WHEREAS IN 1980, CITY OF KLUTE HOSTED THE FIRST ANNUAL GREAT TEXAS MOSQUITO FESTIVAL AS A WAY TO PROMOTE THE COMMUNITY AND PROVIDE RESIDENTS WITH A SAFE, FAMILY FRIENDLY EVENT EACH SUMMIT.

AND WHEREAS DEL POPPI DISTRIBUTING HAS BEEN THE PRESENTING SPONSOR OF THE GREAT TEXAS MOSQUITO FESTIVAL SINCE AT LEAST 2002, AND HAS BEEN INVOLVED WITH THE GREAT TEXAS MOSQUITO FESTIVAL SINCE ITS INCEPTION, WHEREAS THE GREAT TEXAS MOSQUITO FESTIVAL COULD NOT HAVE GROWN INTO THE EVENT IT IS TODAY WITHOUT THE SUPPORT AND HELP FROM DEL PAPA DISTRIBUTING.

AND WHEREAS THE EDCS SPECIFIC PURPOSE IS TO SUSTAIN ECONOMIC DEVELOPMENT EFFORTS AND PROVOKE BUSINESS DEVELOPMENT IN THE CITY, WHEREAS THE CITY AND THE EDC HAVE MADE THE SPECIFIC FINDINGS THAT THE EDC MAY PURSUE THE DEVELOPMENT PROJECTS SET FORTH BELOW THAT SAID, PROJECTS ARE AUTHORIZED BY THE TEXAS DEVELOPMENT CORPORATION ACT AND THAT THE PROJECTS PROMOTE ECONOMIC DEVELOPMENT WITHIN THE CITY OF BLUE TO SATISFY THE REQUIREMENT OF SERVING A PUBLIC PURPOSE.

WHEREAS PRIOR TO PASSAGE OF THIS RESOLUTION, THE CITY CONDUCTED TWO PUBLIC READINGS OF THIS RESOLUTION.

AN OPEN SESSION OF DULY NOTICE AND POSTED COUNSEL MEETINGS AND FURTHER FINDS THAT A DULY NOTICE THE POSTED PUBLIC HEARING WAS PREVIOUSLY HELD BY THE EDC ON THE PROJECTS CONTAINED HEARING NOW THEREFORE BEING RESOLVED BY THE CITY COUNCIL OF CITY OF INCLUDE TEXAS FIRST.

THE CITY COUNCIL OF THE CITY OF INCLUDE FINDS THE FACTS CITED IN THE PREAMBLE HERE OF ARE TRUE.

WHEREAS IN THE CONDUCT OF DUE DILIGENCE PRE-AWARD M J E C, MJ C E DETERMINED THAT THE ANNOUNCED LOW BIDDER HAD SUBMITTED A DEFICIENT APPLICATION AND FURTHER HAD NEGATIVE REFERENCES LEADING THEM TO RECOMMEND THE SECOND LOWEST BID FOR AWARD AFTER CONFERRING WITH BRAZORIA COUNTY COMMUNITY DEVELOPMENT.

WHEREAS FOLLOWING THOSE FACTS, MJ C E IS RECOMMENDING THE PROJECT BE AWARDED TO H T I CONSTRUCTION OF ROSEBERG TEXAS WITH A COMPLETE APPLICATION AND A TOTAL BID OF $574,852.

NOW THEREFORE BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF TEXAS.

THAT HTI CONSTRUCTION OF ROSENBERG, TEXAS IS HEREBY AWARDED THE CONSTRUCTION CONTRACT FOR THE CITY'S FISCAL YEAR 2023 CDBG FUNDED WATERLINE IMPROVEMENT PROJECT FOR BRIAN'S SUBDIVISION WITH THEIR BID OF $574,852.

SO, UH, AS NOTED IN MY MEMO, OUR COST WERE, UH, NAIVELY LOW ON THIS WORK.

UH, BUT WE HAVE MORE THAN ADEQUATE FUNDS IN THE WATER CONSTRUCTION FUND TO COVER THE COST ASSOCIATED WITH THIS.

SO WHAT DID WE ORIGINALLY PUT THE, IN THE, I GUESS WE PUT IT IN THE BUDGET.

WE DID.

HOW MUCH DID WE PUT IN THE BUDGET? WELL, OUR MATCHING COST, WE ESTIMATED TO BE 243,000 AND THEN THE COUNTY'S PUTTING IN 260,000 AND THAT WE STILL HAVE A SHORTFALL, SO.

AND SO WE'LL HAVE TO TRANSFER FUNDS FROM THE FUND BALANCE, UH, TO COVER THE, TO COVER THE DIFFERENTIAL.

AND IF IT'S FURTHER THAN THAT, IT WOULD HAVE TO TIE ANOTHER VEHICLE INTO IT STUFF AND LESSEN OUR WATER PRESSURE AND ALL THAT.

THEY'LL BRING US BACK BASED ON SOME DISCUSSION ABOUT PROJECTS THAT WE KNOW WE'RE GONNA NEED, UH, IN THE NEXT 10 YEARS, THEY'LL BRING US BACK BASICALLY WHAT'S CALLED A DEBT PLAN AND STRATEGY BOOK THAT LAYS OUT HOW WE DO THOSE PRO, HOW WE GET THE FUNDING FOR THOSE PROJECTS TO THEN EXECUTE THOSE PROJECTS.

UH, THE OTHER NICE PART, WELL I DON'T WANNA SAY NICE PART CAUSE IT'S NOT NICE, BUT AS THEY LOOK AT THOSE NEEDS, THEY CAN START PROJECTING SOME COST THAT WILL HELP WITH WHEN WE'RE LOOKING AT THOSE FUNDS AND, AND BUDGETS AND, AND THAT DOWN THE ROAD AS TO WHAT DIRECTION WE MAY NEED TO GO, WHETHER IT BE SOME TYPE OF DEBT OR WHETHER IT BE A BOND ELECTION, THOSE TYPE OF THINGS.
