THAT BEING SAID, WE HAVE A REQUEST FROM CHERYL PRINCE MOORE TO SPEAK TO COUNSEL TONIGHT.
IF YOU, YOU WOULD LIKE TO COME UP TO THE MICROPHONE RIGHT HERE.
WELL, GOOD AFTERNOON, CITY OF KLUTE.
UH, MAYOR, UH, EVERYONE ON THE PANEL.
MY NAME IS CHERYL PRINCE AND I'VE SERVED THIS COMMUNITY ALL MY LIFE, 64 YEARS.
I WAS THE PRESIDENT OF MY CLASS.
AND ON TOP OF MY CLASS THERE WAS A SITUATION THAT OCCURRED WHERE I HAD TO, UM, DEAL WITH YOUR WONDERFUL CHIEF HERE.
WHEN I WENT TO THE ACADEMY, THEY ASKED ME, THEY SAY, WHY DO YOU WANNA WEAR THE BLUE? AND I TOLD THEM LITTLE KIDS THAT LOOK LIKE ME WHEN YOU CALL THE POLICE OFFICER, GOD FORBID SOMETHING'S HAPPENING TO YOUR MOTHER, ARE YOUR FATHER.
WHEN YOU CALL 9 1 1, YOU CALLING ME OR GOD FORBID YOUR CHILD, YOUR LITTLE BROTHER, FATHER IS ZOOM POOL.
YOU CALL 9 1 1, YOU'RE CALLING ME.
BUT LITTLE GIRLS AND BOYS LIKE ME OFTEN REFER TO THE POLICE AS SOMETHING BAD.
THEY'RE GOING TO DO SOMETHING BAD OR SOMETHING.
AND MY DESIRE WAS WHEN I WAS ACTIVELY SERVING IS
[00:05:01]
IF I'M ON THE SEAT AND IT'S GONNA BE SOME INTEGRITY BECAUSE I WAS GONNA STAND UP FOR A LITTLE, EVEN IF I HAD TO STAND BY MYSELF.SO TODAY I COME HERE, FIRST OF ALL, I'M GONNA SAY TO THE MOTHERS, WHAT HAVE YOUR MOTHER STAY? AND NEXT I WANT TO HONOR CHIEF B***H.
TAYLOR IN A SITUATION, I HAD TO TRUST HIM WHEN HE WAS UNDER BEING OTHERS WERE IN THE WORD OF GOD AND I'M HURRYING HERE, THERE'S A STORY AND I THINK IT'S LUKE 18.
AND IT TALKS ABOUT A WOMAN, A WEAKER WOMAN THAT JUST WORRIED THIS STRONG CRUEL JUDGE.
WELL, THAT'S WHAT I DID TO CHIEF FITCH
IF HIS SHIFT STARTED AT SIX, I MIGHT BE THERE SIX 30.
HIS CHEF, HIS HIS STAFF WAS KIND TO ME AND I WAS KIND TO THEM, BUT HE NEVER WAS UGLY, DIDN'T TURN AWAY.
AND I SAID, CHIEF, WHAT BUDDY? I COME HERE TO HONOR HIM AND I'VE GOT A PLAN FOR HIM.
SO IT LOOKS LIKE YOU GUYS MAYBE FROM THE ACADEMY OR SOMETHING OR CHIEF POLICE OFFICER.
SO I'M JUST GONNA ASK YOU, WILL YOU STAND STAND WITH WHILE I HONOR CHIEF, CHIEF, UH, CHIEF JAMES FITCH, WILL YOU STAND CHIEF? THIS IS THE PROUD CHIEF OF THE CITY OF PROOF.
THIS IS A MAN OF INTEGRITY AND I WANTED TO HONOR HIM TONIGHT IN FRONT OF ALL OF YOU ALL.
WE ALSO HAVE A REQUEST FROM, UH, COUNCILMAN TRAVIS QUINN TO SPEAK DURING THE, UH, PUBLIC COMMENT SECTION.
WELL, I I DIDN'T KNOW WHEN TO DO THIS AND I FIGURED THIS WOULD BE ABOUT THE BEST TIME TO, UH, GIVE A LITTLE EXIT SPEECH, I GUESS YOU'D SAY.
AND UH, SO ONE THING I'D LIKE TO START OUT IS, UH, WHERE WERE YOU 21 YEARS AGO? I WAS ACROSS THE STREET, ACROSS THE FIELD, RIGHT THERE IN THAT BUILDING.
AND, UH, STARTED OUT WITH, UH, I WAS MINING MY OWN BUSINESS ONE DAY AND I READ IN THE PAPER WHERE THEY NEEDED A COUNCIL MEMBER IN THIS WARD.
SO I TOLD MY WIFE, I SAID, HECK, I DON'T HAVE NOTHING.
COUNCIL VOTED ME IN THAT I HAPPENED TO GET IT.
I WASN'T THE ONLY ONE THAT HAD THE NAME IN THE HAT, SO I FELT KIND OF HONORED.
ONE THING, I I COME FROM EAST SECTION IN THE EARLY SIXTIES UP HERE TO CLINTON HAD NORTHLY IDEA WHAT, UH, CITY GOVERNMENT WAS LIKE.
AND BASICALLY I TOLD HER, I SAID, I'LL JUST SEE WHAT IT'S LIKE.
I I DON'T HAVE TO STAY FOR A COUPLE YEARS AND BE DONE WITH IT.
WELL, THAT WAS YEARS AGO AND HELL OF TO, TO UH, POINT OUT SOME, UH, SOME THINGS THAT, AND THIS NOT NECESSARILY IN THIS ORDER, I'D LIKE TO, UH, THINK OF SOME OF THE THINGS THAT HAPPENED AND CHANGES THAT HAVE BEEN MADE HERE IN CITY OF, IN THE PAST 20 YEARS OR SO.
AND, UM, I'VE SERVED UNDER, UH, TWO MAYORS, UH, BOTH OF THEM GREAT PEOPLE, SEVERAL COUNCIL MEMBERS PASSED HOME AND EVERYBODY THAT I SERVED WITH TAUGHT ME SOMETHING.
[00:10:02]
SO YOU CAN TEACH AN OLD.AND UM, SO WHEN I, THEY TOLD ME THAT THEY WOULD, UH, CONSIDER ME FOR THE COUNCIL IF I WOULD RUN THE NEXT TIME.
SO I THINK THEY WERE HAVING TROUBLE.
WELL THEN WHAT HAPPENED, MAN THAT WAS IN HERE, HE MOVED OFF AND SO HE COULDN'T TO A TOWN SO HE COULDN'T SERVE LY.
AND SO, UH, I SAID, OH, I, I'LL, I'LL PUT THE NAME IN.
SO I HAD A FELLOW THAT, UH, FOLLOWED, YOU KNOW, CAME, RAN AND OPPOSED ME WHEN WE GOT 13 VOTES APIECE,
AND UH, THEY WANTED ME TO FLIP.
I SAID, I AIN'T FLIPPING NO CORN.
SO WE HAD A RUNOFF AND I GOT OUT CAMPAIGN AND I, I SAID THE REST IS HISTORY, BUT UH, I GOT MY THINGS I WANTED TO DO THEN IS EVERY TIME IT RAINED TIME HERE FLEW, THERE'S SOME HOUSES HERE, EVEN BACK OVER HERE, FLOOD EVERY TIME.
SO MY WAS GETTING RID OF SOME OLD SHAGGY BUILDINGS AND TRIED TO DO SOMETHING ABOUT THE DRAINAGE.
WE HAD ONE HELL OF A RAIN THIS WEEK IN AND ANOTHER HOUSE IN THAT I KNOW OF FLOOD.
SO WE'VE DONE SOME GOOD AND WE'VE GOT RID OF SOME, SOME OLD DILAPIDATED S AND UM, LIKE I SAID, THIS AIN'T ORDER IN WHICH MAYBE SOME OTHER TEAM, BUT YOU KNOW, WE HAVE, UH, FEDERAL COUNCIL AND WE DIDN'T HAVE A WHOLE LOT TO DO WITH IT, BUT WE HAVE THREE MAJOR SCHOOLS.
NEW, UH, THE, UH, ELEMENTARY SCHOOL AND NOW THE NEW HIGH SCHOOL.
UM, WE HAVE THE CITY HALL NEW.
AND AT THE TIME THE UH, POLICE DEPARTMENT WAS VERY GOOD CAUSE THEY WERE, THEY WERE IN THE BACK IN THE CLOSET ABOUT WHAT THEY HAD.
AND SO NOW THEY THOUGHT, IT'S NOT, IT'S NOT STAY IN THE ART, BUT IT IS BETTER THAN HEAD
AND HOPEFULLY THEY LOOKING FOR SOMETHING NEW.
AND UH, YOU KNOW, WE'VE GOT THE, LIKE I SAID, IT'S NOT THE SAME ORDER WE'VE GOT FIRE STATION.
THAT TOOK SEVERAL YEARS FOR US TO GET IT IN OUR HEADS.
I THINK WE ALL KNEW WE NEEDED IT.
PROBABLY SHOULD NOT SOONER, SO IT COULDN'T COST SO MUCH.
BUT THAT PARK BUILDING NEW PARK BUILT SOME OF THAT.
SOME OF THE REASON FOR THE BUILDING, WE HAD A STORM AND SOME OF THE TREES FOLLOW WHATEVER THE REASON IS THAT WE, WE HAVE SOME, UH, VERY GOOD DEAL IN COLLEGE PARK.
WE GOT THE NEW EDITION BACK IN THERE, UH, NUMBER ONE ON MY KROGERS AND THE SUBDIVISION AND WENT KROGERS.
SOME OF THE THINGS WE DON'T HAVE, WE STILL HAVE, WE DON'T HAVE.
WE GOING HAVE A ES SMITH ARCH, SOME OTHER THINGS BOB THAT I DON'T REMEMBER, BUT, UH, IMPROVEMENTS, STREET AND DRAINAGE AND SOME OF THE GREAT IMPROVEMENTS.
ADDED HOTELS AND ADDED FUEL HOTEL 32.
I THINK THE MAIN THING, I'M GONNA MISS ALL.
I DUNNO, YOU WANNA BE HERE, BUT I MEAN, I'M GLAD YOU AND ONCE I GOT ON HERE, I COULDN'T GET OFF.
IT'S KINDA LIKE A TRAIN RIDE, YOU KNOW, GOES FAST.
YOU SHOULDA GOT OFF BACK THERE WHEN SLOW
[00:15:03]
SPEED OFF.I HAVEN'T, I HAVE ENJOY, UM, FOR THE MOST PART THAT'S SOME THINGS THAT CAME ACROSS OUR DESK THAT WAS, WAS VERY TOUGH TO VOTE ON ONE WAY OR THE OTHER.
JEFF, CHRIS, HE'S, HE'S FIRST IN LINE.
EVERYBODY ON COUNCIL THAT I EVER SAT WITH TAUGHT ME SOMETHING.
AND JEFF, HE'S NOT HERE TONIGHT, BUT UM, HE STARTS OFF ASKING THE QUESTIONS THAT HE'S INTERESTED IN AND THE NEXT ONE, I DON'T CARE.
EVERYBODY'S DONE ASK ALL THE QUESTIONS THAT ASKED, YOU KNOW, SO I JUST VOTED YES,
I'M HOPING THAT, I THINK WE GOT MESSED UP ON HIM EVALUATING OUR CITY WRONG AND WE HAD TO DO SOMETHING ABOUT THAT.
SO I THINK THAT, UH, HOPEFULLY THEY CAN TAKE THAT DOWN, BE BACK TO WHERE WE WERE.
I THINK WHAT I'M GONNA MISS MOST IS THE PEOPLE.
I TOLD MYSELF, I'M GONNA BE A BIG BOY UP HERE AND I'M NOT GONNA, WELL HOPEFULLY I WON'T.
THE PEOPLE, UH, ARE MISSING, UH, ALL OVER THE COUNTY.
YOU KNOW, BEING CITY COUNCIL IS ONE THING, BUT YOU GET TO GO TO SOME OF THESE, UH, FUNCTIONS AND YOU MEET ALL THE, UH, CITY ELECTED A BIG, WHEN YOU SEE WHO'S RUNNING OUR COUNTY AND WHO'S RUNNING THE DIFFERENT CITIES AND THEY ALL HAVE A GREAT CONCERN FOR THEIR, THEIR DEPARTMENT.
AND UH, JUST THIS LAST WEEK I GOT A CHANCE TO, UH, FOR THE COMMISSIONER'S COURT AND GET A PROCLAMATION ACROSS MASON.
AND SO THEY, UH, THEY UH, RECOGNIZE THE MASON TO ROY COUNTY FOR, FOR WHATEVER.
AND UM, I GOT THE SET COMMISSIONER SCORE, CM OPERATE.
I'M TELL CITY COUNCIL COUNCIL HERE THE ENJOY YOUR EVERY TIME I CALL YOU RIGHT ON THE SPOT.
JOHN, YOU TELL THE COUNCIL THAT, UH, IN GOOD HANDS AND UH, WELCOME TRAVIS.
I THINK WE'VE ALL LEARNED SOMETHING FROM EACH ONE OF US HERE AS WELL.
OVER THE YEARS THERE'S, IT'S BEEN A, IT'S BEEN A RIDE.

HAVE A MOTION AND A SECOND HEARING.
NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO
[00:35:01]
ADOPT RESOLUTION NUMBER 28 DASH 2023 AND IT WOULD BE RESOLUTION NUMBER 28 DASH 2023.THE RESOLUTION OF THE CITY OF CLO TEXAS DECLARING CERTAIN ITEMS SURPLUS AND APPROVING THEIR DONATION TO THE BRAS PORT INDEPENDENT SCHOOL DISTRICT.

HAS TESTED BY ROSIE APPOINTMENT CITY CLERK.
DO I HAVE A MOTION? I'LL MAKE A MOTION.
MOTION MADE BY COUNCIL PERSON MAD
I THINK THAT CANDY, I THINK THAT CANDY IS ONLY IN MY THROAT.
DO I HAVE A SECOND? I'LL SECOND.
THE NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 29 DASH 2023 APPROVING AMENDMENT TO THE CITY'S MASTER FEE SCHEDULED.
INCREASING THE COST OF SOLID WASTE BAG ROLLS TO EIGHT 50 PAROLE AND RECYCLE BAGS TO $6 PAROLE ROLL.
THE, THE WASTE BAGS ARE THE ONLY ONES THAT RAISED THE CURRENT RAISE IS SIX ON THE OTHER ONE ALREADY, RIGHT? NO SIR.
SORRY FOR THE CONFUSION IN MY MEMO.
RESOLUTION NUMBER 29 DASH 2023 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF INCLUDE TEXAS APPROVING REVISION TO THE CITY'S MASTER FEE SCHEDULE TO INCLUDE AN INCREASE IN THE PRICE OF THE SOLID WASTE AND RECYCLING BAGS.
WHEREAS THE CITY HAS PREVIOUSLY ADOPTED A MASTER FEE SCHEDULED IN 2019 AND WHEREAS THE CITY HAS NOT INCREASED ITS FEES ASSOCIATED WITH A SALE OF GARBAGE AND RECYCLE BAGS IN MANY YEARS, WHEREAS A CITY LIKE ALL OTHER BUSINESSES AND INDIVIDUALS ARE FACING SIGNIFICANT PRICE INCREASES FOR SUPPLIES, GOODS, AND SERVICES.
WHEREAS THE CITY HAS EXPERIENCED A SIGNIFICANT INCREASE IN PRICING FOR GARBAGE AND RECYCLING BAGS.
AND WHEREAS THE CITY IS DESIRES OF ENSURING THAT ALL FUNDS OF THE CITY ARE IN GOOD FINANCIAL HEALTH, WHICH SOMETIMES REQUIRES A RATE INCREASE FOR GOODS AND SERVICES OFFERED NOW THEREFORE BE RESOLVED BY THE CITY COUNCIL OF CITY OF GLUTE TEXAS, THAT THE MASTER FEE SCHEDULE BE REVISED TO REFLECT THE FOLLOWING AS IT PERTAINS TO THE SALE OF BAGS FOR SOLID WASTE.
BLACK BAGS FOR STAND STANDARD HOUSEHOLD GARBAGE WILL BE PRICED AT $8 AND 50 CENTS PER ROLL.
AND BLUE BLACK BLUE BAGS FOR RECYCLING WILL BE PRICED AT $6 PER ROLL.
THIS 11TH DAY OF MAY, 2023 WILL BE SIGNED BY MYSELF AS TO TEST BY ROSE POINT VISTA CITY COURT.
WE HAVE NOT HAD TO ORDER JOHN, WHAT, A YEAR AND A HALF, TWO YEARS AND, UH, WE GOT HIT WITH A PRETTY SIGNIFICANT PRICE INCREASE WHEN WE PAINT THIS LAST ORDER AND REALIZE THAT WE WERE LOSING MONEY ON THE PROPOSITION NOT EVEN BREAKING EVEN.
SO TALKING WITH CHRIS, TALKING WITH JOHN, WE FEEL LIKE THE RATES THAT ARE PRESENTED ARE FAIR AND SHOULD GAUGE US OR BUFFER US A LITTLE BIT FOR SOME TIME AGAINST FUTURE INCREASES.
SO, SO WE'RE PROBABLY GONNA GO ANOTHER YEAR OR TWO BEFORE WE HAVE TO ORDER ANY MORE BAGS.
SO THE PRICE WOULD BE SET AT THESE PRICES FOR THE NEXT COUPLE OF YEARS.
WE DON'T ANTICIPATE INCREASING THESE PRICES.
PLEASE TELL ME THE ROLLS ARE STILL THE SAME AMOUNT OF BAGS ON THE ROLL.
HOW MANY BAGS PER ROLL? HOW MANY? YEAH, THANK YOU.
50 ON THE, AND THEN I HAD ANOTHER QUESTION ON THE, ON THE BLUE BAGS FOR RECYCLING.
DO WE AS A CITY, ARE WE STILL RECYCLING? WE ARE COLLECTING THE RECYCLING AND WE'RE DELIVERING THE RECYCLING.
WHERE IT GOES FROM THERE IS A QUESTION.
AND THEN DURING OUR BUDGET SEASON LAST, LAST TIME AROUND WE HAD SPOKEN ABOUT, UM, USING, UH, KCB FUNDS TO, UH, TO PAY FOR RECYCLE BAGS.
WHATEVER HAPPENED TO THAT PROPOSITION? WE ENDED UP NOT SCHEDULING THAT.
WE ENDED UP NOT BUDGETING THAT AMOUNT.
WE LOOK AT THAT THIS YEAR, UH, BECAUSE WE DIDN'T KNOW WHAT THE RELATIONSHIP WITH WASTE CONNECTIONS AND THE REST RECYCLING WAS GONNA BE.
WE DIDN'T WANNA OBLIGATE FUNDS.
[00:40:01]
AND, AND WE STILL DON'TSO WHEN THIS ANOTHER RECYCLING QUESTION.
WHEN WE PICK UP PICK UP THE, THE RECYCLING, WHO, WHO DO WE GO THROUGH OR WHAT, BECAUSE I KNOW LAST TIME WE TALKED ABOUT IT, IT WAS, WE CURRENTLY PICK UP THE RECYCLE IT IS TAKING THE LANDFILL.
UHHUH UNFORTUNATELY NOT BEING RECYCLED AT THAT POINT.
WE HAVE BEEN IN CONVERSATION WITH UH, UH,
WE DUMP OFF AT OUR SIDE WHERE THEY WOULD THEN TRANSPORT THAT RECYCLED MATERIAL TO HOUSTON.
UH, WE A CONTRACT, WE'VE ASKED TO RESEND THE CONTRACT FIGURES ON THIS.
THERE'S A RENTAL FEE FOR THE ROLL OFF AND THEN THERE'S A FEE FOR THAT COMPANY TO BE THERE FOR EACH DAY.
AND THEN THERE'S FEE THAT HAS PAID TRANSPORT THAT RECYCLED HOUSTON.
SO WE'RE JUST GETTING THAT BOARD THE ROLL OFF AND THEN WE HAD TO FIND A PATIENT TO PUT THAT.
CAUSE THEN OUR PROCESS WOULD BE, WE WOULD'VE TO PICK UP RECYCLE.
WE WOULD OFFLOAD IT AT OUR SITE AND LOAD IT BACK INTO THIS ROLL OFF AND COVER IT UP.
AND BASED ON THE RECYCLE WE PICK UP, UH, IN A MONTH'S TIME, WE ONE DELIVERY PER MONTH.
THE, WE TALKED ABOUT PARTNERING WITH LAKE JACKSON ON, ON A RECYCLING PROGRAM THERE.
THEY, UH, THE ECONOMY OF SCALE IS SO DRASTICALLY DIFFERENT BETWEEN WHAT THEY GENERATE AND WHAT WE GENERATE.
IT DOESN'T MAKE FINANCIAL SENSE.
AND QUITE HONESTLY, WE'RE NOT SURE THE PROPOSITION PROVIDED BY THE BURNER GROUP MAKES MUCH FINANCIAL SENSE EITHER, WHICH IS WHY WE'VE BEEN KIND OF SLOW PLAYING THIS.
AND ON THAT, ON THAT SAME THING, UH, MYSELF, CJ AND WILL MET WITH, UH, REPRESENTATIVE BASU A FEW MONTHS BACK AND WE EXPRESSED AN INTEREST TO HIM THAT IF THERE WAS A RECYCLING SERVICE THAT WOULD WANTED TO RELOCATE TO BRAZORIA COUNTY, THAT WE WOULD ENTERTAIN SOME, SOME SORT OF AGREEMENT WITH THEM AS WELL.
SO HOPEFULLY, HOPEFULLY SOMEBODY AND WILL STEP UP TO THE PLATE.
WE ACCEPT, HAVE A MOTION BY COUNCIL MCQUINN THAT WE ACCEPT RESOLUTION 29 DASH 2023.
DO I HAVE A SECOND? I'LL SECOND.
THANK YOU BY COUNCIL PERSON MADDOX DISCUSSION.
HEARING NONE, I'LL ENTERTAIN A VOTE.
[V. CLOSED EXECUTIVE SESSION - 551.087]
NEXT ITEM WOULD BE A CLOSED EXECUTIVE SESSION.5 51 0.087 CLOSED EXECUTIVE SESSION AS AUTHORIZED BY THE TEXAS OPEN MEETINGS ACTS SECTION 5 5 1 0.071.
GOVERNMENT CODE CONSULTATION WITH CITY ATTORNEY CONCERNING, PENDING OR CONTEMPLATED LITIGATION SETTLEMENT OFFICER, OR OTHER MATTERS IN WHICH THE DUTY OF THE ATTORNEY TO THE CITY INCLUDE UNDER THE TEXAS DISCIPLINARY RULES AND PROFESSIONAL CONDUCT OF THE STATE BAR OF TEXAS.
CLEARLY CONFLICTS WITH CHAPTER 5 51 AND GOVERNMENT CODE.
THE DISCUSSION OF POTENTIAL IMMINENT DOMAIN.
I CONSIDER A MOTION TO COME BACK INTO OPEN SESSION.
