ANY ITEMS NEED TO BE REMOVED? ANY DISCUSSION? HEARING NONE, I'LL ENTERTAIN A VOTE.
ALL IN FAVOR, A UNANIMOUS NEXT
[IV. BUSINESS ITEMS (Part 2 of 2)]
ITEM WOULD BE OUR BUSINESS ITEMS. AND THE FIRST ITEM IS A PRESENTATION FROM BRASSWOOD HIGH SCHOOL STUDENT BODY OFFICERS.HELLO, I'M LYDIA PEREZ, BRASSWOOD, STUDENT BODY PRESIDENT.
I'M MADDIE WHITEWOOD, STUDENT BODY SECRETARY.
AND I'M ALISON BER, STUDENT BODY PARLIAMENTARIAN.
IS THERE ANYWHERE YOU WOULD LIKE ME TO PUT IT? OH, UH, IT'S JUST SNACKS.
UH, YOU CAN SET THOSE IN THE MIDDLE, I GUESS.
NEXT WEEK, NOVEMBER 15TH AND 16, WE WILL BE HOSTING OUR BLOOD DRIVE.
STUDENT COUNCIL HOLDS A BLOOD DRIVE EVERY OTHER MONTH IN THE FRESHMAN CAMPUS LIBRARY.
OUR BLOOD DRIVES ARE OPEN TO ANYONE
[00:10:01]
ON CAMPUS, 16 OR OLDER, AND ANYONE IN OUR COMMUNITY WHO REACH, WHO MEETS THE REQUIREMENTS.OUR LAST BLOOD DRIVE WAS SEPTEMBER 12TH THROUGH THE 13TH, AND WE WERE ABLE TO GET 182 PINTS OF BLOOD, WHICH SAVED 546 LIVES.
IF YOU WOULD LIKE TO COME, YOU ARE ALWAYS WELCOME.
SO, A FEW MONTHS AGO, WE HELD OUR HOMECOMING DANCE ON SEPTEMBER 23RD, UH, OUR DANCE WAS OPEN TO THE ENTIRE STUDENT BODY.
SO GRADES NINTH THROUGH 12TH, THE STUDENT BODY CHOSE THE THEME GOLDEN MELODIES, WHICH IS A MIX OF SILVER AND GOLD AND STARS.
SINCE THE STATE OF TEXAS WAS UNDER A BURN BAN, WE OPTED TO HAVE A NON-FIRE RATHER THAN AN ACTUAL BONFIRE.
NOT BEING ABLE TO BURN WAS A HUGE LETDOWN FOR OUR CLASS, BUT WE TURNED THE DISAPPOINTMENT INTO A CELEBRATION.
THIS EVENT WAS HELD ON SEPTEMBER 1ST.
ON SEPTEMBER 21ST AT CLUT PARK.
MANY PARENTS AND LOCAL BUSINESSES DONATED FOOD AND DRINKS.
WE EVEN CROWNED OUR HOMECOMING KING AT THIS EVENT.
SENIORS WHO MADE BONFIRE BOARDS WERE ABLE TO HANG THEM ALL ALONG.
BRAESWOOD DRIVE FOR PEOPLE TO SEE.
THANK YOU SO MUCH FOR YOUR CONTINUING SUPPORT, AND WE LOOK FORWARD TO WORKING WITH Y'ALL AGAIN IN THE FUTURE.
A FEW UPCOMING AND SERVICE HOURS THAT ARE HAPPENING RIGHT NOW IS OUR MILITARY MOMS AND WIVES SUPPLY DRIVE.
WE HAVE A CONTEST AT BRASSWOOD TO SEE WHAT CLASS CAN BRING THE MOST ITEMS DESIGNATED BY THE MILITARY MOMS AND WIVES, WHICH THAT CONTEST WILL END TOMORROW, AND THAT CLASS WILL BE REWARDED WITH THE SURPRISE THAT WINS.
AND WE ALSO PARTNERED UP WITH THE ZORIA COUNTY ALLIANCE FOR CHILDREN.
WE WORK TO COLLECT ITEMS FOR THEIR TEENS FOR CHRISTMAS BECAUSE THEY'RE OVERLOOKED AGE GROUP WHEN IT COMES TO CHRISTMAS GIFTS.
NEXT TIME WILL BE A PRESENTATION FROM AGRILIFE EXTENSION AND THE STRAWBERRY JAMBOREE.
I'M HERE ON BEHALF OF TEXAS A AND M AGRILIFE EXTENSION.
MY NAME IS KIMBERLY MAYER, AND MY JOB AS THE BRAZORIA COUNTY HORTICULTURE AGENT IS NOT ONLY TO OVERSEE THE BRAZORIA COUNTY MASTER GARDENERS, BUT ALSO TO PROVIDE ROBUST EDUCATIONAL PROGRAMMING ON ALL THINGS HORTICULTURE RELATED.
SO FROM TREES TO TURF TO TOMATOES, IT'S MY JOB, MY RESPONSIBILITY TO MEET THE NEEDS OF LOCAL RESIDENTS AND CULTIVATE THE KNOWLEDGE NEEDED TO BE A GREAT GARDENER.
I'VE HEARD SOME PEOPLE SAY THAT AGRILIFE EXTINCTION IS THE BEST KEPT SECRET IN TEXAS, BUT I'M HERE TO TELL YOU THAT WE DON'T WANT TO KEEP IT A SECRET ANYMORE.
THE TEXAS A AND M AGRILIFE EXTENSION SERVICE IS A UNIQUE EDUCATION AGENCY WITH A STATEWIDE NETWORK OF PROFESSIONAL EDUCATORS, TRAINED VOLUNTEERS, AND COUNTY OFFICES.
FOR OVER A HUNDRED YEARS, THE AGENCY HAS IMPROVED LIVES ACROSS TEXAS BY DELIVERING INNOVATIVE SCIENCE-BASED SOLUTIONS AND EDUCATION AT THE INTERSECTION OF HEALTH, AGRICULTURE, AND ENVIRONMENT IN COMMUNITIES ACROSS THE STATE.
TODAY, WE CONTINUE THAT LEGACY OF SERVICE, BRINGING TOGETHER TRADITIONAL RE UH, TRADITIONAL OUTREACH AND MODERNIZED TOOLS TO REACH TEXANS RIGHT WHERE THEY ARE.
ONE SMALL PART OF MY JOB IS TO SHARE OR WHAT EXTENSION CALLS INTERPRET TO CITY LEADERS AND STAKEHOLDERS LIKE YOURSELVES AND SHARE WHAT WE DO AS AN AGENCY.
AND THAT'S WHAT TONIGHT'S PRESENTATION IS ALL ABOUT.
ONE SUCH EXAMPLE OF A HORTICULTURAL PROGRAM THAT I HELD RECENTLY WAS THE STRAWBERRY JAMBOREE.
THIS FUN AND EDUCATIONAL EVENT TAUGHT HOMEOWNERS WHEN AND HOW TO PLANT STRAWBERRIES.
YOU MAY NOT REALIZE IT, BUT NOW IS THE TIME, UH, THE BEST TIME TO PLANT THE STRAWBERRIES NOT IN THE SPRING WHEN THE NURSERIES AND THE BIG BOX STORES, UH, CARRY THOSE STRAWBERRY PLANTS.
SO WHAT WE DID WAS BRING IN ASSOCIATE PROFESSOR AND ACRO LIFE EXTENSION SPECIALIST, DR.
RUSS WALLACE, TO SPEAK ON THIS EXACT TOPIC.
AND IT'S SAFE TO SAY THAT HE WAS AN ABSOLUTE HIT.
IN ADDITION TO THAT, TYLER FREBERG FROM FREBERG FARMS CAME AND HE GAVE US A BRIEF HISTORY OF HIS FIFTH GENERATION FARM IN ALVIN AND HOW FRO BIRD'S, PLANTS AND GROW STRAWBERRIES FOR THEIR PICK YOUR OWN STYLE FARM.
AND THEN FINALLY, WE HAD ONE OF OUR VERY OWN FAMILY AND COMMUNITY HEALTH AGENTS, AND SHE SHARED A PRESENTATION ON CANNING STRAWBERRIES.
IN ADDITION TO ALL OF THIS, WE ALSO PROVIDED THE PARTICIPANTS WITH AN OPPORTUNITY TO PURCHASE STRAWBERRY PLUGS SO THAT THEY COULD PLANT THEM AT THE RIGHT TIME OF YEAR AND HARVEST THEM IN THE SPRING.
[00:15:01]
THIS SALE GO TO THE BRAZORIA HORTICULTURE COMMITTEE SO THAT I CAN CONTINUE TO PROVIDE QUALITY PROGRAMMING FOR OUR RESIDENTS.SO NOT ONLY WAS THIS, UM, AN ENGAGING EXPERIENCE FOR THE PUBLIC, BUT BEHIND THE SCENES, I'VE CREATED A MULTI-COUNTY DEMONSTRATION TRIAL TO TEST AND COLLECT DATA ON THE SAME TYPE OF SAME VARIETIES OF STRAWBERRIES THAT WE WERE SELLING.
SO THIS SIMPLE VARIETY TRIAL WILL HAVE HORTICULTURE AGENTS FROM BRAZOS, GALVESTON, FORT BEND, HARRIS COUNTY, AND OF COURSE, MYSELF IN BRAZORIA COUNTY, WILL BE TRIALING THESE BERRIES AND DETERMINING WHICH ONES GROW BEST IN OUR AREA.
I ALSO HAVE SEVERAL MASTER GARDENERS WHO WILL BE PARTICIPATING AND SHARING THEIR DATA, AND WE HOPE TO GET SOME VERY GREAT RESULTS FROM THIS, UH, TRIAL.
SO IF THAT WASN'T ENOUGH, WE ALSO HAD SEVERAL EXHIBITORS, A STRAWBERRY PHOTO BOOTH REFRESHMENTS, UM, AND A FOUR H STUDENT, UM, AND A STRAWBERRY COSTUME WALKING AROUND TAKING PICTURES WITH PEOPLE.
BUT THE REAL ICING ON THE CAKE WAS THE STRAWBERRY SHORTCAKE CONTEST.
WE HAD FIVE JUDGES WHO GENEROUSLY TOOK TIME OUT OF THEIR BUSY DAY TO COME AND EAT STRAWBERRY SHORTCAKE IN VARIOUS FORMS. WE HAD BRAZORIA COUNTY CONSTABLE EDDIE VARGAS, RICHWOOD MAYOR, MICHAEL DURHAM, RICHWOOD, CHIEF OF POLICE, STEVEN MAYER, AND GALVESTON COUNTY HORTICULTURE AGENT STEVEN BRUGER HOFF, AS WELL AS LAKE JACKSON MAYOR GERALD ROSOVSKY, UM, AS JUDGES IN THE CONTEST, IT WAS A VERY TOUGH JOB, BUT SOMEBODY HAD TO DO IT.
AND I'M SO APPRECIATIVE THAT THEY DID THANKS TO THEIR JUDGING, WE WERE ABLE TO AWARD FIRST, SECOND, AND THIRD PLACE WINNERS WITH THE RIBBON AND A CERTIFICATE.
ALL OF THIS COULD NOT HAVE BEEN DONE, UM, IF IT WEREN'T FOR THE GENEROSITY OF THE CITY OF CLUT AND ITS PARKS AND RECREATION DEPARTMENT.
THIS EVENT KIND OF, UM, BLEW UP ON US OVERNIGHT, AND I WAS SCRAMBLING TO FIND AN EVENT CENTER THAT WOULD HOLD THE 200 PEOPLE THAT HAD ALREADY REGISTERED FOR THE JAMBOREE.
SO THANKS TO YOUR DEPARTMENT DIRECTOR WILL BLACKSTOCK AND HIS STAFF, WE WERE ABLE TO USE THE BR HESTER EVENT CENTER AT NO COST TO OUR ORGANIZATION.
WE WERE ABLE TO REACH OVER 180 PEOPLE WITH SOME REALLY GREAT, UH, RESEARCH BASED INFORMATION ON STRAWBERRIES.
WE WERE ABLE TO SELL ABOUT A THOUSAND STRAWBERRY PLUGS.
AND THEN THE ECONOMIC IMPACT THAT OUR BRAZORIA COUNTY MASTER GARDENERS MADE TO THE COMMUNITY THROUGH THEIR VOLUNTEER EFFORTS WAS ABOUT $3,600.
SO TONIGHT I'M HERE JUST TO SAY, UM, HOW MUCH WE APPRECIATE YOUR SUPPORT OF AGRILIFE EXTENSION.
BEFORE I PRESENT THIS, UM, CERTIFICATE OF APPRECIATION, UM, TO YOUR COLLEAGUE, DO YOU HAVE ANY QUESTIONS FOR ME? QUESTION? YES.
I THINK YOU GUYS DO A GREAT JOB.
I HAVE TO, I HAVE TO KIND OF THINK ABOUT IT.
WHEN YOU SAID A AND M, YOU KNOW YEAH,
I I COMPLETELY UNDERSTAND
CONGRATULATIONS ON A STRONG PUN GAME AS WELL.
MY MASTER GARDENERS ARE VERY TIRED OF ALL OF MY BAD DAD STRAWBERRY JOKES, BELIEVE ME.
SO IF THERE AREN'T ANY QUESTIONS, UM, IT'S MY PLEASURE TO PRESENT.
PARKS AND RECREATION DIRECTOR WILL BLACKSTOCK WITH THIS SMALL TOKEN, UH, OF OUR APPRECIATION FOR THE GENEROSITY AND, AND HOSPITALITY THAT HE PROVIDED TO AGRILIFE EXTENSION AT OUR FIRST ANNUAL STRAWBERRY JAMBOREE.
AND I BROUGHT SOME TOO
THE NEXT ITEM WOULD BE A PROCLAMATION FOR THE KLUTE FIRE DEPARTMENT.
IT WOULD BE CITY OF KLUTE PROCLAMATION, CLUTE VOLUNTEER FIRE DEPARTMENT APPRECIATION.

IT'S SIGNED BY MYSELF AND TESTIFY BY ROSIE APPOINTED, BUT CITY CLERK.
SO IF WE CAN GET ALL THE FIREFIGHTERS UP FRONT AND AUXILIARY, THANK YOU.

[00:25:01]
READ UP AAI THIS NINTH DAY OF NOVEMBER, 2023.I JUST SIGNED BY MYSELF AND JUST BY ROSIE POINTMENT CITY CLERK.
WE DON'T HAVE ANYONE TO ACCEPT THE, ALL RIGHT, WE'VE ALREADY DONE THE VETERAN TODAY.
SO WE'RE GONNA MOVE TO THE SECOND READING OF RESOLUTION NUMBER 57 DASH 2023.
THERE'LL BE A RESOLUTION TO THE CITY COUNCIL, CITY OF CLUTE, TEXAS CONTAINED THEIR PREAMBLE, APPROVING ECONOMIC DEVELOPMENT PROJECTS TO BE ENACTED BY THE CL ECONOMIC DEVELOPMENT CORPORATION FOR THE FISCAL YEAR 20 23, 20 24, PROVIDING THAT THIS RESOLUTION SHALL TAKE EFFECT TO BE OF FORCE FROM IT AFTER ITS PASSAGE AND ADOPTION.
UH, WE'RE GONNA SKIP THAT PART UP THERE.
THEREFORE IT BE RESOLVED BY THE CITY COUNCIL OF CITY OF INCLUDE TEXAS FIRST.
THE CITY COUNCIL OF THE CITY INCLUDE, FINDS THAT THE FACTS ARE CITED IN THE PREAMBLE HERE OF ARE TRUE.
SECOND, THE CITY COUNCIL OF THE CITY INCLUDE HEREBY APPROVES THE FOLLOWING ECONOMIC DEVELOPMENT PROJECTS FOR THE 2023.
2024 FISCAL YEAR LOCAL SMALL BUSINESS ASSISTANCE INITIATIVE PROJECT, 100,000 IN TOTAL FUNDING TO ASSIST SMALL BUSINESSES DEVELOPMENT IMPROVEMENT ACROSS THE CITY, STRATEGIC PLANNING AND BRANDING INITIATIVE, 75,000 IN TOTAL FUNDING TO PROVIDE DEVELOPMENT TO PROVIDE, DEVELOP AN ECONOMIC STRATEGIC DEVELOPMENT PLAN AND COMPLIMENTARY BRANDING FOR THE KLU SLASH KLU EDC AND THE E-COMMERCE INITIATIVE.

HAVE A MOTION THAT WE HAVE TO ADOPT.
RESOLUTION NUMBER 57 DASH 2023 SHALL MOVED.
VAUGHN, SECONDED BY I'LL SECOND.
COUNCILMAN AGUILAR DISCUSSION.
HEARING NONE, I'LL ENTERTAIN A VOTE.
UM, STILL A SHORT WAITING PERIOD BEFORE THE FUNDS CAN BE DISPERSED.
WE'RE STILL LOOKING ABOUT A MONTH THEN FIVE DAYS BEFORE WE CAN START DISPERSING FUNDS.
SO, AND WE SHOULD HAVE THE NEW APPLICATIONS ON THE WEBSITE, BUT WE'LL DOUBLE CHECK THAT.
I THINK THAT'S, SOMEONE CALLED ME TODAY ASKING ABOUT IT.
SO YEAH, I HAVE IT ON THE WEBSITE BECAUSE THEY COULDN'T, THEY COULDN'T FIND IT UNTIL THEY CALLED ME.
I SAW IT'S UNDER BUSINESS AND THEN EDC AND THEN GRANTS.
YEAH, AND THEN THE DOCUMENT CENTER CAPTURED SOMETHING ELSE.
SO WE'RE, WE'RE, IT'S A STILL A WORK IN PROGRESS, BUT WE'LL GET IT, MAKE SURE, AND IF THEY HAVE ANY QUESTIONS, PLEASE HAVE 'EM CONTACT ME.
NEXT ITEM WOULD BE CONSIDERATION AND POSSIBLE ACTION TO ADOPT RESOLUTION 59 DASH 2023 APPROVING THE INTER-LOCAL AGREEMENT WITH THE CITY OF RIDGEWOOD FOR EMERGENCY MEDICAL SERVICES.
AND IT WOULD BE RESOLUTION NUMBER 59 DASH 2023.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLU, TEXAS, APPROVING A NEW INTER-LOCAL AGREEMENT WITH THE CITY OF RICHWOOD FOR THE PROVISION OF EMERGENCY MEDICAL SERVICES AND PROVIDING FOR A REVISED BASE FEE.
WHEREAS THE CITY COUNCIL OF THE CITY OF CLU PREVIOUSLY APPROVED AN INTERLOCAL AGREEMENT FOR THE PROVISION OF MEDICAL SERVICES EMS TO THE CITY OF RICHWOOD.
AND WHEREAS THE CURRENT INTERLOCAL AGREEMENT EXPIRES ON DECEMBER THE 31ST, 2023, AND WHEREAS THE CITY'S ARE DESIRES OF CONTINUING THIS RELATIONSHIP AND HAVE AGREED TO A NEW CONTRACT, WHICH, WHICH TERMS INCLUDE A TWO YEAR TERM WITH A TWO YEAR OPTION, WITH ONE WITH TWO ONE YEAR OPTIONS.
I'LL GET IT RIGHT IN A MINUTE.
AND BASE ANNUAL PAYMENTS OF $160,000 WITH AN ESCALATOR CLAUSE.
NOW THEREFORE BE RESOLVED AT THE CITY COUNCIL OF CITY OF CLUTE, TEXAS HEREBY APPROVES THE NEW INTERLOCAL AGREEMENT FOR THE, FOR THE PROVISION OF EMS SERVICES WITH THE CITY OF RICHWOOD ATTACHED HERE TO AS EXHIBIT A.
IT'LL BE READ PAST AND ADOPTED THIS NINTH DAY OF NOVEMBER APPROVED BY THESELF AND ATTESTED BY ROSIE POVI CITY CLERK.
WE'VE PROVIDED, UH, EMS SERVICES TO THE CITY OF RICHWOOD FOR WELL OVER A DECADE NOW.
UH, DESPITE SOME EARLY CONVERSATIONS ABOUT THEM LOOKING ELSEWHERE, UH, THEY HAVE ASKED US TO RENEW THE CONTRACT.
[00:30:01]
AND SO WE WOULD, UH, WE SAT DOWN WITH MR. UH, MR. FORRESTER AND MISS DITTO FROM THEIR STAFF TO KIND OF MAKE SURE EVERYBODY WAS ON THE SAME PAGE WITH THE CONTRACT AND THE AMOUNTS.UH, AS YOU CAN SEE AT THE VERY BACK OF THE DOCUMENT, WE, UH, DETAIL THE RUNS BY TYPE AND LOCATION TOTAL, AND THEN AGGREGATE COST BASED ON A COST ALLOCATION MODEL THAT GOES TO, UH, THE TOTAL NUMBER OF RUNS DIVIDED OUR, OUR TOTAL EXPENSE DIVIDED BY THE NUMBER OF RUNS ASSIGNED TO KLU, KLUT, AND RICHWOOD.
AND THEN THE ACTUAL REIMBURSEMENT RATE THAT WE'VE RECEIVED FROM THE, UH, INSURANCE COMPANIES OVER TIME.
WE AGGREGATED THAT OVER FIVE YEARS CAME TO AN AVERAGE, AND THAT'S WHERE THE COST BASIS COMES FROM.
SO, UH, PLUS 5% FOR ADMINISTRATION AND THEN ALLOWING FOR ACPI.
SO AS THE, AS INFLATION GOES UP, WE CAN ADD THAT TO OUR, UH, TO OUR BASE IN THE YEARS GOING FORWARD.
I KNOW LAST TIME THERE WAS CONCERN OVER THE TERM OF THE CONTRACT BEING, I THINK IT WAS TWO YEARS AND THREE ONE YEAR EXTENSIONS.
SO WE ALL AGREED THAT WE WOULD DO A TWO YEAR CONTRACT INITIALLY WITH TWO ONE YEAR EXTENSIONS.
SO HAS, HAS THERE BEEN MUCH GENDER? WE STATED, HAS THERE EVER BEEN A, UH, AN INSTANCE WHERE WE'VE BEEN IN RIDGEWOOD AND WE'VE BEEN NEEDED
UH, WE'VE MAINTAINED USUALLY TWO, UH, AT LEAST TWO OPERATIONAL VEHICLES AND THREE, MOST OF THE TIME WE WILL HAVE OUR THIRD COMING ONLINE SHORTLY.
UH, SO WE'LL BE BACK UP TO A FULL, FULL CREW.
BUT WE'VE NEVER HAD AN INCIDENT WHERE WE'VE BEEN OUT OF THE CITY LIMITS WITHOUT COVERAGE.
AND WE'VE GOT, IF, IF THERE WAS A MAJOR EVENT IN RIDGEWOOD THAT WE WERE RESPONDING TO, WE HAVE MUTUAL AID AGREEMENTS WITH THE CITY OF LAKE JACKSON, THE CITY OF FREEPORT, FREEPORT, THE CITY OF ENGLETON, TO PROVIDE COVERAGE IF WE'RE NOT HERE.
SO, UH, I KNOW IN A FEW WEEKS FREEPORT WILL BE HOSTING THEIR ANNUAL CHRISTMAS PARTY AT FIRE AND EMS, WE'LL ACTUALLY STATION A UNIT IN FREEPORT AND THEY'LL PROVIDE US THE SAME COURTESY.
IF THERE'S AN EVENT LIKE THAT, WE'LL HAVE THEM PROVIDING EVERYTHING SERVICE FOR OUR, UH, YEAH, OUR CHRISTMAS PARADE'S COMING UP AS WELL.
SO YEAH, WE, WE'VE GOT A GOOD WORKING RELATIONSHIP WITH OUR PARTNER AGENCIES.
I THINK THAT, I THINK THAT THE ONLY TIME THAT I CAN EVER REALLY REMEMBER WHERE WE WERE IN A BIND IS WE WERE, WE HAD TWO AMBULANCES OUT ON TRANSFERS.
BUT THEY WEREN'T, THEY WEREN'T RICHWOOD.
THEY WERE JUST TAKING PEOPLE FROM LIKE TO, FROM THE, FROM HERE TO HOUSTON HOSPITALS.
AND WE ONLY HAD ONE AMBULANCE AND WE HAD TWO CALLS AND LAKE JACKSON RESPONDED.
SO WE DO HAVE THE, UH, AGREEMENT
WE'RE GONNA HAVE FREEPORT WITH THEIR, UH, S COVERING AGAIN AND WOULD COVER THE PRODUCT.
SO WE ALL INGREDIENT, AND I WAS LOOKING THROUGH THIS SHEET EARLIER, UH, I MEAN, TO, TO LOOKING AT IT, IT LOOKS LIKE WE'VE NEVER LOST MONEY.
IS THERE AN INSTANCE WHERE WE LOSE MONEY WORKING WITH THE CITY
I WILL SAY THAT WE'VE LOST MONEY.
WE, WHEN YOU TALK ABOUT LOSING MONEY, WE HAVE SUNK COSTS THAT GO INTO THE SERVICE.
WE HAVE NEVER CAPTURED A HUNDRED PERCENT OF OUR COSTS BACK TO MY KNOWLEDGE.
UH, BUT WE ARE ABLE TO AGGREGATE THE COST AND OFFSET THE COST OF PROVIDING SERVICES UP THERE.
IT'S NOT BEEN A DRAIN TO OUR RESOURCES.
IT'S BEEN A BENEFIT TO US BECAUSE EVEN IF WE DIDN'T HAVE THIS CONTRACT, WE WOULD STILL HAVE TWO TRUCKS AND THE CREW AND THE TIME AND EVERYTHING ELSE THAT GOES INTO THAT ON CALL.
SO THIS IS A WAY FOR US TO DEFRAY THE EXPENSES RELATED TO OUR OPERATIONS THAT WE WOULD HAVE ANYWAY.
TYPICALLY, TYPICALLY EMS IS, IS A, OPERATES IN THE RED
I DO WANNA NOTE FOR COUNCIL'S, UH, EDUCATION, THE REIMBURSEMENT RATE FROM INSURANCE AND MEDICARE HAS INCREASED THANKS TO SOME EFFICIENCIES WE CREATED, UH, IF YOU RECALL, WHEN WE REDID OUR BILLING STRUCTURE A COUPLE YEARS BACK, AND THEN ALSO THE REPORTING, UH, THAT, UH, THE REPORTING AND CODING THAT GOES INTO, IT'S GOTTEN A LITTLE BIT MORE, UH, I GUESS EXACT, WHICH HAS HELPED US GAIN, UH, WE'VE GONE, I THINK FROM A LOW OF 0.24% TO, UH, 0.32.
SO 32 CENTS ON THE DOLLAR FOR EVERY, UH, EVERY CLAIM THERE, WHICH IS A NICE INCREASE.
SO I'LL CONSIDER A MOTION TO APPROVE RESOLUTION NUMBER 59 DASH 2023 I.
MOTION MADE BY COUNCILMAN AGUILAR.
SECOND BY, I'LL SECOND BY COUNCILMAN
[00:35:01]
LOPEZ.ANY, UH, FURTHER DISCUSSIONS? ANY MORE QUESTIONS? COMMENT, HEARING NONE ALL ENTERTAIN A VOTE.
NEXT ITEM WILL BE CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 60 DASH 2023 DENYING AN INCREASE IN REVENUE AND A CHANGE IN RATES PROPOSED BY CENTER POINT ENERGY RESOURCES CORPORATION, DBA CENTER POINT ENERGY, INTEX, AND CENTER POINT ENERGY, TEXAS GAS AUTHORIZES CONTINUED PARTICIPATION IN THE TEXAS COAST UTILITIES COALITION OF CITIES REPRESENT REPRESENTATION OF THE CITY BY SPECIAL COUNSEL AND INTERVENTION AND PROCEEDINGS RELATED TO CENTER POINT, STATEMENT OF INTENT, AND REQUIRES A REIMBURSEMENT OF MUNICIPAL RATE CASE EXPENSES.
RESOLUTION NUMBER 60 DASH 2023.
IT IS RESOLUTION OF CITY, TEXAS CITY DENYING THE STATEMENT OF INTENT TO CHANGE RATES FILED ON OR ABOUT OCTOBER THE 30TH, 2023 BY CENTER POINT ENERGY RESOURCES CORPORATION, DBA CENTER POINT ENERGY IN TEXAS CENTER POINT ENERGY, TEXAS GAS, AUTHORIZING CONTINUED PARTICIPATION IN THE TEXAS COAST UTILITIES COALITION OF CITIES AUTHORIZED INTERVENTION AND PROCEEDINGS RELATED TO CENTER POINT STATEMENT OF INTENT REQUIRING THE REIMBURSEMENT OF MUNICIPAL RATE CASE EXPENSES AUTHORIZING REPRESENTATIVE OF THE CITY BY THE SPECIAL COUNSEL, FINDING THAT THE MEETING COMPLIES WITH THE OPEN MEETINGS ACT AND MAKING THE OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT.
AND THIS IS JUST A CONTINUING RELU OR A NEW RESOLUTION FOR THE CONTINUING.
THIS IS THE, UH, CONTINUATION OF THE DANCE WE DO JUST ABOUT EVERY YEAR WITH CENTER POINT, UH, ENERGY AND CENTER POINT GAS ON THEIR RATE SETTING.
THEY'RE ASKING FOR A FAIRLY SIZABLE INCREASE TO OVERALL RATES, UH, TO OFFSET THEIR, UH, COST OF OPERATIONS.
UM, I WOULD NOTE THAT WE ARE ALSO STILL, UH, LINGERING ON OUR FRANCHISE FOR GAS AGREEMENT WITH THEM, UH, RELATED TO THEIR REQUEST TO REIMBURSE US FOR DOING OIL WITH ORIGINAL JU JURISDICTION, WHICH IS WHAT YOU'RE EXERCISING WHEN YOU ADOPT THIS RESOLUTION.
THIS IS THE KIND OF RESOLUTION AND THE KIND OF AUTHORITY THAT YOU HAVE UNDER STATE LAW CURRENTLY TO HELP IMPACT THE RATES THAT IMPACT OUR CUSTOMERS.
SO, UH, BASICALLY THIS RESOLUTION DENIES THE RATE CLAIM THAT THEY'RE MAKING, UH, AND ALLOWS US TO PARTICIPATE IN THE TCUC, WHICH IS A COALITION OF CITIES THAT WILL THEN NEGOTIATE ON OUR BEHALF AND ADVOCATE ON OUR BEHALF AT THE RAILROAD COMMISSION AND THE PLANT, THE PUBLIC UTILITY COMMISSION.
SO I'LL CONSIDER A MOTION TO APPROVE RESOLUTION NUMBER 60 DASH 2023.
MOTION MADE BY COUNCILMAN AGUILAR.
I MEAN, I DON'T, I DON'T UNDERSTAND HOW THEY DON'T THINK WE'RE GONNA DO THIS EVERY YEAR.
THEY KNOW WE'RE GONNA DO IT EVERY YEAR.
THEY HAVE, THIS IS JUST PART OF THE DANCE WE ALL HAVE TO DO UNDER THE UTILITIES.
WELL, I MEAN, THEY, IT'S JUST PART OF THE, PART OF THE PROCESS.
I MEAN, THEY DO IT EVERY YEAR.
WE USUALLY HAVE THE SAME LAW FIRM AGAINST THEM EVERY YEAR.
SO
THIS IS KIND OF OUR LAST GASP.
ANY FURTHER QUESTIONS OR COMMENTS? HEARING NONE, I'LL ENTERTAIN THE VOTE.
[ V. CLOSED EXECUTIVE SESSION - 551.087]
EXECUTIVE SESSION 5 5 1 0.087 CLOSED THE EXECUTIVE SESSION AS AUTHORIZED BY THE TEXAS OPENS MEETINGS ACT.SECTION 5 5 1 0 7 1 GOVERNMENT CODE CONSULTATION WITH THE CITY ATTORNEY CONCERNING, PENDING OR CONTEMPLATED LITTLE GATE LITIGATION, SETTLEMENT OFFICERS, OR OTHER MATTERS IN WHICH THE DUTY OF THE ATTORNEY TO THE CITY COUNCIL UNDER THE TEXAS DISCIPLINARY RULES OF PROFESSIONAL CONDUCT OF STATE BAR TEXAS CLEARLY CONFLICTS WITH CHAPTER 5 5 1 GOVERNMENT CODE.
TONIGHT'S MEETING WILL CONSIST OF DISCUSSION OF POTENTIAL IMMINENT DOMAIN AND DISCUSSION OF LITIGATION WITH, WITH WASTE CONNECTIONS.
WE WILL RETURN, WE WILL RETIRE TO EXECUTIVE SESSION.
YEAH, STRAWBERRY SHORTCAKE IS ONE OF MY FAVORITES.
HAVE A MOTION BY COUNCILMAN AGUILAR THAT WE COME BACK INTO OPEN SESSION.
SECONDED BY COUNCILMAN LOPEZ PENDING NO DISCUSSION.
ITEM B IS ACTION TAKEN AS A RESULT OF THE CLOSED EXECUTIVE SESSION.
