CITY OF KLUTE PROCLAMATION, DECLARATION OF MARCH AS BLEEDING DISORDERS AWARENESS MONTH, WHEREAS I, CALVIN SHIFFLET ME THE CITY INCLUDE AM PROUD TO COMMEMORATE MARCH 23RD AS BLEEDING DISORDERS AWARENESS MONTH IN THE STATE OF, IN THE CITY OF KLUTE, BRAZORIA COUNTY, TEXAS, OR IN THE STATE OF FLUTE RESORT COUNTY, TEXAS, WHATEVER.

AND WHEREAS THE DESIGNATION, THIS DESIGNATION WILL FORMALIZE AND EXPAND UPON THE DESIGNATION OF MARCH 8TH, 1986.

IT'S HE HEMOPHILIA AWARENESS MONTH BY PRESIDENT RONALD REAGAN.

AND WHEREAS BLEEDING DISORDER ADVOCATES DURING THIS MONTH WHERE A RED MATERIAL AROUND THEIR NECK, EG LE LAYS, SCARVES, TIES.

AND WHEREAS THESE BLEEDING DISORDERS WHICH SHARE THE INABILITY TO FORM A PROPER BLOOD CLOT OR CHARACTERIZED BY EXTENDED BLEEDING AFTER INJURY SURGERY, TRAUMA ADMINISTRATION CAN LEAD TO SIGNIFICANT MORBIDITY

AND CAN BE FATAL IF NOT TREATED EFFECTIVELY.

AND WHEREAS MANY INDIVIDUALS WITH HEMOPHILIA BECOME INFECTED WITH HIV AND HEPATITIS C IN THE 1980S DUE TO THE CONTAMINATION OF BLOOD SUPPLY AND BLOOD PRODUCTS.

AND WHEREAS THIS AWARENESS MONTH AND THE SEED OF FLUTE WILL GENERATE GREATER AWARENESS, UNDERSTANDING OF NOT ONLY HEMOPHILIA BUT ALL INHERITABLE BLEEDING DISORDERS, EXCLUDING BWI AND BRAND DISEASE, WHICH ALONE IMPACTS AN ESTIMATED 1% OF THE US POPULATION OR MORE THAN 3.2 MILLION INDIVIDUALS.

WHEREAS THIS AWARENESS MONTH WILL FOSTER A GREATER, GREATER SENSE OF COMMUNITY AND SHARED PURPOSE AMONG INDIVIDUALS WITH ALL INHERITABLE BLEEDING DISORDERS.

AND WHEREAS THIS AWARENESS MONTH WILL ELEVATE AWARENESS AND OF AN ENGAGEMENT IN THE INABILITY INHERITABLE BLEEDING DISORDER JOURNEY BEYOND OUR COMMUNITY TO THE GENERAL PUBLIC ENABLING THE PREVENTION OF ILLNESS UNNECESSARY PROCEDURES AND DISABILITY.

NOW THEREFORE, OUR CALVIN SHIFFLET, MAYOR OF THE CITY OF KLUTE, BRAZORIA COUNTY, TEXAS DO HEREBY PROCLAIM THE MONTH OF MARCH AS BLEEDING DISORDERS AWARENESS MONTH.

UH, WE ARE A LOCAL NONPROFIT BASED OUT OF LAPORT BEAUMONT AREA AND WE'RE STARTING TO MOVE OUT INTO OTHER COMMUNITIES.

I'M WORKING FOR BRAZORIA COUNTY AND SO WE'RE JUST KIND OF STARTING WITH ONE PROGRAM, WHICH IS THE HALF PROGRAM.

IT'S THE HOMEOWNER ASSISTANCE FUND.

IT WORKS VERY MUCH LIKE THE PREVIOUS RENTER PROGRAMS AND THINGS THAT WERE AROUND, BUT NOT A LOT OF TRACTION HAS HAPPENED WITH IT.

SO WE'RE JUST REACHING OUT TO OUR CITY COUNCILS AND THINGS, UH, MEETINGS LIKE THIS AND PRESENTING IT THIS WAY, LEAVING SOME FLYERS FOR ANYBODY THAT MAY BE HERE OR IF Y'ALL COULD KIND OF POINT US IN THE RIGHT DIRECTION AND HELP EXTEND, YOU KNOW, THE INFORMATION TO YOUR, YOUR COMMUNITY, UH, AS WELL.

UH, THERE IS A LOT OF FUNDING THAT MAY BE RETRACTED IF WE DON'T START USING IT SOON.

IT IS FOR HOMEOWNERS.

IT IS ONE OF THE FIRST OF ITS KIND FOR HOMEOWNERS.

IF THEY WERE AFFECTED BY COVID 19 IN ANY WAY, WHICH EVERYBODY WAS, WHETHER YOU LOST TIME AT WORK OR YOU JUST HAD TO STAY HOME SICK WITH FAMILY MEMBERS OR ANYTHING, SOMEBODY THERE WAS SOME WAY, YOU KNOW, YOU WERE AFFECTED.

SO IT'S VERY, YOU KNOW, SIMPLE QUALIFICATIONS IF YOU'RE IN NEED.

UH, IN TERMS OF PROJECT OR CASH ON HAND, UH, WE'RE STILL EXCEPTIONALLY STRONG.

WE HAVE, UH, AS WE TALKED DURING OUR BUDGET PROCESS ABOUT PAYING THE MORTGAGE, WE HAVE NOT DONE THAT YET.

PENDING SETTLEMENT OF SOME ISSUES RELATED TO THAT COMMERCIAL DEVELOPMENT OVER THERE.

UM, SO WE'LL SETTLE THE MORTGAGE ONCE WE GET THAT TAKEN CARE OF.

UH, BUT CASH ON HAND WE'RE DOWN SLIGHTLY A YEAR FROM WHERE WE WERE AT THIS POINT, BUT ONLY MARGINALLY.

AND WE STILL HAVE MORE THAN, UH, $26 MILLION SITTING IN RESERVE, UH, PROJECT WISE.

UH, CAPITAL PROJECT EXPENDITURES, AND I HAVE TO APOLOGIZE CUZ WHEN WE REFORMATTED IT, IT KNOCKED SOME STUFF OFF.

FURTHER AMENDING THE LANGUAGE OF THIS CODE TO CLARIFY THE TERM OF A APPLICABILITY FOR SUCH CREDIT CONTAINING A SEVERANCE CLAUSE WILL PROVIDE THIS ORDER, SHALL TAKE A FORCE, SHALL THIS ORDINANCE SHALL TAKE EFFECT OF BEING FORCED FROM AN AFTER ITS PASSAGE AND ADOPTION.

THE ACTUAL PREVIOUS PERCENTAGE WAS 38.6, SO WE ROUNDED UP TO 40 TO KEEP US THERE.

AND THIS WILL ALLOW US AS WE RAISE RATES IN THE FUTURE, THAT 40% TILE WILL FLOAT UP WITH IT SO THAT THERE'S NOT A SPECIFIC DOLLAR FIGURE, WHICH IS HOW WE GOT CAUGHT WITH THE JANUARY BILLING.
