THEN AFTER I HAVE ONE MORE ARTICLE FOR THE COVID RELIEF, IRS WAS ALL THE PENALTIES IS WAIVING.

SO MY GUESS WAS I TRIED TO COMMUNICATE WITH THE CITY CLERK AND SAYS, IF YOU CAN VIEW MY PENALTIES, I'VE BEEN DOING BUSINESS FOR 14 YEARS, NEVER BEEN BEHIND, NEVER BEEN ASKED ANYTHING.

MIGHT BE ONE QUARTER OR SOMETHING.

I WAS LIKE TWO TO THREE WEEK, I FORGET ABOUT IT.

OTHERWISE, 14 YEAR I PAID EVERY TIME.

THIS WAS THE HARD TIME FOR ME AND I COULDN'T PAY.

SO I WAS JUST, WHEN THE LAWSUIT CAME, I THOUGHT I'M GONNA GO IN A SMALL COURT CLAIM AND CONVINCE THE JUDGE AND WHATEVER MY, I CAN BE OF THE PENALTY.

BUT THERE WAS A CORPORATION LAWSUIT.

SO DAY ONE ATTORNEY AND I CANNOT AFFORD THE ATTORNEY.

SO I TALKED TO MR. CJ AND, UH, CITY CLERK AND MR. CHRIS, I TRIED TO HOLD OF HIM, BUT IT'S A LAWSUIT.

I CANNOT TALK TO HIM.

TO CJ SUGGEST ME.

YOU CAN COME TO THE COUNCIL MEETING AND YOU CAN TALK TO HIM.

AND I HAD PUT THE, ALL THE STUFF THERE.

WHEREAS THE CITY PARKS DEPARTMENT HAS AMASSED THOUSANDS OF COMMEMORATIVE T-SHIRTS OVER THE PRECEDING DECADES.

AND WHEREAS DEPARTMENTS HAS ATTEMPTED TO SELL AS MANY OF THEM AS POSSIBLE, BUT WITH, BUT IS STILL LEFT WITH MORE THAN 21 BOXES FULL OF SHIRTS.

AND WHEREAS THE CITY HAS DESIRES TO SEE THESE ITEMS USED TO BENEFIT THOSE IN NEED THROUGH DONATION TO NON-PROFIT AGENCIES SERVING THE COMMUNITY NOW THEREFORE BE RESOLVED BY THE CITY COUNCIL OF CITY CLUE THAT'S A LOT OF 21 BOXES OF COMMEMORATIVE T-SHIRTS ABOVE REFERENCE ARE HEREBY DECLARED SURPLUS AND ARE APPROVED FOR DONATION TO LOCAL NON-PROFIT ORGANIZATIONS IN THE AREA THAT SERVE THOSE IN NEED.

AND IT WOULD BE RESOLUTION NUMBER 57 DASH 2022.

A RESOLUTION OF CITY OF CLETE, TEXAS APPROVED THE EXTENSION OF THE INTERLOCAL AGREEMENT WITH THE SOUTHERN BRAZORIA COUNTY SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS SPCA, A FOR SHELTER OPERATIONS.

WHEREAS THE CITY'S PARTNERSHIP WITH THE

CITIES OF FREEPORT LAKE JACKSON, THE SPCA, A SHELTER SERVICES IS SET TO EXPIRE AT THE END OF FEBRUARY, 2023.

AND WHEREAS THE CITY COUNCIL AND THE CITY OF KLUTE BELIEVES IS BE IN THE BEST INTEREST AND THE HEALTH AND WELFARE OF OUR CITIZEN TO EXTEND THIS AGREEMENT, TO ENSURE CONTENT CONTINUITY OF SERVICES AND FINANCE.

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL AND CITY OF KLUTE, TEXAS, THAT THE AGREEMENT ATTACHED HERE TO IS APPROVED FOR THE EXTENSION OF THE SHELTER OPERATION SERVICES BETWEEN THE CITY OF PUTTE AND THE SOUTHERN MISSOURI COUNTY S PCA A THROUGH SEPTEMBER THE 30TH, 2024 IS HEREBY APPROVED AND AUTHORIZED FOR EXECUTION BY THE MAYOR.

THIS RESOLUTION DULY PASSED AS TH DAY OF DECEMBER, 2022.

AND THIS WILL BE SIGNED BY MYSELF AS TESTED BY ROSE APPOINTMENT CITY CLERK.

AS Y'ALL ARE AWARE, WE HAVE BUDGETED THIS IN OUR, IN OUR BUDGET, UH, FOR THIS YEAR.

SO, UH, WHEN WE DO OUR NEXT BUDGET, IF WE, IF WE APPROVE THIS, IT'LL HAVE TO BE PART OF THE NEXT BUDGET AS WELL.

I MET WITH MY COLLEAGUES FROM FREEPORT, LAKE JACKSON AND, UH, IN ANGLE ANGLETON ON MONDAY OF THIS WEEK, OR SORRY, FRIDAY OF LAST WEEK, TO DISCUSS THIS, UH, THIS PROPOSAL.

UH, LAKE JACKSON IS ABOUT 18 MONTHS AWAY FROM BEING ABLE TO OPEN THEIR OWN FACILITY.

AS YOU RECALL, THEY OPTED TO GO OUT ON THEIR OWN.

THEY'RE NOT SURE ABOUT THEIR SPACE REQUIREMENTS.

SO WE'RE PROBABLY TALKING TWO YEARS BEFORE THEY'VE REALLY EVALUATED WHETHER OR NOT THEY HAVE ROOM AT THE END FOR ANYBODY ELSE.

ANGLETON IS IN A SIMILAR SITUATION.

THEY HAD TALKED ABOUT CREATING A NEW FACILITY.

I THINK NOW THEY'RE TALKING ABOUT MAYBE ENLARGING THEIR CURRENT FACILITY, BUT THEY'RE NOT AT A POSITION THAT THEY CAN DO THAT AND ESTIMATE THAT COST TO BE AT ABOUT $400,000.

UH, MEANWHILE, IN OUR DISCUSSIONS WITH OUR PARTNERS AT FREEPORT, UH, THEY'RE, WE, NEITHER CITY IS IN POSITION TO STAFF EQUIP, MAINTAIN, ADMINISTER A SHELTER.

AND SO, UH, MY ASK OF THEM AND THE ASK THAT WE'VE TALKED WITH THE SPCA ABOUT IS EXTENDING, UH, AT LEAST NOMINALLY THROUGH SEPTEMBER OF 2024 TO GIVE OURSELVES TIME TO SEE WHAT LAKE JACKSON'S GONNA END UP DOING, BUT ALSO POTENTIALLY GO FURTHER THAN THAT, FURTHER OUT THAN THAT.

BUT THIS WOULD SEEMED LIKE A NICE IN BETWEEN POINT AND GETS US TO THE END OF THE NEXT, THE, NOT THE NEXT FISCAL CYCLE, BUT THE FISCAL CYCLE AFTER THAT.

SO WE HAVE SOME CONTINU CERTI CERTAINTY FOR THE NEXT TWO YEARS.

NO, IT'S NOT ON THE AGENDA, BUT I THINK IT'S APPROPRIATE IS A, THE CITY OF KLUTE DECLARATION OF RESPECT AND HONOR.

WHEREAS BARBARA HESTER WAS BORN IN ANTON, TEXAS ON DECEMBER THE 11TH, 1941.

BARBARA WAS A RESIDENT AND ARLET ADVOCATE OF KLUTE FOR MOST OF HER LIFE.

SHE CHERISHED HER FAMILY AND HER COMMUNITY, WHEREAS BARBARA BEGAN HER LESTER'S CLEAR CAREER IN THE SERVICE OF THE CITY ON FEBRUARY THE 29TH, 1980 WHEN SHE BECAME THE SECRETARY TO THE CITY MANAGER.

TWO YEARS LATER ON MAY 26TH, 1982, SHE WAS PROMOTED TO THE ASSISTANT TO THE CITY MANAGER.

SHE REMAINED IN THAT POSITION FOR ANOTHER SIX YEARS UNTIL SHE WAS AGAIN PROMOTED AS THE FINANCE DIRECTOR ON OCTOBER THE FIRST, 1988 WITH ALL OF HER EXPERIENCE, KNOWLEDGE, AND LOVE FOR HER JOB IN THE CITY.

SHE WAS APPOINTED AS THE INTERIM CITY MANAGER ON DECEMBER THE FIRST 1990.

AND ON OCTOBER THE FIRST, 1991, SHE WAS APPOINTED CITY MANAGER UNTIL SHE RETIRED ON FEBRUARY 28TH, 2007.

WHEREAS BARBARA HAD SUCH A DEDICATION TO THIS COMMUNITY THAT EVEN AFTER 27 YEARS OF EMPLOYMENT, SHE CONTINUED ON AS A CONSULTANT AND AN ACTIVE VOLUNTEER ON THE CHARTER COMMISSION AMONG OTHER CITY BOARDS AND HAS VOLUNTEERED FOR MANY YEARS HELPING WHEREVER SHE WAS NEEDED DURING THE MOSQUITO FESTIVAL.

WHEREAS BARBARA WILL WILL BE REMEMBERED BY MANY OF THE EMPLOYEES THAT SERVED UNDER HER FOR HER PASSION FOR FROGS.

HER OFFICE WAS FILLED WITH EVERY KIND OF FROG, FROM PICTURES TO FIGURINES AND ANYTHING ELSE THAT WAS FROG RELATED.

IF YOU DO HER WHEN YOU THINK OF FROGS, YOU WILL THINK OF BARBARA HESTER NOW.

THEREFORE, I MAYOR CALVIN SHIFFLETT DO HEREBY FORMALLY OFFER THE CITY'S APPRECIATION, RESPECT, AND ESTEEM AND REMEMBRANCE OF BARBARA.

HE HESTER AND WITNESS WHERE I HERE TO SET MY HAND AND CAUSE THE SEAL OF THE CITY INCLUDE BE AFFIX THIS EIGHTH DAY OF DECEMBER, 2022, SIGNED BY MYSELF.
