I'M JUST, UH, TRYING TO GET PERMISSION FROM THE CITY TO TOW THESE ABANDONED VEHICLES FROM THESE APARTMENT COMPLEXES.

COOK ON THE PHONE AND EXPLAINED THAT THE, THE ORDINANCE, THE WAY THAT THE REASON THE CITY ADOPTED THE ORDINANCE WE DID WAS TO, UH, ENSURE THAT OUR CUSTOMERS, OUR RESIDENTS, WOULD'VE BEEN YOU BURDENED BY HAVING TO TRAVEL A SIGNIFICANT DISTANCE TO FIND THEIR CAR TO GO THROUGH THAT PROCESS.
UM, HE'S LOCATED IN ANGLETON AND I UNDERSTAND THAT.
UM, BUT THE WAY THE ORDINANCE READS, I THINK IT'S THREE MILES FROM THE CENTER OF THE CITY FOR A LAY DOWN YARD THAT SHOULD BE THE MAXIMUM DISTANCE.
SO THAT'S WHEN HE ASKED, WELL, WHAT CAN I DO? AND I SAID, WELL, YOU CAN ALWAYS COME AND APPEAL TO COUNCIL, BUT

SO WHEN WE HAVE A STORM, STUFF GETS PICKED UP BY ONE GROUP THAT WE CONTRACT WITH THEM, AND THEN THAT'S THE DEBRIS REMOVAL PART.
AND THEN WE HAVE A DEBRIS REMOVAL MONITORING TEAM THAT FOLLOWS AND IS JUST ABOUT AS EXPENSIVE FOLLOWS RIGHT OR WRONG BEHIND THEM TO VALIDATE WHAT WAS ACTUALLY COLLECTED AND TALLY TO MAKE SURE THAT THERE'S A CHECK AND A BALANCE ON WHAT IS ACTUALLY COLLECTED AND WHAT THE CHARGE SHOULD BE SO THAT THE FEDERAL GOVERNMENT IS ON TOP OF WHAT, I GUESS THIS IS THE ONE CATEGORY THEY LIKE TO MAKE SURE EVERY I I IS DOTTED, T IS CROSSED.
SO, UH, WE AWARDED THAT CONTRACT UNDER A COMPETITIVE PURCHASE PROCESS, UH, TO WIDOW O'BRIEN'S.

AND THEN THEY LIQUIDATED THIS PORTION OF THE BUSINESS.
WHAT SOLD THE AMBER BAR RESPONSE AND THEY SOLD OFF WITH THREE MONITOR.
SO THIS FIRM FROM BRAZIL BOUGHT WHAT? O'BRIEN'S AND SOLD THIS PORTION OF THE BUSINESS TO ANOTHER FIRM, UH, GGMC OUT OF, UH, OUT OF GEORGIA.
AND SO THEY HAVE ASKED US TO ASSIGN THAT CONTRACT.
UH, BUT OUR FRIENDS AT FEMA HAVE SAID BASICALLY, WELL, WE CAN'T GUARANTEE THAT IF YOU ASSIGN THE CONTRACT THAT YOU WILL RECOUP ALL OF THE MONEY THAT YOU EXPEND ON DEBRIS MONITORING BECAUSE IT WASN'T COMPETITIVELY PROCURED.
WE'VE SUBSEQUENTLY TALKED TO THEM, THEY'VE SAID, NOW YOU'VE GOT EXIGENT CIRCUMSTANCES.
WE'RE IN THE MIDDLE OF STORM SEASON.
BY THE TIME WE GO THROUGH A PROCUREMENT PROCESS, WE MIGHT BE AT THE END OF THE STORM SEASON.
UH, SO WE HAVE AN ACCIDENT, EXIGENT AND EMERGENCY CIRCUMSTANCES EXIST.
