT, BUT THE ACTION, THE ACTION CAN'T BE TAKEN UNTIL THE SECOND READING.

RIGHT.

OKAY.

SO THE COMMUNITY SIGNAGE BE LIKE PUTTING MORE, I KNOW WE HAVE, I LOVE THE LITTLE, THE ROCKS THAT HAVE, YOU KNOW, CLUE.

I THINK I JUST THINK THEY'RE KIND OF COOL.

IS THAT WHAT WE'RE TALKING ABOUT? PUTTING MORE LIKE THAT SOMETHING THAT, SOMETHING THAT WOULD CATCH YOUR EYE? UM, I'VE GOT AN IDEA OF MR. DUNCAN HAS AN IDEA.

OKAY.

UM, I WON'T SHARE IT PUBLICLY.

.

OKAY.

I, I HAD TALKED TO LAKE JACKSON SEVERAL, SEVERAL YEARS AGO.

THE, UH, THE OVERPASS THERE AT DIXIE DRIVE.

MM-HMM.

RIGHT THERE IS WHERE YOU AT THE, AT THE UP RAMP ON THAT OVERPASS BETWEEN THE, BETWEEN THE TWO OVERPASSES, IF WE MIGHT BE ABLE TO GET WITH THE STATE OF TEXAS AND LIKE JACKSON PAY FOR ONE SIDE COMING FROM SURF SIDE THIS WAY, WE PAY FOR WHAT THAT COMING FROM THE OTHER WAY.

AND YOU KNOW, THAT'S NOT A, IT'S UP IN THE, IT'S UP IN THE MIDDLE OF THE HIGHWAY UP THERE.

MM-HMM.

.

AND IF YOU'VE SEEN LIKE STAFFORD HAS THEIR UNIQUE LON THING.

WEST U HAS SOMETHING ON SIX 10, SO, AND THE GALLERIA HAS GOT THOSE ARCH THINGS THAT, SO YOU KNOW YOU'RE IN THE GALLERIA.

YEAH.

YEAH.

SO WE, WE WILL, AND THAT'S KIND OF WHAT THE STUDIES TO KIND HELP US IDENTIFY WHAT IS THAT ELEMENT THAT WE WANT HIGHLIGHT THIS SHOW.

OH, THAT'S COOL.

YEAH.

CUZ YOU CAN DRIVE DOWN 3 32 AND NOT EVEN KNOW YOU WENT THROUGH CLUE, RIGHT? YEAH.

NOTHING'S, YOU KNOW.

OH YEAH, NO, I'M ALL FOR THAT.

THAT'S ALL.

BUT, YOU KNOW, IT COULD BE A, COULD BE SOMETHING THAT WE HAVE TO DO KIND OF LIKE THE, THE ELEVATED SIGNS THAT HAVE THE ROAD SIGNS AND STUFF LIKE THAT ON, I DON'T KNOW.

I DON'T KNOW WHAT WE CAN DO THERE, BUT, YOU KNOW, PUT A BIG MOSQUITO OUT THERE THAT SAYS WELCOME TO CLUE.

OH, CLOSE.

YOU'RE GETTING CLOSE, YOU'RE GETTING WARM.

THINK BLEW ME ON WILLY.

OKAY.

BUT ANY OTHER, ANY FURTHER DISCUSSION OR CONSIDERATION ON THIS ITEM? WE WOULD, IF NOT WE'LL MOVE TO D AND IT WOULD BE DISCUSSION AND POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 45 DASH 2022 APPOINTING MEMBER TO THE INCLUDE ECONOMIC DEVELOPMENT CORPORATION.

AND WHEREAS THE CITY COUNCIL SHALL APPOINT MEMBERS TO THE ECONOMIC BOARD BOARD OF DIRECTORS AND WHEREAS EACH DIRECTOR SHALL SERVE FOR A TERM OF TWO YEARS OR UNTIL HIS SUCCESSOR IS APPOINTED BY CITY COUNCIL, UNLESS SUCH DIRECTOR HAS BEEN APPOINTED TO FILL A UNEXPIRED TERM, WHICH CASE THE TERM THE DIRECTOR SHALL FIRE ON THE EXPIRATION DATE OF THE TERM THE DIRECTOR WHO POSITIONED HE OR SHE WAS APPOINTED TO FILL.

WHEREAS POSITIONS TWO, FOUR AND SIX EXPIRE IN OCTOBER, 2022.

THE CITY COUNCIL WISHES TO APPOINT MEMBERS TO POSITIONS TWO, FOUR, AND SIX AT THIS TIME.

NOW THEREFORE BE RESOLVED BY THE CITY COUNCIL, CITY OF BLUE MISSOURI COUNTY, TEXAS FIRST THAT SHERRY YARD PAY IS HERE BY REAPPOINTED FIELD POSITION TWO, WHICH EXPIRES IN OCTOBER, 2024.

SECOND, THAT FRANCIS VAUGHN IS HEREBY, WE APPOINTED TO FIELD POSITION FOUR, WHICH EXPIRES IN OCTOBER 20, 24 AND THIRD THAT VINCENTS A SO LEE IS HEREBY APPOINTED TO FIELD POSITION SIX, WHICH EXPIRES IN OCTOBER, 2020 AND FOURTH, THAT THIS RESOLUTION AFTER EXECUTION AND ATTESTATION SHALL BE MAINTAINED IN THE PERMANENT RECORDS OF CITY TEXAS.

READ PASSED THROUGH THIS 13TH DAY OF OCTOBER 22, AD SIGNED BY MYSELF TO TESTIFY RELATIVE APPOINT CITY CLERK.

YOU ARE PROBABLY WONDERING THAT WE JUST APPOINTED MR. MISS PAID AND MR. SOLEY, BUT THEY WERE TO FEEL UNEXPIRED TERMS. UH, MR. NOBLE PASSED AWAY.

WE HAD ANOTHER GENTLEMAN THAT WASN'T ATTENDING MEETINGS, SO WE APPOINTED SOMEONE TO FILL THEIR POSITION.

SO THAT'S WHY THEY'RE ON THE, THAT'S WHY THEY'RE ON HERE SO QUICK SINCE THEY WERE APPOINTED.

OKAY.

AND THERE'S SIX TOTAL? SEVEN.

SEVEN.

YES.

YOU WANT CARE TO MAKE A MOTION TO APPROVE RESOLUTION NUMBER 45 20 22.

I WILL MOVE BY COUNCIL PERSON.

WE HAVE A SECOND, SIR THAT

[00:30:01]

COUNT FROM CHRIS DISCUSSION.

HEARING NONE, I WILL ENTERTAIN A VOTE.

ALL IN FAVOR? AYE.

AYE.

AYE.

UNANIMOUS.

THANK Y'ALL.

NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 46 DASH 2022 APPROVING PERSONNEL POLICIES AND PROCEDURES OVERTIME PAID DURING DECLARED EMERGENCIES.

AND IT WOULD BE RESOLUTION NUMBER 46 DASH 2022.

RESOLUTION OF CITY COUNCIL OF CITY FLEET TEXAS APPROVED POLICIES OF PROCEDURES RELATED TO COMP, COMPENSATION, SERVICE PAY, AND OVERTIME DURING DECLARED DISASTERS.

WHEREAS THE CITY INCLUDE HAS A PRACTICE OBSERVED AND PRACTICED THE PROCEDURES DESCRIBED IN THE ATTACHED POLICY DEPART DOCUMENT DURING DISASTER RELATED EVENTS WHERE THE CITY'S LACK OF A FORMAL POLICY ADOPTION RELATED TO THESE PRACTICES PRECLUDE THE CITY, PRECLUDED THE CITY FROM FEMA REIMBURSEMENT FOR THE WINTER EVENT LAST YEAR.

NOW THEREFORE BE RESOLVED BY THE CITY COUNCIL, CITY INCLUDE TEXAS, THAT THE POLICY ATTACHED HERE TOO, AS DID TODAY, IS HEREBY APPROVED AND ADOPTED FOR INCLUSION IN THE CITY'S PERSONNEL POLICIES AND PROCEDURES HANDBOOK RED PASS AND ADOPTED THIS 13TH DAY OF OCTOBER, 2022, SIGNED BY MYSELF AND TESTED BY ROSE APPOINTMENT TO CLERK.

I THINK THAT THAT ONE SENTENCE SUB SUMMED IT UP PRETTY GOOD.

WE HAD DIDN'T HAVE THIS POLICY AS AN OFFICIAL PART OF OUR HANDBOOK AND FEMA DID NOT ACCEPT OUR APPLICATION FOR REIMBURSEMENT FOR THE MONEY WE SPENT THERE IN THE FURS PART OF, PART OF THE MONEY WE GET PART OF IT, WE WERE ABLE TO ARGUE FOR PART OF IT.

THIS HAS BEEN PRACTICE SINCE 2008, AT LEAST I KNOW, UH, WE'VE HAD IT IN OUR E O P FOREVER.

UM, AND WE POINTED TO THAT WITH FEMA, BUT THEY SAID BECAUSE IT WAS NOT PART OF OUR PERSONAL HANDBOOK THAT THEY WOULD, THEY FELT LIKE IT WAS NOT HONORABLE.

SO NOT THAT IT WASN'T HONORABLE, BUT THAT THEY WOULD NOT HONOR THE RE THE TOTAL REIMBURSEMENT.

SO DID IT SAY IN THERE SOMETHING ABOUT USING, LIKE GIVING PEOPLE TIME OFF INSTEAD OF PAYING THEM OVER TIME? CORRECT.

IS THAT WE CAN DO THAT.

I DIDN'T EVEN KNOW YOU COULD DO THAT.

WELL, FOR EXEMPT STAFF, THEY HAVE THAT OPTION TO TAKE THE TIME INSTEAD OF THE ADDITIONAL PAY.

OH, THAT'S FOR SALARY FEE? THAT'S FOR SALARY EXEMPT.

YES, SIR.

OKAY.

SALARY EXAM.

OH, OKAY.

THAT'S TRUE.

GOOD POINT.

MAKE A MOTION TO ADOPT THE HAVE A MOTION BY COUNCIL QUINN.

WE ADOPT RESOLUTION NUMBER 46 DASH 2022 AND SECOND BY COUNCIL PERSON BOND.

FURTHER DISCUSSION.

HEARING ANY? NONE.

I'LL ENTERTAIN A VOTE.

I IN FAVOR, AYE.

AYE.

UNANIMOUS.

THANK Y'ALL.

NEXT ITEM IS CONSIDERATION IMPOSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 47 DASH 2022 APPROVING PERSONNEL POLICIES AND PROCEDURES CREATING A CATASTROPHIC LEAD POOL.

THIS WOULD BE RESOLUTION NUMBER 47 DASH 2022.

RESOLUTION OF THE CITY COUNCIL CITY INCLUDE TEXAS APPROVING POLICIES AND PROCEDURE RELATED TO THE CREATION OF A CATASTROPHIC CATASTROPHIC LEAVE WHERE THE CITY CLU HAS ALWAYS VALUED AND EXPRESSED A SUPPORT OF OUR EMPLOYEES.

AND WHEREAS CITY HAS PREVIOUSLY USED AN INFORMAL AD HOC APPROACH TO DONATING SICK LEAVE TO THOSE FACING DIRE MEDICAL CONDITIONS.

AND WHEREAS TO ENSURE EQUITY AND ACCOUNTABILITY STAFF ARE PROPOSING THE ADOPTION OF A FORMAL POLICY TO PROVIDE THOSE IN NEED NOW THEREFORE BE RESOLVED BY CITY COUNCIL.

CITY FLEET TEXAS.

THE POLICY WE ATTACH HERE TO AND EXHIBIT A IS HEREBY APPROVED AND ADOPTED FOR INCLUDING IN THE CITY'S PERSONNEL, POLICIES AND PROCEDURES HANDBOOK ROAD PATH AND ADOPTED THIS 13TH DAY OF OCTOBER 22, 22, SIGNED BY MYSELF AND TESTED BY ROAD ONE CITY CLERK.

AND AGAIN, THIS POLICY, THIS IS A PRACTICE THAT WE ARE PROCEDURE THAT WE'VE FOLLOWED OVER THE YEARS.

FOLKS HAVE DONATED TIME TO OTHER FOLKS USUALLY WITHIN A DEPARTMENT.

THE PROBLEM IS, AND THE CONCERN IS, IS THAT WE END UP, WE MAY END UP SOMEDAY WITH AN EMPLOYEE THAT MAY NOT BE WELL LIKED AND ONE EMPLOYEE MIGHT HAVE GOTTEN THIS DONATION AND ONE EMPLOYEE MAY NOT.

THIS PRESERVES SOME EQUITY AND PROVIDES SOME ACCOUNTABILITY.

AND THEN WE ALSO CLARIFY WHAT CONSTITUTES A CATASTROPHIC FOOD OWNERS IN DISEASE, UH, A LITTLE BIT MORE CLEARLY.

SO IT'S NOT JUST FREE A FREE FOR ALL AS IT WERE.

RIGHT.

RIGHT.

I I SAW SOMETHING IN HERE ABOUT THE COMMITTEE WHO, WHO IS, SO AN AD HOC COMMITTEE WILL BE APPOINTED, TYPICALLY SPEAKING IT'S THE FINANCE MANAGER, THE HR MANAGER, AND THEN THE DEPARTMENT HEAD.

AM I CORRECT? YES.

AND SO THAT THREE PERSON PARTY WILL MEET, REVIEW THE APPLICATION, UH, AND

[00:35:01]

THEN IF THEY DENY IT, THEN IT CAN BE APPEALED TO MY OFFICE.

UH, HOPEFULLY EVERYBODY PUTS TOGETHER A QUALITY APPLICATION AND IT REALLY MEANS SOMETHING.

SO HOW MUCH IS USUALLY CONTRIBUTED TO PEOPLE ARE CONTRIBUTING THEIR PAID TIME OFF FOR VACATION? RIGHT? THERE'S NEVER BEEN A TO A POOL THERE.

YEAH, THERE'S NEVER BEEN A LIMIT PRIOR AND THERE'S NEVER BEEN, IT'S NEVER BEEN A STANDARD.

SO IF YOU SAY YOU WANT TO DONATE EIGHT HOURS, YOU CAN DONATE EIGHT HOURS IF YOU WANNA DONATE ALL OF IT, THERE'S NO CAP ON IT.

WE, THIS PROVIDES SOME GUIDE RAILS AND SAYS, OKAY, YOU'RE ONLY GONNA BE ALLOWED TO DONATE X NUMBER OF HOURS, YOU HAVE TO MAKE SURE THAT YOU HAVE PLENTY OF TIME TO COVER YOU IN CASE YOU END UP WITH AN ILLNESS.

RIGHT.

UM, AND THEN IT ALSO BASICALLY SAYS THAT WHEN YOU LEAVE THE EMPLOYMENT OF THE CITY, IF YOU'RE GONE FOR LESS THAN FIVE YEARS, UH, RIGHT NOW, IF YOU LEAVE WITH MORE THAN FIVE YEARS VESTED, I THINK IT'S 40 OR 80.

IF YOU LEAVE FIVE YEARS, YOU DON'T GET PAID OUT.

RIGHT.

BUT IF YOU'RE HERE OVER FIVE YEARS, YOU GET EIGHT DOWN 80 HOURS.

OH, SICK TIME.

SO PRIOR TO THAT FIVE YEAR, IF YOU LEAVE BEFORE YOU'RE VESTED IN THAT TIME, YOUR TIME GOES INTO THE POOL.

OKAY.

AND THEN FOLKS CAN VOLUNTARILY DONATE IF THERE'S NOT ENOUGH IN THE POOL.

OKAY.

AND YOU DONATE, YOU'RE NOT DONATING, LIKE I COME UP AND SAY THAT I, I'M TERMINALLY ILL AND I GET PROVED AND EVERYTHING.

IT'S NOT AT THAT TIME THAT PEOPLE CONTRIBUTE TO THE POOL NO.

TO SAY, I WANT THIS MY TIME TO GO TO THIS PARTICULAR PERSON.

IT'S JUST IN THAT POOL AND WHOEVER'S APPROVED GETS IT.

CORRECT.

OKAY.

CORRECT.

THAT'S THE, TO KIND OF MITIGATE SOME OF THE CONCERNS WE MIGHT HAVE ABOUT INEQUITY OR SOME MM-HMM.

, YOU DON'T WANNA END UP IN A SITUATION WHERE THE CITY'S DONATED AND GIVEN DONATED TIME TO SOMEBODY AND THEN NOT GIVEN TO SOMEBODY ELSE, RIGHT? MM-HMM.

.

AND THIS MAKES IT A MORE EQUITABLE PROCESS.

OKAY.

THAT MAKES SENSE.

DO WE DO, I KNOW WE WENT OVER ALL THIS IN THE BUDGET FOR EMPLOYEES, WE HAVE RETIREMENT PLANS, DON'T WE LIKE A 401K? YES MA'AM.

SO DO WE HAVE ANY HARDSHIP CLAUSE IN THERE THAT PEOPLE CAN PULL MONEY FROM THEIR 401K? WE DO.

OKAY.

WE DO.

THAT'S ON THE INDIVIDUAL PLAN.

IT DEPENDS.

WE DON'T PROVIDE A 401K.

WE PROVIDE A 4 57 K PROGRAM.

OKAY.

THROUGH MISSION SQUARE, UH, IC ARC RETIREMENT, THEY JUST CHANGED THEIR NAME.

UH, BUT WE ALSO OFFERED FULL TMS COVERED, SO, UH, WHICH WE MATCH, UH, WHICH REMATCH, UH, TWO TO ONE.

SO, UH, THEY PUT ASIDE MONEY INTO THE RETIREMENT TO THE STATE PENSION.

THAT IS NOT DRAWABLE, BUT THE 4 57 K, 4 0 3 B, THOSE ARE DISCRETIONARY.

AND THEN WE ALSO ENCOURAGE THEM TO TAKE ON SHORT TERM LONG-TERM DISABILITY AS THEY'RE COMFORTABLE ABLE TO.

SO, BUT SHORT-TERM AND LONG-TERM DISABILITY, IT HAS TO BE ME.

THAT'S SICK.

IT CAN'T BE A FAMILY MEMBER.

CORRECT.

CORRECT.

OKAY.

THAT'S MY THOUGHT.

SO THIS DOES AWAY WITH A PARTICULAR EMPLOYEE GIVING THEIR TIME TO A PARTICULAR EMPLOYEE.

RIGHT.

THIS IS, THEY'RE GONNA DONATE THAT TO THE POOL THAT, THAT THE PERSON WHO'S THEN SICK CAN MAKE APPLICATION.

UH, BECAUSE WE DON'T WANNA END UP IN A SITUATION, LIKE I SAID, WHERE WE HAVE, WE'RE GIVEN TO ONE PERSON, BUT WE'RE NOT GIVE TO ANOTHER.

AND THAT WAY THERE'S A POOL, THERE'S AN EQUITABLE MEANS FOR IT TO BE DISPERSED.

MY KNOWLEDGE DIRE.

SO ONCE YOU CONTRIBUTE YOUR HOURS, SAY I GIVE 16 HOURS TO THE POOL AND WE GO ALL YEAR, NO ONE IS SICK OR NO ONE HAS TO USE IT, DO I GET IT BACK? OR DOES IT ROLL OVER INTO NEXT YEAR? OR HOW DOES THAT WORK? YOU KNOW, IT JUST, WE PLANNED ON IT ROLLING OVER.

I NEVER THOUGHT ABOUT REFUNDING THE HOURS, BUT I SUPPOSE WE COULD PUT THAT MECHANISM IN HERE TO ROLL IT.

OH, OKAY.

THAT WOULD BE, HUH? IT JUST, IT'LL ROLL OVER YEAR TO YEAR.

YEAH, YEAH, YEAH.

INSTEAD OF HAVING, YEAH, IT WOULD BE A NICE TO TRY TO ISSUE THAT MM-HMM.

.

YEAH.

IF YOU HAD A 80 HOURS LEFT AT THE END OF THE YEAR THIS YEAR AND THEY DONATED 200 HOURS NEXT YEAR, YOU HAVE 280 HOURS IN NEXT YEAR.

OKAY.

SO IT JUST ROLLS.

I MEAN, AND THE REALITY IS WE, THERE MAY BE YEARS THAT WE DON'T USE IT AT ALL.

RIGHT.

SO THAT'S WHAT I WAS SAYING.

IF YOU GET IT BACK OR IT ROLLS INTO THE POOL FOR THE NEXT YEAR.

OH, WE MADE THERE MAYBE YEARS THAT WE HAVE THREE, THERE ARE FOUR EMPLOYEES THAT NEED IT.

UM, THAT'S WHY IT'LL JUST CONTINUE TO ROLL OVER.

OKAY.

OH, IT MAKES SENSE.

WHEN YOU SAY ROLL OVER, YOU TALKING ABOUT ACCUMULATE? ACCUMULATE, YEAH.

YEAH.

SO WHAT WE'RE GONNA DO IS ONE TIME A YEAR WE WILL ASK FOR DONATIONS.

UM, AND THEN WHATEVER, YOU KNOW, IF 50 HOURS GETS DONATED, 50 HOURS GETS DONATED, IT'S 500 GETS DONATED, 500.

UM, SO WE'LL HAVE THAT BANK IN THERE.

IF SOMEBODY NEEDS IT, THEY'LL PUT IN AN APPLICATION.

WELL THE COMMITTEE WILL MEET, REVIEW WHETHER WE FILL AND WE'LL ALSO, I MEAN PART OF IT IS THEY HAVE TO PROVIDE DOCTORS PROOF, UH, AND, YOU KNOW, EXPLANATION ON WHY THEY NEEDED AND ALL THAT KINDA STUFF.

IF THEY'RE APPROVED, THEN OF COURSE THEY'LL BE DONATED UP

[00:40:01]

TO 15 DAYS.

UM, AND THEN WE, WE HAD IT MORE, BUT WE DECIDED THAT AFTER 15 DAYS THEY COULD ALWAYS REAPPLY, UM, IF THE NEED WAS STILL THERE.

SO OKAY.

BASICALLY, YOU KNOW, IF THEY USE IT THEN THAT THEY DON'T NO, THEY DON'T GET TO KEEP IT.

IF THEY ONLY USE 10 DAYS, THEY, UH, THE FIVE DAYS GOES BACK TO THE POOL.

BUT YOU CAN ONLY DONATE THIS TIME ONE TIME A YEAR.

SOMEONE COULDN'T BECOME SICK AND THEN YOU DECIDE DONATE IT.

WELL, WE DID PUT IN THERE THAT IF IT DROPPED BELOW 500 HOURS, THAT WE COULD GO OUT AND DO ANOTHER REQUEST THROUGHOUT HERE AGAIN, WE'RE ONLY, WE'RE TELLING PEOPLE THEY CAN DONATE THE MINIMUM OF EIGHT HOURS AND A MAXIMUM OF A HUNDRED.

WE WON'T KNOW UNTIL PEOPLE DONATE.

WELL, I UNDERSTAND THE REASON WE'RE DOING IT, BUT IT ALSO KILLS PROBABLY HOW IT STARTED.

BUT THAT'S COMPLICATED ENOUGH.

WELL, I THINK ANYWAY.

YEAH, NO, I UNDERSTAND.

IT DOES HARM THE GOODWILL I GUESS, AS IT WERE, BUT IT ALSO CREATES, WELL IT KIND OF, YEAH.

KIND OF DAMAGES A LITTLE BIT.

YEAH.

AND DO WE, IF SOMEBODY LIKE BACK TO THE EXAMPLE OF ME BEING TERMINALLY ILL AFTER I KNOW THAT LIKE SHORT TERM DISABILITY AND STUFF MAY HAVE A WAITING PERIOD AND THEN TO MOVE TO LONG TERM DISABILITY, IT HAS TO HIT A CERTAIN AMOUNT OF TIME.

ARE THOSE EMPLOYEES THEN MOVED IF THEY GET APPROVED FOR THESE HOURS DURING THAT WAITING PERIOD BEFORE SHORT TERM DISABILITY, ARE THEY THEN MOVED TO SHORT TERM OR, OR DO CAN THEY STILL KEEP COLLECTING FROM THE POOL AS WELL? WE IS THE ONLY OPTION THAT WE HAVE FOR SHORT TERM DISABILITY IN LONG TERM IS THROUGH, IS A PERSONAL THING.

THEY CAN KEEP AN, A PERSONAL ACCOUNT THROUGH APP.

LIKE, SO WE MAY NOT EVEN KNOW THEY HAVE OKAY.

SHORTTERM DISABILITY.

UM, SO THIS IS, I MEAN THAT COULD, IT COULD RUN ING.

I THINK THE LONGER, THE LONGER SOMEBODY'S OUT OR THE GREATER, THE CONCERN IS IF THERE NEEDS TO BE A MEDICAL SEPARATION, THIS ISN'T GONNA PRECLUDE THIS MAKING THAT MEDICAL SEPARATION.

OKAY.

YEAH.

THIS WILL STILL BE TIED TO, BECAUSE IF THEY'RE OUT FOR ANY MEDICAL ISSUE LIKE THAT OF THE CHILD OR LIKE THAT THEY HAVE 12 WEEKS OF F.

RIGHT.

SO THIS KIND, SO IT WEEKS AND THEY'RE STILL NOT BACK.

NO CHANCE OF COMING BACK THEN WE AT THAT POINT I GOT, THAT'S ALL I GOT.

I DON'T THINK SO.

I THINK I DID.

I DIDN'T GET A MOTION THERE.

NO, NOT YET.

BUT I WILL GLADLY MOVE THAT MOTION.

WE HAVE A MOTION BY COUNCILPERSON, UH, BOND THAT WE, THAT WE ADOPT.

UH, RESOLUTION NUMBER 47 DASH 2022 CREATING THE CATASTROPHIC LEAVE FOR.

I HAVE A SECOND.

I'LL SECOND.

SO ABOUT COUNCILPERSON MATTER FURTHER DISCUSSION.

HEARING NONE, I WILL ENTERTAIN A VOTE.

ALL IN FAVOR? AYE.

UNANIMOUS.

NEXT ITEM IS CONSIDERATION AND POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 48 DASH 2022 APPROVING THE BILINGUAL PAY BILINGUAL PAY POLICY BE RESOLUTION NUMBER 48 DASH 2022.

THE REVOLUTION OF THE CITY COUNCIL CITY INCLUDE TEXAS APPROVED POLICIES AND PROCEDURES RELATED TO IMPLEMENTATION OF BILINGUAL PAY FOR EMPLOYEES.

WHEREAS CITY INCLUDE IS A HOME RULE.

IT IS A HOME TO CULTURALLY RICH AND DIVERSE POPULATION.

AND WHEREAS THE CITY IS COMMITTED TO PROVIDING IT POPULATION WITH, WITH GREAT CUSTOMER SERVICES REGARDLESS OF LANGUAGE.

AND WHEREAS THE CITY IS LIKEWISE DESIRES OF RETAINING STAFF, CAPABLE OF PROVIDING THE LANGUAGE SKILLS TO MEET THAT COMMITMENT.

WHEREAS THE CITY COUNCIL APPROVED BILINGUAL CERTIFICATION PAY AS PART OF THE FISCAL YEAR 20 22, 20 23 BUDGETS NOW THEREFORE BE RESOLVED OF CITY COUNCIL, INCLUDE TEXAS POLICY ATTACHED HERE, TWO AS EXHIBIT A IS SHARED BY, APPROVED AND ADOPTED FOR INCLUSION AND THE CITY'S PERSONNEL POLICIES AND PROCEDURES HANDBOOK.

READ 13TH DAY OF SIGNED BY.

AND AGAIN, THIS WAS INCLUDED AS PART OF THE COMPENSATION PACKAGE IN THE BUDGET.

UM, IT WAS ONE OF THE THINGS THAT WE, WHEN WE TALKED TO STAFF, WE DID, UH, LISTING PANELS A COUPLE YEARS BACK AND THAT WAS ONE OF THE ISSUES THAT CAME UP.

WE KEPT HEARING FROM SEVERAL DEPARTMENTS THAT THAT WOULD BE SOMETHING THAT WAS NICE.

IT'S NOT A HUGE AMOUNT OF MONEY, IF I'M NOT MISTAKEN.

IT'S $10, $10 PER MONTH OR 10 NOTICE PAY PER PAY PERIODS OF $20 A MONTH ROUGHLY, UH, TO OFFSET THAT.

BUT WHEN YOU TAKE A LOOK AT THE IMPACT THAT

[00:45:01]

WE'VE HAD, OUR, OUR SIGN LANGUAGE, WELL SIGN LANGUAGE STAFF, OUR SPANISH SPEAKERS HAVE HAD ON MAINTAINING AND HELPING, I THINK IT'S IMMENSE AND WE NEED TO RECOGNIZE THAT SKILL.

SOMEWHAT.

HAVE A MOTION ABOUT COUNCILMAN CHRIS? DO I HAVE A SECOND? I'LL SECOND.

COUNCIL PERSON BOND.

ANY DISCUSSION? 10 MONTHS.

$10 PER PAY PERIOD.

$20 A MONTH.

TWO $40 A YEAR.

I WILL TELL YOU WHO GONE ASKING, SEARCHING OUT OTHER CITIES, THE MINIMUM AMOUNT WAS 50 OF PAY PERIOD.

SO OTHER CITIES ARE BEING A LOT MORE, WE JUST KIND OF WANTED TO START WITH SOMETHING AND WE HAVE TOLD, EVEN THE DEPARTMENT HAD SAID, JUST PUT SOMETHING OUT THERE AND GROW.

YEAH, WE GOTTA HAVE A STARTING POINT, RIGHT? THAT'S SO WHAT'S IN THE BUDGET? $20.

I MEAN IF WE, IF WE DO ANYTHING DIFFERENT THAN THAT, THEN WE WOULD HAVE TO DO A BUDGET AMENDMENT AS WELL.

WE DIDN'T MEAN TO GO CHEAP, BUT WE START, YOU GUYS START SOMEWHERE.

EFFORT.

FOOD'S ALWAYS BEEN A LITTLE BIT BEHIND WHEN WE JUST HAVE TO CATCH UP.

WE GO, WE'RE ONLY BEHIND AT THE END.

WE AIN'T GOT TO THE END.

WE DON'T CHASE THOSE.

THERE YOU GO.

NEED FURTHER DISCUSSION? HAVE A MOTION IN A SECOND.

ALL IN FAVOR? AYE.

AYE.

UNANIMOUS.

THANK YOU.

NEXT ITEM WILL BE CONSIDERATION AND POSSIBLE ACTION TO APPROVE.

RESOLUTION NUMBER 49 DASH 2022 DESIGNATED CERTAIN VEHICLES AND EQUIPMENT IS SURPLUS AND RSS.

THE RESOLUTION OF THE CITY COUNCIL CITY INCLUDE TEXAS APPROVING THE DISPOSAL OF CITY PROPERTY DECLARED SURCHARGES OR SALARIES.

WHEREAS CITY INCLUDE HAS DETERMINED THAT CERTAIN VEHICLES AND ITEMS ARE SHOWN IN, IN EXHIBIT ATTACHED HERE TOO AND MADE A PART HERE OF, OF SURPLUS OBSOLETE OR UNUSABLE FOR PRESENT AND FUTURE CITY NEED.

AND WHEREAS THE CITY AUTHORIZES THE AUCTION OF SALVAGE VEHICLES, ITEMS DETERMINED TO BE SURPLUS, WHEREAS THE CITY DESIRES TO DISPOSE OF BY PUBLIC AUCTION THROUGH GO DEALS.COM.

WITH THE EXCEPTION OF FIRE UNIT 8 0 2, WHICH IS SLATED FOR DONATION TO ANOTHER FIRE DEPARTMENT.

AND WHEREAS THE CITY COUNCIL DESIRE OCCURS IN THE FINDING THAT THESE VEHICLES AND ITEMS DESCRIBING EXHIBIT A ARE SURPLUS NO LONGER LEAD YOU FOR PURPOSELESS PURPOSES.

NOW THEREFORE BE RESOLVED BY THE CITY COUNCIL, CITY INCLUDE TEXAS THAT GOV DEALS.COM IS HEREBY AUTHORIZED TO DISPOSE OF BY PUBLIC AUCTION.

THE SURPLUS VEHICLES AND ITEMS DESCRIBED IN EXHIBIT A RED PASS AND ADOPTED THIS 13TH DAY OF OCTOBER, 2022, SIGNED BY MYSELF AND THE .

WE'D EXPECTED TO HAVE MORE VEHICLES.

UH, BUT WE ONLY HAVE THE, UH, THE ONE THAT'S LISTED ON THE, IS THIS A, IS THIS A POLICE VEHICLE? THAT A FIRE? THIS IS A FIRE VEHICLE.

IT SAYS SWAT BAN.

YEAH, THAT'S, THAT'S A MISPRINT THAT THERE'S SECOND, THERE WAS A UPDATED VERSION.

MY APOLOGIES.

THERE'S IT'S ON YOUR, IT'S ON THE DESK.

THERE SHOULD BE JUST NO, IT'S A FIRE VEHICLE THAT'S BEING DONATED.

IT'S A RONALD REAGAN FIRE PRINT.

WHICH TRUCK IS THAT? 8 0 2.

THE ONE THAT'S GOT THE WALKTHROUGH WHERE YOU STAND UP.

IT'S 86.

YEAH, SO WE'LL BE, ONCE WE GET THE OTHER VEHICLES, UH, IN HOUSE, WE'LL HAVE SOME THAT COME OFF THE LINE, BUT UH, THIS IS THE ONLY ONE NOW THAT'S, WE NEED DECLARED SURPLUS.

SO THERE'S ACTUALLY WE, WE COULD HAVE DONE IT IN ONE ONE BUT I THOUGHT WE WERE GONNA HAVE MORE.

SO, OKAY.

SO THIS ONE THAT ACTUALLY, OKAY.

YEAH.

SORRY, I I, SINCE WE'RE TAKING THAT ONE OUT.

YEAH.

HERE I GUESS WE STILL NEED TO DO THIS.

YES SIR.

OKAY.

I DO NEED A MOTION TO APPROVE RESOLUTION NUMBER 49 DASH 2022.

I'LL MAKE A MOTION.

MOTION BY COUNCIL PERSONS.

DO I HAVE A SECOND? I'LL SECOND TAKE A COUNCIL PERSON BOND.

ANY OTHER QUESTIONS? I THINK THE NEXT ONE WILL CLARIFY EVERYTHING.

YEAH.

HEARING

[00:50:01]

NO FURTHER DISCUSSION, I'LL ENTERTAIN A VOTE.

I'LL FAVOR I AYE.

UNANIMOUS NEXT ITEM IS CONSIDERATION OF POSSIBLE ACTS TO APPROVE RESOLUTION NUMBER 50 DASH 2022 APPROVING THE DONATION OF A SUR SURPLUS FIRE DEPARTMENT VEHICLE TO DENNING NEW HOPE VOLUNTARY FIRE DEPARTMENT RESOLUTION NUMBER 50 DASH 2022.

THE RESOLUTION OF CITY OF CLE, TEXAS APPROVING ITS OLD NATION SLASH TRANSFER OF A CERT PRIOR TRUCK TO THE DENNY DASH NEW HOPE VOLUNTEER FIRE DEPARTMENT.

WHEREAS CLTE VOLUNTEER DEPARTMENT HAS UTILIZED UNIT 8 0 2 FOR MORE THAN THREE DECADES.

WHEREAS INSTEAD OF PLACING THE VEHICLE HAS SURPLUS EQUIPMENT INTO AN AUCTION CITY IS DESIRED.

SO SEE AND CONTINUE TO SERVE THE PEOPLE OF THE GREAT STATE OF TEXAS.

WHEREAS THE DENNY NEW HOPE VOLUNTEER FIRE DEPARTMENT D DASH N H VFP HAS EXPRESSED AN INTEREST IN USING THE TRUCKS TO ASSIST THEM IN MEETING THEIR CRITICAL MISSION.

AND WHEREAS THE DN H VFD IS WILLING TO ACCEPT THE ASSIGNMENT OF FIRE UNIT NUMBER 8 0 2 VIN NUMBER OR ASSIGNMENT? YES.

YEAH.

VIN NUMBER ONE GM ONE GBM D 70 D ONE G ONE GV 1 1 11 3 49 FOR USE IN MULTIPLE JURY RESTRICTIONAL SWAT TO FIRE DEPARTMENT.

YEAH, THAT'S THE SORRY FOR CONT FOR CONTINUED SERVICING THEIR MISSION.

OKAY.

NOW THEREFORE BE RESOLVED BY THE STEVE COUNCIL CITY INCLUDE TEXAS.

THAT THE, THAT THE FIRE UNIT, FIRE UNIT NUMBER 8 0 2 VIN NUMBER ONE GBM 71 G ONE GV GV 1 11 3 49 PREVIOUSLY DECLARED AS SURPLUS EQUIPMENT BY THE CITY OF INCLUDE TEXAS.

IT'S HEREBY DONATED TO THE DENING DASH NEW HOPE VOLUNTEER FIRE DEPARTMENT.

THIS RESOLUTION DULY PASSED AT 13TH DAY OF OCTOBER, 2022 AND IT BE SIGNED BY MYSELF AND IT TESTED BY ROSE APPOINT CITY CLERK.

THIS IS SOME CHIEF GARCIA AND CHIEF ETT HERE.

CITY UNIT NINE 11.

RIGHT.

BUT THE VIN NUMBER, WHAT MATTERS AND WE WERE GOING OFF YOUR CALL.

YEAH, YEAH.

MAY NOT KNOW.

YOU KNOW, WE'VE GOT SEVERAL DEPARTMENTS THROUGHOUT CITY AND WE, SO WE CHECK AROUND AND I'M LIKE FOR THAT AND THE CHIEF, UH, ASSISTANT CHIEF TASK FORCE IN DEPARTMENTS THAT MAY NEED AN HANG AS OR OF USABLE APPARATUS.

AND WE WERE HAVING A HANG AS FOR THIS APP, WE GOT OUR OTHER TRUCK AND BE TO REPLACEMENT AND FOR THAT OUTAGE.

BUT, UH, WE ARE IN A SHAPE IN OUR MIND THAT WE CAN'T GIVE THIS, UH, TRUCK TO ANOTHER DEPARTMENT ON THE APPROVAL.

UH, UH, NEW HOPE DEPARTMENT IS A, UH, EAST TEXAS, NORTHEAST TEXAS DEPARTMENT THAT HAS FUNCTIONS IN A, UH, DEPARTMENT THAT DOESN'T HAVE AN EFD AS WE HAVE MEETING AROUND HERE.

IT ADDS A MEMBERSHIP IN THEIR HANDS RIGHT NOW OF ABOUT SIX PEOPLE JAPAN.

AND THEY JUST GOT THROUGH AN LANE FINDING SEVERAL WILDFIRES IN THAT AREA AND FOR THAT IMPACTED FROM LOT WITH THE RESIDENT THERE.

AND THEN JUST WOULD GIVE THEM A UNIT THAT BE ABLE TO PROVIDE STRUCTURAL FIRE FIGHTING.

RIGHT NOW THEY'RE GONNA HAVE TWO TRUCKS IN AIRLINE THAT ARE ABLE TO DO, UH, BRUSH FIRE THAT ARE USED.

AND I THOUGHT WE WERE THE ONLY ONES IN THAT LOOKED TO THE TRUCK IN FOR YEARS.

THEY MEET US AS AND THEN ONE HALF WILLS IN.

SO THEY VERY MUCH NEED OF A, AN GUYS KNOW CONSERV THEIR FEE.

IT'S A GOOD DEAL.

IS THERE ANY KIND OF DOLLAR AMOUNT THAT YOU PUT AS FAR AS A DONATION VERSUS, BECAUSE IT'S, I DON'T KNOW HOW YEAH, BECAUSE WE'RE NOT A TAXING OR A TAX PAYING ENTITY.

UH, WE'RE JUST TRANSFERRING THE TITLE.

UH, THEY'RE UH, I'M GLAD YOU BROUGHT THAT UP.

DONATION AND I DON'T HANG IT FOR WHAT WE'VE DONE IN ONE BEFORE.

I DIDN'T KNOW HOW THE TECH YEAH, YOU DO THE TITLE TRANSFER.

THE TITLE WILL SAY $1 TO MAKE IT OUS, BUT IF YOU RECALL, UH, WE'VE HAD THIS

[00:55:01]

CONVERSATION WITH OTHER COMMUNITIES IN THE COUNTY THAT HAVE DECIDED THEY WANT TO START CHARGING MORE AND WE MET WITH, UH, REPRESENTATIVE SIT AND HE WAS VERY THANKFUL THAT WE WERE NOT CONTINUING THAT TREND.

SO YEAH.

I'M GLAD WE'RE IN THE POSITION TO BE ABLE TO DO SOMETHING LIKE THAT.

THAT'S RIGHT.

YEAH.

WE CONSIDER SUPPORT CITY, YOU KNOW, OTHER CITIES AND THERE THEY'VE GOT BALANCE IN THEIR RIGHT NOW, UH, I TALKED WITH THEIR CHIEF THIS WEEK AND THEIR, THEIR BUDGET IS 3000 THOUSAND MONEY POCKETS FUEL.

OH MY GOSH.

YEAH.

THAT'S A REAL VOLUNTEER.

YEAH, YEAH.

VOLUNTEER.

WOW.

I, MY QUESTION WAS GONNA BE HOW THEY WERE GONNA TAKE DELIVERY OF THE VEHICLE, BUT ARE WE, ARE WE DELIVERING TO THEM? ARE YOU GONNA TAKE IT UP THERE WORKING? NO, THEY'RE, THEY'RE GONNA TRY TO GET THEMSELVES UNLESS THEY CAN GET A DONATION.

WE'RE TRYING TO WAIT.

CAUSE WE DID WEIGH OUT THE MACHINE AND SEE IF WE PUT ON THE AND IS IT, IT RUNS, YES MA'AM.

IT'S DRIVING.

YES MA IT'S TRANSPORTABLE.

BUT WE'RE TRYING TO HELP PEOPLE HANG WHERE THERE'S NOT THAT MANY MILES.

WE DOT GET IT DELIVERED UP THERE AND DON'T HANG WITH A TRAILER OR SOMETHING THAT, JUST FOR CURIOSITY, HOW MANY MILES ARE ACTUALLY ON IT? IT'S LESS THAN 50,000 MILES.

I I WOULD, I WOULD BE, I WOULD, YEAH, THAT'S WHAT I WOULD BE WILLING TO SAY.

PROBABLY.

YEAH.

IT WASN'T, THAT'S WHAT I SAY.

IT'S NOT COMPLETELY WORE OUT, IT'S JUST OUTDATED.

, WE RAN THAT TRUCK LOT FROM HUNT.

IT MADE MANY, MANY FIRES.

YEAH.

AND IT WAS A GREAT SERVICE IN, I I'M HAPPY TO SEE THAT SOMEBODY GET SOME USE OUT OF IT.

CUZ I MEAN, IF IT WENT TO THE AUCTION, IT MIGHT WIND UP IN MEXICO OR BOTTLE SOMEWHERE ELSE.

THAT'S WHY I STILL, I'M SURE IT'LL BE WELL TAKEN CARE OF IT.

WELL LIKE I SAID, I'M GLAD, I'M GLAD IT'S GOING TO SOMEBODY IN TEXAS.

LIKE I SAID, IT COULD WIND, IT COULD AT THE AUCTION, IT COULD WIND UP IN MEXICO OR ANYWHERE.

RIGHT.

WELL I MAKE, WE DO THAT.

WE'RE GOING TO THAT OTHER COUNTRY AND EAST TEXAS.

, LET'S GO TO THE FOREIGN COUNTRY.

FOREIGN COUNTRY.

EAST TEXAS, FAR EAST TEXAS.

WELL, I, I PERSONALLY WOULD LIKE TO, TO SAVE IT.

WE SHOULD DELIVER IT TO 'EM.

NOT NECESSARILY DRIVE IT, BUT HOWEVER, WHATEVER THE BEST WAY TO GET IT THERE IS WE'RE LOOKING AT THEM OPTION I TALKED TO YEAH.

.

I CAN SAY WE'RE LOOKING TELL QUOTE FROM SOMEBODY.

WE'RE LOOKING AT OTHER OPTIONS AND BE ABLE TO HELP THEM OUT.

YOU THINK ABOUT THAT.

WELL, AFTER HEARING ABOUT THEIR BUDGET, I, I JUST THINK IT WOULD BE A VERY CHARITABLE THING TO DO AND YOU COULDN'T STAND IT.

I, I AGREE WITH WHAT YOU SAID ABOUT DONATING, YOU KNOW, ALL THAT TO, BUT IN THAT ASPECT, THEY DO HAVE DIFFERENT BUSINESSES IN THEIR COUNTY THAT I WOULD LIKE TO SEE THEM TRY TO STEP UP, HELP THEM ALSO CAUSE OF THE CHIEF AND HE WORKS FOR A COMPANY THAT HAS TRUCKS AND TRAILERS THAT THEY COULD DONATE HIS TIME TO COME DOWN HERE, GET IT THEMSELVES.

CAUSE YOU'RE LOOKING AT, I DUNNO, THREE, $4 A MILE EACH WAY.

500 MILES, YOU KNOW, 15 2000 OR SO.

YOU LAY DOWN A DOLLAR A MILE EVERY TIME THE WHEELS ROLL.

I MEAN THAT'S, I MEAN'S JUST FUEL AND COST.

I LOOK AT, YOU KNOW, I AND TRAILER IT, IT WEIGHS ABOUT 3000 TOO, TOO MUCH LEGALLY FOR ME TO HAUL.

WHAT IS IT WEIGH RIGHT NOW? WE TOOK EVERYTHING, WE TOOK ALL WATER AND STILL HAVE THE HOSES AND THE, AND THE TOOLS IN IT.

IT WEIGHED 22, WHICH IS NOT HEAVY, BUT I MEAN, MY TRAILER I CALL 18 NINE, SO I'M NOT 1500 POUNDS BY THE TIME TO TAKE ALL THE HOSES AND ALL THAT, WHICH WE'RE, I'LL MAKE A PHONE CALL A MINUTE BY 10 O'CLOCK IN THE MORNING.

IT'LL BE EMPTY AND WE'LL KNOW EXACTLY HOW MUCH YOU WAIT.

IF IT'S RIGHT AROUND 18 NINE, THEN I'LL HAUL IT.

SO.

WELL, I AGREE WITH YOU.

YOU KNOW, I MEAN IT WOULD SHOW A VOTE.

APPRECIATE WE, WE GIVEN YOU FIRE TRUCK.

IT'D BE NICE IF YOU FIND SOMEBODY CAN GET YOU.

YEAH.

WHICH, IF, WHICH I'M SURE THEY CAN, BUT IF NOT, I'M, I'M WILLING TO.

BUT IT'S

[01:00:01]

GOTTA GET TO WELL I SAY THAT, I SAY THAT IF, UH, IF WHEN YOU GET IT EMPTY, IF, IF IF THERE'S AN ISSUE THEN LET US KNOW.

WE'LL SEE WHAT WE CAN DO AT THAT POINT.

YOU KNOW, IF THEY, IF THEY CAN'T HAVE, IF THEY CAN'T GET SOMEBODY TO COME GET IT, LET US, LET US SEE WHAT THEY'LL DO FIRST.

OKAY.

LET US, LET US KNOW.

WE'LL SEE WHAT WE CAN DO THAT SUITABLE.

YES.

WELL IT'S EASY TO SAY DELIVER, BUT IT'S NAIVE TO NOT REALIZE THERE'S A CONSIDERABLE COST IN DOING IT.

YES, I AGREE.

I AGREE.

YEAH.

OKAY.

DID I GET A MOTION TO APPROVE REVOLUTION 50 DASH 22 DONATING THE FIRE TRUCK? HE DID.

UH, MR. QUINN DID, DID MR. QUINN, MR. QUINN, I GOT A SECOND.

I'LL SIR.

SECOND BY COUNCILMAN CHRIS.

ANY DISCUSS ANY FURTHER DISCUSSION? I WILL ENTERTAIN THE VOTE.

ALL IN FAVOR? AYE.

AYE.

CONGRATULATIONS THEN.

NEW HOPE.

I I I KNOW THAT THE VEHICLE HAD BEEN WELL TAKEN CARE OF IN THE CITY OF CLODE.

I CAN, YEAH.

IT SHOULD BE LIKE A SHIN AND DIAMOND AND THEN THEY'RE NOT, THEY'RE NOT GETTING A PIECE OF JUNK, THAT'S FOR SURE.

NO, NO.

IS ANY WAY WE CAN GET A, UH, PICTURE, UH, OR A ARTICLE IN THE PAPER SHOWING THAT WE OH YEAH, YEAH.

CITY INCLUDE DID SOMETHING LIKE THIS WE'LL ISSUE A PRESS RELEASE.

I THINK THAT'D BE A GOOD PHOTO OP FOR YOUR WHOLE DEPARTMENT.

YEAH.

WELL BEFORE WE HEAD IT OUT, WE TAKE A PICTURE HERE, THEN THEY SEND US ONE OF THEIR CREW WITH YEAH, THAT'S A GOOD IDEA.

I JUST THINK ME AND HIM AND CHASE GOING UP THERE TO THAT DEPART AND TAKING A PICTURE OF US, YOU KNOW.

OKAY.

GOOD DEAL.

I JUST THINK THERE'S ENOUGH OF BAD STUFF GOING ON, BUT EVERY NOW AND THEN YOU GET SOMETHING GOOD.

YEP, THAT'S TRUE.

YEAH.

OKAY.

[V. NOTICE/ANNOUNCEMENT OF UPCOMING EVENTS AND MEETINGS]
