FIRST ITEM ON TONIGHT'S AGENDA IS SUSAN VISITOR'S COMMENTS.

AND THIS IS AN OPPORTUNITY FOR CITIZENS AND VISITORS TO SPEAK TO COUNCIL MEMBERS RELATING TO AGENDA AND NON NON AGENDA ITEMS. SPEAKERS ARE ADVISED THAT COMMENTS CANNOT BE RECEIVED ON MATTERS WHICH ARE NOT SUBJECT OF A PUBLIC HEARING.

ONCE A PUBLIC HEARING HAS BEEN CLOSED, SPEAKERS ARE REGISTERED, REQUIRED, ARE REQUIRED TO REGISTER IN ADVANCE AND MUST LIMIT THEIR PRESENTATION TO FIVE MINUTES.

WE HAVE A REQUEST TONIGHT FROM MR. ERIC BERG.

GOOD EVENING, MR. MAYOR, UH, CITY COUNCIL.

MY NAME'S ERIC BERG.

I LIVE IN ANGLETON.

UM, I'M WITH THE KLUT, VFW.

WE STILL EXIST.

UM, WE, AS YOU KNOW, WE SOLD THE PROPERTY TWO YEARS AGO.

WE'RE DOING GREAT.

IT WAS PROBABLY THE BEST THING WE EVER DID, BUT WE ARE STILL TECHNICALLY THE KLUT VFW AND IF YOU GO ON FACEBOOK, THAT'S WHAT WE ARE.

MM-HMM.

, ALTHOUGH WE'RE KIND OF CONSIDERING CHANGING THE NAME TO THE KLU SLASH BRAZOSPORT VFW, IF THAT'S OKAY WITH Y'ALL.

HOPE YOU DON'T GET OFFENDED OR ANYTHING LIKE THAT BECAUSE WE, WE ARE THE ONLY VFW CHAPTER LEFT.

WE SERVICE, UH, FREEPORT AND ANGLETON AND LAKE JACKSON AND THIS WHOLE BRAZOSPORT AREA.

SO, UH, I UNDERSTAND, UH, Y'ALL ARE CONSIDERING A PERMITTING PROCESS FOR TABLE SETUPS FOR FUNDRAISING, AND, AND THAT'S, THAT'S IN THE WORKS AND I AM TOTALLY FINE WITH THAT.

WE, I SET UP TABLES FOR THE WARRIORS REFUGE, WHICH IS IN WEST COLUMBIA.

IT IS A HOMELESS SHELTER

[00:05:01]

FOR VETERANS.

UM, AND I HAVE BROCHURES HERE, IF YOU WILL, WOULD LIKE THAT.

UH, THERE ARE 70 VETERANS THAT ARE HOUSED THERE AND, UM, I RAISE MONEY FOR THEM WITH A LITTLE TABLE.

WE HAVE LITTLE TABLE ITEMS AND STUFF, AND YOU MIGHT SEE ME AT THE Q MARK ONCE A MONTH DOWN ON 2 88, UH, 2 88 B.

UM, I DO OTHER LOCATIONS WITHIN INCLUDE, LIKE THE SHELL STATION, AND I'M TRYING TO GET INTO THIS STATION UP HERE, BUT I ONLY COME ONCE A MONTH AND FOR ABOUT FOUR OR FIVE HOURS, AND I HAVE PERMISSION AND I HOPE THAT IF YOU DO A PERMITTING PROCESS THAT THE FEE IS VERY LOW OR MAYBE EVEN AN EXEMPTION FOR VETERANS GROUPS.

UH, I HOPE YOU'LL CONSIDER THAT IF, UH, IF THE LAWYERS SAY YOU GOTTA HAVE SOME SORT OF, IF YOU DO IT FOR THE GIRL SCOUTS, YOU GOTTA DO IT FOR THE VETERANS.

IF THEY SAY THAT, I'M TOTALLY FINE WITH THAT, BUT I HOPE YOU'LL KEEP THE FEE VERY NOMINAL, LIKE $5 OR MAYBE $10.

I COULD COME TO THE WINDOW ONCE A MONTH AND, AND GET A PERMIT.

THAT WOULD BE JUST COMPLETELY FINE WITH ME.

UM, BUT IT, OF COURSE, IT WOULD BE MUCH BETTER IF YOU EXEMPTED US VETERANS GROUPS ALTOGETHER.

UH, WITH THE VFW, WE DO A GUN RAFFLE, UH, ONCE A YEAR, AND IT'S ACTUALLY COMING UP HERE IN A FEW WEEKS.

SO OBVIOUSLY I DON'T HAVE THE GUNS ON THE TABLE, BUT I, WE DO HAVE INFORMATION, SO I HOPE YOU'LL CONSIDER THE, THE EXEMPTION FOR THE VETERANS IN THE PERMITTING PROCESS.

THANK YOU VERY MUCH, COUNCILMAN.

THANK YOU.

THANK YOU.

THANK YOU.

ANYONE ELSE? NO ONE ELSE SIGNED UP.

[III. CONSENT AGENDA ]

[V. BUSINESS ITEMS ]

NEXT ITEM WOULD BE BUSINESS ITEMS. AND I WAS INFORMED THAT WE WILL NEED TO MOVE OUT OF A, TO A TO ANOTHER SCHEDULED MEETING BECAUSE, UH, CHIEF FITCH COULDN'T BE WITH US TONIGHT.

SO WE WILL MOVE THIS ONE TO THE NEXT MEETING AND HE'LL PRESENT, MAKE THE PRESENTATION.

NOW, DO YOU NEED A MOTION TO TABLE OR NO? I DON'T THINK SO.

I THINK IT, THERE'S NO ACTION.

IT'S JUST A PRESENTATION.

OKAY.

OKAY.

ALTHOUGH LT WAS GONNA SING THE ACTUAL REPORT IN SHIP FORCE.

YEAH, NO .

APPARENTLY NOT.

NO .

Y'ALL HEAR ME? OKAY.

THEN THE, THEN THE NEXT ITEM, ITEM B WOULD BE CONSIDERATION AND POSSIBLE ACTION TO DOCK RESOLUTION NUMBER OH FOUR DASH 2024 APPOINTING A REPRESENTATIVE AND AN ALTERNATE TO THE HOUSTON GALVESTON AREA GENERAL ASSEMBLY.

IT WILL BE RESOLUTION NUMBER OH FOUR DASH 2024 DESIGNATION OF REPRESENTATIVE AND ALTERNATE HOUSTON AREA, GALVESTON COUNCIL 2024

[00:15:01]

GENERAL ASSEMBLY BEING RESOLVED BY THE BARR CITY COUNCIL OF CITY OF CLUTE, TEXAS.

THAT WHOEVER IS BE AND IS HEREBY DESIGNATED A REPRESENTATIVE, THE GENERAL ASSEMBLY OF THE HOUSTON GALVESTON AREA COUNCIL FOR THE YEAR OF 2024.

FURTHER, THAT THE OFFICIAL ALTERNATE AUTHORIZED TO SERVE AS THE VOTING REPRESENTATIVE SHOULD BE, SHOULD THE HEARING AND ABOVE NAMED REPRESENTATIVE BECOMING ELIGIBLE OR SHOULD HE OR SHE RESIGN IS, AND THAT THE EXECUTIVE DIRECTOR OF THE HOUSTON HOUSTON GALVESTON AREA COUNCIL BE NOTIFIED OF THE DESIGNATION OF THE HEARING AND ABOVE NAMED REPRESENTATIVE AND ALL THE PAST, THIS EIGHTH DAY OF FEBRUARY, 2024 TO BE SIGNED BY MYSELF AND TESTIFIED BY ROSIE POVI CITY CLERK IN THE PAST, THIS HAS ALWAYS BEEN THE MAYOR AND THE MAYOR PRO TIM.

SO UNLESS SOMEONE WANTS TO VOLUNTEER , GO GET 'EM.

I WOULD CONSIDER A MOTION THAT WE APPOINT, UH, MYSELF AS A REPRESENTATIVE AND MR. AZAR AS THE ALTERNATE.

SO MOVED.

I HAVE A MOTION BY COUNCILPERSON VAUGHN, SECONDED BY I'LL SECOND.

COUNCILMAN LOPEZ PENDING NO DISCUSSION.

I'LL ENTERTAIN THE VOTE.

ALL IN FAVOR? AYE.

AYE.

IT'S UNANIMOUS.

NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO APPROVE RESOLUTION NUMBER OH FIVE DASH 2024 REAPPOINTING CJ SNIPES AS A CITY GOVERNMENT REPRESENTATIVE FOR A TWO YEAR TERM ON THE VOLUNTEER FIRE DEPARTMENT PENSION BOARD, AND IT WOULD BE CITY OF CL RESOLUTION NUMBER OH FIVE DASH 2024 FIRE DEPARTMENT PENSION BOARD.

WHEREAS CITY COUNCIL APPOINTS THE CITY GOVERNMENT REPRESENTATIVE TO THE FIRE DEPARTMENT PENSION BOARD AND WHEREAS THE CITY COUNCIL OF SAID CITY DESIRES TO FILL SUCH POSITION FOR A TWO YEAR TERM NOW THEREFORE IT BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF CLU, MISSOURI COUNTY, TEXAS FIRST, THAT THE CITY COUNCIL OF THE CITY OF CLU DOES HEREBY REAPPOINT CJ SNIPES TO FILL THE GOVERNMENT CITY GOVERNMENT REPRESENTATIVE POSITION ON THE FIRE DEPARTMENT PENSION BOARD TO EXPIRE FEBRUARY, 2026.

READ PASSED AND APPROVED THIS EIGHTH DAY OF FEBRUARY, 2024 AD AND IT WOULD BE SIGNED BY MYSELF AND THE TESTIFY BY ROSIE POINT.

BUT CITY CLERK, WHAT EXACTLY ARE THE DUTIES? I MEAN, WHAT DO YOU UH, IT'S IT'S VERY RIGOROUS.

UM, TYPICALLY OUR MEETINGS LAST OF ABOUT EIGHT TO EIGHT AND A HALF MINUTES.

UH, THAT SAID, CHIEF ETTE SLATE OR MYSELF RELATE.

UM, TYPICALLY WE REVIEW THE ACTUAL ACTIVITIES OF THE INDIVIDUAL MEMBERS, VERIFY THAT THEY'RE IN GOOD STANDING, VERIFY THAT THEY'VE KEPT UP WITH THEIR TRAINING AND PARTICIPATION HOURS.

AND THEN WE APPROVED THE REPORTS TO BE SENT OFF TO THE STATE, WHICH MAINTAINS THE PENSION FUND FOR OUR FIREFIGHTERS.

OH, OKAY.

THERE'S A SECRET HANDSHAKE AND, UH, , SECRET HANDSHAKE, SOME HAZING, BUT I'M NOT ALLOWED TO TALK ABOUT THOSE.

SO, SECRET.

YES, THEY ALL, THEY ALL HAVE TO WEAR A MASK WHEN THEY'RE IN THERE.

YES.

.

THE, UH, HOW MANY PEOPLE ARE ON IT? UH, THE BOARD? UH, THERE ARE FIVE OF US.

FIVE.

SO YOU D ON, UH, AND EVERYBODY ELSE IS EITHER CURRENT OR FORMER FIREFIGHTERS.

SO ANDY SLI IS THE CHAIR AS SECRETARY OF THE FIRE DEPARTMENT.

SO, OKAY.

I THINK THERE'S WAS SOME RETIRED MEMBERS ON THE BOARD, BUT WE DO, YEAH, WE HAVE ONE RETIREE, OR ACTUALLY TWO RETIREES.

TWO ACTIVE MEMBER OR ONE ACTIVE MEMBER.

WELL, TWO, IF YOU COUNT ANDY AND THEN MYSELF, I'LL MAKE A MOTION TO APPROVE.

HAVE A MOTION BY COUNCILMAN AGUILAR, THE RESOLUTION OH FIVE DASH 2024 BE APPROVED AS WRITTEN, SECONDED BY I'LL SECOND COUNCIL PERSON.

MADDOX DISCUSSION.

HEARING NONE, I'LL ENTERTAIN A VOTE.

ALL IN FAVOR? AYE.

AYE.

AYE.

IT'S UNANIMOUS DOING SUCH A GOOD JOB.

YOU DIDN'T GET KICKED OFF.

SOMEBODY ELSE WOULD HAVE TO LEARN THE SECRET HANDSHAKE.

THAT'S EXACTLY RIGHT.

.

AND THE NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER OH SIX DASH 2024 OPPOSING THE CHARLES RIVER LABORATORIES PLAN FACILITY IN BRAZORIA COUNTY.

IT WOULD BE RESOLUTION NUMBER OH SIX DASH 2024 CHARLES RIVER LABORATORIES.

WHEREAS BURG LLC PURCHASED APPROXIMATELY 538 ACRES OF LAND LOCATED OFF COUNTY ROAD TWO BRAZORIA COUNTY, TEXAS.

AND WHEREAS THE APPROXIMATELY 538 ACRES OF LAND LOCATED OFF COUNTY ROAD TWO BRAZORIA COUNTY, TEXAS, IS COVERED IN THOUSANDS OF TREES AND IS LOW LYING LAND CONTAINING OR ADJACENT TO THE SAN BERNARD RIVER TRIBUTARIES THAT ARE SUBJECT TO FLOODING.

AND WHEREAS CHARLES RIVER LABORATORIES TENANTS TO CONSTRUCT A FACILITY IN BRAZO COUNTY, TEXAS

[00:20:01]

TO HAVE PURPOSE BR NON-HUMAN PRIMATE LABORATORY ANIMALS NECESSARY TO DEVELOP SAFE AND EFFECTIVE NEW MEDICINE.

AND WHEREAS THE PROJECT IS DIFFICULT TO SUPPORT BASED ON CURRENT INFORMATION BEING PROVIDED, AND WHEREAS CONVENTIONAL WATER TREATMENT CANNOT BREAK DOWN PHARMACEUTICALS INCLUDING ANTIBIOTICS, AND WHEREAS WE CANNOT ACCESS THE BENEFITS OF THE ENDEAVOR AGAINST THE LIST OF ISSUES AND CONCERNS IN THE COMMUNITY, AND WHEREAS WE STAND IN SUPPORT OF BRAZO COUNTY COMMERS COURT AND WHEREAS THIS TYPE OF FACILITY DOES NOT FIT INTO THE QUALITY OF LIFE OF BRAZO COUNTY, TEXAS NOW THEREFORE BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF CL TEXAS DOES HEREBY RECOGNIZE THE GRAVITY OF CONCERN ABOUT PUBLIC HEALTH AND ECOLOGICAL EFFECTS OF THE DEVELOPMENT OF FACILITIES TO HOUSE PURPOSE BRED NON-HUMAN PRIMATE LABORATORY ANIMALS.

CITY OF KLU RESPECTFULLY REQUEST THAT FEDERAL STATE GOVERNMENTS DO NOT ISSUE PERMITS FOR THIS FACILITY LOCATED IN WI WITHIN BRAZO COUNTY, TEXAS RED PASS AND ADOPTED THE SAFE DAY OF FEBRUARY, 2024, SIGNED BY MYSELF AND ATTESTED BY ROSA PORT CITY CLERK.

NO MONKEY, NO, NO MONKEY FORM.

UH, I WILL TELL YOU THAT, UH, I WAS AT THE EDA MEETING WHERE WE DISCUSSED THIS.

IT WAS PRETTY, IT'S UNUSUAL, UH, FOR THE EDA ABLE TO COME OUT AGAINST A BUSINESS VENTURE, BUT THE CONCERNS RELATING TO THIS ONE, I THINK OUTWEIGH THE MAGNITUDE OF ANY ECONOMIC DEVELOPMENT BENEFIT.

THE OTHER PROBLEM IS, IS JUST THE SECRECY AND THE LACK OF, UH, CLARITY PROVIDED BY THE COMPANY THAT'S LOOKING TO DO THIS.

UH, IT SOUNDS LIKE THERE COULD BE AS MANY AS 40,000 ANIMALS ON THE SITE, WHICH IS NOT CONDUCIVE.

THEY'D BE MOVING IN AND OUT, BUT IT'S, UH, THERE'S JUST A WHOLE LOT WE DON'T KNOW.

AND THEREFORE, THE EDA DIDN'T FEEL LIKE IT COULD SUPPORT THIS PROJECT.

AND THE COMMISSIONER'S COURT FELT THE SAME WAY AND THEY'VE ASKED US TO, TO JOIN THEM AND MAKE IT ALMOST UNANIMOUS IN THE COUNTY TO, TO REJECT OR TO, UH, DISCOURAGE THIS PROJECT.

WELL, I MEAN, I, THE BIGGEST ISSUE THAT I SEE IS THERE'S, THERE'S NO SEWER TREATMENT PLANTS IN THAT AREA UP THERE AT ALL.

SO, I MEAN, YOU KNOW, ANYTHING, ANYTHING THAT THEY DO WOULD'VE TO BE SEPARATE TYPE SYSTEMS AND, AND YOU, YOU'RE NOT, LIKE I SAID, ANY KIND OF DRUGS ARE NOT SUITABLE FOR GROUND CONTAMINATION.

UH, SO YEAH, IT'S GONNA BE A TESTING LABORATORY, NOT A, NOT JUST A BREATHING LABORATORY MOTION FOR THAT.

YES, SIR.

I MOTION, I HAVE A MOTION BY COUNCIL, CHRIS, THAT WE ADOPT RESOLUTION NUMBER OH SIX DASH 2024.

I SECOND SECOND BY COUNCILMAN AGUILAR.

FURTHER DISCUSSION.

WE JUST REALLY DON'T HAVE MUCH INFORMATION ON IT AT ALL.

AND THEY'RE NOT GOING TO GIVE, THEY'RE NOT GIVING INFORMATION.

NO, BECAUSE I MEAN, I'M, YOU HEAR ABOUT IT ON SOCIAL MEDIA AND STUFF LIKE THAT, BUT IT'S MOSTLY JUST CONSPIRACY THEORIES AND THEY'RE POSSIBLY DOING THIS OR THAT AND, AND THEY'RE, UH, THE REQUEST FROM THE COMMISSIONER'S COURT AND THE COUNTY ENGINEER'S OFFICE FOR ADDITIONAL INFORMATION HAS JUST BASICALLY, UH, BEEN MET WITH, UH, LESS THAN MORE OPAQUE RESPONSE THAN, THAN VISIBLE OR TANGIBLE RESPONSE.

AND THE, I MEAN, BUT THIS ISSUE, I MEAN, AND THEN IT'S NOT EVEN UP TO THE STATE, RIGHT? IT'S UP TO, TO THE FEDERAL GOVERNMENT, UH, FEDERAL AGENCIES, FEDERAL AND STATE AGENCIES DO HAVE SOME PURVIEW.

TCQ AND TPWD ALSO HAVE A ROLE TO PLAY IN THIS.

SO, SO IS THERE ANY POSSIBILITY THAT WE COULD BE FORCED TO ACCEPT IT IN BRAZORIA COUNTY? THAT'S THE QUESTION.

I THINK IF THE FEDS AND THE STATE TELL KNOW THAT WE'RE ALL UNANIMOUS IN OUR OPPOSITION, I THINK IT STANDS A MUCH BETTER CHANCE OF BEING REJECTED.

WELL, I MEAN, THEY COULD DO ANYTHING THEY WANTED TO.

YEAH.

YEAH.

I MEAN, WE'VE, ALL WE HAVE CONTROL OVER IS WHAT OUR LITTLE BITTY DOMAIN RIGHT HERE, YOU KNOW, I MEAN, BUT IF THEY TELL US WE GOTTA DO SOMETHING HERE, WE CAN JUST ABOUT HAVE TO DO IT.

SO, YEP.

ANY FURTHER DISCUSSION? HEARING NONE.

I'LL ENTERTAIN A VOTE.

ALL IN FAVOR? AYE.

AYE.

IT'S UNANIMOUS.

THANK YOU.

NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER OH SEVEN DASH 2024, ADOPTING CERTAIN REVISIONS TO THE CITY'S PURCHASING, PURCHASING AND PROCUREMENT POLICY.

AND IT WOULD BE RESOLUTION NUMBER OH SEVEN DASH 2024.

THE RESOLUTION OF THE CITY COUNCIL OF CITY OF CLUTE, TEXAS APPROVAL REVISIONS TO THE CITY'S PURCHASING AND PROCUREMENT POLICY, WHEREAS THE CITY OF CL PREVIOUSLY ADOPTED A PURCHASING AND PROCUREMENT POLICY IN 2018, WHEREAS THE POLICY HAS

[00:25:01]

BEEN REVIEWED AS STAFF WISHES TO CLARIFY LANGUAGE REGARDING INTERLOCAL AND INTERGOVERNMENTAL PURCHASING COOPERATIVES NOW, THEREFORE WILL BE RESOLVED BY THE CITY COUNCIL, CITY OF CLOUT, TEXAS.

THAT SECTION THREE, PARAGRAPH C IS HEREBY ADDED AND TO READ WHEN FEDERAL FUNDS ARE INVOLVED IN THE PROCUREMENT OF GOODS, SERVICES OR CONSTRUCTION, THE PURCHASING FUNCTION WILL BE CENTRALIZED THROUGH THE FINANCE DIRECTOR OR PURCHASING OFFICER.

THE PROCUREMENT WILL FOLLOW FEDERAL PROCEDURES AND PROCUREMENT GUIDELINES IS DETAILED IN TWO CFR 200.2018 DASH 200.327.

READ PASSED AND ADOPTED THIS EIGHTH DAY OF FEBRUARY, 2024, SIGNED BY MYSELF THAT TESTED BY ROSIE POINT CITY CLERK AND TALKING ABOUT THE FEDS BEING ABLE TO TELL US WHAT TO DO.

, UH, ABOUT EVERY GRANT CYCLE, WE HAVE TO ADD SOME NEW CAVEAT THAT SAYS BASICALLY THE SAME THING AS WHAT WE SAID BEFORE IN A NEW AREA IN OUR PURCHASING POLICY.

AND THAT'S WHAT THIS DOES.

IT BASICALLY TELLS US THAT WE'RE GONNA FOLLOW THE RULES THAT WE WERE ALREADY FOLLOWING, BUT IT SPECIFIES NOW IN THIS SECTION THAT WE ARE GOING TO FOLLOW THOSE RULES AS WELL.

SO, OKAY.

WHEN IT, WHEN IT SAYS CENTRALIZED TO THE PR, UH, TO THE FINANCE DIRECTOR OR PURCHASING OFFICER, DOES THAT MEAN THAT THEY GET TO MAKE THAT PURCHASE WITHOUT GOING TO THE CITY MANAGER? NOT WELL, UH, THEY WOULD BRING THE PO TO ME, BUT BASICALLY IT SAYS THAT THEY'RE GONNA MAKE THE DECISION ON THE PURCHASE, NOT THE DEPARTMENT HEAD OR THE GRANT MANAGER OR THE ASSOCIATE TO CONSULTANT THAT WE HAVE.

IT STILL WILL GO THROUGH, FOLLOW THE NORMAL, OUR NORMAL PROCUREMENT IS I SIGN OFF ON IF IT'S ABOVE A CERTAIN DOLLAR AMOUNT AND THEN IT GOES TO THEM TO MAKE THE PURCHASE.

THIS JUST REAFFIRMS THAT THAT'S HAPPENING AND IT'S NOT A PROJECT MANAGER OFF SITE OR SOMEBODY ELSE MAKING THAT DECISION.

YEAH.

THIS IS JUST RELATING TO FEDERAL FUNDS.

THIS IS THE FEDERAL FUNDS.

CORRECT.

BUT, SO FOR LIKE OUR GLO HAZMAT PROJECT, IF WE NEEDED TO ORDER PIPE, IT WOULDN'T BE SOMEBODY AT CSRS.

THEY WOULD SUGGEST IT, THEY WOULD TELL US WHAT WE NEEDED TO ORDER, BUT WE WOULD BE ACTUALLY MAKING THE PURCHASE.

OKAY.

YEAH.

THEY HAVE SPECIFIC GUIDELINES FOR WHAT KIND OF PIPE OR WHAT KIND OF CONCRETE OR WHAT KIND OF DIRT WHERE IT COMES FROM.

, IF YOU RECALL, WHEN WE HAD THE ISSUE WITH THE SIDEWALK PROJECT OVER HERE ON SHANKS, THE SOUTH SHANKS PROJECT, THERE WAS INDIAN STEEL INVOLVED.

WE HAD TO HAVE THEM TEAR ALL THAT UP AND REPLACE IT WITH AMERICAN STEEL.

YEAH, THOSE, THESE ARE THE KIND OF PROVISIONS THAT THEY PUT SOME CHINESE REBAR IN INSTEAD, WHAT THEY WERE SUPPOSED TO PUT.

RIGHT.

OKEY DOKEY.

WHEN, WHEN YOU'RE DEALING WITH THEIR MONEY, THEY, THEY WANT YOU TO SPEND IT THE WAY THEY YEAH, THEY SPEND IT.

AND HONESTLY, THIS IS ONE OF THE MORE, THE LESSER EXTRANEOUS STRINGS THAT THEY ATTACH TO THEIR MONEY OR TO THEIR FUNDING.

BUT THAT PROBLEM, LIKE I SAID, WITH OUR UPCOMING DRAINAGE PROJECT, IT PROBABLY NEEDS TO BE IN THE POLICY SO THAT WE, AT LEAST WE, WE HAVE IT IN OUR POLICY THAT WE'RE GONNA FOLLOW THESE GUIDELINES AND THIS ALSO PARLAYS INTO ANOTHER GRANT THAT WE'RE TRYING TO SEEK RIGHT NOW FOR RESILIENT COMMUNITIES, WHICH WOULD ADD MONEY TOWARDS FUTURE IMPROVEMENTS.

OKAY.

WELL, I'LL MAKE THE MOTION TO APPROVE.

MAYOR, I HAVE A MOTION BY COUNCILMAN AGUILAR, THAT RESOLUTION OH SEVEN DASH 2024 BE ADOPTED AS WRITTEN.

I'LL SECOND.

SECOND BY COUNCIL PERSON BOND.

FURTHER DISCUSSION.

HEARING NONE, I'LL ENTERTAIN A VOTE.

ALL IN FAVOR? AYE.

AYE, IT'S UNANIMOUS.

[VI. NOTICE/ANNOUNCEMENT OF UPCOMING EVENTS AND MEETINGS ]
