LAST SUMMER WE GOT INTO ONE OF THOSE SITUATIONS WHERE THERE WASN'T MUCH WATER COMING DOWN THE GRASS RIVER.

UH, WATER MASTER CUT US OFF FROM MID JUNE AND MID JUNE, AND THAT LASTED OF SEPTEMBER.

UH, WE WERE LUCKY THAT WE WERE ABLE TO WORK WITH DOW ON SOME OF THEIR STORED WATER, UH, THAT THEY HAVE IN THE CONTRACT WITH B AND OTHER FOLKS TO KEEP US PUMPING IF WE WERE ALREADY

WORKING WITH THEM ON LOOKING AT THE HARRIS RESERVOIR EXPANSION PROJECT.

THIS IS THE LARGE EXPANSION.

I'LL LET TIM GO INTO THE DETAILS A LITTLE MORE HERE IN A SECOND.

BUT IT'S THE LARGE, UH, EXPANSION, UH, OVER 2000 ACRES UP MORE FOR THE CURRENT HARRIS RESERVOIR.

UM, BRA WATER AUTHORITY AND DOW WENT TOGETHER.

BRA WATER SUPPLY CORPORATION.

UH, IT'S A PUBLIC PRIVATE PARTNERSHIP.

UH, THIS WOULD, UH, BWA WOULD OWN 15% OF THE RESERVOIR DOWNWARD ON 85%.

UH, THIS WOULD SUPPLY US WITH MUCH NEEDED RESERVE.

UH, CURRENTLY WE HAVE ABOUT TWO MONTHS WORTH OF RESERVE AND THE UNDER CONTRACT WILL BEW IN THE HARRIS IN THE EXISTING HARRIS AND RESERVOIR.

THIS WOULD BUMP US OUT TO SIX MONTHS, POSSIBLY MORE DEPENDING ON LOCAL RAINFALLS AND RAINFALL IN THE SOUTHERN PART OF THE BASEMENT.

UH, THIS IS SOMETHING THAT IS REALLY NEEDED.

IT'S NOT ONE WISHLIST.

I IS SOMETHING WE REALLY NEED TO DO TO, UH, MAKE SURE THAT WE HAVE WATER SUPPLIES TO THE CITY AND JUST NOT A BWA ISSUE.

LIKE I SAID EARLIER, FOR THE INDUSTRY AROUND HERE TOO, I CAN'T SEE US GOING SIX MONTHS, SIX EIGHT A YEAR WITHOUT WATER DOWN HERE.

THERE WOULDN'T BE ANYTHING.

UH, INDUSTRY CAN'T GO THAT LONG WITHOUT, WITHOUT THESE SUPPLIES.

UH, THE CITIES CAN'T DEPEND ON THEIR WELL SYSTEMS THAT LONG.

EVERYBODY REMEMBERS.

2011, WE RAN, WE WERE CUT BACK, WE HAD TO BACK OFF.

CITIES WENT TO THEIR WELLS AND A LOT OF THE CITIES, THEIR WELLS WERE PULLING DOWN WERE HAD A LOT OF DRAW DOWN ON THE WELLS AND THEY WERE TO THE POINT THAT SOME WELLS STARTED FAILING IN THE AREA.

AND WE HAD AN EXTENDED PERIOD THAT COULD HAPPEN.

WE'RE SEEING MORE PEOPLE MOVING HERE TO TEXAS, MORE INDUSTRY COMING, AND ALL THESE THINGS NEED WATER.

SO WE'RE JUST TRYING TO BRING THIS TO Y'ALL'S ATTENTION, LET YOU KNOW WHAT'S HAPPENING AND GIVE YOU A ROUGH ESTIMATE OF WHAT THE COST WOULD BE, HOW IT AFFECTS YOUR CITY.

SO WITH THAT, I'M GONNA LET TIM GO TO THE, WE'LL GO TO THE NEXT SLIDE.

I'LL LET TIM START EXPLAINING THAT TO HIM.

SO YOU MIGHT LOOK OVER YOUR SHOULDER UP HERE.

THE PICTURE, IF YOU MAYBE GOT ON SCREEN.

UM, SO, SO ACTUALLY MICHIGAN ABOUT 20 YEARS AGO, CAUSE IN THE NINETIES HAD A COUPLE WITH WATER ISSUES.

96, WE HAD A DROUGHT.

YOU KNOW, FOLKS WERE AFRAID WERE GONNA SHUT DOWN PLANTS.

WE HAD THOUSANDS RESERVOIRS.

THE TIME, WHAT WE WERE DOING IS WE WERE BUYING WHAT'S CALLED SPOT ONE.

UH, IT'S REALLY KINDA IMPORTANT TO UNDERSTAND WHAT THAT IS.

UM, V BASICALLY CAPTURES WATER, UH, IN THE RESERV TO COVER TIMES WHEN THE RIVER'S NOT AVAILABLE TO, TO PUMP.

UH, AND THEN THEY SELL OUT TO CUSTOMERS.

YOU KNOW, THERE'S A FIXED AMOUNT THAT THEY CAN ACTUALLY SELL ON KIND OF FIRM LONG TERM CONTRACTS.

AND THEN THERE'S, YOU KNOW, WHAT'S CALLED SPOT WATER AT THE TIME, WHICH IS THEM DOING THE CALCULATION AND SAY, HEY, WE'VE SOLD THIS WATER TO OTHER CITIES.

THEY HAVEN'T USED IT.

WE KNOW THEY'RE NOT GONNA USE IT IN THE NEXT YEAR OR TWO, AND SO WE'LL SELL IT AGAIN.

AND SO WE WERE LARGELY IN A POSITION OF ACTUALLY KEEPING NOW RUNNING ON SOMETHING THAT WAS KINDA, I DESCRIBED AS A SECONDHAND WATER SOURCE.

AND SO WE AT THAT POINT UNDERSTOOD THAT THERE WAS SOME LEVEL OF THREAT AND THAT WAS ENOUGH TO KINDA GET YOU MOVE DOWN HERE.

I'LL SAY OVER THE LAST 20 YEARS, WE'VE DONE A LOT OF WORK TRYING TO UNDERSTAND RELIABILITY OF THE HOW MUCH STORAGE WE NEED, A MILLION PLUS WORTH OF MODELING.

AND CERTAINLY, UM, SOME OF WHAT WE UNDERSTOOD TO BE THE CASE REALLY GOT, UM, DRIVEN OUR IN WHEN WE AND PEOPLE REALIZE, HEY, THOSE ISLANDS CAN GO DRY.

UM, IT'S A POINT I LIKE TO PUT IN FRONT OF PEOPLE BECAUSE IT'S NOT SO OBVIOUS.

IF YOU CROSS THE BROWS RIVER AT 2004, THERE'S ALWAYS LOTS OF WATER THERE, LARGELY WHEN IT TURNS TO KINDA NICE AND GREEN AND MEANS IT'S SEAWATER.

IF YOU GO 25 MILES UPSTREAM, 30 MILES UPSTREAM, ROUGHLY, WHERE 1564 GOES OVER TO BEND, THEN YOU GET TO SEE EXACTLY WHAT THE PROCESS IS.

AND IN 2009 AND IN 2011 IN JUNE, YOU COULD JUMP OVER THE RIVER.

I GOT A PICTURE OF ME STANDING IN IT.

IT'S NOT FEET AND IT'S NOT ENOUGH WATER TO ACTUALLY SUSTAIN OUR USE.

AND SO REALLY ALL OF THE, ALL OF THE WATER RIGHTS IN THE PROCESS AT SOME POINT IN TIME ALLOW STORAGE.

UH, A POINT I'D LIKE TO MAKE SURE PEOPLE ARE

AWARE OF IS PEOPLE SAY DOWEL HAS THE SENIOR WATERS IN THE RIVER.

AND THAT'S NOT EXACTLY TRUE.

SENIOR IS ACTUALLY A VERY RELATIVE TERM.

SO WE NOW GOT OUR 1942 WATER RIGHT FOR 150,000 ACRE FEET.

AND THAT'S LARGELY WHAT WE USED TO KIND KEEP THIS AREAS APPLIED.

THERE WAS ALREADY AN 800,000 ACRE FOOT WORTH OF WATER PER PERMITTED USE THE PRESENCE.

AND AT THE TIME, PEOPLE PROTESTED AND SAID, WE SHOULDN'T GET THAT PERMIT.

THERE WASN'T ENOUGH FOR THAT TO BE WILD.

AND AT THAT POINT, THIS BASIN REALLY STARTED TO HIT TIP TOWARD STORAGE.

AND THERE WERE NO REALLY NO MAJOR RESERVOIRS.

THERE'S 16 MAJOR RESERVOIRS TODAY, INCLUDING POSSUM KINGDOM.

UM, AND AGAIN, THERE'S SOMETHING LIKE ANOTHER TWO AND A HALF MILLION ACRE FOOT WORTH OF WATER RIGHTS THAT ARE JUNIOR TO OUR 42, RIGHT? AND SO AS THEY DRAW FROM THE RIVER, YOU KNOW, THEY HAVE IMPACTS.

LONG STORY TO ALL OF THIS IS, HEY, WE, WE HAVE VERY SERIOUS RISK.

ROUGHLY 6% OF THE MONTHS ON RECORD, THERE'S NO FLOW IN THE RIVER SUPPLY US.

UH, AND WHAT YOU SEE IN THIS PLOT HERE, THE BLUE FIELD IS THE BLUE REPRESENTS HOW MUCH WATER WE NEED, UH, IN A TYP, TYPICAL DROUGHT HERE, HUNDRED 70,000 ACRE FEET.

UM, WHAT'S REPRESENTED IN KIND OF THE WHITE BAR THAT ACTUALLY KIND OF BROUGHT DOWN OFF OF THAT HUNDRED 70,000 MARK IS THE SHORTFALL THAT OCCURS, UM, BASED ON THE PREDICTABILITY MODELS OF IRAN.

AND, AND THAT SHORTFALL OCCURRED AFTER WE USE THE TWO MONTHS WORTH OF STORAGE OF EXISTING HARRISON PEORIA AND BURNED ANOTHER MONTH WORTH OF LONG TERM CONTRACT WE HAVE.

AND SO WE, WE BASICALLY UNDERSTAND OR PREDICT THAT WITHOUT ACTION SOMETHING LIKE 15 YEARS FROM THE NEXT HUNDRED, WE'RE AT RISK OF GOING SIX MONTHS WITHOUT WATER.

AND, AND SO YOU KNOW, THAT THAT'S ENOUGH TO MOTIVATE US TO, YOU KNOW, HAVE SPENT THE LAST 10 YEARS REQUIRING LAND, GETTING PERMITS.

WE'RE, WE'RE ROUGHLY ABOUT 80 MILLION INTO THE DESIGN OF, UH, HARRIS ROSEWOOD EXPANSION.

UM, THE OTHER CHART THAT'S KINDA OFF TO THE, I'LL SAY LEFT HAND LINE OF THIS LINE IS A PREDICTION OF KIND RELIABILITY.

UH, AND THIS WAS DONE BY SOME PRETTY SHARP GUYS WHO, YOU KNOW, TOOK THE STATE WATER MODELING, APPLIED SOME SPECIAL PROBABILISTIC TOOLS TO KIND OF GET THE INSURANCE QUALITY ESTIMATE AND RELIABILITY.

AND THEY CONCLUDED, HEY, OUR RELIABILITY TODAY IS ABOUT 95%, YOU KNOW, WITH THE AIR BARS KIND OF RUN THE RANGE THERE WITH CERTAINTY.

WE WILL RUN OUTTA WATER IF WE DON'T DO SOMETHING.

UM, THE 95% SEEMS LIKE A LOT, BUT THE REALITY IS THEN IT STILL MEETS SIX MONTHS PLUS WITHOUT WATER.

SO LET'S GO AHEAD AND STOP STEP THE NEXT SLIDE.

SO THE FIGURE ON THE UPPER LEFT-HAND CORNER HERE BASICALLY REPRESENTS WHAT HAPPENS WHEN WE BUILD THE EXPANDED AREA.

UM, WE BASICALLY ADD IN 50,000 AC FOOT OF LOCAL STORAGE.

AND SOMETIMES PEOPLE ASK, WELL, WHERE'S THE WATER FOR THAT GONNA COME FROM? TO BE HONEST, WE CAME OUT LAST YEAR, 2022, UH, IN A SITUATION WHERE BWA HADN'T GOT WATER UNDER THE WATER RIGHTS FOR FIVE MONTHS LAST YEAR, VRA STORAGE HAD DROPPED FROM A HUNDRED PERCENT TO 75%.

AND WE WENT ALL WINTER WITHOUT CAPTURED MANY ADDITIONAL WATER.

JUST IN THE LAST TWO OR THREE WEEKS, WE GOT ENOUGH RAIN WHERE THEY JUMP FROM, YOU KNOW, 75% OFF THE 82.

SO THEY'VE IMPROVED A LITTLE BIT, BUT IN THAT SAME SIX MONTHS WE'VE HAD, YOU KNOW, FOUR OR FIVE LARGE LOCAL RAINFALLS THAT HAVE PUT HUGE FLOWS IN THE PROCESS, BUT NOBODY'S ABLE TO CAPTURE.

THERE'S NO RESERV DOWN HERE, THE LOWER TO CAPTURE THOSE PLUGS.

AND SO LARGELY THE RESERVOIR, THE MONITOR FILLED ENDS UP COMING FROM WATER THAT'S FALLING RISE FACING BELOW THE EXISTING RESERVOIRS.

UM, YOU KNOW, AND, YOU KNOW, JUST THE PHYSICAL ATTRIBUTE OF IT.

WE HAVE TWO MONTHS IN THE EXISTING RESERVOIRS, FOUR MONTHS IN THIS, THE ABILITY TO CAPTURE ADDITIONAL WATER, KIND OF WHEN IT COMES, GETS US TO ROUGHLY EIGHT TO 10 MONTHS WORTH OF ADDITIONAL TIME.

RELIABILITY WILL DROP YEARS.

SO IT'S A, IT'S A BIG IMPACT.

AND THE BOTTOM KIND OF LOWER LEFT CORNER, YOU KNOW, SAYS, HEY, YOU KNOW, IT DOESN'T GET US TO PERFECTLY RELIABLE, BUT 99.6, 99.8.

AND AT THAT POINT, JUST A LITTLE BIT OF CONSERVATION OR SOME, SOME SUPPLEMENTAL PROJECT LIKE ISH AL AND EXPAND D'S CAPACITY.

AND, YOU KNOW, LARGELY KEEP KEEP THINGS COVERED.

UH, THE PICTURE ON THE RIGHTHAND SIDE AND GREEN IS KIND A NEW RESERVOIR ABOUT 2000 ACRES NORTH OF THE EXISTING HARRIS, UM, HOLDS A LOT MORE WATER CAUSE IT'S SIGNIFICANTLY DEEPER.

UM, MORE LIKE 30 FOOT DEEP VERSUS SEVEN FOOT DEEP IN EXISTING HARRIS.

AND SO WE SPENT A LOT OF ENERGY GETTING THE DESIGN.

WE'RE ANTICIPATING KIND OF GETTING THE, YOU KNOW, FINAL ENVIRONMENTAL IMPACT STUDY IN THE COURT PERMIT, UH, DONE

HERE YOU LATER IN JUNE AND TRYING TO PROGRESS THROUGH, YOU KNOW, THE OF PERMITTING, THE FUNDING STRATEGY BE CONSTRUCTING IN 20.

YOU GOTTA PUT A PIPELINE IN TO MOVE THE WATER.

THIS IS DOLLAR 17.

IT, BY FAR THE CHEAPEST WAY WE COULD SEE TO SHORE UP THESE SHORTAGES.

UH, AS YOU CAN SEE, WE WOULD, WE WOULD BRING IT IN AS AS SLOW AS POSSIBLE.

WE'RE GOING 15, 15, 15, THEN IT GOES TO 16, 16, 16, 16 TO NINE.

AND THE THE REASON IT'S LIKE THAT IS WE, WE'VE WORKED WITH OUR BOND COUNCIL AND OUR, UH, FINANCIAL ADVISOR FOR BONDS AND THIS IS HOW THEY FEEL THEY CAN GET THE, UH, OUR PAYMENTS STEPPED IN.

SO, UH, WE DON'T HAVE TO HAVE A LARGE INCREASE AT ONE TIME.

JUST TRYING TO BE AS EASY AS WE CAN.

WHAT DOES THIS MEAN FOR THE AVERAGE CUSTOMER AT THE END OF PER MONTH? WELL, WE'RE LOOKING IT ABOUT $5 AND 50 TO 60 CENTS A MONTH FOR A HOUSEHOLD NEW, USING 5,000 GALLONS A MONTH.

SO IT'S NOT A LARGE INCREASE, BUT IT IS AN INCREASE.

AND I, I KNOW HOW HARD IT IS TO SELL INCREASES TO PEOPLE, BUT, UH, ESPECIALLY WHEN IT COMES TO WATER, UTILITY RATES, THINGS OF THAT NATURE.

IF IT'S YOUR CELL PHONE GOES UP, IT'S NOT A BIG DEAL.

IF YOUR CABLE TV GOES UP, IT'S NOT THAT BIG A DEAL.

BUT WHEN IT COMES TO WATER, WASTEWATER, GARBAGE RATES, IT'S, IT'S A BIG DEAL.

WE'VE HAD, UH, WE'VE BEEN AROUND ALREADY TO, UH, BRAZORIA, UH, FREEPORT RICHWOOD.

AND WE'RE HERE TONIGHT WITH Y'ALL.
