THE BUSINESS ITEMS AND BUSINESS ITEM IS CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 39 DASH 2024, AUTHORIZING THE MAYOR'S SIGNATURE ON INTERLOCAL AGREEMENT FOR THE USE OF THE STRAT RIDGE SPORTS PLAT BY A NONPROFIT ORGANIZATION.

BUCK BASEBALL, SBC, RESOLUTION NUMBER 39 DASH 2024.

RESOLUTION OF CITY COUNCIL CITY CL TEXAS AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE CITY AND THE BUCKS BASEBALL SBCE FOR USE OF THE STRAT RIDGE SPORTS PLEX, WHEREAS THE BUCKS BASEBALL, SBC INC IS A NEED TO BASEBALL FIELDS AND INFRASTRUCTURE TO PROMOTE YOUTH BASEBALL IN THE CITY OF CLU, TEXAS.

AND WHEREAS THE CITY INCLUDED ENCOURAGES THE USE OF CITY PARKS AND FACILITIES TO PROMOTE EXERCISE SPORTSMANSHIP, TEAM BUILDING AND LEADERSHIP.

WHEREAS NON-EXCLUSIVE USE OF THE STRATON ROUGE SPORTS PLEX IS A PRODUCTIVE USE OF CITY FACILITIES THAT FULFILLS THE INTENT OF THE STRATON RIDGE SPORTS PLEX.

NOW THEREFORE BE IT RESOLVED THAT CITY COUNCIL TO INCLUDE TEXAS HEREBY AUTHORIZES THE EXECUTION OF THE STRAT RIDGE SPORTS BLACK SPORTSPLEX USE AGREEMENT PROVIDING FOR NON-EXCLUSIVE USE OF THE STRAT RIDGE SPORTS BLACK BY WILL BLACKSTOCK, DIRECTOR OF PARKS AND RECREATION, OR CJ SNIPE CITY MANAGER, PASSED AND ADOPTED THE 16TH DAY OF JULY, 2024.

WE WOULD BE ASSIGNED BY MYSELF AND TESTED BY ROSA POINTER.

THAT AND APPROVED US FORM BY CHRISTOPHER DUNCAN, CITY ATTORNEY.

WILL YOU WANT TO YEAH, I WAS GONNA SAY ACTUALLY I WAS DOING, APPARENTLY IT'S VERY POPULAR WITH THE, WITH THE, WITH THE HOME GROUND NOW, UH, .

IT'S BEEN A LONG, LONG EIGHT DAYS FOLKS.

YES, IT HAS.

I APPRECIATE Y'ALL.

YES, IT HAS.

UH, WE DEALING WITH THIS, UH, BASICALLY BUCKS SBC UH, BUCKS BASEBALL, SBC, UH, AND ITS AFFILIATE GROUP HAVE CLEANED UP, I DON'T KNOW WHETHER YOU'VE BEEN PAST THE FIELDS BEFORE THE STORM.

THEY DID A GREAT JOB BRINGING 'EM BACK UP INTO PLAYABLE CONDITIONS.

THEY REDID THE SOIL, THEY REDID GRASS, UH, AFTER THE STORM, THEY'VE BEEN OUT ACTUALLY TO CLEAR UP THE, TO CLEAR UP THE DEBRIS OFF THE FIELDS AND REMOVE,

[00:05:01]

MOVE SOME OF THE DAMAGED STUFF OVER TOWARDS THE, UH, AREA SO IT'S EASIER TO PICK UP BY EVERYBODY.

AND SO WHAT THEY'RE ASKING FOR IS BASICALLY TO BE ALLOWED NON-EXCLUSIVE USE OF THE FIELDS THAT THEY PREPARED, UH, FOR THEIR SEASON.

AND RIGHT NOW, THAT SEASON IS ALMOST, UH, INTERMINABLE.

UH, THEY'RE A SELECT TEAM.

SO THEY USE IT FOR PRACTICES FOR SOFTBALL AND BASEBALL.

UH, AND I WOULD ACTUALLY, UH, SO WHEN IT TALKS ABOUT TERM, I WOULD SAY FROM JULY, 2024 TO JULY, 2025, ONE YEAR WOULD BE MY, WOULD BE MY, UH, MY NOTE THERE.

AND I'M SORRY MR. DUNCAN, I DIDN'T TELL YOU THAT INFORMATION WHEN YOU DRAFTED THIS LOVELY DOCUMENT OR MODIFIED IT.

UH, BUT, UH, WE'RE NOT HAVING TO OPERATE THE LEAGUE.

WE'RE NOT HAVING TO INVEST A WHOLE LOT.

THEY'RE PROVIDING ALL THE MAINTENANCE AND UPKEEP ON THE FIELDS.

AND SO WE THINK IT'S A WORTHWHILE USE.

UH, NOW WE DO HAVE THE OPERATING EXPENSE OF THE LIGHTS, BUT I THINK THERE'S SOME SWEAT EQUITY THAT'S BEEN EARNED GIVEN WHAT THE AMOUNT OF WORK THEY PUT INTO IT.

OH, ABSOLUTELY.

FOR THIS YEAR, I THINK IT'S A GREAT IDEA.

'CAUSE WE HAD HAD THE OPEN MEETING WITH ABOUT THE PARKS AND STUFF LIKE THAT.

THAT WAS ONE OF THE THINGS THE COMMUNITY WANTED WAS RIGHT FOR THE PARKS TO BE USED OR THE BASEBALL FIELDS TO BE USED AND STUFF FOR YOUTH.

I THINK IT'S A GREAT IDEA.

I MEAN, IT'S NOT LITTLE LEAGUE, BUT UM, IT IS, IT IS OUR YOUTH, SO YEAH.

AND THEY'RE LOOKING AT TRYING TO MAYBE REVIVE, MAYBE NOT LITTLE LEAGUE, BUT, UH, ANOTHER BASEBALL PROGRAM, UH, THAT WOULD BE A LITTLE BIT MORE ACCESSIBLE.

IT WAS ONE OF THE THINGS WE TALKED ABOUT IN OUR MEETING, UH, BECAUSE SELECT CLUB IS VERY EXPENSIVE.

MM-HMM.

, UH, AND VERY EGALITARIAN.

AND WHAT THEY'VE TALKED ABOUT IS THERE USED TO BE, WE TALKED ABOUT A NUMBER OF PLACES, THERE USED TO BE BACKSTOPS AND FIELDS WHERE KIDS COULD PLAY YEAH.

THAT ARE GONE.

AND SO WHAT THEY'VE TALKED ABOUT IS MAYBE TRYING TO REINVIGORATE SOME OF THOSE LOCATIONS LIKE, UH, COBB, TEMPORARILY, MAYBE OVER HERE AT THE SCHOOL.

AND THEN ALSO AT, UH, WESLEYAN ON OFF OF WESLEYAN BEHIND THE CHURCH.

MM-HMM.

.

SO, UH, THE GOAL IS TO GET, I'M, I'M A BASEBALL NUT AS YOU GUYS KNOW.

UM, SO I THOUGHT IT WAS A GREAT IDEA.

AND THEN THE FACT THAT THEY'RE TRYING TO FIGURE OUT A WAY TO GET IT MORE, I GUESS USER-FRIENDLY OR FAMILY-FRIENDLY WOULD BE GREAT IN THE LONG TERM.

BUT THIS IS A GOOD START WE FELT LIKE SO.

ABSOLUTELY.

YEAH.

TYPICALLY THAT PART HAS ALWAYS BEEN ADULT USE AND THE ADULT LEAVES HAVE NOT EVEN BEEN IN EXISTENCE FOR THE WHAT, THE LAST THREE YEARS SINCE COVID? BASICALLY, SINCE BEFORE COVID, I THINK THE LAST YEAR WE DID, WE HAD ONE TEAM SIGN UP TO PLAY.

YEAH.

WE CANCELED IT.

ARE THEY GONNA BE HAVING TOURNAMENTS OUT THERE? NO.

NO.

THESE ARE PRACTICE FACILITIES ONLY.

YEAH.

BEING NONPROFIT AND ALL THAT.

YEAH.

BRING IN THOUSANDS AND THOUSANDS OF DOLLARS.

SOME OF THAT BACK.

YEAH.

BUT NO, THEY'RE, THIS IS ALL PRACTICE FACILITIES THAT THEY'RE USING IT FOR.

NOT DOING ANY GAMES OR ANY ACTIVITY LIKE THAT JUST PRACTICE.

THEY PLAY, UH, THE MAJORITY OF THE GAMES RIGHT NOW I THINK ARE TAKING PLACE UP IN PEARLAND AND ALSO LEAGUE CITY.

SO I KNOW LITTLE LEAGUE, THEY USED TO GUYS TOOK IT OVER AND THEY WERE HAVING SELECT TOURNAMENTS OUT THERE AND BECAUSE THEY WERE TAKING IN MONEY, THEY ALMOST COST CHARTER BECAUSE OF DOING THAT.

OH, CAN'T DO THAT.

NO.

YEAH.

ALLY INFORMATION FROM ANGELES AREA AGREEMENT ADDRESSES THAT.

YES, SIR.

AGREEMENT ADDRESSES THAT.

YES.

YES, SIR.

I'LL MAKE A MOTION TO PASS IT.

I HAVE A MOTION BY COUNCIL PERSON, MADDOX, THAT WE PASS RESOLUTION NUMBER 39 DASH 2024 SECONDED BY COUNCILMAN AGUILAR.

I'LL SECOND IT.

DO WE NEED TO ADD THE ONE YEAR? YES.

ONTO IT.

CAN I MAKE AN AMENDMENT TO THE MOTION? SURE.

BUT SHE CAN.

OH, SHE CAN.

OH, OKAY.

THE I AGREE TERM ONE YEAR.

I MAKE A MOTION TO PASS IT WITH AN AMENDMENT OF ONE YEAR FROM JULY 24 TO JULY 25.

YES.

OKAY.

IT RIGHT.

YOUR SECOND STILL GOOD ON THAT.

YEP.

YES.

HE'S LAUGHING BECAUSE IN MY HEAD I ANY FURTHER DISCUSSION ONE DAY.

ANY QUESTIONS, COMMENTS? NO, SIR.

HEARING NONE ALL ENTERTAIN A VOTE.

ALL IN FAVOR? AYE.

AYE.

UNANIMOUS.

THANK YOU.

NEXT ITEM WOULD BE CONSIDERATION OF POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 44 DASH 1 24 APPROVING THE APPLICATION TO JOIN NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS.

WELL, THAT'S A MOUTHFUL.

N-C-T-G-C-E-O-G PURCHASING CORPS.

THIS IS VERY MUCH, VERY MUCH LIKE HGAC BY THERE ARE SEVERAL DIFFERENT, UH, FEMA PA PROVIDERS THAT ARE ASSOCIATED THROUGH THAT CO-OP THAT WOULD ALLOW US TO SPEED THE PROCESS UP AT GETTING SOME ASSISTANCE.

AND SO WE'RE ASKING TO JOIN THIS CO-OP AND THEN WE'LL BRING THOSE AGREEMENTS BACK TO YOU NEXT TIME.

SO, OKAY.

AND IT WOULD BE RESOLUTION NUMBER 44 DASH 2024.

RESOLUTION OF CITY COUNCIL CITY INCLUDE TEXAS AUTHORIZING AND APPROVING THE APPLICATION TO JOIN THE NORTH NORTH TEXAS, NORTH CENTRAL TEXAS COUNCIL

[00:10:01]

OF GOVERNMENTS, N-C-T-C-O-G PURCHASING CORPORATIVE, WHERE CITY OCCLUDE IS A HOME ROOM MUNICIPAL TO REQUIRED TO FILE A COMPETITIVE BIDDING REQUIREMENTS FOR PROCUREMENTS OF GOOD SERVICES UNDER CHAPTERS 2 71 AND 2 52 OF THE TEXAS LOCAL GOVERNMENT CODE.

AND WHEREAS AUTHORITY OF THE CITY COUNCIL BY A SPECIFIC RESOLUTION IS REQUIRED TO PARTICIPATE IN A QUALIFIED PURCHASE CORPOR CORPORATE PROGRAM.

AND WHEREAS THE N-C-T-C-O-G IS SUCH A PROGRAM QUALIFIED BY THE TEXAS STATE CONTROLLER, WHEREAS PARTICIPATION IN THE N-T-C-T-C-O-G PROGRAM WILL PROVIDE AN ECONOMIC, ECONOMICAL, AND FINANCIAL PR, FINANCIALLY PRUDENT OPTION TO OBTAIN GOODS TO THE BENEFIT OF THE CITY AND THE EXPENSE OF TAXPAYERS FUNDS.

AND NOW THEREFORE, BE RESOLVED BY THE CITY COUNCIL WITH THE CITY OF INCLUDE TEXAS HEREBY AUTHORIZED AN APPROVED APPLICATION TO JOIN THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS PURCHASING COOPERATIVE TO BE EXECUTED BY THE MAYOR OR CITY MANAGER.

PASSED AND ADOPTED THE 16TH DAY OF JULY, 2024, APPROVED BY MYSELF AND ATTEST BY ROAD APPOINTED AND APPROVED AS FORM BY CHRISTOPHER DUNCAN, CITY ATTORNEY.

AND AGAIN, THIS WOULD ALLOW US TO AVAIL OURSELVES OF A, IT'S LIKE A COOPERATIVE, LIKE TIPS LIKE HGAC BY, IN THIS CASE WE'RE LOOKING FOR, UH, PUBLIC, PUBLIC ASSISTANCE, TECHNICAL ASSISTANCE FOR FEMA APPLICATIONS, BUT WE CAN USE 'EM FOR A VARIETY OF OTHER SOURCES OF VEHICLES, EQUIPMENT, INSURANCE, WHATEVER IT MIGHT BE.

IT'S JUST ONE MORE TOOL IN THE TOOLKIT FOR PURCHASING.

SO I'LL MAKE THE MOTION TO APPROVE.

I HAVE A MOTION BY COUNCILMAN AGUILAR TO APPROVE RESOLUTION NUMBER 44 DASH 1 24 AND SECOND FIVE.

I'LL SECOND COUNCILPERSON BOND DISCUSSION.

HEARING NONE, I'LL ENTERTAIN A VOTE.

ALL IN FAVOR? AYE.

AYE.

UNANIMOUS.

THANK YOU.

NOW
