TONIGHT'S FIRST, UH, ITEM ON THE AGENDA WOULD BE PUBLIC HEARINGS.

AND THE FIRST ONE IS A PUBLIC HEARING ON A PROPOSED ORDINANCE ADOPTING A PROPERTY TAX RATE.

AND IT WOULD BE NOTICE OF PUBLIC HEARING ON TAX IN TAX INCREASE A TAX RATE OF 0.46637 PER 100 DEVALUATION HAS BEEN PROPOSED BY THE GOVERNOR BODY OF THE CITY OF CLU.

THE PROPOSED TAX RATE IS 0.46637 PER 100 WITH NO NEW REVENUE RATE IS 0.4 4 9 5 3 0 PER HUNDRED.

THE VOTER APPROVAL RATE IS 4 6 6 6 3 7 PER 100.

THE NO NEW REVENUE TAX RATE IS A TAX RATE FOR THE 2023 TAX YEAR THAT WILL RAISE THE SAME AMOUNT OF PROPERTY TAX REVENUE FOR CLU FROM THE SAME PROPERTIES IN BOTH THE 2022 TAX YEAR AND THE 2023 TAX YEAR.

THE VOTER APPROVAL RATE IS THE HIGHEST TAX RATE THAT KLU MAY ADOPT WITHOUT HOLDING THAT ELECTION TO SEEK VOTER APPROVAL FOR THE RATE POST TAX RATE IS GREATER THAN THE NO NO NEW REVENUE TAX RATE.

THIS MEANS THAT THE CITY PRECLUDE IS PROPOSING TO INCREASE PROPERTY TAXES FOR THE 2023 TAX YEAR.

A PUBLIC HEARING ON THE PROPOSED TAX RATE WILL BE HELD ON SEPTEMBER THE SEVENTH, 2023 AT 6:30 PM AT THE CITY HALL COUNCIL CHAMBER 1 0 8 EAST MAIN STREET CLUE, TEXAS 7 7 5 3 1.

THE PROPOSED TAX RATE IS NOT GREATER THAN THE VOTER APPROVAL TAX RATE.

AS A RESULT, SEA OF CLUE IS NOT REQUIRED TO HOLD AN ELECTION AT WHICH VOTERS MAY ACCEPT OR REJECT THE PROPOSED TAX RATE.

UH, WE'VE GROWN FROM JUST OVER 300,000, $300 MILLION IN TOTAL VALUATION TO BETTER THAN 900 THOU $900 MILLION IN TAXABLE EVALUATION, WHICH LED TO THAT DROP.

AND I WOULD REMIND EVERYBODY THAT, THAT, THAT DISCHARGE HERE DEDICATES OR IN INDICATES THAT THAT CURVE.

SO IN 2013, THE TAX RATE WAS 67 CENTS.

WE HELD STEADY FOR SEVERAL YEARS AT 62.5.

UH, WE BEGAN CUTTING AT THE BUDGET AND THEN WE HAD THE RESCISSION SHORTLY AFTER THE PANDEMIC.

UH, BUT THIS YEAR WE'RE ON PACE TO, TO DRAMATICALLY LOWER IT.

AND, UH, WE WANNA KEEP THAT TREND GOING.

UH, BUT WE'RE, I MEAN, WE'RE DOING AS MUCH AS WE CAN, UH, TO KEEP TAXES LOW, INCLUDE, UH, WITH THE TIGHT BUDGET IN MIND, SO YEAH.

THAT AS WELL.

BUT I, I THINK THE COUNCIL HAS DONE ITS BEST TO TRY TO KEEP TAXES LOW.

YEAH, THEY'RE GONNA, THEY'RE GONNA READ THAT WE'RE, WE'RE INCREASING TAXES BY $229,972.

ALMOST HALF OF THAT IS FROM NEW PROPERTY VALUE THAT WE'VE ADDED IN THE CITY OF INCLUDE IN THE LAST YEAR.

SO, I MEAN, YOU KNOW, THE ACTUAL, THE ACTUAL TAX BURDEN THAT IS GOING TO THE, TO THE CITIZENS BEFORE THIS YEAR WAS ONLY A LITTLE OVER A HUNDRED THOUSAND DOLLARS.

IT'S, IT'S HALF OF WHAT WE'RE ACTUALLY RAISING.

SO WE'VE DONE A PRETTY GOOD JOB AT, AT, LIKE CJ SAID, FROM WHEN I CAME IN, WE WERE OVER 70, 73, 70 4 CENTS WHEN I CAME IN AND WE WERE DOWN TO 46.

SO THAT'S 30, THAT'S 30 CENTS IN 18 YEARS.

AND THAT CREDIT GOES BACK TO Y'ALL'S, THE COUNCIL MAYOR, UM, MY, MY PREDECESSOR FOR THE VISION THAT THEY HAD IN INCENTIVIZING THOSE PROJECTS AT COLLEGE PARK AND AT WOOD SHORE, BRINGING THAT ADDITIONAL VALUE ONTO THE BOOKS.

SO, AND THAT DIDN'T MAKE IT ANY EASIER TO READ AT ALL.

SO WE'LL SKIP OVER THAT.

THANK THIS IS, UH, AGAIN, THE PROPOSED RATE IS THE V A T, UH, OUR VOTER APPROVED TAX RATE.

WE USED TO CALL THAT THE ROLLBACK RATE.

UM, AND YOU CAN SEE HERE THE IMPACT THAT IT WOULD HAVE IF YOU HAVE A $200,000 HOME, YOUR TAX RATE WOULD BE, UH, $933, UH, AND 27 CENTS, UH, WHICH IS ACTUALLY, UH, A LITTLE BIT ABOUT $70 LOWER WOULD'VE BEEN, UH, HAD WE NOT GOTTEN THE VALUE INCREASE.

SO THAT'S HOW I'VE BEEN EXPLAINING IT TO PEOPLE.

WE'RE GOING, DOLLAR AMOUNT'S GOING UP, BUT THE RATE YOU'RE PAYING IS GOING DOWN.

UH, MR. DUNCAN SAVED MY BACON, BUT OR SAVE THE CITY'S BACON WITH HIS INTERPRETATION.

AND I'M HOPING THAT YOU, T M L AGREES WITH HIM AS WELL.

SO MAYBE WE'RE IN A LITTLE BIT BETTER SHAPE, BUT THAT WOULD'VE, THAT FORCES US TO RESTRUCTURE THE WAY WE ACCEPT PUBLIC INFRASTRUCTURE PERMITTING.

AFTER THAT, WE DON'T GET TO COLLECT THE 7 CENT OR 7%, UH, OF THE, UH, OF THE HOTEL FEE.

UH, WE, UH, , JUST LIKE EVERYBODY ELSE ARE FACING HIGHER PRICES, ONGOING PART SHORTAGES, UH, LABOR SHORTAGES, SUPPLY CHAINS, AND THAT'S LED TO A LOT OF OVERFLOW FROM BUDGETS TWO YEARS AGO.

UH, AND THEN THE ONE DOWNSIDE THAT WE'VE SEEN IN TERMS OF, UH, TAX REVENUE, WE'RE DOWN ABOUT 2.55%, UH, YEAR OVER YEAR IN SALES TAX.

WE ATTRIBUTE THAT IN LARGE PART TO FOLKS GETTING BACK INTO THE STORES, GOING BACK INDOOR BRICKS AND MORTAR, WANTING TO TANGENTIALLY EXPERIENCE, UH, RETAIL INSTEAD OF ALL ONLINE.

UH, WE ENCOURAGE EVERYBODY IN THE CITY TO SHOP ONLINE BECAUSE THE STATE CHANGED THE RULES SO THAT YOUR SALES TAX IS NOW POINT OF DELIVERY, NOT POINT OF DISTRIBUTION.

AND THAT WAS A HUGE MONEY MAKER AND, AND BENEFIT TO, TO INCLUDE IN OTHER SMALL COMMUNITIES ACROSS THE STATE WHEN THAT WAS INSTITUTED.

SO, UH, THIS IS WHAT THE SALES TAX NUMBERS KIND OF LOOK LIKE.

AND WE'RE ALMOST DONE WITH THE REMEDIATION OF THE DEFECTS OF FSS ONE.
