UM, IN JANUARY WE HAD OUR FIRST ANNUAL CARNIVAL, WHICH ALL IS THE SPORTS AND THE CLUBS HAD A BOOTH AT THE CARNIVAL AND THEY MADE PROFITS ON HOW WELL, HOW WELL THEIR BOOTH DID. AND IT WAS ALSO OPEN TO THE PUBLIC. UM, IN MARCH, WE HAD OUR ANNUAL COLOR RUN. IT'S OPEN TO THE COMMUNITY AND WE DONATE PART OF THE PRO PROFITS TO THE BRAZORIA COUNTY ALLIANCE FOR CHILDREN. AND THE OTHER PART OF THE PROFITS WE DONATE TO THE BE LIKE HANNAH SCHOLARSHIP IN MARCH. WE ALSO HAD OUR FIRST TALENT SHOW SINCE 2018. IT WAS FREE ADMISSION, BUT WE WERE TAKING DONATIONS FOR BACKPACK BUDDIES. UM, THIS PAST WEEKEND WE WENT TO IRVING. WE HAD OUR, OUR TEXAS STUDENT COUNCIL CONVENTION. THERE WE HEAR KEYNOTE SPEAKERS AND WE HAVE AN IDEA EXCHANGE, UM, TO MAKE OUR SCHOOL BETTER AND TO HELP MAKE OTHER STUDENT COUNCILS IN TEXAS, THEIR SCHOOLS TO BE BETTER PLACES AS WELL. OUR SCHOOL ONE SWEEPSTAKES. AND WE ALSO HAD THREE TABLE TALKS, WHICH IS WHERE WE SHARE OUR IDEAS WITH OTHER SCHOOLS. UM, OUR TABLE TALKS WERE THE CARNIVAL FROM OUR SCHOOL, UM, THE COLOR RUN THAT WE DO, AND THE KLONDIKE CHALLENGE THAT WE DO AT OUR SCHOOL AS WELL. AND THEN IN SEPTEMBER WE HAD OUR BONFIRE AT STRAND RIDGE PARK, WHICH WE HOPE THAT Y'ALL WILL ALLOW US TO CONTINUE THAT TRADITION OF HAVING AT ES RIDGE PARK. UM, LET'S SEE. IN MAY AND THE LAST WEEK OF THE SCHOOL YEAR, WE HAVE A SENIOR PEP RALLY, AND THEN WE GO, THE SENIORS WILL GO DO AN ELEMENTARY SCHOOL WALK WHERE THEY VISIT THEIR ELEMENTARY SCHOOLS FOR THE LAST TIME. AND THEN AFTER THAT WE GO HAVE A SENIOR PICNIC, WHICH IS THE LAST TIME THAT WE GET TO HANG OUT WITH OUR FRIENDS BEFORE GRADUATION AND MAY, WE ALSO WILL HAVE OUR SENIOR SUPER LITS, WHICH IS BASICALLY AN AWARD SHOW FOR MOST LIKELY, AND IT WILL BE HELD AT IN THE BRAESWOOD AUDITORIUM. THEY HAD ALL THE TAXING ENTITIES IN FOR WHAT THEY CALL THEIR KICKOFF MEETING. UH, AND UH, I CAN SAY THAT THE, IT WAS QUITE A ROWDY, UH, A ROWDY MEETING FOR A CHANGE. UM, CLTE, I, UH, I IS, UH, SOMEWHAT REMARKABLE IN THAT WE, OUR VALUES INCREASED TO ABOVE 1 BILLION FOR THE FIRST TIME IN THE CITY'S HISTORY. SO WE LAUNCHED FROM 6 52, 650 2 MILLION IN OUR LAST CYCLE TO 1.007. WE ANTICIPATE THAT THAT NUMBER AFTER PROTESTS WILL COME DOWN SIGNIFICANTLY. UH, SEEING AS WE HAD A VALUATION INCREASE OF ALMOST 48%, UH, YEAR OVER YEAR, WE WERE SECOND ONLY BEHIND OYSTER CREEK, WHICH INCREASED THEIR TOTAL VALUE BY 50%, UH, YEAR OVER YEAR ACCORDING TO THE ACADEMY. AND I DON'T WANNA GET TOO FAR OFF INTO THE WEEDS WITH, UH, WITH THE DISCUSSION ABOUT THE CAD CUZ WE'RE GONNA HAVE PLENTY OF TIME TO TALK ABOUT TAX RATES AND, AND THE BUDGET SEASON COMING UP. UH, BUT BASICALLY, UH, THEY'RE SAYING THAT THE STATE OF TEXAS IS DRIVING THE INCREASE BASED ON MARKET SALE COMPARISON COUNTYWIDE. AND SO THE, THE ELE THE EXAMPLE THAT HE GAVE TO US WAS A 40 FOOT LOT IN ANGLETON THAT SOLD FOR 25 2 LAST FISCAL CYCLE IS NOW SELLING FOR 47 5. AND THAT WAS THE BASIS FOR THE COMPTROLLER TO COME IN AND BASICALLY NOT SLAP THE COUNTY'S HAND, BUT BUT TELL THE APPRAISAL DISTRICT THAT THEY HAD TO INCREASE THEIR RATES. UH, THE ALSO STATED THAT THE COMPTROLLER'S OFFICE STATED THAT BRAZORIA COUNTY WAS THE MOST UNDERVALUED COUNTY IN THE STATE FOR COMMERCIAL RAW LAND AND INDUSTRIAL PROPERTIES. SO, UH, EVERYBODY'S RATES WENT THROUGH THE ROOF. UM, THERE WERE A LOT OF HEATED QUESTIONS ABOUT, WELL, WE UNDERSTAND THAT COMMERCIAL AND RAW LAND MAY HAVE BEEN UNDERVALUED, BUT WHY IS IT THAT RESIDENTIAL HAS SEEN SUCH A SIGNIFICANT INCREASE? UH, THE, THE APPRAISAL DISTRICT WAS ADAMANT THAT FOLKS NEEDED TO FILE A PROTEST, AND THEY NOTED THAT THEY TOO ARE FILING A PROTEST AGAINST THE COMPTROLLER'S DIRECTIVE, UH, TO, UH, TO INCREASE VALUES. SO, UH, THAT'S THE REVENUE SIDE OR THE, THE, WHERE THE REVENUES ARE GOING. I WOULD NOTE, UH, IN TERMS OF SALES TAX, WE'RE DOWN SLIGHTLY, BUT WE'RE STILL AHEAD OF PACE, UH, YEAR OVER YEAR. UM, WE'RE DOWN ABOUT, UH, WE'RE UP ABOUT 73,000 COMPARED TO LAST YEAR. SO THAT'S GOOD NEWS. UH, WE ARE STILL SEEING SOME WEAKNESS IN HOTEL MOTEL AND WE EXPECT THAT TO CONTINUE, ESPECIALLY AFTER THIS MORNING. OUR DISCUSSION ABOUT THE, UH, ABOUT THE PLANTS AND PROPOSED CONSTRUCTION PROJECTS. UH, MR. LANDRUM GAVE KIND OF A DOWER REPORT IN TERMS OF WHAT'S GONNA BE HAPPENING INDUSTRY-WISE IN TERMS OF MAJOR INVESTMENT IN NEW INFRASTRUCTURE THAT APPEARS TO BE HALTED AT THIS TIME UNTIL THE, UH, CAPITAL MARKETS KIND OF RETURN. THE GOOD NEWS IS FOR US, UH, THAT THE INCREASE IN, UM, THE INTEREST RATE HAS PAID HUGE DIVIDENDS TO US IN, IN, IN MARKET SHARE RETURN IN TERMS OF SAVINGS ON OUR INVESTMENT ACCOUNTS. SO THAT'S GOOD FOR US. IT'S BAD FOR THE ECONOMY. UM, AND SO HOPEFULLY WE SEE THINGS START TO LOOSEN UP. UH, THEY SAY THAT WE'RE IN LINE FOR A SOFT PLANNING. I DON'T KNOW WHAT THAT REALLY LOOKS LIKE. I GOT A FEELING WE'RE REALLY IN LINE FOR A, UH, A RECESSION LATER IN THE YEAR. UH, LOOKING AT THE EXPENDITURE SIDE OF THE PROJECTS, UH, WE ARE LAGGING, UH, IN TERMS OF, UH, PROJECT LAUNCHES. UH, WE FINALIZED OUR, OR HOPEFULLY WE'LL BE FINALIZING THE ENGINEERING DESIGN COMPONENT TO THE HAZMAT PROJECT, WHICH WE HAD HOPED TO BE ACTUALLY TURNING DIRT AT THIS TIME. UH, BUT WE'RE STILL A WAYS BEHIND, SO WE'RE GONNA READJUST OUR SCHEDULES AND TAKE ANOTHER LOOK AT THAT. UH, THAT PROJECT'S GONNA LAG OR GONNA LAG A LITTLE WHILE, BUT WE THINK WE FINALLY HAVE, WE DO HAVE THE AGREEMENT IN PLACE NOW WITH THE ENGINEERS TO COMPLETE THE ENGINEERING DESIGN. IF YOU TAKE A LOOK AT OUR TOTAL CASH BALANCE, UH, WE'RE IN GREAT SHAPE. 26 MILLION 4 26 6, UH, WITH A, ABOUT A $400,000 INCREASE. AGAIN, THOUGH THAT NUMBER WILL COME DOWN AS WE GET PROJECTS LAUNCHED. WE MET WITH THE, UH, SIDEWALK CONSULTANT, UH, HAD A CONFERENCE CALL WITH HIM, UH, HOPEFULLY GETTING THEM BACK DOWN HERE. UNFORTUNATELY FOR US, WE ARE SECOND ON THAT CONTRACT TO THE CITY OF BEL AIR AND BEL AIR HAS BEEN FLEXING THEIR MUSCLES. SO, UH, THEY'VE GOT SOME PROJECTS THAT THEY'RE JUST ABOUT TO WRAP UP AND WE HOPE YOU GET THEM BACK DOWN HERE. UH, LIKEWISE, WE WANNA GET THE ENGINEERING DESIGN ON THE DRAINAGE INITIATED. UH, AND THEN THE COUNTY HAS COMPLETED, JOHN, ARE THEY DONE WITH THE PAVEMENT IMPROVEMENTS? THEY FINISHED OVER THERE. I'LL, SO, AND THEN, UH, THEY'LL FINISH THE RILEY ROAD SEGMENT AS WELL. AND THEN LAST YEAR WE GOT THE NUMBERS IN, WE DROPPED THAT RATE AGAIN BACK DOWN TO 59 BECAUSE THAT WAS WHERE WE WERE AT, AT THE V A T R AND WE'RE AT 59.35 AND THAT 92 BASED ON THOSE NUMBERS. RIGHT. AND SO WE'RE LOWER THAN WHERE WE HAVE BEEN. RIGHT. AND WE WILL CONTINUE TO PUSH, OBVIOUSLY WITH THIS NUMBER, WE'LL CONTINUE TO PUSH LOWER. WELL THAT'S, I GUESS THAT'S WHERE I WAS GOING. YES, SIR. IF WE ADOPT THAT RATE, THAT IS THE MAXIMUM RATE, THAT WILL NOT TRIGGER AN ELECTION. IF WE GO ABOVE THAT RATE, THEN IT AUTOMATICALLY TRIGGERS AN ELECTION BY THE PUBLIC. YEAH. CORRECT.
