[00:05:01]
ROSIE POINTED CITY CLERK, CITY OF CLTE, TEXAS.NEXT ITEM IS TO NOTE THE PUBLISHER'S AFFIDAVIT WAS PUBLISHED IN THE BRADS PORT FACTS ON THE EIGHTH DAY OF JUNE, 2023.
NEXT IS NOTE, THE LIST OF PROPERTY OWNERS NOTIFIED BY MAIL.
IT APPEARS THAT THERE WERE 20 MAILS SENT OUT, 2020 MAILING SENT OUT.
UH, ONE WAS RETURNED AND SO WE PRESUME THAT 19 OF THEM WERE DELIVERED.
THE NEXT ITEM IS OPEN THE FLOOR FOR DISCUSSION, AND THE FIRST ITEM IS TO READ LETTERS FROM THOSE IN FAVOR OF THE RELA.
UH, THE ONE FROM THE, THE ONE FROM THE VELASCO DRAINAGE DISTRICT IS THEY NO OB OBJECT, NO OBJECTION.
IS THAT A THAT'S THEIR, THAT'S THE CLOSEST.
THAT IS A, UH, THAT IS A LETTER OF NO OBJECTION.
SAYS THAT THEY ARE FINE WITH THE WAY THAT THE DRAINAGE IS SET UP FOR THE PROPERTY.
SO DO I, DO I NEED TO READ THE LETTER OR, I MEAN, IT SAYS, I THINK YOU CAN JUST NOTE THE LETTER.
HUH? AND I JUST NOTE THAT YOU RECEIVED A LETTER FROM HER.
WE, WE DID RECEIVE A LETTER OF NO OB NO OBJECTION FROM THE BLASCO DRAINAGE DISTRICT FOR THE DRAINAGE PLAN FOR THAT PARTICULAR SECTION OF PROPERTY.
DOESN'T SPECIFICALLY SAY THEY'RE IN FAVOR OF THE, OF THE REPLANT, BUT THEY HAVE NO OBJECTION TO IT.
YES, THAT THE ONLY LETTER I SAW IN THE FILE.
NEXT ITEM WOULD BE THOSE IN FAVOR.
WHERE IS THIS? YEAH, IT'S NOT, THAT'S NOT, DOESN'T, IT DOESN'T AB SUSTAIN TO US.
WE'RE NOT SURE WHY WE GOT THAT, BUT THAT'S RABBIT TRAIL.
I DON'T KNOW WHAT THAT WOULD BE DOING IN OUR FILE.
THAT'S ALL, THAT'S THE ONLY LETTERS I SEE.
NEXT IS TO HEAR FROM THOSE IN, IN THE AUDIENCE THAT IS, UH, IN FAVOR.
MR. COOP, COULD YOU HAVE ANYTHING YOU WANNA SAY OR
I, I'VE BEEN IN FAVOR OF THIS FOR ABOUT 20 MONTHS.
UM, I, I, UNLESS YOU LIKE ME TO, I, I WON'T BORE YOU WITH THE WHOLE 20 MONTH HISTORY OF THIS THING, BUT THE FACT OF THE MATTER IS, AND I'LL JUST SAY THIS REAL QUICKLY, EIGHT, NINE YEARS AGO WHEN I BOUGHT THE PROPERTY, FOR SURE, BY THE WAY, I'M, I'M DOUG KOPPE, THE DEVELOPER OF WOOD SHORE, BUT NOT THE DEVELOPER OF WOOD SHORE MARKETPLACE WHERE THE KROGER IS LOCATED.
OKAY? UH, SO EIGHT OR NINE YEARS AGO, SOME OF YOU WERE ON THE PLANNING, COMMISSION, PLANNING, ZONING, COMMISSION, UM, UH, SOMEWHERE YOU WERE MAYOR.
ANYWAY, WHEN I FIRST DEVELOPED, BEGAN DEVELOPING WOOD SHORE, THE CITY, AND I HAD A CONVERSATION AND, AND, AND, AND BASICALLY THE CITY SAID, DOUG, WE'D LIKE TO WORK WITH YOU ON THE RESIDENTIAL DEVELOPMENT ON THIS PROJECT, AND IF YOU CAN DELIVER A QUALITY PROJECT, WE'D LIKE TO ALSO WORK WITH YOU AND GET YOU TO PROMISE, DELIVER A CERTAIN AMOUNT OF COMMERCIAL DEVELOPMENT BECAUSE WE'RE TRYING TO DIVERSIFY OUR TAX BASE.
WELL, I MEAN, I HOPE PEOPLE THINK THAT I, YOU KNOW, DELIVERED ON THE QUALITY SIDE ON THE RESIDENTIAL.
AND NOW WE'RE REALLY GETTING INTO THE, INTO THE COMMERCIAL DEVELOPMENT.
WE'VE GOT THE KROGER THAT KROGER, FOR WHAT IT'S WORTH, IS ALWAYS RANKED IN THE TOP 20 KROGERS OUT OF ABOUT 500 IN THIS FIVE OR SIX STATE KROGER REGION.
SO THAT'S, THAT, THAT'S PRETTY STRONG SALES.
UM, BUT IN ANY EVENT, UH, THIS IS A FOUR AC, APPROXIMATELY 4.3 ACRE PARCEL.
IT IS TO THE EAST OF THE KROGER CENTER, SPECIFICALLY TO THE EAST OF THE DISCOUNT TIRE.
AND IT'S WEST OF, OF THE MAIN ENTRANCE TO WOOD SHORE.
AND I WANNA BE REAL CLEAR, IT'S WEST OF THE LOTS THAT FRONT ON THE ROAD TO THE MAIN ENTRANCE TO WOOD SHORE.
SO HAVING GONE THROUGH A LONG AND WINDING PROCESS WITH OUR NEIGHBORING CITY, UH, WHO CONTROLS ACCESS TO OYSTER CREEK DRIVE, WHETHER WE WANT TO ADMIT THAT OR NOT, THEY CONTROL THE ACCESS TO OYSTER CREEK DRIVE.
WE'VE, WE'VE GOTTEN TO THIS POINT NOW WHERE WE, WE, WE THINK, I DON'T HAVE EVERYTHING COMPLETELY TIED DOWN, BUT WE THINK WE'VE GOT A SOLUTION THAT ALLOWS US TO GET ACCESS TO OYSTER CREEK DRIVE AND THEN ALSO ACCESS TO THE KROGER CENTER.
SOME OF THAT IS NOT IN MY MANAGEMENT AREA, RIGHT? IT'S MORE OF THE CITY, MORE THE CITY MANAGER WORKING ON THAT.
BUT, UM, AND THAT'S WHAT THIS PLAT ENTAILS, IS TAKING THAT 4.3 ACRES, DIVIDING IT UP INTO A FEW DIFFERENT RESERVES.
UH, ONE OF THOSE RESERVES IS UNDER CONTRACT RIGHT NOW.
AND THEN YOU'D HAVE A PUBLIC STREET GOING
[00:10:01]
THROUGH THAT OVERALL RESERVE.UH, I, I, AND I'M JUST, DID THAT ANSWER EVERYTHING? DO YOU THINK I NEED TO GO IN ANY MORE DEPTH? OKAY.
I'M, I'LL ENTERTAIN QUESTION IF ANYBODY HAS THIS.
I'M JUST, I'M JUST GONNA MAKE ONE POINT HERE TOO, AND I DON'T WANT TO LOOK LIKE I'M KISSING UP TO ANYBODY, BUT I THOUGHT ABOUT THIS DRIVING DOWN, UH, OFFICE IN HOUSTON.
I THOUGHT ABOUT THIS DRIVING DOWN THIS AFTERNOON, YOU KNOW, IN MY 40 YEARS OF REAL ESTATE DEVELOPMENT, I'VE DEVELOPED IN, IN OVER 20 CITIES AROUND THE COUNTRY, YOU CAN ADD ABOUT ANOTHER 10 OR 15 CITIES THAT WE'VE WORKED IN FOR VARIOUS REASONS, BUT DIDN'T QUITE OWN LAND AND DEVELOP IT.
AND, AND I'M GONNA TELL YOU, YOU, ONE OF THE FIRST THINGS I DO WHEN I GO TO ANY NEW CITY IS TO MEET WITH THE, THE GOVERNMENT TO MEET WITH THE, THE, THE BODIES, THE PLANNING AND ZONING COMMISSIONS TO SEE THE CITY COUNCIL, TO SEE THE MAYOR, TO SEE THE STAFF, BECAUSE I REALLY, I REALLY WANNA UNDERSTAND WHAT THEIR, UH, YOU KNOW, WHAT THEIR PHILOSOPHY IS ON DEVELOPMENT.
I HAVE NEVER SEEN AN EFFORT AMONG A CITY, OKAY? WHETHER IT'S BEEN THIS COMMISSION WORKING WITH THIS COUNCIL AND THIS STAFF AND THIS MAYOR PARTICULARLY, I'LL SAY THAT RIGHT NOW, WHO'VE COME TOGETHER TO COME UP WITH IDEAS TO BASICALLY RESOLVE THIS, WHAT HAS BEEN A REAL PROBLEM.
I'M GONNA TAKE A STEP FURTHER TOO, AND I'M GONNA SAY THAT, UM, WHETHER THEY'RE GOOD OR BAD, I REALLY LIKE TO BE TRANSPARENT WITH THE RESIDENTS THAT ARE IN MY COMMUNITIES AND IN WOOD SHORE.
UM, PEOPLE AREN'T QUIET IN WOOD SHORE, RIGHT? PEOPLE COME OUT AND THEY LIKE TO, THEY, THEY LIKE TO ENGAGE AND, AND, AND THAT'S A GOOD THING, RIGHT? BECAUSE IT MEANS THEY CARE ABOUT THEIR COMMUNITY.
AND, AND WITH ALDO SITTING RIGHT OVER THERE, WHO I'M GONNA SAY I'VE REALLY ENJOYED, WE, WE'VE HAD A FEW DIFFERENCES HERE AND THEN, BUT WE SURE AS HECK DO RESPECT EACH OTHER ON THIS WHOLE THING.
SO THE POINT I'M TRYING TO MAKE IS I JUST WANNA SAY THANK YOU, YOU KNOW, FROM A TO Z, RIGHT? Z IS WHEN WE FINALLY GET THAT, THAT THAT LITTLE STORE UNDER CONSTRUCTION, WE'RE NOT AT Z YET.
WE'RE PROBABLY STILL AT X, YOU KNOW, OR W OR X OR WHATEVER.
SO WE HAVE A LITTLE BIT OF WAYS TO GO, BUT WE'RE, WE GOT FURTHER THAN I REALLY THOUGHT WE WERE GONNA BE A COUPLE OF MONTHS AGO.
SO I JUST WANT TO ASK, NOTHING GOES INTO THE WOOD SHORE NEIGHBORHOOD, NOTHING, CORRECT, NOTHING.
NO, NO PUBLIC RIGHT OF WAY, NO STREET RIGHT THERE.
THERE WILL BE A CONTINUATION OF THE SIDEWALK ALONG OYSTER CREEK DRIVE, RIGHT? THAT IT WILL CONTINUE ON PAST WOOD SHORE AND EVENTUALLY ALL THE WAY, UH, TO OUR, TO THE, TO THE LAKE RIGHT NEAR THE LIFT STATION.
I JUST WANTED TO GET THAT ON RECORD, RIGHT? THE NEXT ITEM IS THOSE OPPOSED TO THE RELA.
THE FIRST ITEM IS TO READ LETTERS.
THEN THE NEXT ITEM WOULD BE FROM TO HEAR FROM ANYONE PRESENT THAT IS IMPOSED TO THE, UH, RELA.
NEXT ITEM WOULD BE COMMENTS FROM PLANNING AND ZONING COMMISSION.
NEXT ITEM WILL BE COMMENTS FROM MAYOR CITY COUNCIL.
THIS WAS A REALLY GOOD IDEA, MAYOR, SINCE YOU'RE THE ONE THAT CAME UP WITH THE IDEA, IT WAS A VERY, VERY GOOD IDEA.
WELL, I WILL, I WILL SPEAK ON BEHALF OF ALL THE PEOPLE THAT HAVE BEEN INVOLVED IN THIS SINCE, SINCE DAY ONE.
THIS HAS BEEN A PRETTY ARDUOUS ORDEAL OVER THE, OVER TO, TO EVEN GET THIS DEVELOPMENT IN.
AND IT TOOK A LOT OF CORPORATION, A LOT OF CONSIDERATION FROM US AS WELL AS LAKE JACKSON TO MAKE SURE THAT THIS HAPPENED.
IT'S BEEN A PLEASURE WORKING WITH MR. KANAKA.
WHATEVER WE'VE ASKED HIM FOR, HE'S TRIED TO GIVE US AND VICE VERSA.
WHATEVER HE'S ASKED FOR, WE'VE TRIED TO GIVE HIM.
SO, I MEAN, IT'S BEEN A, IT'S BEEN A GIVE AND TAKE AND IT'S BEEN A BENEFICIAL FOR EVERYBODY INVOLVED AND HOPE TO CONTINUE THAT NEXT ITEM WILL BE CLOSED DISCUSSION.
AND HERE, RECOMMENDATION FROM PLANNING AND ZONING COMMISSION MOTION.
I SECOND MOTION A SECOND ON THURSDAY.
UH, WE RECOMMEND THAT, UH, REP BEING GRANTED.
OKAY, NEXT ITEM WILL BE CONSIDERATION OF POSSIBLE ACTION FROM THE CITY COUNCIL TO APPROVE THE RECOMMENDATION OF THE APPROVE OR DENY THE RECOMMENDATION FROM THE PLANNING ZONING COMMISSION THAT'S REPLANT FOR THE 4.3 2 72 ACRE TRACT.
I'LL MAKE A MOTION TO APPROVE.
HAVE A MOTION BY COUNCIL PERSON, MADDOX.
[00:15:01]
HAVE A SECOND BY COUNCIL PERSON BOND.ANY FURTHER DISCUSSION? HEARING NONE, I'LL ENTERTAIN THE VOTE.
[III. ADJOURN JOINT PUBLIC HEARINGS ]
OKAY.PLAINTIFF'S ONLY COMMISSION CARRIED TO ADJOURN.
OKAY, SO THE COUNCIL WILL ADJOURN THE PUBLIC HEARING AND MOVE INTO THE, UH, REGULAR COUNCIL MEETING.
THE FIRST ITEM IS CITIZEN VISITORS COMMENTS.
I SEE NO ONE THAT SIGNED UP, SO I, I WILL FOREGO READING THAT.
PENDING, PENDING NO ONE SIGNED UP.
[V. CONSENT AGENDA]
NEXT ITEM WILL BE THE CONSENT AGENDA.AND ITEMS UNDER THE CONSENT AGENDA ARE CONSIDERED ROUTINE ARE GENERALLY ENACTED IN ONE MOTION.
ACCEPTED TO THIS RULE IS THAT COUNCIL MEMBERS MAY REQUEST ONE OR MORE ITEMS BE REMOVED FROM CONSENT AGENDA FOR SEPARATE ACTION.
TONIGHT'S CONSENT AGENDA CONSISTS OF MINUTES, REGULAR COUNCIL MEETING MAY 11TH, 2023 AT 7:00 PM COUNCIL SPECIAL MEETING CANVAS MAY 16TH, 2023 AT 6:00 PM AND A SPECIAL MEETING JUNE THE FIRST 2023 AT 7:00 PM ANYONE CARE TO MAKE A MOTION TO APPROVE THE CONSENT AGENDA? SO MA'AM, MOVE BY COUNCIL PERSON BOND SECOND.
MADDOX, ANY ITEMS NEED TO BE REMOVED? ANY DISCUSSION? HEARING NONE, I'LL ENTERTAIN A VOTE.
[VI. BUSINESS ITEMS ]
NEXT ITEM WOULD BE BUSINESS ITEMS AND ITEM A IS CHAMBER OF COMMERCE ANNUAL TOURISM REPORT AND REQUEST FOR CONTINUED FUNDING FOR THEIR MARKETING EFFORTS.WE HAVE MR. FISHER WITH US TONIGHT AND MS. SANDRA SHOP.
I'M THE DIRECTOR OF TOURISM FOR THE BRA SUPPORT CONVENTION AND VISITORS COUNCIL.
UH, WE ARE A DIVISION OF THE BRA SUPPORT AREA, CHAMBER OF COMMERCE, WHICH IS YOUR LOCAL CHAMBER.
UH, WE PROMOTE THE BRA SUPPORT AREA AS A LEISURE AND MEETING DESTINATION.
WE CARRY OUT A PLAN OF ACTION THAT'S PUT TOGETHER BY OUR BOARD OF DIRECTORS.
WE MAKE AN ANNUAL PRESENTATION TO YOU AND I SUBMIT QUARTERLY REPORTS TO LET YOU KNOW HOW WE SPEND THE OCCUPANCY TAX DOLLARS THAT WE RECEIVE FROM YOU.
UH, IN ADDITION TO THE HOT FUNDS FROM CLOT, WE ALSO RECEIVE THOSE FROM LAKE JACKSON, FREEPORT, AND SURFSIDE BEACH.
THESE ARE THE, UH, THE LODGING PROPERTIES IN CLOT THAT WE TRY TO SEND OUR VISITORS TO.
ONE WAY WE PROMOTE THE AREA IS WORKING WITH OUR INDUSTRY PARTNERS.
WE WORK WITH OUR LOCAL HOTELS AND ATTRACTIONS.
UM, THE COUNTY PARKS DEPARTMENT, THE OFFICE OF THE GOVERNOR'S TOURISM DIVISION, PARKS AND WILDLIFE TEXDOT, UM, AROUND HOUSTON IS A MARKETING CO-OP THAT WE ARE A PART OF WITH VISIT HOUSTON.
UH, WE TRY TO CONCENTRATE ON INTERNATIONAL VISITORS WHO ARE COMING INTO HOUSTON.
MOST OF 'EM ARE HERE FOR A MINIMUM OF TWO WEEKS.
UM, ONCE THEY SPEND A FEW DAYS IN HOUSTON, WE WOULD LIKE TO WORK TO GET THEM OUT INTO OUR AREAS AND INTO THE SURROUNDING HOUSTON AREAS RATHER THAN THEM GOING TO NEW ORLEANS OR, UM, DALLAS.
WE WANNA KEEP THEM IN THE REGION HERE.
WE ALSO ATTEND SHOWS AND CONFERENCES TO PROMOTE THE AREA.
WE, UM, IS A NATIONAL SHOW THAT WE DID.
WE WORK WITH OUR TEXAS PARTNERS, UM, FOR THAT.
DESTINATIONS GALORE IS HELD EVERY OTHER YEAR.
IT IS FOR TRIP PLANNERS THAT ARE USING THOSE HARRIS COUNTY PRECINCT BUSES.
HOPEFULLY YOU'VE SEEN THEM IN OUR COMMUNITY.
THEY'LL COME DOWN, THEY'LL, UM, TOUR OUR ATTRACTIONS AND THEY'LL USUALLY EAT LUNCH.
THEY DON'T NORMALLY SPEND THE NIGHT, BUT THEY ARE HERE AND SPENDING, UM, THEIR MONEY AT OUR RESTAURANTS.
AND THEN THEY ARE GOING BACK AND TELLING THEIR FAMILIES ABOUT HOW GREAT OUR AREA IS AND HOPEFULLY THEY'LL BRING THOSE BACK FOR OVERNIGHTS.
UM, THE TEXAS TRAVEL ALLIANCE TRAVEL EXPO, THAT IS AN APPOINTMENT STYLE SHOW WHERE I MEET WITH THE TRAVEL INFORMATION COUNSELORS, THE TRAVEL COUNSELORS THAT WORK AT THE VISITOR CENTERS ACROSS THE STATE.
I HAVE ABOUT FIVE MINUTES TO UPDATE THEM ON OUR AREA.
I SHOW THEM WHAT OUR COLLATERAL IS, WHERE WE'RE LOCATED, ANYTHING NEW SO THAT THEY CAN GO BACK AND TELL THEIR VISITORS, UM, WHO ARE LOOKING FOR MAYBE BIRDING OR FISHING, UH, OR THINGS TO DO NEAR HOUSTON SO THAT THEY CAN RELAY THAT INFORMATION TO THEM.
UM, ANOTHER SHOW THAT, UM, I WANNA MENTION IS THE STATE FAIR.
YOU KNOW, THAT IS A MULTI-WEEK SHOW, BUT WE DO TWO DAYS THERE.
WE SPONSOR A DESTINATION DAY RISES PORT DAY,
[00:20:01]
OCTOBER 10TH AND 11TH WAS LAST YEAR.UM, THAT'S A GREAT SHOW BECAUSE THERE ARE SO MANY NEW PEOPLE THAT MOVE TO TEXAS THAT GO TO THE STATE FAIR TO FIND OUT MORE ABOUT THINGS TO DO IN TEXAS.
SO AT OUR ADVERTISING AND PROMOTIONAL EFFORTS, THIS IS ANOTHER WAY WE PROMOTE THE AREA.
UM, HERE'S AN EXAMPLE OF SOME OF OUR, UM, ADS THAT WE PLACE.
THESE ARE BOTH DIGITAL AND PRINT.
UH, THE DIGITAL ONES DO NOT HAVE OUR WEBSITE BECAUSE THEY'RE CLICK THROUGH OPPORTUNITIES, UM, FOR THE VIEWERS.
SO LAST YEAR WE DID A NEW CAMPAIGN, A CULTURE MAP ALL ACROSS TEXAS.
WE DID THAT IN THE MAJOR MARKETS AND WE ALSO DID THE LONELY PLANET CAMPAIGN.
WE WERE ABLE TO DO THOSE WITH, UM, A CO-OP THAT WE WERE AWARDED.
UH, A CO-OP GRANT WE WERE AWARDED THROUGH THE STATE LAST YEAR.
AND SO THESE ADS, EDITORIALS AND LISTINGS, UM, SOME OF THEM ARE COMPLIMENTARY, SOME OF THEM ARE REDUCED RATES.
SO LAST YEAR THEY TOTALED MORE THAN $150,000 IN ADVERTISING.
WE DON'T HAVE AN ADVERTISING BUDGET OF $150,000, BUT IF WE HAD TO PAY FOR EVERYTHING THAT WE SUBMITTED AND WE GOT, THAT'S WHAT IT WOULD COME OUT TO.
OUR WEBSITE IS ANOTHER WAY THAT WE PROMOTE THE AREA.
LAST YEAR, OUR WEBSITE VISIT BRA SUPPORT.COM HAD OVER 110,000 PAGE VIEWS.
ONCE PEOPLE GET TO THE WEBSITE, THE TOP THINGS THAT THEY LOOK FOR AND THE PAGES THEY VISIT ARE BEACHES, FISHING EVENTS AND ATTRACTIONS.
UH, WEBSITE USERS ARE FROM HOUSTON, WHICH IS OUR TOP MARKET, FOLLOWED BY DALLAS FORT WORTH AREA, AUSTIN, SAN ANTONIO COLLEGE STATION.
WE GET A LOT OF, UH, TRAFFIC TO OUR WEBSITE FROM SOCIAL MEDIA, MAINLY FACEBOOK FROM VISIT HOUSTON TEXAS.COM.
I THINK THAT GOES BACK TO OUR PARTNERSHIP WITH AROUND HOUSTON AND VISIT HOUSTON.
UH, AND THEN CULTURE MAP WAS A NEW CAMPAIGN WE DID LAST YEAR AND WE, IT WAS A VERY SUCCESSFUL CAMPAIGN AND WE GOT A LOT OF TRAFFIC FROM THAT LAST YEAR.
WE WERE ABLE TO HOST A TECH.STUDY TOUR EVERY YEAR.
TXDOT, UM, PUTS ON A TOUR FOR THEIR TRAVEL COUNSELORS.
THOSE ARE THE EMPLOYEES THAT WORK AT THE VISITOR INFORMATION CENTERS ACROSS THE STATE.
THEY PICK A DIFFERENT REGION OF THE STATE TO, UM, FOR THIS EDUCATIONAL TOUR LAST YEAR THEY PICKED THE HOUSTON REGION.
SO WE HAD 22 TRIBAL COUNSELORS, UM, TEXDOT EMPLOYEES, SOME PEOPLE FROM TEXAS HIGHWAYS MAGAZINE AND PARKS AND WILDLIFE.
UM, THEY TOURED HOUSTON, THE WOODLANDS, CONROE PEARLAND AND OUR AREA.
WHILE THEY WERE HERE, WE HAD THEM AT THE CENTER FOR THE ARTS AND SCIENCES AT SEA CENTER, THE BRAZORIA WILDLIFE REFUGE, THE FREEPORT HISTORICAL MUSEUM, SAN LUIS PA COUNTY PARK, THE FORT VELASCO REPLICA, AND THE SURFSIDE BIRD AND BUTTERFLY TRAIL.
WE ONLY HAD ONE DAY AND WE RAN OUT OF TIME.
WE, THERE WAS, WE HAD A COUPLE OF MORE SITES ON THE TOUR, BUT WE WERE JUST NOT ABLE TO MAKE THOSE.
THEY HAD TO GET ONTO BRAZOS BEND, UH, WHILE THEY WERE HERE.
THEY STAYED AT CANDLEWOOD AND THEY ATE AT THE LOCAL TABLE OF GRACE AND SEAHORSE.
THEY VOTED ON THEIR FAVORITES AND THEY AWARDED TABLE OF GRACE AS THE FAVORITE BREAKFAST AND SEAHORSE AND SURFSIDE AS THEIR FAVORITE LUNCH.
WE ALSO WERE ABLE TO UPDATE AND REPRINT OUR VISITORS' BROCHURE LAST YEAR.
WE HAD PLANNED TO DO THAT IN 2020.
WE HAD TO STOP BECAUSE OF FUNDING ISSUES AND, UH, ALSO THE COST OF PAPER AND PRINTING WENT UP TREMENDOUSLY.
SO WE WERE FINALLY ABLE TO, UM, TO TAKE CARE OF THAT LAST YEAR.
WE ALSO HOSTED, UH, BACK ON TRACK WITH OUR LODGING AND ATTRACTIONS COMMITTEE MEETINGS.
THAT'S AN OPPORTUNITY FOR US TO VISIT WITH OUR ATTRACTIONS AND OUR HOTELS FOR THEM TO GET TO KNOW EACH OTHER.
EXCHANGE, UM, INFORMATION THAT BENEFITS BOTH THE, UM, THEIR HOTEL GUEST AND THE ATTRACTIONS.
WE ALSO APPLIED AND WERE GRANTED A GRANT THROUGH THE OFFICE OF THE GOVERNOR'S TOURISM VISION FOR ADVERTISING.
THAT SAVED US ABOUT $15,000 LAST YEAR.
AND THEN WE PARTICIPATED IN NEW NUMEROUS PARTNER EVENTS WITH THE, UM, BIRD OBSERVATORY, FREEPORT MAIN STREET, THE LEVI JORDAN PLANTATION, UM, BOTH OF THE WILDLIFE REFUGES SEA CENTER, AND THE FREEPORT HISTORICAL MUSEUM.
UH, QUICKLY, THE WE'RE, WE ARE PART OF THE CHAMBER.
THE CHAMBER SERVES OVER 700 MEMBERS FROM A VARIETY OF, UH, BACKGROUNDS.
WE PROVIDE, UH, UNIFIED SUPPORT AND PROMOTION FOR THE ENTIRE BRAZO SUPPORT AREA.
WE WORK WITH OUR LOCAL INDUSTRY AND GOVERNMENT TO BOOST GROWTH AND WE SUPPORT ECONOMIC DEVELOPMENT WITH RESOLUTIONS AND PETITIONS AND TESTIMONIES FROM NOT ONLY OUR, UH, STAFF, BUT OUR BOARD OF DIRECTORS AS WELL.
WE, UM, FACILITATE QUARTERLY MEETINGS WITH EACH OF THE, UH, THAT INCLUDE THE CITY MANAGERS AND MAYORS FROM EACH OF THE EIGHT MUNICIPALITIES THAT MAKE UP THE BRAS SUPPORT AREA SO THAT WE CAN EXCHANGE, UM, ACTIVITIES AND IF THERE'S ONE NEED THAT ONE CITY CAN HELP THE OTHER WITH.
AND SO THAT, WE'VE BEEN DOING THAT FOR A FEW YEARS AND IT'S ONE OF OUR MOST SUCCESSFUL COMMITTEES.
[00:25:01]
UH, ONE EVENT THAT I WANTED TO MENTION IS OUR SHOP LOCAL WEEKEND, WHICH STARTS TOMORROW.THIS WILL BE OUR SECOND YEAR TO HOST THIS.
UM, WE INVITE THE GENERAL PUBLIC TO COME BY AND PICK, HAVE BREAKFAST.
THEY CAN PICK UP A SHOPPING BAG, GET A LIST OF OUR CHAMBER MEMBERS.
THEN THEY GO OUT AND SHOP FRIDAY, SATURDAY, AND SUNDAY.
THEY CAN GO TO, UH, CLOTHING BOUTIQUES.
THEY CAN PAY FOR THEIR, UM, HOME INSURANCE.
AS LONG AS IT'S WITH A CHAMBER MEMBER AND THEY GET A RECEIPT, THEY CAN PUT THEIR NAME, EMAIL, AND PHONE NUMBER ON THAT RECEIPT, BRING IT TO THE CHAMBER, AND BE ENTERED INTO A DRAWING, UM, FOR $1,000.
AND WE WILL DO THAT DRAWING TUESDAY ON, UH, FACEBOOK LIVE.
SO THIS IS A GREAT OPPORTUNITY FOR US TO HELP OUR, NOT ONLY OUR MEMBERS AND OUR LOCAL BUSINESSES, BUT THE GENERAL PUBLIC AS WELL, BECAUSE YOU ARE ALSO ABLE TO WIN THE A THOUSAND DOLLARS.
SO THAT, UH, CONCLUDES MY PRESENTATION.
WE DO HAVE A COPY OF THIS, UH, PRESENTATION AND OUR MARKETING PLAN FOR YOU.
AND I'D BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.
AND THIS IS SANDRA SHAR, PRESIDENT, CEO OF ANYBODY.
WE APPRECIATE Y'ALL BEING HERE.
UM, THANK YOU FOR ALL YOU NEED FOR.
NEXT ITEM WOULD BE ANY QUESTIONS OR COMMENTS ON THAT ITEM BEFORE I MOVE? NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO COUNSEL OR RESCHEDULE THE JUNE, JULY 27TH, 2023 MEETING.
AS WE ALL KNOW, THERE WILL BE A BRIEF MEETING THAT EVENING AS IT AS OUR OPENING CEREMONIES WILL HAVE TO BE AN AGENDA ITEM, BUT IT PROBABLY WON'T BE ANY DISCUSSION.
BUT WE WILL ALL BE TOGETHER CON CONDUCTING CITY BUSINESS.
WE'RE GONNA HAVE TO GET A NEW GLASS.
YEAH, WE LOST OUR GLASS WATER.
UH, BUT, UH, DO I HAVE A MOTION TO CANCEL THE, UH, CANCEL OR RESCHEDULE THE JULY 27TH MEETING? I'LL MAKE THE MOTION.
YOU WANT TO CANCEL OR RESCHEDULE? CANCEL.
WE HAVE A MOTION BY COUNCILMAN LOPEZ THAT WE CANCEL THE JULY THE 27TH MEETING.
AS ALWAYS, IF WE DO COUNCIL ONE, IF WE NEED A SPECIAL MEETING, WE WILL HAVE ONE, BUT WE'LL CALL ONE
WE DON'T HAVE ANYTHING THAT LIKE PRESSING THAT WE THINK IS COVERED.
WE'RE JUST WORKING ON THE BUDGET.
SO, I MEAN WE'LL, YOU'LL HAVE PLENTY OF, PLENTY OF TIME TO VISIT DURING THE MONTH OF JULY.
WE'LL, WE'LL, WE'LL BE HERE ON THE ALL DAY ON SATURDAY.
SO WE'LL, WE'LL BE, WE'LL ALL BE TOGETHER AGAIN BEFORE THE, UH, PLENTY OF DISCUSSION TIME.
OKAY, THEN I'LL SECOND HAVE A SECOND BY COUNCILPERSON MADDOX.
ANY FURTHER DISCUSSION? HEARING NONE, I'LL ENTERTAIN A VOTE.
NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 34 DASH 2023 APPROVING IN EVENTS SPONSORED BY THE BRAZORIA COUNTY HISPANIC LIONS CLUB GIVEBACK FESTIVAL AT THE MUNICIPAL PARK ON MARCH 15TH THROUGH THE 16TH, 2024.
AND IT WOULD BE RESOLUTION NUMBER 34 DASH 2023.
A RESOLUTION OF THE CITY COUNCIL OF CITY OF KLUTE, TEXAS APPROVING BRAZORIA COUNTY HISPANIC LIONS CLUB FOR THE USE OF THE KLUTE MUNICIPAL PARK FOR THE GIVE BACK FESTIVAL TO BE HOSTED THE WEEKEND OF MARCH 15TH THROUGH THE 17TH 2024.
WHEREAS THE BRAZORIA COUNTY HISPANIC LIONS CLUB B C H LC HAS REQUESTED THE USE OF THE CLU, THIS PARK AND CERTAIN STAFF AND EQUIPMENT IN ORDER TO HOST THE GIVEBACK FESTIVAL UNDERWRITTEN BY THE GENEROSITY OF CLUTZ ON JD SILVA, ESQUIRE.
AND WHEREAS THE CITY AND THE B C H L L C HAVE AGREED ON THE DATES OF THE EVENT, WHEREAS THE CITY AND THE B C H L C WILL CONTINUE TO DEVELOP GUIDELINES AND A CONTRACT FOR THE EVENT THAT WILL BE BROUGHT BACK TO COUNCIL FOR FINAL APPROVAL AND THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KLUTE, TEXAS, THAT THE BRAZORIA COUNTY HISPANIC LINES
[00:30:01]
CLUB WOULD BE ALLOWED TO UTILIZE THE MUNICIPAL PARK FOR THE SECOND ANNUAL GIVEBACK FESTIVAL ON THE WEEKEND OF MARCH 15TH THROUGH 27TH, 2024.THIS AGREEMENT IS CONTINGENT UPON SUCCESSFUL EXECUTION OF THE CITY COUNCIL APPROVED EVENT, CONTRACT COVERING EVENT GUIDELINES, SAFETY, SECURITY, MAINTENANCE, AND OTHER ITEMS. THIS CONTRACT WILL BE BROUGHT BACK TO THE CITY AT A LATER DATE FOR FINAL APPROVAL.
READ PASSED AND ADOPTED THIS 22ND DAY OF JUNE, 2023.
AND IT'LL BE SIGNED BY MYSELF AND HAS TESTED BY ROSIE POINT AT CITY CLERK.
MR. MAYOR, I WANNA THANK MR. LANDIS.
MR. SILVA, UH, THE PARTNERSHIP GROUP BEHIND THE EVENT.
UH, WE HAD A REALLY GOOD DEBRIEF WITH THEM FOLLOWING THE FIRST EVENT.
UH, THERE WERE A COUPLE OF HICCUPS, BUT NOTHING THAT UNUSUAL FOR AN EVENT OF THAT SIZE.
UH, WE TALKED ABOUT FLEXIBILITY ON DATES AND MAYBE PUSHING BACK A LITTLE BIT FURTHER, UH, LATER, EARLIER IN THE SPRING TO GIVE A LITTLE BIT MORE SPACE BETWEEN THE TWO FESTIVALS.
UH, THEY WERE AMENABLE TO THAT IDEA AND WE APPRECIATE THAT AND I APPRECIATE THEIR EFFORTS TO TRY AND BRING FOLKS TO OUR TOWN.
SO, SO ARE WE VOTING ON APPROVING THEM TO USE THE PARK, BUT LATER ON WE ARE GONNA HAVE TO APPROVE THE CONTRACT? THAT IS CORRECT, CORRECT? YES.
STIPULATIONS, RULES, REGULATIONS AND EVERYTHING TO USE THE PART? YES, MA'AM.
WE'RE JUST, WE'RE JUST LETTING THEM BLOCK THIS DATE BASICALLY AT THIS POINT.
MAYOR, I'D LIKE TO MOVE THAT MOTION.
WE HAVE A MOTION MADE BY COUNCIL PERSON BOND AT RESOLUTION NUMBER 34 DASH 2023.
DO I HAVE A SECOND? I'LL SECOND.
THINKING ABOUT COUNCILMAN LOPEZ DISCUSSION.
WE DIDN'T HAVE LIKE ANY, THERE WAS NO MAJOR ISSUES OR ANYTHING GOT OUTTA HAND OR NO, WE HAD A, WE HAD A LITTLE BIT OF, THERE WAS A LITTLE BIT OF DAMAGE, WHICH WAS RECTIFIED, UH, BUT NO ARRESTS, NO MAJOR DWI, NO PI, UH, IT WAS AS CLEAN AN EVENT AS WE TYPICALLY RUN.
UH, YOU KNOW, THERE NOTHING OUT OF THE ORDINARY.
SO THAT'S, THAT'S KINDA WHAT I WAS GETTING AT.
BUT WE DID HAVE SOME NOISE ISSUES.
WE ADDRESSED THAT WITH THEM AND THEY'RE, THEY ARE GOING TO UNDERTAKE THAT RIGHT ON THE NEXT EVENT.
I WAS GONNA SAY BY THE SOUNDS OF THINGS FROM MY HOUSE, IT SOUNDS LIKE IT SOUNDED LIKE EVERYBODY WAS HAVING A GOOD TIME.
AND IT'S THE NAME, THE NAME SAYS IT ALL, IT'S THE GIVE BACKS IS THE GIVE BACK FESTIVAL.
SO, I MEAN, YOU KNOW, UH, YOU KNOW, SOMETHING FOR THE CITIZENS THAT WE CERTAINLY APPRECIATE Y'ALL TAKING THE EFFORT AND, UH, TO, TO DO IT BECAUSE, UH, IT'S A, IT'S A MAJOR, IT'S A MAJOR UNDERTAKING, SOMETHING LIKE THAT.
AND IT'S NOT, UH, IT'S NOT TAKEN LIGHTENED BY LOUDLY BY US.
WE, WE CERTAINLY APPRECIATE IT AND WE'LL DO OUR BEST TO HELP Y'ALL CAUSE Y'ALL ARE HELPING OUR CITY.
SO ANY FURTHER DISCUSSION? I'M GOOD.
HEARING NONE, I WILL ENTERTAIN A VOTE.
NEXT ITEM WOULD BE TO CONSIDERATION OF POSSIBLE ACTS TO ADOPT RESOLUTION NUMBER 35 DASH 2023 APPROVING THE ISSUANCE OF A LETTER OF NO OBJECTION FOR THE LIFE AT FOREST VIEW LOW INCOME HOUSING TAX CREDIT APPLICATION.
IT WOULD BE RESOLUTION NUMBER 35 DASH 2023.
RESOLUTION OF CITY COUNCIL OF CITY OF KLUTE, TEXAS OF NO OBJECTION TO SUPPORT A HOUSING TAX CREDIT APPLICATION FOR REHABILITATION OF THE LIFE AT FOREST VIEW AS REQUIRED BY TEXAS GOVERNMENT CODE 2306 0.603 A FOUR, WHEREAS THE LIFE AT FOREST VIEW LP AND AFFILIATE OF OLIVE TREE INVESTMENT HOLDINGS, LLC.

AND WHEREAS THE CITY COUNCIL OF THE CITY PREVIOUSLY APPROVED A RESOLUTION OF SUPPORT FOR THE DEVELOPMENT PURSUANT TO RESOLUTION NUMBER 31 DASH 2020 FOOT TWO THOU
[00:35:01]
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF CITY INCLUDE TEXAS FIRST, THAT AS PROVIDED FOR IN 10 TAC 11.3 C, IT IS EXPRESSLY ACKNOWLEDGED AND CONFIRMED THAT THE CITY HAS MORE THAN TWICE THE STATE AVERAGE OF UNITS PER CAPITA SUPPORTED BY TEXAS HOUSE, SUPPORTED BY HOUSING TAX CREDIT FOR PRIVATE ACTIVITY BONDS.AND SECOND, THAT THE CITY HEREBY SUPPORTS THE DEVELOPMENT AND CONFIRMS THAT ITS GOVERNING BODY HAS VOTED SPECIFICALLY TO APPROVE THE CONSTRUCTION OR REHABILITATION OF THE DEVELOPMENT AND TO AUTHORIZE AN ALLOCATION OF HOUSING TAX CREDITS FOR THE DEVELOPMENT PURSUANT TO TEXAS GOVERNMENT CODE 2306 0.60 6, 7 0 3 A FOUR AND THIRD THAT FOUR.
AND ON BEHALF OF THE GOVERNMENT BODY, THE MAYOR OR THE CITY MANAGER OF THE DESIGNATED AGENT ARE HEREBY AUTHORIZED AND PRIOR AND DIRECTLY DIRECTED TO CERTIFY THESE RESOLUTIONS TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS.
THIS RESOLUTION DULY PASSED THIS 22ND DAY OF JUNE, 2023.
IT'LL BE SIGNED BY MYSELF AND HAVE TESTIFIED BY ROSES APPOINTMENT CITY CLERK.
IF COUNSEL RECALL, WE PASSED A SIMILAR RESOLUTION BACK IN THE FALL, UH, SUPPORTING THE INITIAL APPLICATION FOR THE COMPETITIVE NATURE.
UH, THIS IS THE FINAL STEP FOR SECOND TO LAST STEP IN THE PROCESS.
THEY WILL NOW GO FOR, UH, ULTIMATE FUNDING AND THE TAX CREDITS WOULD THEN, WHICH WOULD THEN BE USED TO LEVERAGE FINANCING ON, I THINK IT'S $15.6 MILLION WORTH OF IMPROVEMENTS TO THE APARTMENT COMPLEX THERE ON, RIGHT OFF OF HACKBERRY.
SO, UH, STAFF RECOMMENDS APPROVAL.
THIS IS, UH, A PERFUNCTORY STATEMENT.
YOU'VE ALREADY GIVEN YOUR SUPPORT TO IT, AND THERE'S NO FINANCIAL OBLIGATION ON BEHALF OF THE CITY RELATED TO THIS.
DID YOU MAKE THAT CLEARED UP? OKAY.
HAVE A MOTION TO APPROVE RESOLUTION NUMBER 35 DASH 2023.
CHIEF, DO YOU WANT CHIEF FIFTH? DO YOU WANT TO SAY ANYTHING? BECAUSE I KNOW WE'VE GOT A LOT OF INPUT FROM YOU ON THIS TOPIC.
I HAVE MAKE SURE I I WILL GIVE YOU SPOKES CREDIT.
THEY, THEY'VE WORKED, UH, VERY CLOSELY WITH US SINCE THE FALL.
UM, PROBABLY TO THEIR DETRIMENT TO A CERTAIN EXTENT BECAUSE I DON'T KNOW WHAT THE, UH, LEASING RATE IS RIGHT NOW, BUT IT'S PRETTY LOW.
THEY HAVE BROUGHT IN NEW MANAGEMENT THAT REALLY DOESN'T, UM, PUT UP WITH THE TROUBLE WE'VE HAD, UM, AND HAVE GOTTEN RID OF A LOT OF THE PROBLEMS WE HAD THERE.
AND WE WERE, I THINK TREY AND I COMMUNICATE, UH, ONCE EVERY OTHER WEEK.
UH, WE'VE GOT A STANDING MEETING AND WHEN WE STARTED THE FALL WHEN I WOULD SEND HIM THE WEEKLY THINGS, WE WERE ABOUT FOUR OR FIVE PAGES AND NOW WE'RE DOWN TO TWO PAGES.
AND SO THEY, THEY'VE DONE A GREAT JOB WITH THIS.
UM, I'M EXCITED TO SEE WHAT THIS PROPERTY CAME COME WITH, WITH, UH, THIS AMOUNT OF MONEY THAT'S GONNA BE, UH, PLACED IN.
DO I HAVE A MOTION? THE MOTION.
WE APPROVE RESOLUTION NUMBER 35 DASH 2023.
VAUGHN MAKES THE SECOND FURTHER DISCUSSION.
HEARING NONE ALL ENTERTAIN THE VOTE.
UH, NEXT ITEM WOULD BE CONSIDERATION TO POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 36 DASH 2023, APPROVING A COOPERATIVE AGREEMENT BETWEEN THE CITY AND THE STATE OF TEXAS COLLABORATING, COLLABORATIVE, FACILITATING FINANCING FOR THE L I H T C PROJECT AT THE LIFE OF FOREST VIEW APARTMENTS.
AND IT WOULD BE RESOLUTION NUMBER 37 DASH 2023.
THE RESOLUTION OF CITY COUNCIL OF CITY OF INCLUDE AWARDING BID FOLLOWING THE OPENING OF SEAL BID.
IT WOULD BE RESOLUTION NUMBER 36 DASH 2023 COOPER COOPERATIVE COOPERATION AGREEMENT BETWEEN THIS CITY OF KLUTE, TEXAS IN THE TEXAS HOME COLLABORATION.
THIS AGREEMENT IS MADE AND ENTERED INTO BY THE CITY OF FLUTE TEXAS, THE CITY, A POLITICAL SUBDIVISION OF THE STATE OF TEXAS AND,
[00:40:01]
AND TEXAS HOME COLLABORATION, A NONPROFIT PUBLIC FACILITY CORPORATION CORPORATION SPONSORED BY HOUSING AUTHORITY OF THE CITY OF TEXARKANA, TEXAS.THE AUTHORITY, A PUBLIC HOUSING AUTHORITY ORGANIZED UNDER CHAPTER 3 92 OF THE TEXAS LOCAL GOVERNMENT CODE, WHEREAS THE CITY DESIRES TO PROVOKE, MAINTAIN AND PROVIDE SAFE AND SANITARY AFFORDABLE HOUSING FOR LOW TO MODERATE INCOME CITIZENS OF THE CITY OF KLU.
WHEREAS THE AUTHOR'S MISSION IS TO PROVIDE SAFE, SANITARY, AND AFFORDABLE HOUSING FOR ELIGIBLE RESIDENTS AND DESIRES TO SUPPORT THE DEVELOPMENT AND OPERATION OF AFFORDABLE HOUSING THROUGH CORPORATE CORPORATION.
IT'S A, IT'S AFFILIATE ENTITY, A PUBLIC HOUSING AUTHORITY, SPONSORED PUBLIC FACILITY CORPORATION AND COMMUNITIES ACROSS THE STATE OF TEXAS.
WHEREAS CHAPTER 7 91 OF TEXAS LO LOCAL GOVERNMENT CODE ALLOWS CITY AND THE AUTHORITY TO ENTER INTO INTERLOCAL AGREEMENTS IN ORDER TO INCREASE THE EFFICIENCY AND EFFECTIVENESS, EFFECTIVENESS OF LOCAL GOVERNMENTS.
AND WHEREAS SECTION 3 92 0.0 59 OF THE TEXAS LOCAL GOVERNMENT CODE STATES THAT AUTHORITIES MAY INCORPORATE WITH MUNICIPALITY IN PROVIDING HOUSING FOR PERSONS OF LOW INCOME WITHIN THE BOUNDARIES OF THE COOPERING POLITICAL SUBDIVISION.
WHEREAS THE CITY HAS A NEED FOR AND DESIRES TO INCREASE ITS SUPPLY OF QUALITY, AFFORDABLE HOUSING FOR THE BENEFIT OF ITS CURRENT AND FUTURE RESIDENCE.
WHEREAS THE CORPORATION HAS IDENTIFIED THE OLIVE TREE AFFORDABLE HOLDINGS, L L C DEVELOPER TO ACT AS THIS DEVELOPER PARTNER TO REHABILITATE AND OWN A 520 UNIT EXISTING MULTIFAMILY APARTMENT, MORE COMMONLY KNOWN OF THE LIFE AT THE FOREST.
THE PROJECT NOW FOR THE CITY AND THE CORPORATION.
COLLECTIVELY, THE PARTIES AGREE AS FOLLOWS.
SECTION ONE, PUR PURPOSE AND OBJECTIVE PARTIES AGREE THAT THE PURPOSE OF THIS AGREEMENT IS TO FACILITATE COLLABORATION AND COORDINATION BETWEEN THE PARTIES AND THE DEVELOPMENT OF THE PROJECT TO BE CONSTRUCTED AND OPERATED WITHIN THE TERRITORIAL LIMITS OF THE CITY FOR THE PURPOSE OF PROVIDING QUALITY, SAFE AND AFFORDABLE HOUSING TO LOW AND MODERATE INCOME RESIDENTS OF THE CITY.
PROVIDED HOWEVER, THAT THIS AGREEMENT DOES NOT AMEND OR OTHERWISE AFFECT ANY DEVELOPMENT AGREEMENT RELATED TO THE PROPERTY, TO WHICH THE CITY IS A PARTY, YOU HAVE TO READ THIS WHOLE THING.
I THINK AS LONG AS YOU, IT'S JUST A DRAFT ANYWAY.
ONCE IT BECOMES ADOPTED, IT BECOMES FINAL, BUT, UH, IT'S EIGHT PAGES OF BOILERPLATE AND I'M NOT SURE THAT THE YEAH, IT BASICALLY JUST GOES THROUGH THEIR, THEIR PERCENTAGE RATE AND JOINT OBLIGATIONS.
THAT KIND OF JUST A, ESSENTIALLY WHAT IT LAYS OUT IS THE RESPONSIBILITY OF BOTH PARTIES AND RESPONSIBILITY OF THE CITY'S BASICALLY TO ASSIST IN NON-FINANCIAL MECHANISMS IN THE DEVELOPMENT OF THE PROJECT TO ADVOCATE FOR THE PROJECT AND ALSO TO PROVIDE, UH, I GUESS, UH, CONS.
CONSULTATION ON THE PROJECT, UH, AS WE HAVE BEEN FOR THE LAST FEW MONTHS.
I'M SURE IT STATES THAT THEY WILL FOLLOW THE PROPER BUILDING CODES AND THEY ARE OBLIGATED TO FOLLOW THE PROPER BUILDING CODES AND FPA BUILDING.
ALL OF OUR PROPER PERMITTING PROCEDURES HAVE TO BE FOLLOWED.
ALL THE, ALL THE, PROBABLY THE, THE HANDICAP AND ALL THE WHOLE NINE YARDS.
YOU WANT CARE TO MAKE A MOTION TO APPROVE RESOLUTION NUMBER 36 DASH 2023? I'LL MAKE A MOTION.
HAVE A MOTION BY COUNCIL PERSON MADDOX.
Y'ALL HAVE ANYTHING Y'ALL WANT TO ADD? NO, SIR.
JUST WANT Y'ALL TO SAY IF YOU, IF YOU HAVE, IF YOU WANTED TO SAY SOMETHING, I WANTED YOU TO SAY IT, BUT NOT A PROBLEM.
UH, WE APPRECIATE Y'ALL'S EFFORTS.
UH, YOU KNOW, LIKE I SAID, IF THE CHIEF HAS SOMETHING GOOD TO SAY ABOUT IT, BUT THINGS MUST BE GOING RIGHT.
ANY FURTHER COMMENTS, QUESTIONS, HEARING DONE? I'LL ENTERTAIN A VOTE.
NEXT ITEM WOULD BE CONSIDERATION POSSIBLE ACTION TO ADOPT.
RESOLUTION NUMBER 37 DASH 2023 AWARDING THE BID FOR THE AIR COOL CHILLER REPLACEMENT PROJECT AT B HESTER COMPLEX AND IT WOULD BE RESOLUTION NUMBER 37 DASH 2023.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY INCLUDED AWARDING THE BID FOLLOWING THE OPENING OF SEAL BIDS FOR THE AIR COOL CHILLER REPLACEMENT AT THE B HESTER COMPLEX, WHERE THE CITY OC INCLUDE PREPARED A BID PACKAGE AND CONDUCTED SUCH SOLICITATION ON THE CITY'S WEBSITE AND IN THE NEWSPAPER FOR THE REQUIRED PERIOD.
AND WHEREAS THE CITY CONDUCTED A FORMAL BID OPENING ON JUNE 7TH, 2023 AT 10:00 AM WHERE TWO SEAL BIDS WERE OPENED AND ANNOUNCED.
AND WHEREAS IN THE CONDUCT OF DUE DILIGENCE,
[00:45:01]
PRE-AWARD, H D R ENGINEERING HAD REVIEWED BIDS AT CHECK REFERENCES AND HAS RECOMMENDED THE BID BE AWARDED TO THE LOWEST BIDDER.AND WHEREAS THE CITY OF CLU, TEXAS HAS BUDGETED APPROXIMATELY $200,000 FOR PROCUREMENT OF AN AIRCOOLED CHILLER REPLACEMENT AT THE BR HESTER CONVENTION IN ITS FISCAL YEAR 2023 BUDGET.
AND WHEREAS FOLLOWING THAT PROCESS, THE STAFF RECOMMENDS THE PROJECT BE AWARDED TO LA LACOMB, MCC CRANE LLC OF HOUSTON, TEXAS, A COMPLETE APPLICATION AND TOTAL BID OF 395,607 $644.
NOW THEREFORE BEING RESOLVED BY THE CITY COUNCIL OF CITY OF CLU, TEXAS, THAT LACOMB CRANE LLC OF HOUSTON, TEXAS IS HEREBY AWARDED THE AIRCOOLED CHILDREN REPLACEMENT AT THE BR HESTER COMPLEX WITH THEIR BID OF $395,644.
DULY PASSED THIS 22ND DAY OF JUNE, 2023, SIGNED BY MYSELF AND HAS TESTIFIED BY ROAD DEPARTMENT CITY CLERK, MR. MAYOR, WE HAVE JOHN PETERSON FROM H D R, WHO ARE THE CONSULTING ENGINEERS ON THE PROJECT HERE.
IF THERE ARE ANY QUESTIONS FROM COUNCIL, I WOULD NOTE THAT, UH, WE DID BUDGET ABOUT $200,000 AND THE PRICE HAS GONE UP IN THE INTERIM PERIOD.
UH, AND EVEN IF WE APPROVE THIS TODAY, UH, WE'RE 60 WEEKS, ROUGHLY 60 WEEKS OUT FROM TAKING DELIVERY.
SO IT'LL STILL BE NEXT FISCAL YEAR, A FISCAL YEAR FROM NOW.
SO HAVE WE SPENT ANY OF THE 200,000 OR WE, WE'VE SPENT SOME OF THE MONEY ON THE ENGINEERING FEES AND CONSULTING.
BUT WE'LL HAVE, SO, AND WE'VE MADE APPROPRIATION IN NEXT YEAR'S BUDGET FOR THE PURCHASE OF THE, OF THE CHILLER.
WHAT'S THE CURRENT STATUS OF, OF IT NOW?
THE DAY I TOLD ON TODAY IT'S ON TOMORROW.
IT'S, IT'S, IT REALLY IS ON LIFE SPORT CREDIT TO WILL AND TO, TO JOHN AND TO, UH, SOLUTIONS MECHANICAL.
I MEAN, WE'VE HAD TO PUT DUCT TAPE ON IT, BUBBLE GUM SOMETIMES, UH, A COUPLE TIMES I THINK WILL'S GONE BY AND TALKED SOFTLY TO IT AND WHISPERED SWEET.
NOTHING'S IN ITS EAR TO KEEP IT MOVING.
SO, UH, BUT, UH, WE, WE DO RECOMMEND THE BID.
UH, I CREDIT THE JOHN AND HIS TEAM FOR DOING A GREAT JOB PUTTING EVERYTHING TOGETHER AND VETTING, UH, IN THE INTEREST OF CLARITY, LACOMBE HAS A SUBCONTRACTOR THAT IS SOLUTIONS MECHANICAL.
SO THEY'LL WORK TOGETHER ON THIS PROJECT.
SO, UH, THEY'RE FAMILIAR WITH WHAT'S HAPPENED THERE, WHAT, WHAT'S HAPPENED, AND WHAT WILL HOPEFULLY HAPPEN IN THE FUTURE TO MAKE IT RIGHT.
SO YEAH, I'VE ALREADY, I'VE ALREADY ASKED CJ THIS QUESTION, BUT I WANT TO GET A COMMITMENT.
YOU WILL MAKE SURE THIS ONE IS INSTALLED PROPERLY.
AND HONESTLY, WE COULD SWITCH, SWAP THE TWO UNITS THAT PUT THE CHILLER AT THE FIRE STATION AND MOVE THE FIRE.
WE MIGHT BE BETTER OFF, BUT THAT'S A WHOLE NOTHER STORY FOR ANOTHER TIME.
SO IN THE MEANTIME, WE'RE JUST KEEPING IT.
WE WILL CONTINUE TO LIMP ALONG, DOING THE BEST WE CAN BUY IT, WE'LL BUY IT SOME CHOCOLATES AND
AND SO THIS ADD-ON, WE DON'T THINK THAT WE WILL REQUIRE THAT.
THAT'S FOR THE INSTALLATION PROCESS.
WE DO HAVE SOME SPOT COOLERS, UH, THAT WE CAN TEMPORARILY MOVE OVER THERE SHOULD THE NEED ARISE IN THE INTERIM.
UH, BUT THAT IS NOT A, THAT WE DON'T BELIEVE THE ADD-ON WILL BE NECESSARY.
IF THEY, IF JOHN AND HIS TEAM AND THE GUYS AT LACOMBE WORK ON A WORK SCHEDULE, WE THINK WE CAN GET IT DONE IN A PERIOD WHICH WON'T REQUIRE THAT.
ARE WE TALKING ABOUT THE ALTERNATE ITEM? YES, MA'AM.
THE ALTERNATE ITEM, UM, IS WITH THIS LONG LEAD TIME, THAT IS FOR LIKE 11 MONTHS OF, OF COOLING IF NEEDED, IF THE OTHER ONE DIES.
WE HOPE WE DON'T NEED IT AT ALL.
IF, IF WE DO NEED IT, MAYBE IT'S ONLY FOR, FOR, FOR A MUCH SMALLER TIME, BUT WE ASK FOR A PRICE, SO WE JUST KNEW WHAT TO EXPECT.
IF THIS ONE CONKS OUT IN THE MORNING.
WOOD, I, I WILL SAY THAT WE'VE, UH, BECOME EXPERTS AND JERRY, HE'S NOT HERE, BUT LITERALLY JERRY RIGGING THE AC SYSTEMS IN OUR FACILITIES, UH, FOR RUNNING ON A HOMEMADE SQUIRREL CAGE RIGHT NOW IN THIS FACILITY.
SO, UH, HE'S DONE A GREAT JOB AND, AND WILL AND HIS TEAM HAVE DONE A GREAT JOB OF KEEPING THAT LIMPING ALONG.
SO, UH, HOPEFULLY, KNOCK ON WOOD, 60 WEEKS FROM NOW OR 60 WEEKS FROM WHEN THE ORDER SUBMITTED, WE'LL BE READY TO GO ENJOY SOME NICE COOL AIR OVER THERE.
SO IN THE WORST CASE SCENARIO, AND WE DO THE, IT DIES TOMORROW OR WHATEVER, UM, HOW ARE WE WORKING THE NUMBERS TO BUDGET IN THE, THE ALTERNATE ITEM? WE HAVE TWO TEMPORARY FOR BLOOD AND MONEY.
SO WE WOULD PROBABLY, IN THAT CASE, DEPENDING ON THE NATURE OF THE FAILURE, UM, WE FAILED BEFORE AND WE'VE HAD THE TEMPORARY CLOSE FOR HALF A DAY OR SOMETIMES A FULL DAY.
UH, WE WOULD PROBABLY TAKE A LOOK AT WHAT THE REALISTIC TIME SPAN WAS TO MAKE THE REPAIR NECESSARY.
AND THEN EITHER INSTALL, WE DO HAVE, AS I SAID, WE
[00:50:01]
HOLD AND RESERVE A COUPLE OF SPOT COOLERS THAT WE COULD PUT IN THE WORK WORKOUT AREA IN THE FRONT LOBBY.UH, BUT WE WOULD PROBABLY NOT BE ABLE TO HOST ANY EVENTS DURING THAT PERIOD.
SO WE TRY AND MAKE DO AS BEST WE CAN.
SO WITH THE TWO I, I DON'T KNOW HOW MUCH OF THE 200,000 THAT WE ALREADY BUDGET BUDGETED FOR IT IS LEFT.
BUT WOULD THAT, WOULD, WHAT WOULD BE USED IF WORST CASE SCENARIO? WORST CASE SCENARIO IF WE HAD TO? THE, THE PROBLEM IS, IS, YEAH.
I MEAN, LIKE I SAID, I THINK, AND HONESTLY IF WE GET THE OTHER ISSUES RESOLVED AT FIRE STATION NUMBER ONE AND SOME OF THE ISSUES RESOLVED HERE AT CITY HALL, THEN WE CAN MOVE THOSE SPOT COOLERS OVER THERE TO ADD TO, WE'VE GOT SIX EXTRA SPOT COOLERS THAT WE CAN FLOAT AROUND.
AND THEN IF FORCE COMES TO WORST, JOHN'S GOT A GREAT BIG ONE DOWN THERE THAT WE'VE HAD TO BORROW IN HERE SOMETIMES, THEN WE CAN MOVE DOWN THERE AS WELL.
SO THIS ALTERNATE, I MEAN THIS IS ALL THE, THE AC GOES OUT, ALL THE SPOT CHILLERS GO OUT, THAT'S THE THIS IS, THIS IS, THIS IS ALL COMING TO AN END.
WE THOUGHT IT WOULD BE GOOD TO ESTABLISH THAT PRICE UNDER A BIDDING ENVIRONMENT, RIGHT? MM-HMM.
IT'S JUST A, A WAY TO, TO KEEP IT CONTROL THE COST.
DO I HAVE A MOTION TO APPROVE RESOLUTION NUMBER 37 DASH 2023? SURE.
MAY BY COUNSEL, FIRST OF ALL, DO I HAVE A SECOND? I'LL SECOND.
COUNCILMAN LOPEZ MAKE THE SECOND FURTHER DISCUSSION FURTHER QUESTIONS.
HEARING NONE, I'LL ENTERTAIN A VOTE.
NEXT ITEM WOULD BE CONSIDERATION AND POSSIBLE ACTS TO ADOPT RESOLUTION NUMBER 38 DASH 2023 APPROVING THE RELA AT THE WOOD SHORE ON ARTHUR CREEK DRIVE, CONDUCTING THE KROGER SHOPPING CENTER WITH ARTHUR CREEK DRIVE.
