TA PROPERTY TAX BASE.

UH, THE E D C GETS ALL THEIR MONEY FROM SALES TAX AND ONLY SALES TAX, BUT IT IS NOTABLE THAT, UH, WE'VE SEEN A, A LARGE INCREASE IN THE PROPERTY TAX BASE, UH, AND PROPERTY TAX REVENUES, UH, FOR THE CITY.

AND THAT WE'RE IN A GROWING, WE'RE STILL IN A GROWING MODE.

THEY'RE STILL GROWING OVER AT, UH, SPECIFICALLY COLLEGE PARK AND WOOD SHORE, MORE HOUSES COMING IN, MORE PLANNED FOR THE FUTURE.

AND THEN IN, IN ADDITION, UM, UH, WE'VE HAD, UH, UH, HE HAS HERE 300% GROWTH SINCE 2012.

SO, YOU KNOW, THE CITY OC INCLUDE IS MOVING DEFINITELY IN THE RIGHT DIRECTION AS FAR AS GROWING, UH, DEVELOPMENT.

AND, UH, YOU KNOW, THE OLD, UM, SAYING IT'S A ROOFTOPS BRING RETAIL, UH, THAT IS, UH, USUALLY PARTIALLY TRUE.

UH, BUT WE DID SEE SOME, UH, DURING COVID WE HAD A QUITE A BIT A SPIKE ACTUALLY IN SALES TAX BECAUSE, UH, WHEN PEOPLE BUY THINGS ONLINE, UH, THE SALES TAX GOES TO WHEREVER THEY WERE WHEN THEY WERE BUYING THINGS ONLINE.

UH, WHEN PEOPLE BUY THINGS IN THE STORE, WE GET THE SALES TAX GOES TO WHEREVER THE STORE IS LOCATED.

SO, UH, CJ DID NOTE THAT THERE WAS SOME DROP BECAUSE HE BELIEVES THAT PEOPLE ARE ACTUALLY BUYING THINGS AT STORES MORE, WHICH WOULD BE MORE THINGS IN LAKE JACKSON, UH, THAN THEY WERE AT COVID SITTING HOME BUYING EVERYTHING ONLINE.

UH, BUT STILL, UH, DESPITE THAT, UM, UH, HE HAS PROJECTED THAT, UH, WE WILL HAVE A INCREASE IN OUR SALES TAX REVENUE, UH, THIS COMING YEAR OVER THE PRESENT YEAR.

UM, AND OTHER HIGHLIGHTS HE WANTED TO, UM, UH, POINT OUT IS THAT THE, UH, WE PURCHASED A PROPERTY ON, UH, A PLANTATION, UH, HOPEFULLY TO MOVE FORWARD WITH, UH, HELPING TO DEVELOP A, A DOWNTOWN, UH, CITY OF CLUT.

ALSO, WE'VE COMPLETED THE LIVABLE SITTERS.

WHAT PROPERTY IS THAT? THAT IS THE PROPERTY AT PLANTATION IN MAINE.

UM, NO, THAT'S THE, NO, WHICH, THAT PIECE OF PROPERTY THERE.

OH, NO, I'M SORRY.

THE FRUIT STAND.

THAT THE FRUIT STAMP, WHAT THEY CALL THE FRUIT STAMP, THE PROPERTY THAT WE OWN IN THE MIDDLE OF THAT PASTURE BACK THERE.

AND SO, UM, AS THE ASSESSED VALUE GOES UP, THE ACTUAL TAX RATE AS A NUMBER GOES DOWN, UH, TO, UM, EQUAL AS MUCH, OR BASICALLY THE SAME, A LITTLE BIT MORE REVENUE THAN WE'VE HAD IN YEARS PAST.

WE'RE LIMITED CAPPED ON HOW MUCH INCREASE OF REVENUE WE CAN HAVE.

SO, BUT THERE'S, THERE'S INVERSE RELATIONSHIP.

THE MORE OUR PROPERTY TAX VALUE GOES UP, THAT ACTUALLY THE LOWER THE PERCENTAGE GOES, WHICH IS GENERALLY BETTER FOR EVERYBODY.

HEY, CHRIS, I HAVE A QUESTION.

YES, SIR.

UH, THE INCREASE FROM 23 TO 24 WAS SUBSTANTIAL.

ANY IDEA WHAT MIGHT HAVE CAUSED THAT SPIKE THERE? THE REAL APPRAISALS, THE APPRAISAL? MOSTLY THE REA APPRAISAL.

YEAH.

IT WAS NOT, UH, I, THERE WAS SOME, I MEAN, THERE WAS SOME NEW ASSESSED VALUE, BUT I THINK IT WAS MOSTLY EXISTING, UH, PROPERTY THAT JUST THE APPRAISAL DISTRICT WENT UP.

ACCORDING TO THE APPRAISAL LAW OFFICE.

THE PROPERTY IN BRAZORIA COUNTY WAS EXTREMELY UNDERVALUED, AND THEY SUPPOSEDLY BROUGHT IT UP TO, I DON'T SEE THAT IN THE ADVERTISEMENTS THAT I SEE ON TV.

I MEAN, THEY'RE ADVERTISING PROPERTY ALL OVER THE PLACE FOR 15, 12, 15, $20,000 AN ACRE ALL OVER TEXAS.

BUT SUPPOSEDLY THE STUFF IN BRA COUNTY WORTH $40,000 TAXES MM-HMM.

BUT THE, THE, THE, UM, UH, THE APPRAISAL DISTRICT GIVES US THAT, UH, PROVIDES THAT NUMBER TO THE CITY.

UH, AND THE, THE CERTIFIED NUMBER THAT THEY PROVIDED TO US FOR BUDGET PURPOSES FOR THE CITY IS NINE, ABOUT $900 MILLION, WHICH IS, UH, MUCH HIGHER THAN IT HAS BEEN IN THE PAST.

WE WERE OVER A BILLION DOLLARS FOR A LITTLE WHILE TILL, TILL PEOPLE STARTED PROTESTING.

WE, WE WERE, WE, OUR FIRST INITIAL APPRAISED VALUE CAME OUT AT JUST OVER A BILLION DOLLARS FOR THE CITY OF FLUTE COMPARED TO IN 2012, I THINK IT WAS 264,000 OR SOMETHING, 268,000.

SO THAT'S A PRETTY SUBSTANTIAL INCREASE.

SO MOVING TO THE, UH, UH, NEXT SLIDE.

STILL GOING OVER THE, I GUESS THE HIGHLIGHTS OF THE YEAR REVIEW.

UH, THEY'RE DEVELOPING, UH, AT THE, UH, 2 88 B IN STRATTON RIDGE, THAT OLD SHOPPING CENTER, THE OLD SAFEWAY SHOPPING CENTER, I THINK IT WAS, UM, THAT SAFEWAY BUILDING IS BEING, UH, DEVELOPED INTO A, UH, INTERNAL STORAGE FACILITY WHERE PEOPLE CAN STORE THEIR STUFF.

BUT IT'S, UH, IT'S INDOORS AIR CONDITIONED, AND WILL APPARENTLY HAVE A REALLY NICE, UH, LOOK FROM THE OUTSIDE.

AND ALSO THEY'RE BUILDING A, UM, UH, PLANS TO BUILD A NEW, UH, CONVENIENCE STORE WITH FAST FOOD SERVICE, UH, AS A PAD SITE IN FRONT OF THAT, UH, THAT SAFEWAY, THE OLD SAFEWAY STORE, UM, UH, KENTUCKY FRIED CHICKEN IS COMING TO DIXIE DRIVE IN FRONT OF THE OLD KROGER'S, I GUESS I SHOULD CALL IT OLLIE'S NOW.

RIGHT.

I ALWAYS THINK IT WAS THE OLD KROGER'S.

UM, WE, UH, COMPLETED THE AGREEMENT TO, UH, THE, THE, UM, WHEN THE KROGER CAME IN, THERE WAS A, A LONG TERM, UH, INCENTIVE AGREEMENT THAT THE CITY AGREED TO MAKE CERTAIN PAYMENTS TO, UM, UH, THE DEVELOPER.

UM, AND SO, UH, CJ HAD WORKED OUT A DEAL WITH THEM TO, TO PAY THAT OFF, UH, EARLY.

UM, AND SO, UH, UM, AND THAT WILL FREE UP THEN, UH, PLANNING FOR THE FUTURE FOR OTHER INCENTIVES, OTHER THREE EIGHTIES AND, AND MOVING FORWARD WITH PROGRESS, BECAUSE THE, THE KROGER HAS BEEN A VERY SUCCESSFUL, UH, DEVELOPMENT.

UM, THE, THERE WERE, THERE'S BEEN A FEW, UH, THREE 80 AGREEMENTS, UH, ON DIXIE DRIVE FOR SHOPPING CENTERS TO RENOVATIONS AND THINGS LIKE THAT.

UH, I BELIEVE THAT, UH, WE HAVE ONE COMING UP NOW WHERE, UH, I THINK THE OLD LAX CENTER.

AND SO WE'RE GONNA HAVE, UH, THERE'S BEEN, THERE'S BEEN DEVELOPMENT ALONG DIXIE DRIVE WITH SOME NEW TENANTS AND SOME NEW BUSINESSES, AND THAT LOOKS LIKE IT'S GOING TO CONTINUE.

AND PART OF THAT HAS BEEN, UH, WE'VE DONE SOME THREE-YEAR AGREEMENTS FOR, UH, REMODELING AND, AND FOR SIGNAGE AND, AND THINGS LIKE THAT.

SO IF YOU GO UP AND DOWN DIXIE DRIVE, YOU MAY SEE THAT, YOU KNOW, IT LOOKS DIFFERENT THAN IT DID MAYBE THREE OR FOUR YEARS AGO.

RIGHT.

UM, THE SEEMINGLY NEVER ENDING, UM, UH, REPAIRS AND CORRECTION OF THE FIRE STATION, UH, IT LOOKS LIKE WE'RE AT THE END OF THE ROAD ON THAT.

UM, WE ALWAYS GET SURPRISED WHEN WE THINK WE FIXED EVERYTHING, THEN SOMETHING ELSE COMES UP.

BUT, UH, UM, MR. HAYSLIP IS, UH, IS, UH, BEEN HANDS ON THAT A LOT, AND HE HAS A LOT OF KNOWLEDGE, AND I THINK THAT THEY'VE, WITH HIS HELP, AND WE'VE BEEN ABLE TO, UH, YOU KNOW, KNOCK OUT THE MAJOR PROBLEMS AND THE DEFICIENCIES FROM THAT CONSTRUCTION PROJECT.

UM, AS MENTIONED EARLIER, WE'RE WORKING WITH, UH, UH, BOTH, UH, DOUG KIRK AND, UH, D H K, THE COLLEGE PARK AND WOOD SHORE, UM, WORKING WITH THEM ON, UM, PLANS AND INCENTIVES TO INCREASE DEVELOPMENT.

SO THERE'S MORE HOUSING COMING SOON ON BOTH OF THOSE DEVELOPMENTS AND THAT, AND THAT'S, YOU KNOW, UM, I THINK THE, I THINK THE GROWTH OF HOUSING IN THOSE, IN THOSE AREAS HAVE PRODUCED QUITE A BIT OF, UM, UH, BENEFIT TO THE CITY, BOTH REVENUE AND, AND OTHERWISE RIGHT.

POPULATION AND, AND SO FORTH.

SO, UM, THAT'S WHAT HE HAD AS THE HIGHLIGHTS.

AND IF Y'ALL FORGIVE ME, YOU KNOW, LIKE I JUST FOUND OUT I HAD THIS ASSIGNMENT JUST NOT VERY LONG AGO, WITHIN AN HOUR OR TWO.

SO IF, IF, UH, IF MY PRESENTATION SEEMS A LITTLE LACKING, THAT MIGHT BE A PART OF THE REASON.

UM, OH, OKAY.

THE NEXT, UH, NEXT PAGE, THIS IS WHERE WE TALKED ABOUT THE, UM, UH, THE REVENUE, UH, THAT, UH, WE'RE SEEING A LITTLE BIT LESS, UH, SALES TAX COMING FROM ONLINE SALES AND PEOPLE RETURNING TO, YOU KNOW, BRICK AND MORTAR RETAIL.

AND BECAUSE A LOT OF THAT BRICK AND MORTAR IS IN LAKE JACKSON, UH, JUST AS A CONSERVATIVE, UM, UH, ESTIMATE, RIGHT? BUDGETS ARE ALWAYS KIND OF ESTIMATES ON A REVENUE.

UH, BUT, UH, CJ'S PUT IN A, A, A SMALL DECREASE IN REVENUE, UM, BASED ON THAT.

AND THAT, UH, BECAUSE INTEREST RATES ARE UP, THEN THERE'S A SLIGHT INCREASE IN OUR, IN OUR INTEREST ON OUR SAVINGS AND THE, THE MONEY WE HAVE ON, UH, IN CASH.

UH, AND, AND THE BUDGET THAT CJ HAS PROPOSED.

UH, HE'S PUTTING BUDGET TO DRAW ON THE RESERVES, UH, JUST BECAUSE THERE ARE SOME PROJECTS COMING UP THAT, UH, UH, WE HOPE WILL BE VERY BENEFICIAL TO THE CITY.

AND WE WANNA MAKE SURE THAT, UH, WE HAVE BUDGETED FUNDS FOR THAT.

IF, AS WE GET THOSE OPPORTUNITIES,

SO, PROPOSED BUDGET EXPENDITURES FOR PROJECTS.

UM, AS I POINT OUT IN DIXIE DRIVE AND SOME OTHER PLACES, UH, WE'VE GIVEN SOME SMALL BUSINESS GRANTS AND RENOVATION GRANTS FOR, YOU KNOW, FACADE IMPROVEMENTS, UH, RENOVATION AND, UH, SIGNS, SIGNAGE.

UM, AND SO THAT WOULD CONTINUE, UH, AS BASICALLY THE SAME LEVEL BUDGET AS LAST YEAR.

UM, THERE ARE SOME, UH, SOME CONVERSATIONS AND SOME POTENTIAL, UH, REAL PROPERTY THAT, UH, MIGHT COME UP THAT, UH, THERE'S BEEN SOME DISCUSSIONS ABOUT THAT, UH, WOULD BE VERY BENEFICIAL FOR THE FUTURE DEVELOPMENT OF THE CITY.

AND, UH, THE CITY AND OR THE E D C MAY, UH, NEED TO HAVE SOME FUNDS AVAILABLE TO MAKE SOME ADDITIONAL PURCHASES.

WE TALKED ABOUT THE PURCHASE OF, UH, PROPERTY OVER ON NEXT TO BUMPY ROAD.

UH, THERE'S SOME OTHER, UM, UH, PROPERTIES, UH, THAT, UM, THE ON THE HORIZON.

AND SO, UH, CJ HAS BUDGETED, UM, SOME CAPITAL EXPENDITURE FUNDS FOR THAT POTENTIAL.

UM, A NEW POTENTIAL E-COMMERCE INITIATIVE, UM, $2,500 PER BUSINESS, UP TO 10 BUSINESSES, UH, TO, UH, HELP BRICK AND MORTAR, UH, STORES TRANSITION TO ONLINE SALES, UH, JUST TO, YOU KNOW, CREATE THAT SECOND, UM, UH, OPTION TO HOPEFULLY INCREASE THE SALES AND INCREASE REVENUES.

AND THEN ALSO ONE OF THE BUDGETED ITEMS IS WE DISCUSSED ABOUT THE LIVABLE CENTERS PROGRAM.

UM, ONE OF THE RECOMMENDATION RECOMMENDATIONS IS THAT THEY, UH, IS A, UM, UH, PLACEMAKING MONUMENT.

AND BASICALLY PLACEMAKING IS, UH, YOU CREATE A PLACE IN YOUR CITY, UH, THAT'S UNIQUE, THAT'S A UNIQUE PLACE THAT PEOPLE FEEL COMFORTABLE TO BE, TO HANG OUT, UH, GATHER, SPEND MONEY, EAT, DINE, WHATEVER.

UH, JUST KIND OF A CENTRAL LOCATION, A LITTLE BIT LIKE, UM, THE OLD, WHAT YOU WOULD CONSIDER LIKE YOUR OLD TRADITIONAL DOWNTOWN WHERE, YOU KNOW, YOU HAVE A LOT OF THOSE PLACES LIKE CITY CENTER OR THE PLACES OVER IN SUGAR LAND WHERE THEY HAVE KIND OF MIXED USE AND THEY DO A PLACEMAKING WHERE THERE'S LIKE, ALRIGHT, WE'RE GONNA GIVE THIS, THIS PLACE FEATURES THAT WILL ATTRACT PEOPLE TO COME AND SPEND TIME.

RIGHT? AND, UH, UH, LIBERAL CENTERS HAD SOME RECOMMENDATIONS FOR THAT.

AND, UM, UH, ONE OF THE SPECIFIC RECOMMENDATIONS OF THAT WAS TO HAVE A, UH, HAVE A MONUMENT.

UM, AND THOSE ARE BASICALLY LIKE LARGE SIGNAGE, BASICALLY, THAT YOU COULD SEE FROM 3 32, SO THAT WHEN YOU'RE DRIVING ON THE HIGHWAY, YOU COULD SAY, OH, OH, THERE'S CLUE AND THERE'S SOMETHING GOING ON OVER THERE.

SO, UM, CJ'S PUT THAT IN THE BUDGET.

I DON'T KNOW THAT, UH, UH, THAT'S SOMETHING THAT THE, YOU KNOW, E D C AND THE COUNCIL WILL HAVE TO DECIDE IF THAT'S A, WHAT, WHAT THEY WANT TO DO AND GET PLANS AND DO ALL OF THAT.
