A UNIQUE CRIME DRUG PREVENTION EVENT SPONSORED BY THE KLU POLICE DEPARTMENT HAS BEEN SCHEDULED FOR TUESDAY, OCTOBER 3RD, 2023.

AND WHEREAS NATIONAL NIGHT OUT PROVIDES A UNIQUE OPPORTUNITY FOR THE CITY OF CLU TO JOIN FORCES WITH THOUSANDS OF OTHER COMMUNITIES ACROSS THE COUNTRY IN PROMOTING COOPERATIVE POLICE COMMUNITY CRIME PREVENTION EFFORTS.

AND WHEREAS ALL RESIDENTS AND BUSINESSES PLAY A ROLE, PLAY A VITAL ROLE IN ASSISTING THE CLU POLICE DEPARTMENT THROUGH JOINT CRIME, DRUG AND VIOLENCE PREVENTION EFFORTS IN THE CITY OF CLU AND ARE SUPPORTIVE OF NATIONAL NIGHT OUT 2023 LOCALLY.

UH, WE ARE DOING A GOOD JOB IN COLLECTING YOUR DELINQUENT TAXES.

THE REPORT THAT I HAVE FOR YOU TONIGHT SHOWS WITH REGARD TO THE DELINQUENT TAXES THAT YOU HAD, UH, $155,757 OF BASE TAX UNPAID, UH, WHEN WE PREPARED THIS EARLIER IN THE MONTH OF SEPTEMBER, AND AS YOU MAY RECALL FROM PRIOR MEETINGS, WE SORT OF BREAK THIS UP INTO CATEGORIES TO GIVE YOU A SENSE OF, OF THE MONEY THAT'S OWED, HOW MUCH OF IT IS ACTUALLY COLLECTIBLE.

'CAUSE WHILE I'D LIKE TO TELL YOU THAT WE CAN COLLECT IT ALL, THE REALITY IS THAT THAT'S NOT THE CASE.

SO OF WHAT'S OWED, WHAT CAN WE DO? SO I'VE GOT A COUPLE CATEGORIES I'LL POINT OUT FOR YOU.

THEN WE GET TO LEARN ABOUT THAT.

AND THEN YOU DON'T HEAR FROM PURDUE, BRANDON.

SO LONG AS THAT DEFERRAL IS IN PLACE, IF IT CHANGES.

AND WE HAVE HAD SOME SITUATIONS IN THE CITY WHERE THE OWNERS HAVE PASSED AWAY, UH, AND THEN THE HEIRS HAVE HAD THE OBLIGATION THEN TO DECIDE IF THEY WANTED TO PAY THE TAXES OR NOT.

SO OF THE MONEY THAT'S OWED A LITTLE OVER 24,000 IS IN THAT CATEGORY, NOT WORKABLE BY US RIGHT? NOW, LET ME MENTION THE LITIGATION, WHICH IS ROUGHLY $30,000.

SO WHEN THE LETTERS IN THE PHONE CALLS DON'T WORK, WE DO FILE SUIT.

UH, WE JUST HAD OUR LAST DOCKET LAST FRIDAY, AND WE TOOK JUDGEMENTS FOR SEVERAL CASES OF PEOPLE THAT OWN PROPERTY IN THE CITY.

UH, WE WILL CONTINUE TO TRY TO GET THEM TO VOLUNTARILY PAY.

IF THEY DON'T, THEY COULD END UP AS A COUPLE OF PEOPLE WILL IN NOVEMBER, NOVEMBER 7TH, WHEN WE HAVE OUR NEXT TAX SALE WITH THE PROPERTY UP FOR SALE.

UM, THE, THE MARKET IN THE COUNTY CONTINUES TO REMAIN STRONG.

IF WE HAVE TO GET TO THE POINT OF SELLING PROPERTY, WE'RE NOT HAVING TO HAVE IT STRUCK OFF TO THE CITY OR THE OTHER ENTITIES.

PEOPLE ARE BUYING IT.

BY WAY OF EXAMPLE, ON THIS REPORT, YOU'LL NOTICE IN THE UPPER LEFT PART IT SAYS IMPARTIAL PAY ENTRUST IN BANKRUPTCY ENTRUST, THERE'S ONLY $36 OF UNPAID TAXES TO THE CITY THAT INVOLVE PROPERTY THAT WE HAVEN'T BEEN ABLE TO RESELL.

SO THAT JUST LETS YOU KNOW THAT ONE MOST PEOPLE PAY AND TWO, THAT EVEN THOSE THAT DON'T, WE'RE ABLE TO SELL THAT PROPERTY AND NOT CARRY IT ON OUR BOOKS.

UH, THE LAST CATEGORY I'LL POINT OUT TO YOU IS OUR ACTION PENDING, WHICH REPRESENTS ALMOST HALF OF THE ROLE.

AND WHY IS THAT? WELL, WE JUST STARTED WORKING ON YOUR 22 TAXES BACK IN JULY.

AND SO WE'VE GOT A LOT OF PEOPLE THAT HAVE MADE COMMITMENTS TO PAY TO US OR THEY'RE MAKING PARTIAL PAYMENTS.

AND WE TRY TO LET, WE TRY TO DO ANYTHING WE CAN TO WORK WITH PEOPLE TO GET THEM TO PAY IT.

AND SO IF THEY NEED A PAYMENT AGREEMENT, THEY WORK WITH US OR THE TAX OFFICE, WE MONITOR THOSE.

SO SOME OF THE ACCOUNTS THAT ARE IN HERE HAVE PAYMENT AGREEMENTS.

SOME ARE PEOPLE THAT SAID, LOOK, I NEED 30 DAYS.

I NEED 45 DAYS.

I'M ABOUT TO SELL THIS PROPERTY OR SELL SOMETHING ELSE.

WE LIKE TO GIVE THEM THE TIME TO DO THAT.

AND IN TERMS OF CONSISTENCY THAT I MENTIONED, UH, A MOMENT AGO EACH YEAR, WHAT I'M LOOKING FOR IS WE, AS WE DO OUR WORK FOR YOU IS, IS THAT WHEN JULY COMES, THAT VIRTUALLY HALF OF THE MONEY THAT'S OWED TO A CLIENT IS WHAT I CALL NEW TAXES.

JUST THE NEW TAX YEAR THAT GETS TURNED OVER.

THAT LETS ME KNOW THAT THE THINGS THAT WE'RE DOING ARE MAKING SURE THAT OLD YEARS DON'T GET ADDED UP, THAT WE'RE COLLECTING THOSE YEARS SO THEY DON'T BECOME A BURDEN.

BECAUSE THE LONGER AN ACCOUNT STAYS DELINQUENT, THE MORE YEARS THAT ARE DELINQUENT NECESSARILY, THE HARDER IT BECOMES TO COLLECT FOR A MULTITUDE OF REASONS COULD BE THEY'RE NO LONGER IN BUSINESS.

IT COULD BE THAT THE, UH, MOBILE HOME IS NOT AS VALUABLE AS IT ONCE WAS.

IT COULD BE THAT THE PROPERTY ITSELF HAS SOME KIND OF PROBLEM.

SO YOU NEVER DO ANYBODY A FAVOR REALLY BY JUST LETTING THE ACCOUNT SIT AND ADD YEARS TO IT.

SO TO ME, THIS SAYS THAT WE'RE DOING WHAT WE NEED TO DO AND TRYING TO KEEP YOUR DELINQUENT TAXES AS CURRENT AS YOU CAN.

SO MOVING ON, I'VE, I'VE GIVEN YOU, UH, HISTORICAL COLLECTIONS FOR THE 2017 YEAR FORWARD.

AND THEN JUST WITH TWO ADDITIONAL MONTHS, UH, OF THE SECOND YEAR OF THIS CYCLE FOR 21, WE'RE ALMOST AT 78%.

AND THEN THE LAST ONE I POINT OUT FOR YOU IS 2022.

THE YEAR WE JUST STARTED, UH, YOU CAN SEE THAT THE TAX OFFICE, YOU LEVIED ROUGHLY A LITTLE OVER $3.8 MILLION LAST YEAR FOR YOUR 22 TAXES THROUGH JUNE, 96.75% WAS COLLECTED.

SO ONLY 124,000 PLUS WAS TURNED OVER TO US TO COLLECT WITHIN RANGE OF WHAT IT'S BEEN IN EACH OF THE PRIOR YEARS.

NOW THAT COULD BE A CHALLENGE BECAUSE SOME PEOPLE ARE NOT ABLE TO, IF THEY'RE ELDERLY OR SOMETHING LIKE THAT.

WE'VE THOUGHT ABOUT, WELL IN THOSE CASES WE MAY LOOK AT CLOSING IN THOSE DITCHES, YOU KNOW, WE COULD CONSIDER CLOSING IN THE DITCHES TO MAKE IT WHERE IT'S FLAT TO WHERE THEY DON'T HAVE TO TO CHALLENGE OF, OF GETTING DOWN INTO A DITCH.
