RAN THE COUNCIL STAFF RECORDS HIS APPROVAL.
UH, MR.
AND SO I'M SURE HE SIGNED IT TODAY OR YESTERDAY PERIOD.
AND THAT'S SIMILAR TO WHAT WE DID IN THE PAST WITH THE COUNTY WHENEVER WE COULD USE THEIR DEBRIS REMOVAL PEOPLE.
[00:05:01]
FOR REST OF OUR DEBRIS SITE.THEY'RE NOT A GOVERNMENT, CITY GOVERNMENT ENTITY, SO THEY DON'T HAVE TO GO OUT FOR BIDS FOR IT.
SO THEY DON'T HAVE A THEY DON'T HAVE A CONTRACTOR SO WE CAN PROVIDE 'EM A CONTRACTOR.
WELL, I'LL MAKE A MOTION TO APPROVE.
MOTION MADE BY COUNCILMAN AGUILAR.
SECONDED BY I'LL SECOND COUNCILMAN LOPEZ.
ANY FURTHER DISCUSSION? HEARING NONE ENTERTAIN A VOTE.
[III. WORKSHOP ITEMS]
THEN WE WILL MOVE INTO ITEM NUMBER THREE, WHICH WOULD BE OUR TREMENDOUS BUDGET WORKSHOP.FIRST ONE TO KNOW THAT THIS IS HOW EVERY PROCESS HAVE A DISRUPTIVE FOR THE 10 DAYS PROCEEDING AT OUR PRESENTATION COUNCIL.
AND THEN WE HAVE TO MOVE EVERYTHING TO AN EXPEDITED, UH, TIMESCALE.
SO CONGRATULATIONS WALTER WARD
UH, I DO WANNA MAKE A FEW NOTES.
DO YOU WANT A FEW COMMENTS? I KNOW WE ALL HAD PLANNED TO BE HERE TILL MIDNIGHT TONIGHT, SO I'VE SET ASIDE TIME FOR A THREE HOUR PRESENTATION.
UH, WE WILL BE, UH, I DID WANT TO TALK ABOUT A FEW THINGS AND, UH, OH, I CAN CALL THIS THERE.
UH, SO FIRST OF ALL, UH, CAROL, UH, IS SMACKED US PRETTY GOOD THOUGH PHYSICALLY IN THE CITY, BUT IS ALSO GONNA SMACK US PRETTY HARD, PHYSICALLY SPEAKING, GOING FORWARD.
UH, NO FREE COLLECTION RECOVERY, THE DAMAGE TO THE CITY FACILITIES, UH, WE WILL RECOUP THOSE COSTS ABOUT 75, 95, 90% OF THOSE MAYBE TWO TO THREE YEARS.
SO I WANTED COUNCIL UNDERSTAND THAT THIS BUDGET, UH, DOES NOT REFLECT THE FULL IMPACT OF THE STORM YET, UH, IN BALANCES.
UH, WE, WHAT THOSE NUMBERS REALLY LOOK LIKE AS SHARP FOCUS.
UH, WE'RE HAVE A MEETING TOMORROW WITH BRC AND THE DEBRIS MONITORS TO KIND OF START TO GET A FEEL FOR WHAT THAT IS AND THEN TAKING A LOOK AT WHAT OUR DAMAGE INSURANCE CLAIMS MIGHT BE.
SO PLEASE UNDERSTAND THAT WE HAVE KNOWN UNKNOWN IN ALREADY.
IT COULD BE SEVERELY IMPACTFUL TO US.
UH, I, BUT PRIOR TO THE STORM, WE WERE GOING FACING SOME PRECEDED AND FINANCIAL CHALLENGES IN TERMS OF OUR ABILITY TO GENERATE REVENUE TO COVER SETTING THOSE EXPENSES.
AND SO WE'RE IN A POSITION WHERE THE STATE HAS CURTAILED OUR ABILITY TO GENERATE ADDITIONAL ABNORMAL REVENUE AT THREE AND HALF PERCENT.
THE, UH, INFLATIONARY FACTORS THAT WE'VE SEEN POST COVID HAVE DRIVEN COST THROUGH THE ROOM SHOW, REALLY NO SIGNS OF ABATING DESPITE WHAT THE FEDS ARE SAYING THESE DAYS.
AND SO WE'VE SEEN BASICALLY A TWELVEFOLD INCREASE IN COST ONLY A SIXFOLD INCREASE IN OUR ABILITY MANAGE THOSE.
AND THAT'S GONNA CAUSE US THAT THERE'S SOME PINCH POINTS THERE THAT WE'LL KIND OF TALK ABOUT BECAUSE WE'RE GONNA HAVE TO TALK ABOUT AT SOME POINT WHAT LEVEL OF SERVICES IS SUFFICIENT TO OUR CUSTOMERS AND A PRICE THAT THEY'RE GONNA PAY AND WHAT THEY'RE ABLE TO IN TERMS OF THAT FINANCIAL PAIN.
UH, ONE OF THE OUTCOMES OR ONE OF THE, YOU KNOW, I GUESS REINFORC.
ALRIGHT, SO WHERE DID I START AT? UH, LET'S GO BACK TO THE BEGINNING
NOW, UH, WHAT I DID WANT TO EXPLAIN WAS THAT THE, UH, THE FACT OF THE MATTER IS, IS THAT WE HAVE A LARGE COMPONENT OF OUR POPULATION THAT HAS BEEN HIDDEN MORE DEEPLY DAMAGED BY THE STORM.
THEY DON'T HAVE THE FINANCIAL NEEDS TO TAKE CARE OF THOSE CLAIMS AND REPAIR THOSE DAMAGES.
THEIR INSURANCE MAY NOT COVER AND THE FEMA REIMBURSEMENT IS GONNA BE MINIMAL.
AND SO WE HAVE TO BE COGNIZANT OF THAT FACT AS WE GO FORWARD IN OUR BUDGET.
SO WE'VE TALKED ABOUT INCREASES TO WATER RATES IN HERE.
WE'VE MITIGATED THOSE TO SOME POINT.
WE'VE TALKED ABOUT INCREASES TO, UH, THE WEIGHT TO THE SOLID WASTE COLLECTION.
WE'VE CUT THAT BACK FROM OUR INITIAL PROPOSAL.
THOSE TWO REALITIES ARE REAL WELL WE CAN'T HELP IS WHAT EVERYBODY'S VALUES COME IN AT AND WHAT THEIR TAX RATE GOES TO.
WE ARE STILL GOING TO ASK YOU TO GO TO THE VOTER APPROVED TAX RATE OF 3.5% BECAUSE THAT'S THE ONLY WAY WE'RE EVER GONNA EVEN COME CLOSE TO CATCHING UP TO WHAT THE CPI IS.
AND SO, UH, RIGHT NOW IN THIS DOCUMENT OR IN THIS BUDGET, WE DO NOT HAVE A CURTAILMENT OR A CESSATION OF SERVICES OR A CHANGE MODEL CHANGE TO SERVICES.
AND WHEN I TALK ABOUT THOSE THINGS, I'M TALKING ABOUT THINGS LIKE SOLID WASTE.
I'M TALKING ABOUT HOW WE HANDLE OUR PARKS.
I'M TALKING ABOUT HOW WE HANDLE THOSE EYES, POSSIBLY OUTSOURCING THEM.
THAT'S NOT INCLUDED IN THIS BUDGET, BUT THAT, THAT IS SOMETHING THAT WE MAY NEED TO TALK ABOUT IN THE NEAR FUTURE AS COSTS CONTINUE TO ACCELERATE.
SO, NOT PLEASANT, NOT FUN, BUT THAT'S JUST WHAT THE REALITY IS.
[00:10:01]
UH, ONE OF THE THINGS THAT WE CAN FIX PRETTY QUICKLY, AND I WILL BE ASKING THE CHARTER COMMISSION WHEN THEY BEGIN THEIR MEETINGS HERE SHORTLY, UH, IS TO REVIEW IS THE ALLOCATION OF SALES TAX TO FUND OH FIVE.CURRENTLY 40% OF OUR GENERAL FUND SALES TAX ALLOCATION GOES TO THAT FUND.
I'M GONNA RECOMMEND THAT WE LOWER THAT NUMBER TO 20% OR WE INCREASE WHAT'S ABLE TO BE FUNDED UNDER THAT FUND.
BECAUSE AS YOU'LL SEE, WE HAVE A SIGNIFICANT AMOUNT OF CAPITAL SITTING THERE THAT'S ONLY USED FOR SPECIFIC PROJECTS.
AND THAT'S BOTTLENECKING OUR ABILITY TO CASH FLOW OUR OPERATIONS.
WHAT FUND IS THAT FUND? L FIVE SIDEWALK STREETS AND DRAINAGE.
AND I JUST REALIZED YOU PROBABLY CAN'T SEE THAT IN WHAT YOU'VE GOT THERE BECAUSE I FAILED TO SEND YOU AN INVITE.
WE'LL GO THROUGH THAT TOGETHER OVER HERE IN JUST A FEW MINUTES.
'CAUSE THAT'S WHERE WE HAVE THE CIP.
IT'S BEEN A LONG 10 DAYS, I APOLOGIZE.
IT HAS STARTED ABOUT, UH, JULY 8TH.
SO, UH, STARTING FIRST WITH PUBLIC WORKS, UH, JOHN IS HERE.
WE'RE GONNA KIND OF GO THROUGH THAT TONIGHT.
WE'LL GO THROUGH, UH, PUBLIC WORKS AND QUALITY OF LIFE AND PUBLIC WORKS INCLUDES OPERATIONS, SOLID WASTE, FLEET WASTE, WATER AND WASTEWATER, AND CIP, UH, THE QUALITY RICE PARKS AND RECREATION LIBRARY, HOT GTMF AND ECONOMIC DEVELOPMENT.
AND WE'LL KIND OF HIT ON ALL OF THOSE AS WE GO THROUGH THIS EVENINGS.
UH, THE USUAL, UH, NORMAL STATEMENT ABOUT THE BUDGET BEING MORE THAN JUST A BUDGET, IT IS MULTIPLE BUDGETS, UH, MADE OF A MAJORS AND MINORS.
AND SO THE MAJORS ARE THE GENERAL FUND AND THE ENTERPRISE FUND, SIDEWALK STREETS AND DRAINAGE, ECONOMIC DEVELOPMENT, HOT AND DEBT SERVICE.
AND THE MINORS ARE THOSE ANCILLARY FUNDS, WHICH WE USE TO HELP OFFSET OR AUGMENT THOSE FUNDS.
UH, 1 0 1, UH, IS CONSTRUCTION FUND FOR THE GENERAL FUND.
WE DON'T KNOW WHY, UH, THAT'S NUMBERED THAT WAY IS THE ENTERPRISE FUND.
AND THEN 1 0 6 IS THE EQUIPMENT REPLACEMENT.
2 0 8 IS THE IMPROVEMENT, REPLACEMENT FOR ENTERPRISE FUND.
THE 200 SERIES NUMBERS SHOULD ALL BE TO ENTERPRISE FUND, BUT, UH, 1 0 5 IS THE OUTLIER.
TO THAT POINT THOUGH, WE WILL BE REALIGNING SOME FUNDS THIS YEAR AS WE MOVE FORWARD, UH, IN MAJORS AND MINORS.
AND I'LL KIND OF EXPLAIN THAT IN A SECOND.
UH, BUT I ALWAYS LIKE TO SHOW THIS FIGURE AND IF IT, AND IT'S NOT COMING UP THERE, THERE WE GO.
SO THIS KIND OF TALKS ABOUT THE, THE TANGLE THAT IT, WELL, OKAY, IT'S JUST GONNA GO ONE STEP AT A TIME.
UH, THESE ARE OUR FUNDS,
THESE ARE WHERE THE MONIES COME FROM.
AND AS YOU CAN SEE, THERE'S A LOT OF CRISSCROSSING AND GOING BACK AND FORTH AND IN BETWEEN, WHICH MAKES IT A REAL PLEASURE WHEN IT COMES TIME TO AUDIT.
AND A LOT OF FUN WHEN WE'RE TRYING TO BUDGET.
IN THE OLD DAYS, YOU'LL RECALL WE HAD AN EXCEL SPREADSHEET, I THINK THAT HAD 68 TABS THAT HAD INTERLOCKING, UH, FORMULAS.
AND IF YOU MADE ONE MISTAKE IN ONE SPOT, IT CARRIED ALL THE WAY THROUGH.
AND AS, UH, SOMEBODY WHO LIKES TO WORK IN THE MIDDLE OF THE NIGHT, I WOULD OFTEN GET UP AT TWO O'CLOCK IN THE MORNING AND GO TINKER WITH SOMETHING AND COME INTO THE OFFICE AND HAVE CHRIS SCREAMING AT ME.
THANKFULLY, COREY HAS NOT THROWN ANYTHING AT ME YET.
SO THAT'S A, WE'RE OFF TO A GREAT START.
I GOT SOME OIDS YOU WANNA THROW
SO, UH, WE DO, WE DO HAVE SOME, UH, FUND STRUCTURE CHANGES THAT WE WOULD LIKE TO IMPLEMENT WITH THIS BUDGET.
UH, FUND 4 0 5 HAS BEEN, UH, SET OFF TO THE SIDE OR MOTHBALLED FOR A NUMBER OF YEARS.
WE WOULD LIKE TO REINVIGORATE THAT NOW AND MAKE THAT THE INFORMATION TECHNOLOGY CODE.
UH, WE HAVE ABOUT HALF A MILLION DOLLARS A YEAR THAT WE EXPEND, UH, IN INFORMATION TECHNOLOGY THAT USED TO BE SPREAD OVER ALL THE DEPARTMENTS.
AND SO WHAT WE HAD WAS AN UNEVEN IMPLEMENTATION.
POLICIES AND PROCEDURES, HARDWARE AND SOFTWARE PURCHASES, ALL THAT IS NOW RUN THROUGH LANDON'S OFFICE.
AND I THINK EVERYBODY'S HAD AT LEAST THE OPPORTUNITY TO WORK WITH HIM AND UNDERSTAND WHAT HIS ROLE IS AND HOW HE'S ABLE BUILD TO GATE KEEP AND FIGURE OUT, MAKING SURE THAT WE'RE NOT DUPLICATING.
IF WE'RE NOT BUYING ONE SERIES SERIES OF SOFTWARE FROM ONE DEPARTMENT, THEY COULD ALSO HELP ANOTHER DEPARTMENT VICE VERSA.
ALTHOUGH YOU WILL SEE ONE SOFTWARE LICENSE THAT WE'RE LOCKED IN ON THAT WE DO HAVE IN TWO DEPARTMENTS WITH DIFFERENT LICENSES.
WE'RE GONNA GET THAT CLEANED UP, UH, LONG TERM.
UH, WE ARE CONSOLIDATING FUND FOUR 10 INTO FUND 4 0 8, AND THEN WE ARE GOING TO REALIGN NUMBER FOUR 10.
UH, WHAT IS FOUR 12 NOW? AND I KNOW THIS IS LIKE OFF, WAY OFF OF THE WEEDS IN MINUTIA FUND FOUR 12 RIGHT NOW IS EMS FUND.
FOUR 11 IS SIDEWALK STREETS AND DRAINAGE FUND.
FOUR 13 IS GARBAGE AND FUND 14 IS FLEET.
AND SO IT WAS REALLY ODD TO US THAT WE ALWAYS HAD EMS OUT THERE FLOATING AS A DIFFERENT DEPARTMENT IN THE MIDDLE OF THE PUBLIC WORKS CODE.
SO WE MOVED FOUR 10, MOVED THEM TO 4 10, 4 12 WILL GO AWAY.
SO 4 0 8 4 9 AND FOUR 10 WILL ALL BE PUBLIC SAFETY.
PUBLIC WORKS WILL BE FOUR 10 OR FOUR 11 AND FOUR, UH, FOUR 11 AND FOUR 13.
THERE WILL BE NO FOUR FUND 4, 4, 4 12 FOR THE MOMENT.
UH, AND THEN FOUR 14 WILL BE FOLDED INTO FOUR 11 SERVICE CENTER
[00:15:01]
BECAUSE TO REFLECT THOSE REALITIES,TRUST ME, ONCE YOU SEE IT, IT MAKES SENSE.
IT DOESN'T MAKE SENSE AS I TRY TO EXPLAIN IT.
SO, UH, THAT IS, UH, THAT'S WHERE WE'RE AT.
UH, I TALKED ABOUT THE MAJORS AND THE MINORS.
SO LET'S TALK ABOUT WHAT IS IN THIS BUDGET AND WHAT IS NOT IN THIS BUDGET.
UH, WHAT IS IN THIS BUDGET IS A PROJECTED REVENUE OF SLIGHTLY MORE THAN ONE POINT $12.1 MILLION.
THAT INCLUDES A 3.05% INCREASE ANTICIPATED IN WORM REVENUE.
UH, WE CAME TO THAT NUMBER BY TAKING THIS YEAR'S PROJECTED NUMBER, MULTIPLYING IT BY A FACTOR OF 3.055, AND THEN MULTIPLYING THAT BY 0.96.
I KNOW YOU GUYS REALLY DON'T CARE ABOUT THE MEAT MAP, BUT THAT PUTS US AT SLIGHTLY OVER $4 MILLION IN ADWAR TAX COLLECTION.
UH, WE ARE ANTICIPATING FLAT SALES TAX GROWTH, UH, FOR A VARIETY OF FACTORS.
UH, BUT WE HAVE LOST JACK IN THE BOX.
WE CURRENTLY HAVE BELL THAT WE'RE LOSING.
AND THEN WE HAVE NINE BUSINESSES THAT ARE STUCK LIKE CHUCK UNTIL CENTERPOINT GETS THEIR ACT TOGETHER.
THAT MAY, MAY OR MAY NOT COME BACK ONLINE FOR THE NEXT THREE OR FOUR MONTHS.
AND I'VE ALREADY HAD TWO OF THOSE FRANCHISE TEES TELL ME THEY MAY NOT COME BACK.
SO, UH, THIS, THIS STORM HAS HIT US IN MORE WAYS.
IN ONE, UM, WE DO ANTICIPATE A 15% INCREASE IN IDA REVENUE, WHICH IS A LOAN BRIGHT SPOT, UH, THAT IS RELATED TO SOME VALUE.
THAT WAS, OH, HEY, LOOK AT THAT.
AND WE'RE CAUGHT, UH, ANTICIPATES APPROXIMATELY 15% INCREASE IN THE IDA THAT RELATES TO SOME PROPERTY THAT, OR, UH, VALUE THE MECHANICAL MATERIAL WITHIN THE PLANTS THAT HAD A TAX OF 10 TAX ABATEMENT NOTE TIED TO THEM.
THE ABATEMENT EXPIRED THIS YEAR.
AND SO THAT VALUE COMES ONLINE FOR TAXATION TO THE COUNTY AND TO THE IDA.
UH, AND THEN, AS I SAID, WE'VE DECREASED THE SOLID WASTE FEE INCREASE.
SO WE HAD ORIGINALLY ANTICIPATED A 5.5% INCREASE.
WE'VE DROPPED OUT THAT BACK TO 3.5%.
UH, AND THAT'S TO KEEP UP WITH THE ONGOING COST OF MAINTENANCE AND TIPPI.
UH, WHICH, UH, IF YOU'VE HAD TRIED TO TAKE ANYTHING TO IT UP HERE LATELY, YOU KNOW THAT THE COST HAVE GONE UP WITH THE STORM, WHICH IS A WHOLE NOTHER BALL OF WAX.
WE ANTICIPATE TOTAL REVENUE OF JUST MORE THAN $6.2 MILLION.
BUT REMEMBER THAT THE CITY ONLY YIELDS 4% OF THAT INCREASE.
AND I WOULD NOTE THAT OUR PARTNERS NEXT DOOR ARE RAISING THEIR RATES 16%.
SO, UH, WE'RE TRYING TO KEEP IT, UH, TRYING TO KEEP IT WITHIN, UH, A REALISTIC REALM FOR OUR FOLKS AND NOT GO COMPLETELY OVERBOARD.
UH, AND IF YOU GUYS HAVE QUESTIONS ABOUT THE, THE MECHANISM THERE, IF YOU RECALL, UNDER BWA, THEIR RATE INCREASES, WE GET ABOUT 90% OF OUR WATER.
AND SO MOST OF OUR RATE INCREASE GOES ACTUALLY TO BWA.
SO FOR EVERY $5 THAT WE COLLECT FOR THAT REALLY GOES TO BWA AND IN RETURN WE GET MURKY WATER.
AND IN RETURN, YOU GET, WELL, SOME WOULD SAY FLAVOR ADDED JUST DEPENDING ON YOUR SENSE OF ADVENTURE, DIRT FLAVORED.
SO YES, DEPENDING ON YOUR SENSE OF ADVENTURE.
SO YEAH, WE, UH, IT'S NOT THE BEST ARRANGEMENT, IT'S THE ARRANGEMENT THAT WE'RE STUCK WITH.
SO, UM, I WILL SAY LONG TERM THOUGH, THAT THE RELATIONSHIP WITH BWA, UH, GIVEN OUR GROUNDWATER IS PROBABLY BENEFICIAL, BUT RIGHT NOW IT'S, IT'S NOT LOOKING SO GREAT FOR US.
UH, PERSONNEL WISE, THIS BUDGET INCLUDES A 4% COLA FOR ALL STAFF.
UH, IT INCLUDES A REVISED PAY PLAN TO ALLOW FOR SOME DECOMPRESSION, UH, BETWEEN OUR SENIOR AND NON-SENIOR OFFICERS, UH, AND, AND AN AND MEDICS.
UH, IT INCLUDES CERTIFICATION PAY FOR EMS AND PUBLIC WORKS AND AN EIGHT MONTH, UH, PAYMENT, UH, FOR LONGEVITY.
SO UP FROM FOUR, UH, AND I WHAT'S LONGEVITY AGAIN? SO THAT IS THE PAYOUT WE DO ONCE A YEAR.
SO IF YOU'VE BEEN HERE FOR FIVE YEARS, YOU'RE GETTING 96 MONTHS OF PAYMENT OF EIGHT TIMES $8.
SO IT'S BASICALLY A REWARD FOR STAYING AND, AND BEING WITH US, UH, AND NOT TAKING OFF.
IT'S NOT MUCH A REWARD, BUT IT'S SOMETHING WE'RE NOT ALLOWED TO DO BONUSES.
SO IT'S THE CLOSEST THING WE CAN DO TO SAY THANK YOU FOR STAYING WITH US AND BEING PRODUCTIVE.
UH, THIS BUDGET DOES INCLUDE AND ASSUMES A 15% INCREASE IN HEALTH INSURANCE COST.
I WILL TELL COUNSEL NOW, WE, UH, WE HAVE DODGED THE BULLET FOR THREE YEARS, AND IT'S FINALLY THE BULLET FINALLY FOUND US.
HOWEVER, UH, WE DID GET A LITTLE BIT OF GOOD NEWS THIS WEEK FROM OUR GOOD FRIENDS AT ALLIANT.
THE BLUE CROSS BLUE SHIELD QUOTE WAS ACTUALLY 14%, NOT 15%.
SO IF YOU HAD YOUR MONEY ON 1% LOWER YOU, CONGRATULATIONS, YOU WIN THE GOLDEN GOOSE.
UM, BUT WE ARE ALSO ENTERTAINING, UH, BIDS FROM OTHER PROVIDERS.
UM, AND SO THIS NUMBER MAY COME IN LOWER.
UH, WE JUST HAVE TO MAKE SURE THAT WE'RE GETTING A, LIKE, FOR LIKE PLAN.
WE HAVE A VERY, VERY GOOD PLAN RIGHT NOW AT A VERY AFFORDABLE COST TO THE CITY.
[00:20:01]
PER SE, BUT IT IS A VERY, VERY GOOD PLAN.WE DON'T WANT TO GIVE THAT UP AND GO TO SOMETHING LESS EXPENSIVE, BUT ALSO PROVIDING LESS BENEFIT TO OUR FOLKS, ESPECIALLY GIVEN OUR OVERALL CENSUS AGE.
UH, THIS PLAN DOES INCLUDE FOR SOME STAFF REALIGNMENT THAT WE TALKED ABOUT.
AND, AND A MINOR REDUCTION IN FORCE.
NONE OF THAT IS IN PUBLIC SAFETY.
OUTSIDE OF THE TRANSITION OF FOUR 10 INTO 4 0 8, UH, WE ARE ASKING, UH, THAT THE CBB AND THE ECONOMIC DEVELOPMENT CORPORATION COST SHARE A DIRECTOR, UH, POSITION, DIRECTOR LEVEL POSITION TO HELP US WITH ECONOMIC DEVELOPMENT AND COMMUNITY DEVELOPMENT TO HELP OFFSET SOME OF THE SALES TAX LOSSES THAT WE'RE LOOKING AT TAKING AND HELPING TO ATTRACT NEW BUSINESSES.
QUITE FRANKLY, THIS IS ONE AREA THAT MY OFFICE HAS FALLEN DOWN ON.
WE JUST CAN'T KEEP UP WITH EVERYTHING THAT WE NEED TO DO AND GET OUT THERE AND MARKET THE WAY WE NEED TO.
AND SO WE KNOW THAT WE'RE GONNA TRY AND TAKE THAT ON THIS NEXT YEAR.
UH, I DO WANT TO SEND KUDOS TO PUBLIC SAFETY, UH, AND TO, UH, PUBLIC WORKS AND PARTS PUBLIC SAFETY.
UH, THEY MODIFIER WENT DOWN BY 12% THIS YEAR FOR WORKERS' COMP CHIEF.
I DON'T KNOW WHAT YOU DID, BUT, UH, IT, IT WORKED.
I KNEW THAT THEY WERE DOING SAFETY TRAININGS AND BRIEFINGS.
UH, AND THEN SAME IN PUBLIC WORKS AND PARKS.
UH, THE FACT THAT WE'RE SAVING THERE.
'CAUSE IF YOU RECALL A COUPLE YEARS AGO, WE WERE LOOKING AT MODIFIERS AND DOUBLE DIGITS DUE TO OUR CLAIMS RATIOS.
SO, UH, THEY'VE DONE A GREAT JOB OF GETTING THAT UNDER CONTROL.
I GET STARTED TALKING AND I JUST FORGET.
UM, ALSO WITHIN THIS BUDGET, UH, WE'VE INCREASED OUR, OUR FUNDING FOR MOWING.
WE HEARD THE PUBLIC AT THE, UH, TOWN HALL.
WE'VE HEARD THE, UH, THE, THE ONLINE CHATTER.
AND SO WE'VE INCLUDED, UH, FLEXIBLE LINE ITEMS IN FUND TWO 11, WHICH IS, UH, STREETS AND STREETS AND DRAINAGE.
AND IN FOUR 16 FOR AUTONOMOUS MOWING.
AND THAT CAN LOOK LIKE DIFFERENT THINGS.
MAYBE IT'S GOATS, MAYBE IT'S RC MOWERS, MAYBE IT'S ROBOT MOWERS, MAYBE IT'S, UH, TWO DUDES OUT THERE WITH SCISSORS.
BUT, UH, SOMETHING LIKE THAT ALONG THOSE LINES.
AND I WOULD SAY THAT WE'VE ALSO DOUBLED OUR BUDGET FOR, UH, OUTSIDE, UH, CONTRACT MOWING AND LANDSCAPING TO TRY AND KEEP UP WITH THIS.
SO, UH, WHAT'S IN THE BUDGET? UH, GENERAL FUND CAPITAL ONE TIME COST.
UH, WE HAVE A ROOF REPLACEMENT FOR CITY HALL WHEN, UH, THE TWO FIRMS THAT HAVE COME TO TAKE A LOOK AT THE SITUATION POST DAMAGE, BOTH AGREED THAT EVERYTHING HAD TO GO AND WE NEEDED TO START FRESH.
YEAH, THAT WAS MY LOOK EXACTLY.
BUT NOW, NOW THAT THE STORM HAPPENED, WHAT? YEAH.
WELL, SO I MEAN, WE ALL KNOW THAT NONE OF THIS DAMAGE OCCURRED BEFORE THE STORM.
AND SO, UH, WE'RE HOPING FOR SOME RELIEF IN THAT REGARD.
UH, THE PROBLEM IS, IS WE ALREADY TOOK A 40% HIT ON PROPERTY COVERAGE THIS YEAR.
SO I'M SURE IF WE FILE A CLAIM THAT WE'LL JUST EARN THAT 40% RIGHT BACK.
ASK HIM IF WEATHER RELATED IS SOMETHING THAT GOES AGAINST YOU.
'CAUSE SOME CARRIERS DON'T HOLD IT AGAINST US.
OKAY? BECAUSE IT'S A HURRICANE AND IT'S OUT OF EVERYBODY'S HANDS, RIGHT? SO ASK THEM.
WE WILL, WE WILL BEG, PLEAD, BORROW.
UH, I KNOW A COUPLE MEMBERS OF THE BOARD AT T-M-L-R-R-P, MAYBE I'LL TAKE 'EM OUT FOR GOLF OR SOMETHING.
UM, WE ORIGINALLY PUT IN THREE STRETCHERS FOR EMS TO REPLACE THE SYSTEM THAT WE CURRENTLY HAVE.
UH, WE HAVE A, UH, A FORNO SYSTEM RIGHT NOW.
THIS WOULD GO TO A STRYKER SYSTEM IN THE GOOD OLD DAYS, BACK WHEN I WAS ON AN AMBULANCE, IT WAS LIKE TUBES OF ALUMINUM AND A LITTLE BIT OF HYDRAULICS, BUT MOSTLY RAW MUSCLE IN THESE DAYS.
THESE THINGS CAN GO UP UPSTAIRS AND THEY CAN CLIMB IN THE BACK OF THE RIG THEMSELVES.
UH, BUT THEY'RE VERY EXPENSIVE.
AND SO WE'VE CUT THAT BACK, DIALED THAT BACK TO ONE FOR THIS FISCAL YEAR.
OUR THOUGHT IS WE'LL DO ONE EACH YEAR FOR THE NEXT THREE YEARS THAT'LL COVER THE ENTIRE FLEET.
UM, WE DID HAVE ONE, UH, GO DOWN IN THE STORM.
UM, SO THAT'LL BE THE FIRST STEP FOR REPLACEMENT.
AND I WANNA SAY IT WAS STORM RELATED, BUT ACTUALLY IT'S, UH, VICTIM REPLACEMENT OR VICTIM ISSUE AND, OR NOT VICTIM, BUT, UH, TRANSPORT ISSUED THAT'S BEEN ONGOING.
SO, UH, WE DO HAVE FOUR NEW PATROL VEHICLES FOR POLICE.
UH, ONE NEW ANIMAL CONTROL VEHICLE AND A PART-TIME, A CO FOR, UH, TO HELP, UH, LIGHTEN THE LOAD OVER THERE.
UH, WE HAVE DITCH MAINTENANCE EQUIPMENT, NEW RECREATIONAL FACILITIES AND PARKS.
AND PROBABLY THE MOST CONTROVERSIAL THING THAT WE'LL THROW UP HERE.
UH, BUT COREY WILL STRANGLE ME, UH, IF WE DON'T GET IT.
UH, AND THAT'S THE MOVE TO UPGRADE TO IN CODE 10, UH, WHICH WILL TAKE US TO A CLOUD-BASED SERVER.
UM, AND SHOULD EXPEDITE A LOT OF DIFFERENT THINGS BETWEEN DEPARTMENTS.
UH, IT'S A TWO AND A HALF YEAR PROCESS ONCE WE BEGIN IT.
SO IT'S NOT LIKE IT'LL HAPPEN OVERNIGHT.
WE'RE ABLE TO SPREAD THE COST OVER THREE YEARS, BUT WE DO THINK IT'S SOMETHING THAT'S IMPORTANT AND WARRANTED.
SO WE CAN KIND OF TALK ABOUT THE OPERATIONAL FACET OF THAT ON THURSDAY NIGHT WHEN WE TALK ABOUT WHAT'S GOING ON HERE IN ADMINISTRATION.
SO THESE, THESE LITTLE HIGHLIGHTS, WE'RE GONNA GO THROUGH THEM MORE IN DEPTH DURING YEAH.
WHEN WE GET TO THE LINE ITEMS. YES, SIR.
[00:25:01]
OKAY.SO, UH, TALKING ABOUT, UH, CIP, WE INCLUDE JUST OVER $2.5 MILLION FOR THE SIDEWALK AND TRAIL TO GO AHEAD AND CLOSE OUT THE SIX YEAR PLAN THAT WAS ADOPTED IN 2019.
UM, WE ANTICIPATE $3.75 MILLION IN DRAINAGE IMPROVEMENTS.
THAT'S BASICALLY FOCUSED ON THE PENN MONEY CHANNEL, THE HAZMAT DRAINAGE PROJECTS ON FLAG LAKE AND PENN MONEY ON THE WEST SIDE.
UH, BUT ALSO COMMISSIONING A DRAINAGE STUDY OF THE EAST SIDE BECAUSE WE HAVE NOT HAD ONE OF THOSE DONE IN YEARS AND YEARS.
AND IF WE'RE GONNA GET FUNDING, WE'RE GONNA NEED TO GET THAT IF WE'RE GONNA TRY AND SEEK ANY ADDITIONAL HAZMAT OR HAZARD HAZARD MITIGATION GRANT FUNDING THROUGH CDBG FOR DRAINAGE ON THE EAST SIDE IN ON LAKE BARBARA.
UH, AND THEN WE HAVE ANNUAL STREET WORK WITH WORTH ABOUT $1 MILLION.
AND WE PUT IN, AND WE'LL GO IN, I'LL GO INTO SPECIFICS ON NUMBERS THERE ONCE WE GET INTO THAT PART.
UH, COMPLETION OF THE WASTE WATER WASTEWATER MASTER PLAN.
UH, COMPLETION OF THE SEWER INSTALLATION AT THE BRYAN SUBDIVISION.
UH, YOU'LL RECALL THAT LAST YEAR WE DID THE WATER LINES AND THE FIRE HYDRANTS.
THIS YEAR WE ARE GONNA DO THE SEWERS.
AND THEN NEXT YEAR WE'LL COME BACK, DO THE STREETS AND SIDEWALKS.
UH, AND THEN ANOTHER MILLION DOLLARS FOR WATER PRODUCTION OF WELL SITE IMPROVEMENTS.
UH, WE'VE GOT A NUMBER OF FACILITIES THAT NEED TO BE UPGRADED.
UH, AND THAT WAS BEFORE THE STORM.
NOW AFTER THE STORM, WE'VE GOT MORE STUFF.
SO WHERE DO WE STAND IN NET? UM, AND I WILL TELL COUNSEL RIGHT NOW THAT THIS NUMBER IS OFF, UH, A LITTLE BIT FROM WHAT YOU'RE GONNA SEE WHEN WE GET INTO CLEAR GOV.
UH, WE HAD UNDERESTIMATED THE REVENUE IN THE ORIGINAL MODEL.
AND SO, UH, BUT WE ARE PROJECTING A DRAW DOWN OF RESERVES, ABOUT $472,000.
WE HAD ANTICIPATED A VERY SIMILAR NUMBER.
THIS DOES NOT INCLUDE THE PAYBACK TO FUND 1 0 6 FROM, FOR EQUIPMENT REPLACEMENT.
WE HAVE PULLED THAT OUT IF YOU WANT US TO PUT THAT BACK IN.
THAT THAT NUMBER IS WRONG MOUSE, WRONG SPREADSHEET, 246,000, OR BASICALLY $247,000.
AND WITH THAT, CAN YOU TAKE ME TO THE INTERIM INTER
SO, ALTHOUGH THERE'S NO WAIT TO MAXIMIZE, WE'LL START IN REVENUES JUST REAL QUICK, GET THE HIGHLIGHTS AND THEN WE'LL LET JOHN COME UP HERE AND SIT IN THE HOT SEAT AND LEMME GET OVER HERE.
AS YOU CAN SEE, PREVIOUSLY DISCUSSED, UH, FOUR, JUST SLIGHTLY OVER $4 MILLION IN AL TAX REVENUES PROJECTED 1.4, BASICALLY A STAGNANT COST, UH, IN THE, UH, OR STAGNANT REVENUE FOR SALES TAX.
AND IN THE INCREASE, THE 15% INCREASE, AND IT CALLS IT 25 HERE, BUT THAT'S, WE NETTED MORE THAN WE ANTICIPATED.
SO THE 15% IS NET OVER PROJECTED FOR THIS YEAR.
UH, SO WHAT WE HAD BUDGETED, IT'S ACTUALLY 25% MORE IN THE IDA, UH, ALL OTHER FUNDS, AS YOU CAN SEE, GOING DOWN AT THREE, 3% INCREASE IN GARBAGE.
EVEN THOUGH WE CALL FOR 3.5, IT'S ACTUALLY GONNA BE A NET THREE.
[00:30:01]
THEN WHY AM I NOT, LET'S SEE.IT'S NOT GONNA BE PERMIT REVENUE, UH, HOLDING A LITTLE BIT OF GROWTH.
UH, AND THE SAME THING A LITTLE BIT.
WE'RE ANTICIPATING A SLIGHT DECLINE IN SAFETY, WHICH WOULD BE THE, UH, FEES CHARGED.
WE'VE HAD A REALLY GOOD YEAR WITH THE INSURANCE COLLECTIONS, SO HOPEFULLY THAT STAYS TRUE.
UM, BUT OVERALL, WE'RE LOOKING AT A TOTAL REVENUE OF ABOUT $12.1 MILLION AS PREVIOUSLY STATED, MOVING INTO EXPENDITURES.
AND JOHN WILKINSON, IF YOU WANNA COME ON DOWN, WE GO TO PUBLIC WORKS FIRST.
UH, LET'S START WITH FUND FOUR 11, WHICH IS STREETS AND DRAINAGE.
AND WE WILL START HERE WITH SERVICES.
AND THAT IS REALLY TOUGH TO SEE.
UM, CAN YOU GUYS SEE IT ON YOUR SCREEN PRETTY WELL? MM-HMM.
UH, SO CONTRACT SERVICES, UH, WE HAVE A BUDGET TOTAL OF $241,000, AS YOU CAN SEE.
UH, LET ME SCROLL DOWN JUST A LITTLE BIT.
THE PRE ON THERE, MY, I HAVE ONE OF THE COLUMNS, A PRELIM FY JENNIFER 25 GENERAL FUND.
WHAT IS THAT? WHAT IS, I'M SORRY.
IT'S IN ONE OF THE COLUMNS ON THE SCREEN THAT YOU'RE IN.
SO THERE'S, UH, DO WE, DO WE NEED, DO I NEED TO LOOK AT THAT? NO, YOU DON'T.
ANY YOU CAN, YOU'RE WELCOME TO.
UH, BUT ALL THIS IS, I JUST KNOW WHAT IT'S, YEAH.
THESE ARE ALL DIFFERENT MODELS THAT GET RUN OR WE RAN OR HAVE GONE THROUGH.
AND SO IF YOU TAKE A LOOK HERE, YOU'VE GOT YOUR FYI 24 GENERAL FUND FINAL FROM VARIOUS STATES.
YOU'VE GOT YOUR PRELIMINARY, YOU'VE GOT YOUR WORKING WITH NO PERSONNEL FROM LAST SUMMER.
ALL OF THAT IS RECORDED IN THE SYSTEM, SO THERE'S A LOT OF GARBAGE.
BUT NOT NECESSARILY GARBAGE, BUT FOOD FOR THOUGHT SCENARIOS, BASICALLY.
AND SO YOU LOOK HERE, THERE'S A, A SEMI-FINAL THAT WE RAN THIS AFTERNOON, AND WE WERE GOING THROUGH AN AUDITING RIGHT UP UNTIL RIGHT BEFORE WE CAME IN, UH, THIS EVENING.
SO, UH, THERE'S ALWAYS SOMETHING HERE TO LOOK AT.
UH, BUT THE ONES YOU WANNA KEEP YOUR EYES ON ARE THE ONES THAT WERE BASICALLY WHAT'S IN YELLOW IN THE BUDGET.
SO WHEN I COME BACK OVER HERE, THIS IS THE MEAT.
UH, BUT I WAS GONNA OPEN UP SO YOU COULD SEE WHAT THE, UH, END OF YOUR PROJECTIONS LOOK LIKE.
SO LET ME GET TO FY PROJECTED AND CLICK SAVE AND THEN CLOSE THAT OUT 'CAUSE YOU REALLY DON'T CARE.
SO, UM, WHERE WE IN, LET ME JUST SAY, FOR ALL THE OTHER DEPARTMENT HEADS, UH, JOHN IS SUPER DETAILED IN HIS LINE ITEMS. SO WE'VE BEEN VERY DETAILED IN OUR DISCUSSION ABOUT HIS OZARK OF WATER, HIS FIRE EXTINGUISHER BUDGET, HIS PAPERCLIPS.
THAT'S ALL WE REALLY NEED TO KNOW.
UM, SO, BUT IF YOU NEED TO KNOW WHAT JOHN IS LOOKING AT YOU, IT'S 500, $600 TO KILL IN PEST CONTROL.
HE'S VERY, VERY DETAILED AND FASTIDIOUS.
UH, YES, SOME PEOPLE REALLY, REALLY DO.
UM, BUT IN TRYING TO FIGURE OUT WHEN WE WERE GOING THROUGH OUR PROJECTIONS, UH, BECAUSE WE WEREN'T THAT DETAILED LAST YEAR, I JUST CREATED THIS CATCHALL, UH, LINE ITEM HERE.
SO THAT'S WHAT, THAT'S WHAT WHAT WE LOOK LIKE.
BUT THE MAJORITY OF THIS $91,000 IN THAT CATCHALL WAS ACTUALLY LANDSCAPING.
AND SO YOU CAN SEE WE'VE TAKEN THAT 91, WE'VE DOUBLED THAT TO 200,000.
UH, WHAT WE WILL DO IS WE WILL REDIVIDE THE CITIES, WE DISCUSS ISSUE RFPS TO TRY AND GET BETTER CONTROL ABOUT WHAT'S HAPPENING IN OUR RIGHTS OF WAYS AND OUR, ALONG OUR DRAINAGE DITCHES.
UH, AND THEN HE HAS ALTERNATE LANDSCAPING OR AUTONOMOUS LANDSCAPING.
HE HAS 30,000, UH, TO DO WITH THE, GIVES HIM THE FLEXIBILITY TO GO WITH FOUR-LEGGED OR TWO-LEGGED, OR NO LEGGED AND TRACKS OR ROBOS OR WHATEVER HE WANTS TO DO.
HE'S GOT SOME FLEXIBILITY IN THERE SO HE CAN MAKE SURE THAT THAT HAPPENS.
SO WE STAY, CAN STAY ON TOP BETTER ON TOP OF, OF THE DRAINAGE AND THE, UH, THE MOWING.
ON THE MOWING, I KNOW WE HAD A CONTRACT, UM, AND IF YOU COULD, I DON'T REMEMBER THE NAME OF IT.
WE HAVE A CONTRACT WITH THEM FOR HOW MUCH? ABOUT $91,000.
ARE WE GOING TO SEE, SEE ABOUT KEEPING THAT CONTRACT? ARE WE GONNA GO UP FOR OTHER, SO I THINK THE PLAN RIGHT NOW IS TO MAINTAIN THAT CONTRACT, KEEP THE WORK THAT THEY HAVE, AND THEN DIVIDE OUT THE OTHER CITY, THE SEGMENTS OF THE CITY THAT AREN'T COVERED BY THAT CONTRACT FOR OTHER CONTRACTORS.
AND THEY'VE BEEN DOING A GOOD JOB SO FAR.
AND WHO WAS IT AGAIN? EVERGREEN.
[00:35:01]
I THINK THEY'VE DONE A GREAT JOB.I'LL TELL YOU, WHEN I FIRST GOT HERE, I CUT THEIR BUDGET IN HALF, UH, BECAUSE I FELT LIKE WE WERE SPENDING A LOT OF MONEY ON MOWING, AND I WAS SEEING THE REVENUE WHERE WE WERE AT.
UH, I WILL TELL YOU THAT JOHN ARGUED WITH ME FOR THAT, AND IT CAUGHT UP TO US.
BUT, UH, NO, THEY'VE DONE A GREAT JOB WHERE THEY ARE.
UM, WHERE AND WHERE DO THEY CUT? SO, UH, EVERYTHING THAT YOU SEE HERE AT CITY HALL AND ALONG PLANTATION.
UM, BUT DO THEY DO THE TRAY? THEY, THEY DO LONG PLANTATION.
THEY DO LONG DIXIE, THEY DO, UH, COLLEGE, THEY DO THE TURN LANE, JUST THE TURN LANE.
ARE THEY JUST, JUST TURN LANE AREA WHERE THE LIGHTS ARE? THEY DON'T DO THAT IN THE WHOLE FIELD.
UH, BUT THEY DO THE FACILITIES HERE.
THEY, THE PD SERVICE CENTER, UH, AND LIKE I SAID, PLANTATION AND, UH, D THE MAIN AREA, THEY DO, THEY, THEY WERE SET UP ON THE CONTRACT WHERE THEY DO IT SO MANY TIMES A MONTH.
WE BACKED THAT CONTRACT OFF, WE REDUCED IT, ESPECIALLY WHEN IN THE SUMMER WHEN WE WERE HAVING A DROUGHT, IT WOULD NOT NEED TO BE CUT EVERY WEEK OR EVERY TWO WEEKS.
SOMETHING THAT WE DID HERE A FEW YEARS AGO, IF YOU DON'T REALIZE, 3 32 WAS NOT A PART OF OUR, UH, SCOPE OF WORK WE DID, BUT THE STATE ONLY, THEY WOULD ONLY COME THROUGH THERE TWICE A YEAR AND CUT THAT AREA.
SO NEXT THING YOU KNOW, EVERY FEW MONTHS YOU'VE GOT GRASS THROUGH FOUR FOOT TALL, AND THEY ONLY CAME TWICE A YEAR.
SO WE TOOK IT ON OURSELVES TO, TO TRY TO MAINTAIN THAT OUT WITH OUR MOWING CREW.
AND THAT TAKES IT FROM DIXIE, UH, ON BOTH SIDES OF THE, THE FREEWAY AND THE CENTER MEDIAN ALL THE WAY TO THE CALL, THE SPAGHETTI LOOP THERE WHERE IT CUTS OFF TO 3 32 GOING YEAH.
SO WE ADDED THAT INTO OUR SCOPE OF WORK.
AND LIKE CJ SAID, WE WANT TO RELOOK AT THOSE AREAS TO WHERE WE COULD TAKE SOME OLD ROAD, AN AREA THAT WE DO, WE LIKE TO BE ABLE TO TAKE THOSE AREAS RELOOK OUT TO WHERE WE CAN EITHER CONTRACT THOSE OUT WHERE SOMEBODY ELSE CAN DO THAT, UH, BETTER THAN WHAT OUR CREWS CAN PERHAPS, AND THEN WE CAN FOCUS ON THE OTHER AREAS WITHIN INNER CITY, UH, IN THE BROADER WAYS AND EASEMENTS THAT WE HAVE.
I DIDN'T KNOW THAT THEY DID THAT 3 32 AREA.
I ALWAYS THOUGHT THAT WAS THE COUNTY OR THE STATE.
YEAH, NO, THAT'S, YEAH, THAT IS US.
THAT'S, UH, YOU'LL SEE DUSTIN AND THOSE GUYS OUT THERE HUSTLING.
I DO SEE THEM OFTEN, SO, OKAY.
UH, MOVING DOWN, UH, OPERATIONAL COSTS ARE PRETTY WELL IN LINE WITH WHAT THEY, WHAT THEY ARE.
UH, MAINTENANCE WISE, WE'VE INCLUDED, UH, AND I'M GONNA HAVE TO SCROLL BACK.
I CANNOT SEE TO SAVED MY LIFE UP THERE.
SO WE DON'T HAVE A SIGNIFICANT CHANGE, UH, OTHER THAN THE EQUIPMENT.
UH, EQUIPMENT REPAIRS AND I, I, AM I THERE? YEAH.
SO WE'VE INCREASED THE AMOUNT FOR EQUIPMENT REPAIRS, BUT THAT RELATES TO BRINGING FLEET INTO FOUR 11.
UH, THE OTHER THING THAT WE'VE NOTICED THIS YEAR, AND YOU MAY NOTICE IT RIGHT HERE, IS THE INCREASE IN, UH, ELECTRIC COSTS.
OUR UTILITY COSTS HAVE GONE UP ABOUT 30%, UM, IN AGGREGATE ACROSS THE CITY OVER THE YEAR.
THAT'S WITH OUR TCAP MEMBERSHIP, THAT'S WITH OUR PROTEST.
UM, AND A LOT OF THAT RELATES TO TDU CHARGES.
THAT CENTER POINT HAS TACKED ONTO US.
WE'RE HOPING THAT THE PUC FINDING, I GUESS IT WAS LAST MONTH NOW, MM-HMM.
AND WE SHOULD START HOPEFULLY SEEING THOSE PRICES STABILIZE.
UH, AND WHO KNOWS, MAYBE IN THE DREAM WORLD, UH, CENTERPOINT STARTS TO EITHER GIVING BACK OR ACTUALLY INVESTING IN PREPARING FOR THE NEXT STORM.
SO WE'RE NOT FACING MORE TDU CHARGES OR BUSINESSES BEING OFFLINE FOR MULTIPLE WEEKS AT A TIME.
UH, WE DO INCLUDE THE GENERATOR EXPENSE, UH, FOR MAINTENANCE, UH, RADIO REPAIRS.
UH, THOSE CAME IN SUPER HANDY DURING THE EVENT.
UM, SERVICES WISE, UH, HAVE I ALREADY TOUCHED ON THIS? YES, I HAVE.
THEN LOOKING DOWN HERE UNDER SUNDRY, UH, INSURANCE, UH, AS WE'VE NOTED ALSO OUR JESUS YEAH.
UM, AND SO WE KNOW WE ARE CATCHING IT ON THE CHIN THERE.
UH, UNDER HIS CAPITAL PROGRAM FOR FOUR 11 AND QUITE HONESTLY FOUR 14, UH, WE INCLUDE, UH, A COUPLE OF DIFFERENT, WE'VE GOT ONE F THREE 50 CREW CAB, UH, AND THEN JOHN'S DEFENSE, HE ASKED FOR MORE, BUT A LOT GOT CUT.
YOU CAN SEE THE 2024 NUMBERS THERE.
UM, UH, IT INCLUDES ONE F1 F THREE 50 CREW CAB, AND THEN ONE F FIVE 50 DUMP TRUCK.
THE LOGIC BEHIND THE 5 55 50 DUMP TRUCK IS, IS A, IS BASICALLY A DUMP TRUCK THAT WE'RE GONNA USE THAT DOESN'T REQUIRE CDL TO DRIVE IT E EVEN THOUGH WE ARE GOING STEERING TOWARDS THE PROGRAM FOR WHERE WE'RE
[00:40:01]
GONNA BE WORKING IN CONJUNCTION WITH LAKE JACKSON TO GET CDL TRAINING FOR DRIVERS.BUT THIS EQUIPMENT HERE WOULD ALLOW US TO DO THE WORK WE NEED TO DO WITH DRIVERS THAT DON'T REQUIRE CDLS.
WE HAVE OUR BACK TRUCK RIGHT NOW THAT IS, WHICH, WHICH IS LIKE THAT, THAT IT DOESN'T REQUIRE CDL TO DRIVE IN TO DO THE WORK WE NEED RIGHT NOW.
THERE'S VERY FEW EQUIPMENT THAT WE HAVE OTHER THAN THE GRAD ALL AND THE DUMP TRUCKS THAT WE DO HAVE RIGHT NOW.
THOSE ONLY THINGS THAT WE HAVE THAT REQUIRE CDLS OUTSIDE OF THE GARBAGE TRUCKS AND FLATBEDS SUCH AS THAT.
AND THESE DUMP TRUCKS, THESE, THESE F FIVE 50 DUMP TRUCKS, ARE THEY GONNA BE AS LIABLE AND ARE RELIABLE AND AS USEFUL AS LIKE THE REGULAR ONES THAT DO? YES.
UM, YOU KNOW, THAT'S, WE'RE HAULING STUFF OUT FOR PUTTING COLDS IN OR, OR DITCH CLEANING OR, OR ANY OF THESE THINGS SUCH AS THAT.
THAT'S WHAT THE MOST WHAT OUR USED, UH, WE DON'T, THE DUMP TWO DUMP TRUCKS, LARGE DUMP TRUCKS WE HAVE RIGHT NOW, THEY'RE, YOU KNOW, I'M SAYING THEY'RE LARGER JUNK TRUCKS THAT HAVE BEEN ON THIS.
I'M NOT QUITE THE VAN ON THERE.
I CAN HERE, BUT, UH, IT'S JUST A SMALLER WEIGHT WISE THAT ALLOWS US TO USE IT WITHOUT HAVING TO SEE, KNOW.
AND AS JOHN SAID, WE'RE NOT HAULING, UH, TONS AND TONS OF HEAVY EARTH DEBRIS, CONCRETE, IT'S USUALLY TAILINGS, THAT KIND OF STUFF.
SO IT'S A LITTLE BIT EASIER FOR US TO HANDLE.
I TRIED TO GET 'EM TO GET A FORD MAVERICK WITH A TOW BEHIND AND HE, HE REFUSED.
SO YOU GOT A CYBER TRUCK? YEAH, CYBER.
THEY'RE ALREADY TALKING ABOUT GETTING HELMET WITH SAID MAVERICK AND ICEMAN ON IT.
UH, IN TERMS OF EQUIPMENT, CAPITAL EQUIPMENT, UH, WE ARE LOOKING AT, UH, SEVERAL, UH, ZERO.
IT'S THE ZZ TORO Z TURN ZERO RADIUS MOTOR TURN LOWER.
UH, AND IT, THE BROOM ATTACHMENT FOR THE ANGLE BROOM ATTACHMENT FOR A FRONT END LOADER SO THAT WE CAN SWEEP THE STREETS THAT WAY INSTEAD OF USING A STANDARD STREET SWEEPER.
AND THEN THE 72 INCH FLAIL MOWER, UH, AND THEN ANOTHER BACKHOE, UM, TO REPLACE THE AGING ONE THAT WE HAVE.
UH, IS IT STILL OPERATIONAL? WE HAVE ONE BACKHOE AND THE OLDER ONE WE, WE, WE HAD THREE AT ONE TIME.
ONE OF THEM IS AN OLD BACK INJURY REPLACED.
WHAT'S, DO THOSE GET AUCTIONED OFF OR WHAT'S THE PLAN WITH THOSE? YEAH, SO WHAT WE DO IS WE'LL RETIRE AND WE'LL DECLARE 'EM SURPLUS AND THEN WE'LL AUCTION 'EM OFF THROUGH EITHER GOV DEALS OR DIRECTLY TO THE PUBLIC, DEPENDING ON HOW THAT GOES.
THIS PAST YEAR, UH, WE SOLD ALMOST $26,000 OR NET $26,000 IN RESIDUAL SALES OUT OF THE, OUT OF THE OPTIONS.
SO, AND WHAT'S THE STATUS ON OUR STREET? CHEAPER? DON'T, DO WE HAVE ONE STREET SWEEP? WE USED TO, WE DON'T HAVE ONE ON ONE.
WE, WE DON'T HAVE ONE RIGHT NOW.
AND SO WHAT WE'RE TALKING ABOUT REPLACING IT WITH IS THIS ATTACHMENT GOTCHA.
UH, SO WE'RE NOT HAVING TO GET THE ACTUAL QUOTE BACK ON THE SCHWARTZ.
WHEN WE TALKED ABOUT IT, IT'S EVERY BEEN AT $230,000.
UH, IN TERMS OF EQUIPMENT REPLACEMENT OR, OR BUILDING IMPROVEMENTS, UH, WE'VE TALKED ABOUT SOME REWORK TO THE WASH RACK BUILDING ABOUT 10,000, UH, NEW AIRLINES FOR THE ELECTRICAL, NEW AIRLINES AND ELECTRICAL FOR THE SHOP.
UM, MECHANICAL SHOP BREAK ROOM AND ABOUT $10,000.
AND THEN, UH, WE PULLED, UH, SOME OF THE CATCHALL, UH, WHICH WAS AGAIN, MY TRYING TO FIGURE OUT JOHN'S LAND ITEMS WHEN I WAS SUBBING EVERYTHING OUT, BUT HE HAD BROKEN DOWN HOW TO BROKEN DOWN A LITTLE BIT BETTER FOR ME.
SO MC CAN WAIT, WHAT, WHAT WAS THAT MECHANICAL BREAK? SO THAT'S AT THE, UH, IF YOU GO TO THE SHOPS FACILITY NOW, YOU'VE GOT AN OPEN SHOP THERE.
THIS WOULD ADD BASICALLY A SMALL AREA FOR THEM TO SIT DOWN AND BREAK.
I THINK HOW, HOW, HOW MUCH DO YOU THINK THE BACKHOE WOULD ACTUALLY BE USED? WE USE BACKHOE QUITE A BIT.
I MEAN, WE USE IT, I KNOW US, I KNOW THE PARKS HAVE USED OUR BACKHOE AS WELL.
WHENEVER ANYTHING PARK, WE USE IT FOR SEVERAL JOBS, WHETHER IT'S WORKING ON WATER LEAK, WHETHER IT WORKING ON SEWER LINES OR WE'LL USE IT, THOSE SITUATIONS AS WELL.
WELL, ONLY REASON I ASK IS IS YOU KNOW, THERE ARE A LOT OF RENTAL COMPANIES IN TOWN THAT HAVE THAT KIND OF EQUIPMENT THAT MIGHT BE ABLE TO GIVE US A YEARLY LEASE CHEAPER THAN THAT, AND THEY DO THE MAINTENANCE AND THAT, THAT IS, WE DID TALK ABOUT THE OPTION IN SOME OF THESE CASES.
I KNOW WHEN WE PULLED OUT THE GARBAGE TRUCK WAS THE OPTION NEEDED THEM, THAT THAT IS AN OPTION THAT IF THEY ARE AVAILABLE WHERE YOU COULD HAVE RIPPED ONE OR WE, WE RENTED A SKI STEER HERE, UH, RECENTLY TO, TO WORK ON SOME OF THE DITCHES AND
[00:45:01]
WE EXTENDED THAT, UH, LEASE THROUGH THE STORM STORM, USE IT THERE AS WELL.UH, I DON'T HAVE WHAT THE COST ON A BACKHOE.
I KNOW SMALL, WE RIGHT NOW IS ABOUT 2,500 A MONTH.
IF, UH, YOU RENT IT BACKHOE, IF WE DID A JOB BY JOB OR USUALLY WHEN YOU GET TO A RENTAL AFTER THE FIRST TWO DAYS, YOU MIGHT AS WELL KEEP IT FOR THE WEEK.
TWO WEEKS, MIGHT A WEEK A MONTH.
THAT'S, THAT'S WHAT I'LL SAY THOUGH.
BUT YOU COULD GO TO THE DIFFERENT COMPANIES AND HAVE THEM SUBMIT PRICE, HAVE THEM SUBMIT PRICING.
THEY WILL BREAKS DOWN ON IT, THEN THEY'RE GONNA BE THE ONE FIX IT.
AND THAT'S CERTAINLY AN OPTION THAT WE CAN, YEAH, WE CAN GO BACK AND TAKE A LOOK AT WHAT THE LEASE COSTS BE.
IF IT, IF IT SAVES $20,000, IT SAVES $20,000.
HOW LOOK, 48 INCH MOWER, DO YOU NEED IT TO BE THAT SMALL? IT'S NOT VERY BIG.
48 INCH, WHAT ARE YOU TALKING ABOUT? THE, IT'S THE ZERO TURN.
THAT'S THE ZERO TURN FOR THE LOT OF MOW IMPROVEMENTS.
AND THEY, THEY USE A 48 INCH AND 60 INCH.
SOMETIMES YOU GET TO A 60 INCH IN SOME LOCATIONS YOU'RE GETTING TOO BIG WHERE IT'S TOO BIG IN SOME CASES.
BUT TYPICALLY, ACTUALLY BETWEEN OUR SIDEWALK MM-HMM.
SOME, SOME OF OUR SIDEWALK ARE NEXT TO THE STREET.
SOME OF 'EM WERE THIS FAR FROM THE STREET, SOME OF 'EM WERE THIS FAR FROM THE STREET.
I JUST KNOW WHEN I'M MOWING BY PASTURE A LITTLE BIT EXTRA WIDE.
MAKES A LOT DIFFERENCE IN TIME.
BUT IF YOU NEEDED SMALL, SMALL, HE DOESN'T LIKE MOW THE WATER ONE, BUT THE OTHER ONE YOU'RE MOWING FLAT AREA FOR A LONG DISTANCE.
60 INCH BIGGER WOULD BE BETTER.
PART OF THAT IS WITH THE FLAIL MOWERS ATTACHMENT WE CAN USE TO, TO HELP WITH SOME OF THE DITCHES WHERE THE REACH THAT CAN'T GET SOME GO BACK TO WHAT YOU SAID WITH REGARDS TO THE BACKHOE.
THE RENTAL OF THE EQUIPMENT IS AN OPTION.
WE'VE TALKED TO, UH, COMPANIES ABOUT RENT AND LARGER PIECES OF EQUIPMENT LIKE TRACK HOME BECAUSE SOME OF THE YEARS WE HAVE LIKE BUMP ROADS FOR INSTANCE.
THE REACH THAT WE'VE GOT, THE GREAT ALL WE HAVE AS BIG AS IT IS, WE CAN'T REACH TO THE OTHER SIDE DITCH.
AND SO THAT PUTS US TO WHERE WE'RE HAVING TO GET INTO THE DITCH WITH EQUIPMENT HARD GET INTO THE DITCH TO WORK OTHER SIDE OF THE, WITH THE DEGRADE ALL AS BIG AS IT IS, WHEN YOU EXTEND THIS LENGTH OUT, YOU'RE NOT BREACH YOU NEED TO REACH.
SO OTHERWISE YOU, YOU'RE THEN LOOKING AT HAVING TO RENT SOMETHING LIKE A TRACK CALLED A TRACK CALLED MONTHLY RENTAL.
BUT IF YOU KEEP IT, YOU GET THE WORK DONE, WHETHER COOPERATING YOU COULD WIPE IT ALL OUT AND DO THAT.
SO THAT, YEAH, THAT'S WHAT I SAY.
TRACK, TRACK HOMES AREN'T CHEAP, BUT THE BACKHOES ARE, ARE NOT THAT FAR.
NOT OUTTA LINE WITH OTHER PIECES OF EQUIPMENT TO THAT SIZE.
OR THEY MIGHT ON A BACKHOE OPTION TO LOOK AT WITH REGARDS TO, YEAH.
THE ONLY THING ONE, LIKE I SAID, ONE OF THE REASONS THAT I SUGGESTED IS, IS STRICTLY THE MAINTENANCE END.
THOSE, YOU KNOW, OUR MECHANICS DON'T HAVE TO WORK ON IT.
BECAUSE IF IT BROKE DOWN IN THE MIDDLE OF A JOB, THEY'RE GONNA COME GET IT AND BRING YOU ANOTHER ONE.
YOU'RE GONNA HAVE TO WORRY ABOUT WE CAN'T FINISH THE JOB BECAUSE OUR EQUIPMENT FROM IT'S A GREAT IDEA.
NO, IT IT, WE'LL DEFINITELY TAKE IT WORTH INVESTIGATING BEFORE, BEFORE WE TAKE A VOTE
AND SOMETIMES MORE EFFICIENT EQUIPMENT CASE FOR ITSELF WITH REDUCED LABOR BECAUSE LABOR IS SO EXPENSIVE.
IT'S, UH, ANY QUESTIONS ON FOUR 11 MAY MOVE DOWN TO SOLID WASTE AND HERE WE'RE EXPECTING AN EXPENDITURE OF JUST OVER 1.6.
UH, IN TERMS OF SUPPLIES, MAINTENANCE, THOSE COSTS ARE BASICALLY WHAT THEY ARE.
YOU WILL NOTE THAT WE DO HAVE, WE INCREASED THE, UH, WE'RE PROPOSING A GUESSTIMATE ON, UH, MAINTENANCE COST OF ABOUT $160,000 A YEAR PLACED BASED ON PRIOR EXPERIENCE THIS YEAR.
THIS NUMBER PROJECTS A LITTLE BIT HIGHER.
UH, THAT'S BASED ON A FOUR MONTH OR FIVE MONTH EXPERIENCE NUMBER.
THE NUMBER ACTUALLY COMES DOWN A LITTLE BIT CLOSER IN LINE TO ONE 70.
SO WE THINK THE 1 59 IS PROBABLY SAFE.
UH, LOOKING AT SERVICES, OUR DEAR FRIENDS AT, UH, THE LANDFILL HAVE INFORMED US THAT OUR RATES ARE GOING UP SIGNIFICANTLY AGAIN.
AND, UM, THAT CONTRACT IS COMING UP PRETTY SOON.
[00:50:01]
IN TALKS WITH OUR PARTNERS AT THE CITY OF LAKE JACKSON ABOUT HOW TO APPROACH THAT BECAUSE BETWEEN THIS COST INCREASE AND EVERYTHING ELSE, THE SHUTTERING OF THE UNILATERAL CLOSING OF THE LANDFILL AT A NO NOTICE, UH, OTHER OPERATIONAL ISSUES, UH, WE THINK WE NEED TO RENEGOTIATE THAT.OR WHENEVER WE DO NEGOTIATE THAT IT NEEDS TO CHANGE, THE RELATIONSHIP NEEDS TO CHANGE.
IT'S THE CITIES OWN THAT LANDFILL, UH, BUT WE'RE TREATED LIKE SECOND CLASS CITIZENS A LOT OF THE TIME, ESPECIALLY NOW THAT THE STORM'S ON AND TRYING TO GET THEM TO TAKE SOME WHAT SHOULD BE TAKE, WHAT SHOULD BE, UH, DEBRIS.
SO ANYWAY, IT OUGHT TO BE, IT OUGHT TO BE DECREASING THE SYSTEM.
THEY COST US MONEY TO HAVE TO TAKE IT SOMEWHERE ELSE WHEN THEY COULDN'T PROVIDE THE SERVICE THAT WE WERE PAID IT FOR.
SO I'M, I'M, THERE'S A FIVE LETTER, FOUR LETTER WORD FOR HOW I FEEL ABOUT THAT PROVIDER.
SO, UM, WE HAVE OUR ATTORNEY TALK TO HIM.
HE'S, YEAH, WELL, HE'S GETTING READY TO TALK TO HIM ABOUT A BUNCH OF STUFF.
UM, SO
UH, WE ANTICIPATE THAT AT ABOUT $187,000, UH, TYPICALLY, UH, HIRING FOLKS TO TAKE ON THOSE ROLES PERMANENTLY FULL TIME IS PROBLEMATIC, UM, BECAUSE NOBODY REALLY LIKES THAT WORK.
AND SO IT'S A, IT'S A VERY TRANSIENT THING.
UH, BUT WE DO HAVE THAT BUILT IN AND ARE DO PRETTY WELL WITH THE STAFF THAT WE HAVE, UH, THERE FROM THE TEMP AGENCY.
UM, IN TERMS OF SUNDRY, UH, THOSE COSTS ARE PRETTY MUCH THE SAME.
YOU CAN SEE WHAT THE INSURANCE IS RUNNING US NOW.
UH, AND THEN WE CONTINUED TO BUY THE BAGS IN BULK.
UH, WE ARE LOOKING AT ABOUT A HUNDRED AND $150,000 WITH THIS YEAR.
WE ANTICIPATED EXPANDING ABOUT 80, UM, AND THEN GOING DOWN TO CAPITAL OUTLAY, UH, THEY HAD REQUESTED A REAR LOAD TRUCK.
WE GOT A SIDE LOADER, SIDE LOADER LAST YEAR.
WE'RE STILL WAITING FOR DELIVERING.
SO, UH, THAT HAS BEEN REMOVED FROM, FROM THIS YEAR'S ASK.
HOW DID THAT FALL BACK IN THERE BETWEEN SAVES? HUH? INTERESTING.
IT JUST KEEPS COMING UP LIKE A BAD PENNY.
I SHOOT, I'M GONNA REMOVE IT,
I KNOW IT WAS REMOVED EARLIER.
YEAH, IT'S BEEN REMOVED EVERY TIME I'VE EDITED THE BUDGET.
YEAH, THAT WAS THE RELOADED THAT WAS COMING OUT.
UH, WE DID IN INCLUDE, INCLUDE, UH, I, I LEFT YOUR F-150 IN THERE FOR YOU.
UM, I TRIED TO GET 'EM TO GET A MAVERICK, BUT IT FELT LIKE IT, THEY NEEDED SOMETHING A LITTLE BIT MORE STURDY, ALTHOUGH I LIKE YOUR IDEA ABOUT GETTING THE, UH, THE SUPER TRUCK FROM A CYBER TRUCK.
AIN'T THAT ONE, LIKE DOUBLE THE PRICE.
AND WE DID ALSO, UH, INCLUDE A 28, UH, A 78 INCH SKID GRAPPLE TO HELP US, UH, IN PULLING STUFF, UH, OUT OF DITCHES IN, IN OTHER PLACES.
UM, ANY QUESTIONS ABOUT SOLID WASTE? I'M GONNA JUMP OVER NOW TO IF I CAN.
HOW DO I GET, DID YOU SAVE IT? IT SAVES, ALLEGEDLY.
SO, UH, BUT WE'LL GO, WHEN WE DO OUR EDIT TOMORROW, OUR, OUR AFTER ACTION REPORT, WE WILL MAKE SURE THAT THAT IS GONE.
UM, THAT IS SO BIZARRE, I THINK KEEPS POPPING IN THERE.
UM, WE'RE GONNA MOVE DOWN TO SIDEWALK.
OH, ACTUALLY LET'S MOVE TO ENTERPRISE FUND AND THEN WE'LL MOVE TO SIDEWALK STREETS AND DRAINAGE.
UH, AS STATED, WE ANTICIPATE, AND YOU WILL NOTICE THAT, UH, BASED ON PROJECTED REVENUE, UH, DECLINE IN REVENUE, WE'D HAVE A DROUGHT GOING ON, WHICH WAS REALLY PUSHING OUR WATER BILLS, UH, FOR A FEW MONTHS.
SO, UH, THIS IS BASED ON NORMAL U NORMAL AVERAGE USAGE AND DOES INCLUDE JEFF, YOU WEREN'T HERE FOR MY DISCUSSION ABOUT REVENUE.
IT INCLUDES A REDUCED, UH, TOTAL INCREASE OF 9% OF WHICH WILL YIELD 4% ON THE WATER RATE.
UM, THE CITY OF LAKE JACKSON IS GOING UP 16%.
SO, UH, WE'VE TRIED TO BALANCE RATE INCREASES GARBAGE.
WE HAD ORIGINALLY BUILT IN A FIVE POINT HALF PERCENT INCREASE.
WE DIALED THAT BACK TO THREE AND A HALF.
UH, THAT STILL SHOULD MEET OUR NEEDS, BUT OUR GOAL IS TO NOT PRICE OURSELVES SO MUCH THAT WE'RE GONNA BE KILLING OUR RESIDENTS HERE ARE ALREADY FACING SIGNIFICANT ECONOMIC DISTRESS AS
[00:55:01]
RELATED TO THE STORM.SO WE'VE GOT A LOT OF FOLKS WHO DON'T HAVE INSURANCE, DON'T HAVE ENOUGH INSURANCE, AND WE WE'RE COGNIZANT OF THAT.
SO WE'RE TRYING TO DOWN BACK OUR FEES AS AS WE'RE ABLE TO.
IT'D BE GREAT TO BE ABLE TO GET SOME KIND OF WATER MANAGEMENT CLASSES GOING.
I COME IN SOME WATER MANAGEMENT CLASSES WOULD BE GREAT.
YEAH, WE CAN, UH, WE CAN TRY AND DO SOME MORE EDUCATION THERE.
THE OTHER THING THAT WE ARE LOOKING AT, UH, JUST ON THE BACKSIDE OF THAT, WHEN WE DID THE AUTOMATED METER SYSTEM, WE DID NOT INCLUDE THE CUSTOMER PORTAL COMPONENT FOR WHATEVER REASON I'M SURE IT WAS CAUSED, THAT PROVIDED THAT KIND OF WATER EDUCATION AND INSTANTANEOUS FEEDBACK.
SO YOU COULD LOG IN AND WATCH WHAT YOUR ACTUAL METER'S DOING 24 HOURS A DAY, SEVEN DAYS A WEEK.
UH, IN ORDER FOR US TO ADD THAT ON THE CURRENT SYSTEM IS, UH, THREE SIX FIGURES.
UM, BUT WHERE WE'RE AT RIGHT NOW IN THE LIFESPAN OF THIS SYSTEM, WE'RE EIGHT YEARS INTO THIS INSTALLATION, UH, WE SHOULD BE NETTING ABOUT 95% READ OFF OF 'EM.
AND BEFORE THE STORM WE WERE GETTING, UH, 85, 80, 80, 80 5%.
AND AFTER THE STORM WE'RE GETTING ABOUT 70.
SO WE'RE HAVING TO DO A LOT OF MANUAL READ, A LOT OF FOLLOW UP THAT WE WOULD SHOULDN'T BE, HAVE TO, SHOULD NOT HAVE TO BE DOING WITH THIS SYSTEM.
UH, I DON'T KNOW WHETHER IT'S SUBPAR EQUIPMENT OR THE TOPOGRAPHY, WHICH WE DON'T REALLY HAVE ANY TOPOGRAPHY OR WHAT'S GOING ON.
UH, BUT WE NEED TO BE THINKING ABOUT LONG TERM.
WE'RE SPENDING ALMOST, I'D SAY 80% OF WHAT WE WERE SPENDING BEFORE ON REREAD OR ON LABOR FOR READING NOW THAT WHAT WE WERE SPENDING IN 2016 BEFORE WE INITIATED THIS PROJECT.
AND SO AT SOME POINT WE'RE GONNA HIT THAT TIPPING POINT WHERE IT'S GONNA BE EITHER GO BACK OR GO FORWARD INTO A NEW SYSTEM.
AND SO, UH, WE NEED TO BE COGNIZANT OF THAT AS WELL.
UH, WHILE WE'RE SPEAKING OF WATER, I GOT A, I GOT A DUMB QUESTION, BUT I KNOW THAT THERE IS A MANDATE THAT PEOPLE REPLACE THE WATER LINES.
THE LEAD COPPER RULE, WHICH, UH, BY OCTOBER 24TH WE HAD, WE HAD TO HAVE A LIST INTO THE EPA WITH A LISTING OF ALL OF OUR SERVICE LINES.
UH, OUR LINES GOING FROM THE MAIN TO THE METER AND THEN FROM THE METER TO THE HOUSE.
UH, IDENTIFYING THOSE LINES, WHETHER THEY'RE GALVANIZED AND ALL THAT.
COPPER, NO LEAD PLASTIC DC OR UNKNOWN.
AND THIS REPORT, UH, IT'S A, IT'S A LENGTHY REPORT, BUT IT REQUIRES YOU TO DO ALL THE INSPECTIONS ON ALL THE LINE DEADLINE TO GET IT SUBMITTED IS OCTOBER 24TH.
WE'RE RIGHT NOW ABOUT 96% COMPLETE WITH IT.
WHAT'S LEFT REALLY RIGHT NOW IS JUST TAKING THE INFORMATION AND COMPILING IT ALL TOGETHER WHERE THERE'S SOME FORMS THAT THEY WANT THE PUBLIC TO BE ABLE TO GO ONLINE AND ACTUALLY SEE WHAT THEIR LINE IS.
WHAT WE INVESTIGATED, WHAT WE DID WAS WE WENT OUT THERE AND PHYSICALLY ACTUALLY WENT OUT AND CHECKED.
THERE WAS METHODS HEADING THAT YOU USED TO, TO DETERMINE WHAT KIND OF LINE THAT WAS.
UH, YOU CAN GO IN THE METER BOX AND YOU, IF YOU UNCOVER OUR SIDE, SEE WHAT THE LINE IS, COVER THEIR SIDE, SEE WHAT THE LINE IS, AND THEN YOU, YOU IDENTIFY THAT BY THE CHOICES YOU HAVE.
AND THEN YOU GO UP BY THE HOUSE OR SEE WHAT'S COMING OUTTA GROUND OR UNCOVER IT, THE EXCAVATION VISUAL, AND YOU RECORD ALL THIS INFORMATION ON THE SPREADSHEET.
AND, AND THEN FROM THAT YOU DETERMINE WHAT YOUR LINE IS, WHAT THEIR LINE IS, AND WHETHER IT'S NOT BE REQUIRED, BE REPLACED.
THERE'S NOT ANY, THERE HAS NOT BEEN A DECISION MADE ON A REPLACEMENT BILL.
RIGHT NOW IT'S, THE DEADLINE IS ONLY FOR IDENTIFYING WHAT THOSE LINES.
THAT'S MY MAIN QUESTION IS IF THAT'S, THAT'S SOMETHING ELSE THAT THE HOMEOWNERS ARE GONNA HAVE TO PRETTY QUICK.
IT COULD IN TURN THAT, THAT IF THEY, IF THEY HAVE A LINE THAT IS, UH, UH, LEAD OR COPPER OR HAD COPPER, MOST OF OUR, WHERE WE HAVE COPPER, IT'S FLARED.
AND 1988, THEY CHANGED THAT RULE WHERE YOU COULDN'T USE LEAD BASE SOLAR IN, IN THE, SOME THESE HOUSES, THESE OLDER HOUSES PRIOR TO 88.
AND THIS WE PREPARED WAS, WE WENT BACK AND BASICALLY IDENTIFIED EVERY HOUSE AREA CERTIFIED.
WE HAD WENT BACK, LOOKED AT THE CA ON THE DISTRICT, GOT THE AGE OF THE HOUSE.
SO I'VE GOT THE AGE OF THE HOUSE ON ALL THESE LISTINGS, HAD DIFFERENT STAFF.
ONE, ONE INDIVIDUAL TOOK IT ON AS A, AS A PROJECT.
AND HE SPENT MOST EVERY DAY GOING OUT THERE AND VISUALLY CHECKING THESE, TURNING THE SHEETS IN.
SO WE'VE GOT RECORDS OF ALL THE INFORMATION THEY DID, AND THAT INFORMATION WAS TRANSFERRED ON THE SHEET SO THAT THAT WILL BE SENT IN HOPEFULLY WITHIN THE NEXT 30 DAYS.
[01:00:01]
A LITTLE BIT TO COMPLETE, BUT THEY HAVEN'T MANDATED WHEN IT WILL HAVE TO BE DONE.NO, THERE'S, THERE'S BEEN NO, NOT UNTIL AFTER THEY SUBMITTED TO 'EM AND THEN FROM THAT AND THEY DO THEIR REVIEW.
AND THEN AT THAT POINT THEY WILL PROBABLY SET A TIMEFRAME WHEN THOSE LINES WOULD'VE TO BE REPLACED.
BUT I WOULD NOTE, HOW MANY DO WE HAVE? I MEAN, LESS THAN 30.
YOU, MOST OF WHERE WE HAVE COPPER IS MOED IS, IS, UH, USUALLY COPPER LINES, GALVANIZED LINES.
WE HAVE A LOT, WE, SOME OF THE, UH, THE ORDER HOUSES ARE STILL HAVE GALVANIZED LINES IN THEM.
BUT THE, THE LINES THAT WE HAVE COMING FROM OUR MAIN TO THE, THE METER LOCATION IS FLARED COPPER.
THE ONLY PLACE I KNOW THERE MIGHT BE SOME SOLID COPPER IS, IS OVERALL FROM DIXIE AND IT'S, UH, BUSINESS, BUT IT'S A TWO INCH.
USUALLY THEY'RE LOOKING FOR ANYTHING OVER TWO INCHES OR TWO INCH OR ABOVE.
IT'S USUALLY ANYTHING BELOW THAT RESIDENTIAL, LIKE I SAID, I WAS JUST CURIOUS ABOUT IF, IF THERE HAD BEEN A MANDATE ABOUT WHEN IT WAS GONNA HAVE TO BE DONE, IF THAT'S SOMETHING ELSE THAT THE, OUR CUSTOMERS ARE GONNA HAVE TO DEAL WITH NEXT WEEK OR NEXT MONTH.
IT WON'T BE DETERMINED UNTIL AFTER EVERYTHING SUBMITTED.
AND SET A DATE TIMEFRAME THEN GOING FORWARD.
UH, REVENUE, UH, ON THE WATER SIDE AGAIN, I TALKED ABOUT THE INCREASES THAT WE WERE SEEING THERE ARE ANTICIPATING, LET GET BACK OVER HERE.
WHAT KIND OF INCREASE ARE THE CITIZENS GONNA SEE? SO, UH, LET ME, I CAN'T SHARE WITH YOU, HOLD ON.
I'LL PULL THE SHEET UP REAL QUICK.
IS IT 3% OR WHAT WAS IT? UH, SO THE A THE AGGREGATE, UH, PERCENTAGE INCREASE IS, UH, 6.9% IS WHAT THEY'LL SEE.
SO THEIR BILL WILL GO FROM BASICALLY AN INCREASE OF ABOUT $7, $7 AND 20 CENTS PER MONTH IF THEY USE THE AVERAGE USAGE.
AND OF THAT INCREASE, UH, YOU'VE GOT, SO LET'S SAY THE AVERAGE BILL TYPICALLY SPEAKING IS, UH, ON THE WATER SIDE WOULD BE 33 63 UP FROM 30.
OH, YOU GOTTA REMEMBER IT STACKS.
YOU'VE GOT YOUR WATER, YOUR WASTEWATER, YOUR SOLID WASTE.
SO YOUR AVERAGE BILL GOES FROM, IN AGGREGATE FROM 87 62 TO 94 14 IS WHAT YOUR AVERAGE BILL WILL RUN, UH, OF THAT AMOUNT.
THE CITY WILL SEE $74 AND 36 CENTS.
I'M SORRY, THE CITY WILL NOT SEE $74.
THE CITY SEES 4% BASICALLY OF THAT.
SO OUR RESIDUAL INCOME ON A STANDARD WATER BILL, UH, $20 GOES TO BWA AND $14 COMES TO US ON THE SEWER.
UH, OF COURSE WE GET TO KEEP THAT.
AND THEN THE, UH, SOLID WASTE IS ALL OURS.
THIS IS NOT THE RIGHT TIME FOR ME.
JUST A QUICK, DID WE EVER COME UP WITH A PLAN ON THESE, UH, DUMPSTERS, THE FEES FOR THE FOLKS THAT RENT THESE DUMPSTERS FROM OTHER PEOPLE AT ONE TIME YOU WERE WORKING ON THAT.
SO WE'VE, UH, SENT A C OR A DEMAND LETTER TO, UH, WASTE CONNECTIONS ON THE ONES THAT ARE IN THEIR NETWORK.
WASTE WASTE MANAGEMENT, I WILL SAY IS PAYING THEIR FEES AND PAYING THEIR, THEIR FRANCHISE FEES AS THEY'RE DUE WASTE CONNECTIONS, UH, BASICALLY HAS SNUBBED OUR LETTERS.
AND AT THIS POINT, I THINK I DEFER TO COUNCIL TO EXPLAIN WHAT THE NEXT STEP IS, BUT THAT'S OKAY.
I DON'T WANNA SLOW US DOWN, REMEMBER? BUT YEAH, WE ARE, WE HAVE, WE'VE, UH, EXHAUSTED THE NICE WAY AND WE WON'T HAVE, WE'LL HAVE TO GO THE HARD WAY.
I JUST SEE DUMPSTERS SITTING AROUND.
I NOTICED SPRINT'S GOT SO SPRINT SUBS TO WASTE CONNECTIONS.
AND SO THAT THEY'RE, UH, I THINK THEY'RE SHORTING US ON SOME MONEY.
THEY'RE DEFINITELY SHORTING US SOME MONEY.
AND THE PROBLEM IS, IS THEY'RE USING OUR ROADS WELL.
THEY'RE NOT ONLY USING OUR ROADS, BUT THEY'RE UNDER, UNDER ORDINANCE.
THEY'RE SUPPOSED TO BE PAYING US A FRANCHISE FEE AND HAVE NOT.
AND SO THAT'S WHAT WE'VE, WE, WE'VE BEEN TRYING TO ASCERTAIN AND GET A, AN EXACT SENTENCE ON HOW MUCH WE'RE ACTUALLY OWED SO WE CAN ACTUALLY GO AFTER 'EM.
'CAUSE THIS IS NOT A SHORT TERM PROBLEM.
THIS HAS BEEN GOING ON SINCE 2009.
WHO KNOWS? MAYBE WE COULD ALSO, SOUNDS LIKE YOU GOT ANOTHER JOB.
YEAH, WE ALREADY GOT THAT ONE.
YEAH, WE'VE GOT THAT ONE IN THE PIPE.
SO, UM, UH, AND I LOST TRACK OF WHERE I WAS.
UH, THAT'S THE STORY OF MY LIFE HERE LATELY.
UH, THEY KEEP SCREAMING SQUIRREL AND I JUST KEEP TURNING AND LOOKING.
UH, YOU, YOU WERE JUST EXPLAINING, RIGHT? OH YEAH, I'M SORRY.
SO THE AVERAGE BILL OF $7, UH, AND THAT'S WHERE WHEREABOUT WE STAND.
SO WE'RE GOING FROM BASICALLY 87 62 TO 94 14.
UM, AND THAT COMES TO A 6.9% AGGREGATE
[01:05:01]
INCREASE.UM, IT SHOWS 9% WHEN YOU FACTOR IN ALL OF THE BUSINESS, INDUSTRY AND MULTIFAMILY, BECAUSE WE HAVE THE SAME RATE, WHICH IS SOMETHING I'VE ALSO NEVER REALLY FIGURED OUT.
MULTIFAMILY, COMMERCIAL, INDUSTRIAL, EVERYBODY HAS THE SAME, SAME BASE RATE AS SINGLE FAMILY.
WE TRY AND BRACKET IT OUT FOR THE BILLING PURPOSES AND TO FIGURE OUT WHAT THOSE BILLS ARE.
UH, BUT THAT'S SOMETHING THAT WHEN WE HAVE A RATE STUDY COME BACK TO US, IS ONE OF THE THINGS WE'VE ASKED THEM TO TAKE A LOOK AT.
SO IN TERMS OF EXPENDITURES, WE'LL COME DOWN HERE TO OPERATIONS.
'CAUSE THAT'S THE BULK OF THE MATTER.
UH, WE HAVE OUR SALARY OFFSET AND ALLOCATION, WHICH, UH, IS ABOUT ONE POINT, UH, FOUR WITH YOU ONCE YOU INCLUDE BENEFITS.
SUPPLIES ARE PRETTY WELL, UH, IN LINE WITH WHAT THEY HAVE BEEN TIME FOR, INFLATION, CHEMICALS, UNIFORMS. I WILL SAY JOHN, UH, AND HIS TEAM HAVE COME UP WITH A PRETTY COOL PROCESS FOR UNIFORMS, WHICH HAS SAVED US THOUSANDS OF DOLLARS.
PROBABLY $30,000 IN THE LAST YEAR.
SO, UH, WE'RE REALLY EXCITED ABOUT THAT.
UM, THEY, THEY WERE BURLAP AND, NO, I'M JUST KIDDING.
UH, WE'VE, WE'VE FIGURED OUT THAT OUTSOURCING WASN'T SAVING US MONEY.
WE'VE BROUGHT IT BASICALLY IN HOUSE, AND IT MADE IT MORE FLEXIBLE.
AND I THINK EVERYBODY'S HAPPIER WITH IT.
EVERYBODY SEEMED TO BE HAPPY WITH IT, AND THEY WASH THEIR OWN ANYWAYS.
WE WERE PAYING FOR EVERYTHING WE WEREN'T USING.
AND IN IT WAS AVERAGE AROUND, UH, EASILY CLOSE TO THREE TO 500 A MONTH A WEEK FOR UNIFORM SERVICE.
WHERE NOW WE, WE'VE PURCHASED THE SHIRTS AND THEN WE TAKE THEM DOWN, HAVE CITY EQUIP LOGO AND THEIR NAMES PUT ON.
AND I SAID, WE'VE REDUCED THE COST.
UM, I MEAN, IT'S, UH, 30,000 TO BE PROBABLY CONSERVATIVE IN SOME WAY, BUT IT'S, IT'S BECAUSE WE NOT HAVE TO BUY ANYMORE.
YOU KEEP TRACK OF WHO'S AND BACK LOT AND THEY'RE JUST AS GOOD.
WHAT WERE WE USING BEFORE? IT WAS JUST A COMPANY? WE WERE USING A CONTRACT FIRM.
WE HAD SENT THIS AND THEN WE HAD SOMEBODY ELSE AFTER THEM.
THEN WE REBI, WE REBI, GK GOT THE BID AND SENT THIS, BOUGHT GK, GK.
SO WE SENT, SENT TO US RIGHT BACK IN THE SAME BOAT.
I SAID, THEN WE OFFER AN ALLOWANCE FOR THE PANTS ONCE A YEAR.
AND SO THAT'S, I SAID, THAT'S WORKED AS WELL.
UH, AGAIN, TALKING ABOUT THE ELECTRICAL, UH, WE'RE SEEING A BASICALLY A 30% RATE INCREASE ACROSS THE BOARD, UH, BASED ON EXPERIENCE.
SERVICES, UH, CONTRACT SERVICES WHEN WE GET DOWN HERE, BASICALLY IS LABOR TESTING, UH, STANDARD.
THE MASSEUSE, THE MASSAGE THERAPY.
UM, AND THEN WE GET DOWN TO, INTO SUNDRY.
UH, OR ACTUALLY LET'S TALK ABOUT CAPITAL EXPENDITURE AND CAPITAL LA 'CAUSE THIS IS WHERE THE RUBBER MEETS THE ROAD IN TERMS OF WHAT'S GONNA HAPPEN THIS NEXT YEAR.
UH, WE INCLUDED, UH, BUILDINGS AND GROUNDS, UH, NEW CONTROL ROOM AT GROUND STORAGE, UH, GROUND STORAGE, UNDERGROUND ELECTRICAL UPGRADES.
UH, IF YOU'VE LOOKED AT THE WIRING OVER THERE, IT'S, UH, AN ADVENTURE.
WE'RE, LOOK, WE'RE LOOKING AT, UH, TOLD THIS BEFORE.
WE'RE TAKING, WE HAVE THREE BOOSTER PUMPS OVER THERE RIGHT NOW.
WE HAVE TWO 1000 GALLON MINUTE PUMPS AND ONE 2000.
WE'RE GONNA TAKE THAT ONE, 2000 AND PUT IN TWO 1000 GALLON PERMIT.
WE HAD TO USE SOME FOUR PUMPS AS OPPOSED TO THREE.
WE CAN'T GO ANY LOWER IN THE GALLONS PERMIT MINUTE BECAUSE OUR, OUR, OUR SYSTEM IS SET UP BASED OFF OF 4,000 GALLON HAD.
SO WE'RE GONNA TAKE THE ONE, 2000, TWO 1000 IN CONTROL ROOM IS ANOTHER CONTROL ROOM.
UH, WE WANT REDO THAT CONTROL ROOM, SINCE WE'RE GETTING A NEW GENERATOR OVER THERE AS WELL.
WE WANNA CENTRALIZE THE CONTROL ROOM CLOSER TO THE AREA WHERE THE BOOSTER PUMPS ARE, WHICH IS ACTUALLY SUPPLY COMES IN FROM THE PROVIDER, AND THEN REROUTE THE WIRING USING THE EXISTING CONDUIT BACK OVER THE NEW, UH, THE GENERATOR SET.
SO WE NEED TO UPGRADE THAT SYSTEM.
UH, THERE, IT HAD THAT PORTION OF THERE HAS NOT BEEN UPGRADED, UH, IN YEARS, AND IT REALLY NEEDS TO BE UPGRADED.
PLUS IT GETS US IN, IN THE ONE CONTROL ROOM WE HAVE, WE HAVE A WELL THAT IS OFFSET FROM THIS BUILDING.
AND IN THE ONE CORNER, IT'S LIKE A LITTLE, I WANNA SAY THREE BY SIX ROOM THAT HAS
[01:10:01]
THE CHLORINE TANK SET IN IT, THAT THE INJECTION PUMP FOR THAT WELL GOES IN.WELL, THAT IS ACTUALLY TIED INTO THE SAME BUILDING, SMALL BUILDING WHERE, WHERE THE CONTROLS ARE.
AND, UH, WE HAD A SITUATION HERE, UH, COUPLE MONTHS AGO, A COUPLE MONTHS AGO, WHERE WE HAD A CHLORINE LEAK INSIDE THAT LITTLE ROOM.
WELL, WHEN THE CHLORINE LEAKS OUT AND IT GETS ALL THOSE ELECTRICAL COMPONENTS AND JUST, UH, CORRODES THEM AND CORRODES THEM REAL QUICK.
SO WE END UP LOSING SOME DRIVES ON OUR, OUR WATER SIDE OF IT BECAUSE IT CORRODED ALL THE ELECTRICAL COMPONENTS IN THAT ROOM.
SO IDEALLY, WE LIKE TO SEPARATE THOSE ROOMS TO, WE DON'T HAVE THAT CORRING ROOM IN THE SAME ROOM OR SAME BUILDING.
IT, IT, IT WASN'T EVEN THE SAME.
IT'S IN THE SAME BUILDING SEPARATED BY WALLS, BUT IT'S STILL INFILTRATED THE WALL AND GOT INTO THE CONTROL ROOM.
SO WE WERE HAVING TO DO A LOT OF REPAIRS IN THERE FOR THAT.
SO IT ALSO GIVES US A LITTLE TO GET THAT OUT THERE, GET IT TO WHERE IT SEPARATED.
BUT THE GUY THAT OPENED THAT DOOR GOT A SURPRISE TOO.
HE WAS ACTUALLY IN THE PROCESS OF, OF CHANGING THE, UH, UH, THE BOTTLE OUT.
AND WHEN HE TURNED THE BOTTLE OFF, IT DIDN'T SHUT OFF.
SO WHENEVER HE WAS DISCONNECTING THE COORDINATOR, IT STARTED EMITTING POURING.
SO HE WAS, HE GOT OUT THERE QUICK.
WE HAD TO END UP PUTTING OUR, UH, AIR PACKS ON HIM, GO IN THERE AND GET IT TURNED OFF.
THEY WENT IN THERE TO ASSIST US WITH, UH, GETTING THE CHLOR BOTTLE OFF.
IT DIDN'T SHUT OFF ALL THE WAY.
IT WAS TURNED OFF, BUT IT WASN'T, IT DIDN'T SEAL OFF ALL THE WAY.
SO THIS HERE WOULD GIVE US, GET, GET THAT OUT OF THERE AND, AND HOPEFULLY ELIMINATE THAT FROM CAUSING ISSUE.
UH, IN TERMS OF CAPITAL EQUIPMENT, UH, WE, UH, LOOKED AT A DITCH WITCH WITH A HYDRO EXCAVATOR, UM, AND THEN A TOWER LIGHT PULLED BEHIND.
WE WERE ABLE TO, UH, TO DO THAT ON SITE.
UM, WELL IN PRODUCTION LINES, UH, WE WERE LOOKING AT THE GENERATOR PROJECT, WHICH HAS ONLY BEEN GOING ON SINCE 2020, IF I'M NOT MISTAKEN.
UH, HOPEFULLY FINALLY, UH, COMING TO AN END.
AND THEN JOHN MENTIONED THE TWO BOOSTER PUMPS, UH, THAT WILL BE GOING IN THERE.
UH, THEN WE HAVE OUR STANDARD WATERLINE EXTENSION WORK THAT WE BUDGET FOR ABOUT THE SAME AMOUNT EVERY YEAR.
UH, LEAD AND COPPER ID, WE'VE FINISHED, OR AS JOHN REPORTED, WE'VE JUST ABOUT COMPLETED.
UH, AND THEN SEWER LINE REPLACEMENT, AS WE NOTED EARLIER IN THE EARLIER DISCUSSION.
UH, THE, UH, THE, UH, SEWER LINE REPLACEMENT AT, UH, RYAN SUBDIVISION, RYAN SUB, THANK YOU SO MUCH.
I DON'T KNOW, IT'S BEEN A LONG WEEK.
RYAN SUBDIVISION, UH, THE PLANTATION TRUNK REPLACEMENT.
UH, AND THEN ALSO EMERGENCY PROJECTS REPAIRS, UH, AND THEN OUR STANDARD RESIDENTIAL, THE, THE SEWER LINE IS WHAT USUALLY DEGRADES THE FASTEST BECAUSE OF ALL THE STUFF THAT GOES DOWN IT AND GETS GENERATED BY THE MIXING CHEMICALS THAT GO DOWN IT.
UH, SO, BUT WE'RE IN PRETTY TOUGH SHAPE.
DO YOU WANNA KINDA EXPLAIN THE, THE PLANTATION TRUNK, UM, IF WE'RE GONNA ADD ANYTHING TO THIS BUDGET, A MOSQUITO TRUCK AND A DRIVER.
THE PLANTATION, UH, TRUNK LINE THAT WE'RE REFERRING TO IS SORT OF FOLLOW ME ON THIS SOLAR SIDE OF TOWN HERE ON, ON THAT SIDE OF MAIN STREET.
AND THEN THE AREAS OF COBB AND HEAT AND ALL, ALL THAT AREA THERE IS GRAVITY FED AND ALL GRAVITY FEEDS DOWN SHANKS WHERE IT ENDS UP ON PLANTATION AND IT GOES DOWN PLANTATION WHERE IT CROSSES TO A B, THEN IT GOES STRAIGHT OVER TO A MANHOLE THERE IN THE BACK OF WASHINGTON.
I STOPPED THERE BECAUSE THEN WHAT YOU'VE GOT IS YOU GOT BUMP ROAD, THIS STATION, WHICH IS OVER HERE OFF OF PLANTATION BEHIND YOU, UNITED RAIL THAT TAKES IN EVERYTHING FROM DIXIE ALL UP IN LAKE BEND.
ALL THIS AREA HERE, ALL THAT GOES TO THAT LIFT STATION WHERE IT SENDS IT DOWN A LINE THAT GOES BEYOND THE DREAM CENTER, CROSS OVER BY HUMAN G AND THEN ENDS UP IN THE KOALA WASH INTO THE SAME MANHOLE THAT EVERYTHING OVER HERE ENDS UP.
IT GOES TO THE RIGHT THERE BEFORE THE TRACK WHERE IT THEN CROSSES OVER AND MAKES ANOTHER TURN.
IT GOES INTO THE ONE SINGLE LARGE MANHOLE INSIDE THE WASTEWATER PLANT.
AND YOU HAVEING ELSE THAT'S ON THE BACK SIDE OF THIS WAY GOING BACK TOWARDS, UH, COLLEGE PARK.
AND RICHWOOD COMES INTO IT LIKE A 30, 36 INCH, 30, 32, 30, 30 FEET, 32 I THINK.
I THINK THE, IN THE, IN, I KNOW THEY, IT WAS A 42, IT WAS A 42 INCH, I THINK, AND ZIP LINE IT WITH, UH, THE LINE BACK WAY OR NOT.
I THINK IT, I THINK IT WAS A, I THINK WE PUT A 32 INCH IN THERE AND FILLED THE REST OF IT WITH CONCRETE.
SO, AND IT, IT GOES ALL THE WAY AND IT COMES INTO THE, THAT SAME LARGE MANHOLE, WHICH
[01:15:01]
IS INSIDE THE WASTEWATER PLANT.THE PROBLEM WITH WHAT HAPPENS IS, IS EVERYTHING OVER HERE, THAT PIECE OF THAT MAN LOAD IN, IN, IN QUALITY WASHER PARKING LOT AND EVERYTHING FROM ABOVE THE ROAD THAT COMES IN, THAT ONE SINGLE MANHOLE, IT ALL GETS TO THAT ONE MAN WHERE IT GOES IN.
SO WHAT IT DOES IS THE VOLUME WATER GOES IN THERE AND YOU HAVE THE RAIN.
THESE LINES ARE OLD OVER HERE WHERE THAT INFILTRATION REDUCE THE AMOUNT OF TIME THAT IT GETS THAT WATER, THE PLANT PLANT'S TAKING IN EVERYTHING THEY CAN TAKE, BUT THE WATER'S JUST NOT GETTING IN THERE QUICK ENOUGH.
BUT THE ONLY WAY TO, TO, TO SOLVE THIS IS TO START FROM THE PLANT WORK BACK OUT.
YOU KNOW, WE HAD A SITUATION OVER HERE ON, UH, UH, ROCKMAN AND HE CAN, UH, WHERE I THOUGHT THEY, HIS, HIS TOOL, I WAS, WE HAD ACTUALLY HAD ONE BILLINGTON ALSO, UH, THERE WHERE WHEN WE HAD A LOT OF RAIN, THE LINES WERE, ARE BACKED UP, THEY'RE CHARGED, AND IT TAKES THAT, THE SYSTEM, THE TIME TO GET DOWN, IT'S NOT GONNA BACKED UP.
IT'S JUST THAT THE FLOW CAN'T GET INTO THE PLANT QUICK ENOUGH.
SO IF YOU NEED TO WORK FROM THE PLANT BACK, ONLY PROBLEM IS WE'VE GOT A RAILROAD TRACK RIGHT BETWEEN OLIVE WASH PLANT, WHICH IS GONNA REQUIRE MORE WHEN NEATH THAT ROAD, THAT RAILROAD TRACK.
SO WE'RE GONNA NEED TO START FROM THERE, WORK BACK, JUST FIXING ANYTHING ON THIS SIDE IS NOT GONNA HELP IT GET INTO THE PLANT FASTER UNLESS WE START FROM THE PLANT WORK BACK OUT.
SO THAT'S WHAT THE PLANTATION AND
AND I WOULD NOTE WE'VE ALSO HAD A CHRONIC BACK FLOW ISSUE AT JM TEST.
AND THAT SHOT THAT BUILDING THOSE BUILDINGS BACK THERE OFF OF MAIN MM-HMM,
THEY'RE BEING, UH, FORCE MAINED TOWARDS DORSETT AND THEN INTO THIS SYSTEM.
AND WHAT HAPPENS IS IT'S BACKING UP AT THAT POINT AS WELL.
SO IT'S BASICALLY CREATING A CHAIN REACTION ALL THE WAY BACK FROM THIS, FROM THE PLANT UP TO BUMPY ROAD LIFT STATION.
SO IT HITS THE HEAD RIGHT THERE OFF OF MAIN STREET.
SO WE'VE SEALED THOSE MAN, SO IT WON'T COME UP THERE ANYMORE.
IF I REMEMBER, IF I REMEMBER CORRECTLY, THAT LINE THAT THAT RUNS DOWN THE OLD LINE ONTO THE ROAD THAT GOES THAT WAY.
WHEN IT GOT CLOSE TO THE, WHEN IT GOT, I'LL SAY CLOSE, WHEN IT GOT TOWARDS THE SEWER PLAN, IT REDUCED DOWN TO THE SMALLER SIZE.
I, THEY REDUCED DOWN, I THINK THEY HAVE REPLACED THE SECTIONS.
UH, BUT IF YOU RECALL, THERE WAS A, A SECTION THERE ON THE SIDE OF THE BRIDGE.
IT WAS LIKE 24 IT OVER THERE WHERE IT WENT TO THE PLANT.
AND THEN HERE A FEW YEARS AGO, WE HAD A SINK THERE, IF Y'ALL REMEMBER THE RAMP RIGHT THERE.
BUT UH, WHEN WE WENT DOWN THERE AND HAD THE CONTRACT GO IN THERE, IT WAS ON 10 PIPE, WHICH WAS BEING USED THERE.
SO THEY ENDED UP CHANGING ALL THAT PIPE OUT BECAUSE THAT'S WHAT WAS CAUSING THE SINK ON THERE.
SO THEY DID REPLACE IT IN A LOT OF IT, BUT THERE'S STILL A COUPLE SECTIONS LEFT.
WELL, WE THINK THAT SEGMENT FROM DORSETT TO PLANTATION IS UNDERSIDE TRACK.
WE'VE THE LINE FROM BUNK ROAD, ACTUALLY FROM BUNK ROAD TO CONVERSE RIGHT THERE BY THE, UH, EMS FIRE STATION WAS REPLACED WITH A 21 INCH.
AND THEN JUMPING BACK OVER BEHIND THE DREAM CENTER, UH, STARTING FROM THE BACK CORNER OF THE DREAM CENTER ALL THE WAY BACK AROUND WHERE IT CROSSES AT, UH, MG, THAT WAS SLIP LINE.
AND THEN THE SECTION ACROSS FROM MG WAS REPLACED TWICE OVER THERE.
SO YOU'VE GOT A SECTION FROM WHERE IT COMMERCE AND UH, SHANKS IS FROM THERE GOING THROUGH DO SET TO THE OTHER SIDE OF BROCKMAN, BACK TO THE BACKSIDE OF THE DREAM CENTER, WHICH HAS NOT BEEN RE NOTHING BEEN DONE.
BUT 'CAUSE OUR AGREEMENT WITH RICHWOOD, UM, WHEN WE RENEGOTIATE THOSE, WHEN THE, AND WHEN WE RENEGOTIATE THE NEW CONTRACTS, THEY'RE NOT RESPONSIBLE FOR PAYING FOR THE RIGHT THAT SECTION.
AND SO THAT WAS THE ISSUE THAT WE WERE GONNA TALK ABOUT.
I DON'T KNOW WHEN THAT TIME COMES UP.
THERE WAS SOME TIME IN THE FUTURE, BUT UH, IN 2026 THEY DIDN'T WANT TO PAY FOR THE SECTION DOWN TON ROAD.
THEY, I THINK WANT TO YEAH, BUT THEY DID NOT.
THEY'RE RESPONSIBLE FOR THAT ON
AND THAT WAS AN ISSUE WITH THE, A LEGAL ISSUE, THE 2020
THEY WERE TELLING US THAT WHEN WE REPLACED THAT, LIKE I SAID, THEY SAID, OUR MAIN POINT IS YOUR MAIN 16 INCH.
I SAID, WELL, OKAY THEN WE DON'T NEED, WE DON'T NEED A 32 INCH LINE TO DRAIN OURS.
WE'LL PUT A 16 INCH IN LINE HERE AND LET IT BACK UP AT RIDGEWOOD, WHICH WHAT YOU WANNA PAY FOR IT OR NOT
HOPEFULLY THEY GET THEIR OWN PLANT SOON ENOUGH.
AND WE DON'T HAVE TO WORRY ABOUT THAT, BUT WE'LL SEE HOW LONG THAT TAKES.
[01:20:04]
EMERGENCY PROJECTS.SO THAT PLANTATION TRUNK REPLACEMENT, THAT'S WHAT YOU'RE TALKING ABOUT? YES, MA'AM.
THAT'S THE ENLARGED, THAT'S FROM THAT POINT'S.
PUT IT THERE AND THEN WORK OUR WAY BACK SYSTEM.
I THINK IF WE GET THAT, I THINK THAT'S WHERE ALONG THE PROBLEM CURVE RIGHT THERE.
WELL, IF I REMEMBER RIGHT, ONE SECTION OF THAT PIPE AND OVER THERE IS LIKE 28 FOOT DEEP.
UH, THAT ONE RIGHT THERE, THERE GETS THE TRACK IS THE, LIKE 28 FOOT OR SO I THINK.
ANY QUESTIONS ON WATER WASTEWATER OR MARY, CAN WE TAKE A FIVE MINUTE RECESS BEFORE WE GET THE CIP PLEASE? YES.
LET'S HAVE A FIVE MINUTE RECESS.
UH, FUND OH FIVE IS OUR SIDEWALK STREETS AND DRAINAGE FUND, UH, ALSO KNOWN AS CIP FOR GENERAL FUND.
AND SO, UH, THIS IS WHAT I WAS REFERRING TO EARLIER.
WE BUILT UP A VERY HEALTHY WAR CHEST IN TERMS OF RESERVE.
YOU CAN SEE WE HAVE A, OH, WELL, I CAN'T SEE.
HOPEFULLY SOMEBODY CAN SEE THAT WE HAVE A HEALTHY RESERVE, JUST ABOUT $8 MILLION, UH, SITTING OVER THERE RIGHT NOW.
AND I'M GOING TO COME DOWN HERE AND EXPAND.
UH, IN TERMS OF REVENUE, UH, 40% AGAIN OF GENERAL FUND SALES TAX UNDER THE CHART UNDER, IS IT COMING? YEAH, THERE WE GO.
UNDER THE CHARTER IS PLEDGED TO THAT.
WE ESTIMATE THAT TOTAL FOR THIS COMING YEAR TO BE ABOUT $1 MILLION, A LITTLE OVER $1 MILLION.
WE'VE HAD A GREAT YEAR, UH, IN TERMS OF NET INTEREST.
AND THEN WE ALSO ANTICIPATE THIS YEAR FINALLY, FINALLY BEING ABLE TO DRAW DOWN HAZMAT GRANT FUNDS AND FINALLY SEEING ACTUAL WORK DONE IN THE DITCHES.
UH, WE DID SIGN OFF ON OUR FIRST REQUEST FOR FUNDING FROM THE FEDS, UH, TWO WEEKS AGO RIGHT BEFORE THE STORM HIT.
SO, UH, WE'RE MAKING PROGRESS.
WE WEREN'T SUPPOSED TO FIND ANY MORE WEIRD PLACES.
AND SO WE'RE ABOUT READY TO GO.
I WOULD NOTE ALSO, UH, WE WILL BE MEETING, UH, WE HAVE A NEW GRANT OFFICER WITH THAT PROJECT.
UM, THIS IS OUR FOUR OR THIRD, THIRD OR FOURTH.
UM, AND OUR GOOD FRIENDS AT LAKE JACKSON, WERE ABLE TO SCRAPE UP ENOUGH FOLKS TO HELP THEM COVER THEIR CULBERT, BUT THEY'RE GONNA HAVE TO RETURN SOME MONEY.
UH, DOESN'T LOOK LIKE WE'RE GONNA BE GETTING THAT MONEY, SO WE MAY HAVE TO CURTAIL SOME OF THE WORK THAT WE DO IN RELATION TO THE FLAG LAKE, UH, DRAINAGE SYSTEM AS WELL.
UH, WE HAVE NOT, THIS BUDGET DOES NOT REFLECT THOSE CHANGES RIGHT NOW BECAUSE WE HAVEN'T MADE FINAL DECISIONS OR GOTTEN FINAL COST ESTIMATES.
UH, BUT WE WERE LOOKING AT, UH, IF YOU RECALL, WE GOT A $10.2 MILLION GRANT TO DO THAT BACK IN 2019.
AND, UH, THOSE COSTS ARE ESTIMATED TODAY AT ABOUT $16.1 MILLION.
UH, BUT LET'S TALK ABOUT WHAT WE DO HAVE PLANNED.
UH, THIS NEXT YEAR STREETS, UH, WE ANTICIPATE, UH, $850,000 IN EXPENDITURE.
THAT FIGURE REFLECTS THE NORMAL WORK THAT WE HAVE THE COUNTY DO THE TWO MILES.
AND ADDITIONALLY WE INCLUDED $620,000, IF I'M NOT MISTAKEN, $620,000 TO REED AND REDO, UH, OLD ANGLETON FROM THAT POINT WHERE IT'S CONCRETE SOUTH TO MAINE.
UH, IF YOU'VE DRIVEN IT, IT'S, YOU CAN DEFINITELY READJUST YOUR SPINE PRETTY QUICKLY.
AND SO, UH, IN AN IDEAL WORLD, WE'D CLOSE IN THE DRAINAGE AND WIDEN THAT BABY OUT TO FOUR LANES OR THREE AND A HALF LANES, UH, BUT UP, UH, HAS NOT RETURNED ANY OF OUR REQUESTS TO DO SO.
SO WE'RE GONNA JUST REED IT AND, AND, AND RE ASPHALT IT.
AND THAT'S GONNA BE STARTED FROM WHERE THOUGH? FROM MAINE TO, FROM MAINE BACK UP TO WHERE IT MEETS THE CONCRETE THERE.
BECAUSE IF YOU, THAT AREA BETWEEN, EVEN THAT AREA BETWEEN BRAESWOOD DRIVE AND OYSTER CREEK IS ALL JACKED UP.
YEAH, IT'S, IT'S, IT'S IN REALLY, REALLY BAD SHAPE.
PART OF IT IS RELATED TO THE DRAINAGE IN THAT AREA.
PART OF IT IS RELATED TO, UH, JUST BAD SOILS AND THE FACT THAT YOU HAVE THAT TRANSITION FROM A FOUR INCH CONCRETE PLATFORM INTO A, I'M NOT SURE HOW THICK THAT BASE IS, BUT OH, BUT NOW IT'S 20 INCHES.
THAT'S, BUT IT'S, IT'S PRETTY MUSHY AND IT'S NOT IN GOOD SHAPE.
SO WE NEED TO REDO THAT, UH, POST HASTE.
UM, THAT ALSO INCLUDES, UH, SOME REWORKING OF THE SIGNALS.
UH, WHAT WE'VE GOT AT, UH, AT BOTH MAINE AND LAZY AND MAINE AND PLANTATION.
UH, THOSE SIGNALS ARE AGING OUT.
WE'VE GOT, UH, ONE, ONE PANEL THAT'S GONE AND THE COST IS SUPER EXPENSIVE.
UH, WE WERE LOOKING AT, UH, TALKING TO OUR, AGAIN, OUR GOOD FRIENDS WHO WERE ASKING FOR SOME ASSISTANCE OVER AT, UH,
[01:25:01]
DIXIE DRIVE, AND THEY WERE TOLD TO REPLACE THE POLES THAT THEY LOST AS A RESULT OF THE STORM ON BRAZOS WOOD AND DIXIE, UH, RIGHT AT THREE QUARTERS OF A MILLION DOLLARS AND AN 18 MONTH WEIGHT.SO, UH, THOSE LIGHTS THAT ARE AT DIXIE AND WOOD YES.
THAT ARE LIKE, THEY LOOK LIKE THEY SPUN AROUND.
THEY'VE GOTTA COMPLETELY REDO IT.
THOSE ARE OURS ARE NO, NO, THEY'RE, NO, THEY'RE JUST FOR US TO BUT YOU'RE ASKING FOR US TO HELP.
UH, WE, WE HAD TALKED ABOUT LOANING THEM SOME POLES, UH, BUT IT TURNS OUT WE DON'T HAVE WHAT THEY NEED.
YEAH, WE'LL GIVE 'EM A LITTLE CLAP FOR 'EM.
WELL, MY FEAR IS, AND UH, IT WAS REALIZED BACK THERE IN THE POD, IS THAT OUR OTHER PARTNERS IN CONJUNCTION WITH THE JURISDICTIONS THERE ARE GONNA NOT HANDLE WHAT NEEDS TO GET HANDLED IN INCLUDE PD IS GONNA BE OUT DIRECTING TRAFFIC AT THAT INTERSECTION, WHICH IS THE LAST THING WE NEED TO HAVE HAPPEN.
SO, BECAUSE SCHOOL'S STARTING SOON.
YEAH, WE'RE LIKE THREE WEEKS AWAY.
YEAH, THAT'S, IT'S REALLY QUICK CLUSTER.
SO, UH, YEAH, IT'S KIND OF SCARY.
UH, WE ANTICIPATE $3.75 MILLION IN DRAINAGE PROJECTS AND THAT RELATES ALMOST ENTIRELY TO THE PENN MONEY, THE FLAG LAKE, UH, IMPROVEMENTS.
UH, AND THEN INCLUDES THE DRAINAGE STUDY FOR EVERYTHING BASICALLY EAST OF TEMPLE DITCH.
SO THAT'S WHERE THE DRAINAGE LASH DRAINAGE STUDY FELL OFF.
SO THIS'LL COVER BASICALLY EVERYTHING FROM THE IMAGINARY LINE THAT EXEMPTS JUST TO THE WEST HERE ON HARGET, ALL THE WAY BACK ACROSS THROUGH OLD LAKE BARBARA.
AND WE ANTICIPATE THAT'S GONNA COST US ABOUT $60,000 TO HAVE THAT STUDY DONE.
BUT WITHOUT THAT STUDY, WE'RE NOT ELIGIBLE TO GO SEEK ADDITIONAL HAZMAT FUNDING OR OTHER GRANTS TO GET THE WORK DONE LIKE WE WERE ABLE TO DO WITH THE FIRST SECTION.
SO, UH, HOPEFULLY WE CAN GET THAT TAKEN CARE OF.
AND THEN WE INCLUDED THE $2.4 MILLION RESIDUAL FOR THE, UH, SIDEWALK PROJECTS.
AND I HAD A SNAZZY SLIDE THAT I WAS GONNA THROW UP HERE, BUT I CAN'T DO IT BECAUSE I'M NOT ON MY MACHINE.
SO JUST PICTURE, UH, THE EXTENSIONS THAT WILL RUN IN YEAR SIX.
THAT'S BASICALLY KYLE ROAD, UH, EAST AND WEST STRATTON RIDGE IMPROVEMENTS THERE AT MAINE, CARRYING OUT TO THE PARK, UH, AND THEN, UH, DOWN RILEY TO THE, TO THE, UH, TO BROADUS PARK.
UM, AND THEN ALSO CONNECTING IN AND FINISHING OFF THE, UH, CONNECTIVITY HERE ON THE OLDER PART OF TOWN, DIXIE, AROUND THE PLANTATION.
AND THEN THE, UM, THE, THE, UH, SECTION THAT WE'RE GONNA HAVE TO FIGURE OUT IS CONNECTING UP INTO THE, UH, OYSTER CREEK COLLEGE PARK NEIGHBORHOOD, UH, GETTING THAT RE-ENGINEERED SO THAT WE CAN GO UNDER THE TRAIL RAILROAD TRACKS AND COME UP INTO COLLEGE PARK AND THEN CONNECT INTO THE COLLEGE.
SO, UH, THAT'S ON TAP FOR THIS YEAR.
WHETHER WE GET ALL OF IT DONE IN THE NEXT YEAR, WE'LL SEE.
DID YOU SAY UNDER THE RAILROAD TRACKS? MM-HMM.
UP WANTS US TO GO OVER WITH ONE OF THOSE COOL CIRCULAR WALKWAY THINGS THAT'S ABOUT FOUR STORIES HIGH, AND THEN CROSS THE ROAD AND THEN COME BACK DOWN.
WE KNOW BUCKY'S ISN'T GONNA WANT THAT IN FRONT OF THEIR BUSINESS.
AND QUITE FRANKLY, THAT'S $1.2 MILLION OF GRAFFITI THAT WE WELL
AND SO, WELL, YOU RAMP IT, YOU CAN GO TO FORT, BUT IT'S HUGE AND IT'S VERY EXPENSIVE.
AND QUITE FRANKLY, IT'S A NON-STARTER.
AND SO WHAT WE'VE TAKEN A LOOK AT IS INSTEAD WHERE THE DRAINAGE CULVERT'S GOING FROM DITCH A INTO DITCH B TOWARDS OYSTER CREEK ON THE BACKSIDE THERE, UH, TAKING THAT WALKWAY AND GOING UNDERNEATH THERE WITH THE UNDERSTANDING THAT WHEN IT RAINS, YOU WON'T HAVE ACCESS TO THAT WALKWAY.
BUT WHEN IT DOESN'T, YOU CAN USE IT.
UH, YOU, IT'S ALREADY TALL ENOUGH FOR MAN TO WALK UNDERNEATH, UH, EVEN, YOU KNOW, TALL PEOPLE, UH, SIX FOOT AND ABOVE.
SO I THINK WE'RE IN GOOD SHAPE.
UH, WE DID SOMETHING VERY SIMILAR IN, IN FULL SHIRT AND IT'S WORKED REALLY, REALLY WELL.
SO, UH, THAT'S KIND OF OUR WORK AROUND THERE.
UM, AND WE'VE UH, HAD PRELIMINARY TALKS WITH MR. CURRIC.
SO DO WE HAVE ANY MONEY TO FIX OUR STREET LIGHTS UP IN THAT PLANTATION? YEAH.
SO IN TERMS OF MAINTENANCE, WE INCLUDED, UH, STREET SIGN SIGNS AND REPAIR.
WE CAN SHIFT MORE MONEY IF WE NEED TO.
UM, I'VE GOTTA LOOK AT THE AGREEMENT BETWEEN US AND CENTER POINT.
WHEN WE HAD THOSE PUT IN, THERE WAS SOME COST SHARE.
UH, I DON'T KNOW WHETHER THAT EXTENDS TO REPLACEMENT OF THE GLOBES AND THEN RESETTING.
YOU TALKING ABOUT THE GLOBES? YEAH.
YOU TALKING ABOUT STREET LIGHTS THAT OR YOU TALKING ABOUT? WELL, I THINK HE'S TALKING ABOUT THE ORNAMENTALS THAT WE ALL THE METAL LIGHTS.
ALL WE DO IS WE REPORT THEM WHEN WE SEE THEY'RE OUT.
GET THE NUMBERS, NOT THE STREET LIGHTS.
MY FLAG LIGHTS, ABOUT 40% OF THEM ARE OUT.
WELL, WE JUST HAVE TO REPORT 'EM.
I THINK WE REPORTED 'EM BEFORE THEY'VE COME OUT USED.
THEY'RE PRETTY QUICK ABOUT REPLACING LIGHTS.
HUH? THEY REPLACE THE GLOBES AND STUFF.
THEY HAVE REPLACED THE GLOBES.
[01:30:01]
I GONNA SAY, DONT THEY HAVE THOSE NUMBERS? WE REPORT TO SOME HERE NOT TOO LONG AGO.THEY DON'T HAVE, WE'RE TALKING ABOUT TWO DIFFERENT LIGHTS.
THEY HAVE, THEY HAVE AN INDIVIDUAL NUMBER ON.
WELL TURN 'EM IN AND SEE IF THEY'LL COME FIX 'EM.
I MEAN WE'VE TURNED A LOT OF 'EM IN BEFORE WHEN WE GO TO SEE 'EM OUT.
OTHERWISE WE'VE DRIVEN AT NIGHT.
AND IF THEY ARE OUT, YOU CAN'T SEE 'EM AT NIGHT.
YOU CAN'T BECAUSE YOU CAN'T SEE 'EM IN LABOR UNLESS IT'S, UNLESS IT'S ORANGE OR AMBER COLORED DURING THE DAY.
WE KNOW THERE'S A WRONG WITH THE LIGHT.
BUT WE'VE GOT SO MANY WITH GLOBES MISSING.
STILL TALKING ABOUT THE SAME LIGHT.
I'M TALKING ABOUT THE BLACK ONES THAT THEY HANG FLAGS ON GOING IN PLANTATION DRIVE.
MAYBE WE COULD ADDRESS THAT THURSDAY NIGHT WHENEVER WE HAVE THE CENTER POINT THING ON THE AGENDA.
I'M SORRY, I JUST THOUGHT THEY WERE OURS.
THAT UH, WE REPORT 'EM, THEY REPLACED THE GLOBE BEFORE AND WE REPORT 'EM AGAIN.
I THINK THERE WAS ONE OVER THERE BY DOLLAR GENERAL THAT I KNOW WE REPORTED HERE RECENTLY.
I, YOU KNOW, THE QUESTION IS WHETHER THEY GOT TO IT OR NOT.
I WAS GONNA SAY WE'VE GOT SOMEBODY THAT HAVE BEEN DAMAGED MOST WARRANT.
I'M THINKING THAT EVEN LIKE THE ONES THAT WE HAD PUT AT THE INTERSECTION AT BRADS WOOD, I'M THINKING GARY HAD, GARY HAD A DEAL WITH CENTER POINT ON THEM I THINK.
AND HE, HE WAS TALKING ABOUT CONTINUING THAT DOWN BRADLEY WOOD DRIVE, BUT FOR THEY MAINTAIN, BUT THEY MAINTAIN THEM.
'CAUSE THAT WOULD BE AWESOME FOR US.
SO ALL OF OUR STREET LIGHTS THAT HAVE THOSE POLE NUMBERS ARE CENTER POINTS, CORRECT? OH, CORRECT.
ANY POLE THAT HAS A A, IT'S LIKE A SIX DIGIT NUMBER ON IT.
'CAUSE WE, WE HAD A LOT, WE HAD A LOT OUT IN, OFF OF EAST KYLE ROAD AND THEN I, I NOTICED THOSE RECENTLY GOT REPLACED NOT TOO LONG AGO.
JUST, I MEAN, WE JUST, WE JUST GO TO CENTER POINT BEFORE THE STORM OR AFTER THE STORM BEFORE.
EVEN THE ONES ON, ON LIKE LAZY LANE LIGHTS OUT.
YOU PUT THE NUMBER OF THE POLE THERE, PUT YOUR EMAIL RESPONSE.
REPORT STREET OUTAGE TAKES YOU TO CENTER POINTS WEBSITE AND YOU, YOU PUT THE POLL NUMBER AND I THINK IT MAY ASK LIKE, WHAT ADDRESS IS IT CLOSE TO? AND YOU CAN JUST PUT WHATEVER BUILDING, YOU KNOW, PUT THAT ADDRESS AND IT HELPS 'EM FIND IT.
AND IN THE PAST THEY'VE BEEN PRETTY QUICK.
WE JUST, WELL, AND I WILL SAY WE UH, FOUND OUT MY BEST FRIEND, MY FORMER BEST FRIEND AT CENTER POINT HAS CHANGED THE POSITION.
I WILL SAY AT ONE TIME GARY HAD A PRETTY GOOD RELATIONSHIP WITH HIM.
'CAUSE HE, HE CALLED 'EM AND THEY'D FIX THE STREET LINE.
WE DO HAVE A NEW CONTACT THERE.
UH, OUR CONTACT HAS BEEN TRANSFERRED.
SO
SO HOPEFULLY THINGS GO WELL THERE.
UM, SO IN HERE THE TRAFFIC SIGNAL, SINCE WE'RE STILL ON THE CAPITAL OUTLAY.
SO THAT A HUNDRED THOUSAND DOLLARS IS JUST FOR THAT TO GO TOWARDS THAT IS TO FIX THOSE TWO LIGHT SIGNAL SYSTEMS AND TO GET AT DIXIE AND NO, THIS ONE NO, NO, NO.
THAT IS MAIN PLANTATION AND MAINE AND LAZY, UH, TO REPLACE THE BOARDS AND TO REALIGN, MAKE SURE THAT THEY'RE BACK FUNCTIONING THE WAY THEY'RE SUPPOSED TO.
PLANTATION AND LAZY AND WHAT WAS IT? PLANTATION AND LAZY AND PLANTATION AND MAINE.
THOSE TWO LIGHTS, WHAT WERE THEY? WHAT'S, LEMME AGAIN? WELL THEY GOT TURNED DURING THE STORM.
PLANTATION AND LAZY NEEDS TO GO BACK.
STOP, MOVE TWICE AS MUCH TRAFFIC CAN HAPPEN AT MAIN.
WELL I, YOU KNOW, I'LL HAVE TO RUN A WARRANT ANALYSIS, SEE IF THAT'S NOT THE CASE.
THAT'S EXACTLY, THEY MAY HAVE WHAT WE FOUND FOR ONE HOUR.
IT DOESN'T SEEM LIKE IT SHOULD.
BUT AT 46, UH, AT FOR 46 MINUTES, MAIN AND SHANKS MET THE STANDARD THAT FOR A SIGNAL, OTHERWISE IT'S A FOUR-WAY STOP AND IT'S FUNCTIONED VERY, VERY WELL.
IT MAY BE TIME TO GO BACK TO IT AND SAVE US SOME MONEY.
SO THEY MAKE IT A LOT EASIER TO GET OUTTA MY DRIVEWAY.
AND ACTUALLY WE WERE TALKING ABOUT TRYING TO SUB THOSE OUT TO THOSE GUYS.
I REMEMBER THINKING THAT THEY COULD HELP, BUT THAT'S NOT THE RIGHT KIND OF POLE.
BUT THEY WERE NOT THE RIGHT KIND OF POLE.
AND UM, SO WE'LL MAKE DO WITH WHAT WE GOT OR WHAT THEY'LL HAVE TO MAKE DO LOOK WHAT THEY'VE GOT.
ANY OTHER QUESTIONS ON CIP STREETS, FUNDS, UH, UH, STREETLIGHTS? YES.
ON TWO DAY BUSINESS, DID WE EVER REACH OUT TO ANYBODY? TWO 80 B? YES.
UH, WE ARE ACTUALLY IN THE PROCESS OF WORKING.
SO IF YOU THINK ABOUT THE DREAM CENTER SOUTH, WE'RE WORKING ON GRANT SYSTEM THAT WILL BRING, UH, SIDEWALK AND THE TRUCK PARKING AND ALLEGEDLY A STOP OR A A, IT'S OUT THERE AT THE
WHAT WE'VE ASKED FOR NEXT IS LOOKING AT GOING NORTH UP TOWARDS THE CREEK, UH, PUTTING IN NEW STREETLIGHTS AND ALSO GOING AHEAD AND GETTING SIDEWALKS PAVEMENT AND IMPROVEMENTS MADE ON THAT SECTION AS WELL.
UH, BUT, UH, OUR, UH, THAT RELATIONSHIP'S REALLY GOOD WITH HOUSTON TDOT.
[01:35:01]
I KIND OF MAYBE BURNED A BRIDGE WITH THE LOCAL MAINTENANCE DIRECTOR A COUPLE WEEKS AGO.SO I'LL TAKE SOME FLOWERS AND SOME PIZZA TO 'EM AND SEE IF WE CAN'T MAKE THINGS.
DONUTS, WORK DONUTS, IS THAT THE ONE THAT FROM YEAH.
IF WE PUT THOSE IN, DON'T LET 'EM BE ON BY STOCK.
THAT'S, UH, WELL THAT'S ONE OF THE THINGS THEY'RE REAL PERSNICKETY ABOUT IS THEY WANT THEIR OWN AND CONTROL EVERYTHING UNTIL IT'S THEIR RESPONSIBILITY TO DO SOMETHING ABOUT IT AND THEY DON'T.
SO IT'S THEIR, THEIR PREROGATIVE.
UH, ONE THING I DID WANT TO ADD, AND
UH, WE'RE GONNA BE ASKING THE CHARTER COMMISSION TO MAYBE LOOK AT EITHER INCREASING WHAT THESE FUNDS CAN BE USED FOR TO HELP OFFSET THE FOUR 11 COST OR TO REDUCE THAT TO 20% BECAUSE WE HAVE $9 MILLION BASICALLY IN A SILOED ACCOUNT THAT WE CAN ONLY USE FOR CERTAIN THINGS.
SO THAT'S IN FLEXIBILITY TO OUR CASH FLOW.
SO, UH, WITH THAT I WILL WRAP UP.
CIP UNLESS YOU HAVE ANY MORE QUESTIONS FOR JOHN.
HE HAD PREPARED A BANJO, UH, INTERLUDE.
WE WILL GO BACK OVER TO THE GENERAL OPERATING FUND.
AND WE'LL PULL OPEN QUALITY ELEMENT.
DO I HAVE THE WRONG THING? NO THING, MAN.
WHY DO I HAVE ALL THAT OPEN? I OH 'CAUSE I HIT EXPAND ALL THAT'S NOT SMART.
YOU KNOW WHAT, WE'RE GONNA GO BACK.
WE DID INCLUDE, UH, OBVIOUSLY UTILITY INCREASES.
UH, WE DID INCLUDE SOME ADDITIONAL MAINTENANCE COSTS FOR SOME ITEMS THAT NEED TO BE, UH, TAKEN CARE OF.
UH, OBVIOUSLY THE INSURANCE WENT UP BY A SIGNIFICANT AMOUNT BEFORE THAT WAS PRE AFTER.
SURELY THERE'S A DISCOUNT, RIGHT? FOR PAYMENT
FILE TWO CLAIMS, GET ONE FREE, NO
UM, UH, WE DO HAVE SOME MAINTENANCE THAT NEEDS TO BE TAKEN CARE OF.
WE'VE GOT SOME DOORS, UH, SOME LANDSCAPING CONCERNS.
WE BUDGET 50,000 TO GET TAKEN CARE OF.
OTHERWISE, EVERYTHING ELSE THEY REMAIN FLAT.
UM, AND WE CONTINUE TO MOVE ON.
RELATIONSHIP, THEY STILL NOT FIX THAT BACK DOOR YET.
UH, WE'VE GOT IT ON ORDER, BUT IT'S STILL NOT COMING IN.
SO WE'RE CARRYING IT IN THE NEXT YEAR'S BUDGET.
DOES THAT MEAN THE WATER'S STILL COMING UNDERNEATH? IT IS.
UM, AND BASICALLY WHAT WE CAPITAL, UM, FOR BILLING GROUNDS, UM, INCLUDED TWO $50,000 FOR CP UH, PHASE TWO AND, UH, IMPROVEMENTS.
AND THAT INCLUDES THE NEW PLAYGROUND EQUIPMENT IN PHASE TWO.
I'LL LET YOU EXPLAIN WHAT THAT REALLY IS AS FAR AS THE PLAYGROUND EQUIPMENT.
ALRIGHT, SO THAT'S REPLACING THE, THE SMALL PLAYGROUND ACROSS ON, ON PHASE TWO, WHICH IS I BELIEVE OUR OLDEST PLAYGROUND IN THE INVENTORY AT PUSHING 30 YEARS OLD.
I BELIEVE THE ONE CLOSEST TO THE PARKING, WELL, I GUESS THAT'S THE ONLY ONE OVER THERE.
UM, AND IT ALSO INCLUDES ENLARGING THE, THE LITTLE BASKETBALL AREA TO A BIGGER AREA AND ADDING A PICKLEBALL COURT AS WELL.
SO TAKING THE, WHERE WE HAVE THE ONE BASKETBALL GOAL AND JUST, I WON'T EVEN CALL IT A HALF COURT, MAYBE A QUARTER QUART OVER THERE.
UM, EXPANDING THAT OUT TO A, TO A BIGGER PLAYABLE AREA WITH CONCRETE AND ADDING NEXT TO IT OR SOMEWHERE IN THAT GENERAL VICINITY PICKLEBALL AS WELL.
YEAH, I THINK RIGHT NOW YOU CAN ONLY
[01:40:01]
PRACTICE YOUR FREE THROW SHOTS AND THAT'S ABOUT IT.IT MIGHT NOT EVEN BE TALL ENOUGH.
IT MIGHT NOT EVEN THE TOP OF THE KEY THERE.
YEAH, IT MIGHT NOT EVEN WORK FOR THAT.
WHAT WE DID PULL FROM THIS WAS THE MILL DRIVE AND PARKING FACILITY THAT WAS THOUSAND.
WE PUSH THAT BACK FOR SIDEWALK CONSTRAINTS.
LOOKING AT IN TERMS OF CONSTRUCTION,
DO YOU WANNA EXPLAIN WHY HARDY PARK? HARDY PARK IS TO REPLACE THE PLAYGROUND THERE AS THE FIRST PROJECT AT HARDY IN THE SIX YEAR PARKS PLAN THAT WE'VE PUT TOGETHER, UM, WE'LL HOPEFULLY BE REPLACING MOST OF THE PLAYGROUNDS THROUGHOUT THE CITY OVER THE NEXT SIX YEARS.
ADDING WALKING TRAILS, PARKING AREAS, PAVILIONS AT, AT ALMOST ALL THE PARKS.
SO THIS IS JUST, JUST OUR FIRST STEPS INTO TACKLING SOME OF THESE PROJECTS THAT WE IDENTIFIED IN THE, IN THE MASTER PLAN THAT WE WORKED ON OVER THE LAST FEW YEARS.
NOW, DO YOU WANNA GET AN UPDATE ON EACH OTHER? I CAN.
UM, WE HAVE BEEN WORKING FOR I THINK 10 MONTHS ON GETTING THE CHILLER REPLACED AT THE HESTER BUILDING.
UM, I WAS TOLD TODAY THEY SHOULD BE OUT FRIDAY PENDING WEATHER, SO I'M NOT REALLY THAT HOPEFUL OF THIS WEEK.
UM, BUT THE CHILLERS HAVE, HAVE ARRIVED.
THEY'VE BEEN COATED, THEY'RE READY, THEY'RE ON THE TRAILER, THEY JUST NEED TO GET OVER HERE AND GET SET.
SO HOPEFULLY IN THE NEXT TWO WEEKS OR SO WE'LL HAVE THAT BASICALLY COMPLETED.
UM, WHICH WILL BE, UH, A NICE UPGRADE OR ADDITION TO THE BUILDING OVER THE PROBLEMS WE'VE HAD THE LAST FEW YEARS.
AND IT'LL ALSO TAKE THE ALMOST $9,000 A MONTH RENTAL OFF OUR BOOKS THAT WE'VE BEEN HAVING TO PAY TO.
'CAUSE WE DON'T HAVE A FUNCTION AIR CONDITIONING UNIT OVER THERE.
SO THAT'LL BE, THAT'LL BE A BIG, A BIG PIECE TO GET DONE.
UM, I SAID 10 MONTHS, BUT I THINK THE ACTUAL LEAD TIME WAS 56 WEEKS, A LITTLE OVER A YEAR SINCE WE'VE ORDERED THIS EQUIPMENT.
I REMEMBER TALKING ABOUT THIS LUNCH.
UM, SO WE'VE HAD THE, WE'VE HAD THE RENTAL.
THE, THE OLD ONE FAILED I THINK RIGHT AT 10 MONTHS.
ABOUT TWO MONTHS AFTER WE MADE THE ORDER.
THE UNIT THAT WAS THERE FINALLY FAILED AND, AND AND PETERED OUT.
SO WE'VE BEEN HAVING TO RUN THE RENTAL UNIT NOW THAT THIS ONE IS HERE.
I I'VE SEEN IT, I'VE SEEN THE PICTURES.
IT'S SITTING VERY PRETTY STRAPPED ON THE TRAILER.
IT'S ACTUALLY TWO UNITS, BUT THEY, THEY TOLD, THEY SAID FRIDAY, BUT I DON'T KNOW THAT WE'RE GONNA BE ABLE TO GET A CRANE AND STUFF IN THERE BY THE END OF THE WEEK.
SO WE'RE, WE'RE TRYING TO TAKE POSSIBLE GET THERE.
UH, LITTLE SIDE NOTE, I WAS, THERE WAS MENTION OF MILSTEAD PARK IN THE NEWSPAPER RECENTLY AND A GUY TOLD ME THAT IT WAS MISSPELLED IN THERE.
I JUST WANTED TO MAKE SURE THAT WE HAVE IT SPELLED CORRECTLY AT THE PARK.
HUH? AM I-L-S-T-I-D RIGHT? YEP.
THERE A PAPER SAID TED OR SOMETHING.
I'M 99% SURE IT'S RIGHT ON THE SIGN.
BUT THAT'S ONE OF THOSE I I TOOK A LONG TIME HONESTLY TO LEARN THE SPELLING.
'CAUSE THE WORD SOUNDS DIFFERENT THAN IT SPELLED.
YEAH, I KNOW IT'S A NAME, BUT YEAH.
I THINK, I THINK IT'S CORRECT OVER THERE.
LET MAKE, IF IT'S NOT, LET'S GET IT CORRECTED.
SO IS MILL STATE GONNA BE LOOKING AT ANY OTHER UPGRADES OR WE'RE JUST PUTTING THAT ON HOLD? YEAH, WE'RE JUST PUTTING IT FOR, FOR FINANCE.
SO WE HAVE TO PULL THAT OUT OF THIS YEAR.
HOPEFULLY WE CAN GET TO IT NEXT YEAR.
AND JUST PARKING LOT AND THE DRIVE, THE PARKING LOT.
AND THEN WE ALSO HAVE THE WALKING TRAIL AND A FISHING PIER AND OTHER STUFF SCHEDULED THROUGHOUT THE, THE REST OF THE
THAT'S UP UNTIL WHAT, 26 MAYBE? I, I WOULD HATE TO.
I WOULD HATE TO TELL YOU A LIE, BUT YEAH, IT'S, IT'S THE, THE, MY MY MY PLAN LAID OUT THROUGH I THINK 29 FISCAL YEAR 29 OR SOMETHING.
AND SO, BUT I WOULD, I, I DON'T WANNA LIE TO YOU, I'D BE LYING IF I TRIED TO MAKE UP A YEAR RIGHT NOW.
BUT WE'RE WE'RE PULLING THAT TO MOVE TO GET THE PLAYGROUND BASKETBALL COURT AND PICKLEBALL COURT.
SO ALL OF THAT WAS IN, ALL OF THAT WAS ALREADY, THIS WAS ALL INCLUDED IN THIS YEAR.
UM, BUT IN, IN THE NAME OF TRYING TO BE, I GUESS TIGHT AND SAVE SOME MONEY, THAT, THAT WAS A PROJECT THAT, THAT WE CUT AND PUSHED BACK A YEAR.
SO IN YOUR CONSTRUCTION FUND WE HAD ABOUT, SAY IT WAS ABOUT, AND
[01:45:01]
SPACING OUT THE REPAIRS THAT ARE ROOF REPLACEMENT HERE, THE FACILITY REPLACEMENT AT UH, BASICALLY ANY GENERAL FUNDING EXPENDITURE FOR CONSTRUCTION.THE IDEA WAS PUSH THAT OFF MAYBE SEE IF WE CAN'T GET A GRANT FOR THAT.
AND ALONG COST SHARE APPLICATIONS 50 50 FOR THE PARK GRANTS.
SO HOPEFULLY SAVE SOME UM, I MEAN THE DEMAND IS WHEN WE HAD OUR TOWN HALL WAS WE WANT BASKETBALL YEAH.
SO NOT SO MUCH NECESSARILY PARK AT THE PARK.
UM, BUT WE HAVE A PLAN TO PUT A TRAILER AROUND IT, PUT A DOCK AND THEN, UH, AT SOME POINT ALSO HAVE A DRIVE, MAKE IT TRACK.
SO UNDER HIS, UH, I WILL SAY, UM, WE, WHAT WHAT ABOUT MOWING UNDER PARKS? YES.
I KNOW AT FIRST WE HAD LOOKED AT MORE CONTRACTING.
WE HAVE A, WE DID ADD THAT LINE ITEM, KIND OF THE SAME OF THE, I FORGOT YOUR WORDING.
YEAH, UH, I THINK WE CALLED ABOUT THOMAS'S MOWING.
UH, BUT THAT WE INCLUDED 30,000 IN FOR THAT AS WELL.
IS THAT UNDER JOHN'S OR IS THAT UNDER PARTS? YEAH, IT'S UNDER WILSON.
AND I'M JUST TRYING TO FIND IT REAL QUICK.
SO UNDER AUTONOMOUS, WE, YOU CAN USE IT TO GAIN, TO GET CONTRACTORS OR YES, HE'S GOT, GIVES THE SAME FLEXIBILITY PROBABLY.
I'M NOT SEEING IT INCLUDED IN HERE IN THE UPDATED BUDGET.
IT TOOK IT OUT WHEN THEY PUT THAT OTHER THING BACK IN
UM, THERE'S DEFINITELY GHOST THE MACHINE.
ANY OTHER QUESTION FOR, UM, CLOSE THIS OUT QUICK.
WELL I GUESS ONE MORE QUESTION.
SO DOES THAT KEEP SAME AMOUNT OF STAFF IN THERE? DOES THAT RETRACT ANY STAFF? YEAH, SO GREAT QUESTION.
WE STILL HAVE THE TWO FULLTIME STAFF IN THERE.
THE THIRD POSITION, WE HAVE NOT COME THAT POSITION IMPROVEMENTS.
IF Y'ALL WANNA ADD THE POSITION BACK, YOU CAN, BUT THAT'S 80,000.
SO WELL WHAT I WAS GONNA SAY, SO YOU TOOK THAT THIRD POSITION OUT, CORRECT? YES.
AND HOW MUCH, AND ABOUT HOW MUCH OF THAT, HOW MUCH DID THAT, UH, SAVE I GUESS SAY IN THAT BUDGET ITEM? ONCE YOU PUT THAT AND PUT THE AUTOMATED MONEY BACK IN? THAT'S A 50,000 NAME.
UM, AND YOU'RE TALKING ABOUT A 50,000 INCREASE, BUT IT'S PROBABLY WORTH FROM MANUAL LABOR IF WE KEEP IT FILLED.
SO WHAT, AND WE'LL MAYBE, YOU KNOW, I'M JUST PUTTING THIS OUT THERE, SO WHY DON'T WE THINK OF PUTTING THAT $50,000 OR, YOU KNOW, SEE IF WE CAN COME UP WITH IT IN SOME, FROM SOMEWHERE ELSE, UH, AND DO THAT THROUGH CONTRACTING.
BECAUSE IF YOU, IF WE CAN'T HIRE ANYBODY AND IF WE CAN'T KEEP ANYBODY AND THEN WE BE ALL IN FAVOR OF THAT.
I MEAN THAT LINE RIGHT OR NO? SO, UH, I'M GONNA GO BACK WHILE WE'RE, AND THAT WOULD BE AMAZING BECAUSE THAT'S ONE OF THE THINGS THAT, I MEAN, WE GET COMPLAINED ABOUT THE MOST IS KEEPING OUR STUFF LOOKING CLEAN.
[01:50:05]
FLEXIBILITY.ANY OTHER QUESTIONS FOR MARK? MAKE MAKE ANY CHANGES? I DIDN'T MAKE ANY CHANGES TO THIS.
NO, I DID NOT MAKE ANY CHANGES TO YOUR BUDGET.
BUT YOU WANNA KIND OF EXPLAIN WHAT OUR PLAN IS? YEAH.
UM, SO AS Y'ALL KNOW, THIS WAS SUPPOSED TO BE MOSQUITO FEST WEEK.
UM, THE PARK IS OBVIOUSLY NOT READY.
UM, SO WE HAVE BEEN COORDINATING, WORKING WITH, TRYING TO TALK TO THE BANDS THAT WE HAD PREVIOUSLY CONTRACTED FOR THIS EVENT.
UM, I THINK I HAVE THREE OF THEM THAT ARE WILLING TO RESCHEDULE AND COME BACK.
WE'RE LOOKING AT SOME DATES IN SEPTEMBER.
UM, OUR PLAN IS TO HAVE A, A SMALLER ONE DAY EVENT, UM, WITH THE, I GUESS THE WORKING TITLE RIGHT NOW OF, OF WILLIE'S COMEBACK CONCERT.
MAKE IT A IN IN, IN MY HEAD AS WE'VE TALKED IT, IT, IT WILL BE A, LIKE I SAID, A SMALLER ONE DAY EVENT WITH A COUPLE BANDS.
UM, KIND OF A A, A HURRICANE RELIEF POST HURRICANE KIND OF GATHERING FOR THE COMMUNITY.
UM, WE DON'T PLAN ON CHARGING ANY ADMISSION ACT LIKE I WAS TELLING MR. LOPEZ BEFORE THE MEETING.
OUR PLAN IS TO NOT CHARGE ADMISSION, BUT TO ASK PEOPLE THAT ARE ABLE TO MAYBE BRING, UM, SOME CANNED GOODS, SOME, SOME FOOD, SOME SCHOOL SUPPLIES, THINGS THAT WE COULD GIVE BACK TO THE COMMUNITY, MAYBE THROUGH THE DREAM CENTER, KIND OF RESTOCK WHAT THEY'VE GIVEN OUT AND GONE THROUGH THESE LAST FEW WEEKS.
UM, AND REALLY FRAME IT AS A WAY TO, I HOPE WE HAVE A LARGE CROWD, BUT ALSO KIND OF HOPE WE HAVE A SMALL LOCAL CROWD AS A WAY JUST FOR THE COMMUNITY TO HAVE SOMETHING TO LOOK FORWARD TO HERE IN A COUPLE MONTHS.
A WAY TO GET TOGETHER, NO ADMISSION TO COME IN, JUST AN AFTERNOON TO TO ENJOY EACH OTHER, TO ENJOY, ENJOY SOME MUSIC AND KIND OF HOPEFULLY FORGET ABOUT WHAT WE'VE BEEN DEALING WITH THESE LAST FEW WEEKS.
UM, AND THEN START MOVING FORWARD FOR, FOR NEXT YEAR.
WHAT'S THAT? AND NO MOSQUITO CHECKS? NO SIR.
I DON'T, I DON'T HESITATE TO SAY A DATE 'CAUSE WE'RE STILL TRYING TO, TO COORDINATE ALL THAT.
UM, BUT IT HONESTLY, IT WILL MOST LIKELY BE A SUNDAY, A SUNDAY AFTERNOON.
UM, UM, PROBABLY START AROUND AROUND LUNCHTIME AND GO THROUGH THE EARLY EVENING.
HAVE, HAVE SEVERAL BANDS OUT THERE.
UM, BRING IN A FEW OF THE, THE MOSQUITO FESTIVAL THINGS FOR THE KIDS PET ZOO.
UH, SOME OF THE PUTT PUTT GAMES.
UM, A SMALL, A SMALL NUMBER, MAYBE FIVE OR SIX OF THE FOOD TRUCKS AND THE FOOD VENDORS.
JUST A VERY, LIKE I SAID, A VERY, A SMALL EVENT.
UM, NO MATTER WHAT HAPPENS, WE'RE GONNA, WE'RE GONNA LOSE A GOOD BIT OF MONEY ON THE EVENT THIS YEAR.
WE'VE HAD TO PAY OUT A LOT OF FOLKS.
UM, I'VE ARGUED A LOT WITH THE BANDS.
I GOT THREE OF 'EM CONVINCED THAT THEY SHOULD COME BACK.
I'VE TOLD THE OTHER ONES, IF THEY DON'T, IF THEY WON'T WORK WITH US, THEY DON'T RESCHEDULE.
UNFORTUNATELY, WE'VE PAID 'EM A DEPOSIT THAT WE'LL NEVER SEE BACK.
UM, THEY'RE DEMANDING FULL PAYMENT.
I'VE TOLD 'EM THEY'RE NOT GETTING ANOTHER DIME FROM US IF THEY DON'T, IF THEY DON'T WORK WITH US AND TRY TO RESCHEDULE.
SO THREE, THREE OF 'EM HAVE, SO WE'RE KIND OF GOING WITH THEM AND, AND TRYING TO, LIKE I SAID, SCHEDULE OR PLAN OUT A, A SMALL, A SMALL COMMUNITY TYPE EVENT.
HONESTLY, KIND OF, TO ME IT GOES BACK TO HOW MOSQUITO FESTIVAL STARTED.
KIND OF A STREET DANCE, A COMMUNITY EVENT, SOMETHING FOR OUR RESIDENTS TO COME OUT TO HAVE FUN VISIT WITH EACH OTHER.
AND LIKE I SAID, GET OUR MINDS OFF OF HURRICANE AND RECOVERY AND EVERYTHING ELSE.
THEY'VE BEEN THROUGH THESE HERE RECENTLY.
HOPEFULLY WE DON'T HAVE ANOTHER MOVE BETWEEN THEM.
WELL, I WAS THINKING THAT I WASN'T GONNA SAY IT.
IF WE DO, WE WE HAVEN'T A HAVING ON SUNDAY, I MEAN, PARK, THE PLAN IS TO NOT START TILL THE AFTERNOON.
UH, BUT HONESTLY, SUNDAYS ARE ABOUT THE ONLY DAYS I CAN GET MAN TO EVEN CONSIDER COMING BACK BECAUSE I MEAN, YOU KNOW, WE, WE BOOKED IN ADVANCE AND TRYING TO ASK SOMEBODY TO RESCHEDULE ON YEAH, EIGHT WEEKS NOTICE IS PRETTY TOUGH WHEN THEY'RE ALREADY BOOKED.
WE'LL, PROBABLY THE ONLY DAY WE'RE, WE'RE GONNA GET IN AND IN THE CHURCH IS VERY LOCAL AND BEER ALL AFTERNOON DOWN.
SO I THINK WE DEFINITELY CHURCH ONCE WE GET, SO THAT'LL,
[01:55:03]
UH, AND THEN I, UH, A QUESTION ON THE, UH, I GUESS THOSE OUTLETS, THE GREEN BOXES THAT YOU HAVE OUT THERE, CJ TOLD ME THAT YOU HAD, THAT THERE WAS SOME DAMAGE TO THOSE.IS THAT ONE, ONE WAS DAMAGED? UM, I THINK IT IS MOST MOSTLY COSMETIC FROM WHAT I'VE BEEN ABLE TO SEE.
UM, THE INSIDE THE PLUG STILL WORK? MM-HMM.
I THINK WE, THE, THE BOTTOM OF THE FRAME BENT IT, IT IS, IT'S LEANED ABOUT MAYBE 20, 30 DEGREE ANGLE.
UM, BUT THERE'S NO WIRES PULLED OUT.
EVERYTHING STILL SEEMS TO BE FINE ON THE INSIDE.
I, I HONESTLY THINK IT'S A MATTER OF JUST HAVING TO GET IN IT, KIND OF PULL IT BACK AND, AND REPLACE THE NUTS THAT BOLTED DOWN TO THE CONCRETE.
UM, I THOUGHT IT MAYBE TOOK A, TOOK A BRANCH OR SOMETHING, BUT I REALLY CAN'T EVEN SEE A MAJOR DENT OR ANYTHING ON IT.
SO I DON'T, I DON'T, HONESTLY, I DON'T KNOW IF IT WAS WIND, WIND, IT TOOK A GLANCE IN BLOW, BUT IT'S, IT'S, IT'S LEANED A LITTLE BIT AND I THINK THAT'S THE ONLY ONE OF THE ONES THAT ARE OUT THERE IN TERMS OF REVENUE.
UM, THINGS CONTINUE TO INTEGRATE.
WE HAVE, UH, INTEREST, UH, THE STAYS AND NUMBERS ARE NOT LOOKING VERY GOOD.
WE, WE, ON BASICALLY THE FOLLOWING YEAR, 7,000, WHICH IS WOW.
DOWN FROM, UH, A HIGH IN 20 MILLION.
ARE YOU SERIOUS? WE HAVE BEEN AND SERVICES INSIDE OUR OWN
WITH THAT SAID, WE HAVE NOT TOUCHED THE EXPENDITURES, UM, FROM WHAT WE HAVE LAST YEAR, OTHER THAN TO INCLUDE, UM, SALARY, WHICH INCLUDED IN LAST YEAR.
BUT WE, WHAT WE'RE ASKING FOR THIS YEAR IS FOR A MATCH, UH, TO THAT FROM EBC, UM, WHICH WE PAY FOR A C ECONOMIC COMMUNITY DIRECTOR TO HELP MARKET.
UM, AND WE MADE A TEMPORARY COMING OUTTA THE, COMING OUTTA THE SPRING.
UH, BUT IT JUST DOES NOT LOOK GOOD IN TERMS OF WHAT WE'RE PLANNING TO DO IN TERMS OF SUPPORT FOR OUR LOCAL ORGANIZATIONS.
UH, WE KEPT THOSE NUMBERS STEADY, 25, 25 CHAMBER AND THE CAP ART CENTER SCIENCES, WHICH IS STILL FUNCTIONING, STILL BRINGING FOLKS IN AT TWO 50 AND THEN REDUCING THE, OKAY.
SO, SO WE'RE NOT REDUCING ANY EXPENDITURES, BUT, BUT OUR, WELL, YEAH.
SO WE'VE OPTED TO HOLD THE LINE IN THE HOST THAT THINGS WILL BOUNCE BACK AS THE ECONOMY COMES BACK TO NORMAL IN TERMS OF ACTUAL RESIDUAL.
WE'VE GOT ABOUT MILLION TWO IN RESERVES RIGHT NOW.
UH, YOU, AND IF THINGS TURN AND WE GET SOME REINVESTMENT AND WE GET OUT AND MARKET THE WAY WE KNOW WE CAN, WE HOPE TO BRING THOSE NUMBERS BACK UP.
ARE ANY OF THESE FOLKS DOING BEHIND? WE DO.
FOUR ACCOUNTS THAT RIGHT NOW ARE LAGGING.
UH, WE HAVE TWO OF THOSE ON A PAYMENT PLAN OR THREE OF THOSE ON PLAN, JUST TWO.
AND THE OTHER TWO WE'LL BE PURSUING, UH,
WHICH USUALLY MAKES NO PAYMENT.
WELL, ONE OF 'EM IS OUR FREQUENT FLYER WHO IS, I'M NOT GONNA NAME NAMES PUBLICLY, BUT HAS BEEN OUT OF THE COUNTRY NOW AND ALSO IS IN ARREARS HONOR HAS WATER BILL.
SO HE'S IN US FOR A LOT OF THREE OR FOUR HALF.
[02:00:01]
SINCE MARCH CASE.AND WE, THE, I WILL SAY THAT THE ONES THAT HAVE COME TO US WITH A PAYMENT PLAN HAVE BEEN MAKING THE PAYMENTS OFF TIME, HAVE BEEN DILIGENT ABOUT IT.
THE REALITY IS, IS THEIR BUSINESSES ARE, UH, ON SHAKY TERRITORY, AND THAT HAS TO DO WITH THE PHYSICAL PLAN THAT THEY OPERATE IN THE CLIENTELE DATA.
RIGHT AT 60 WOULD BE TOTAL FUNDING FOR SALARY 60.
IT'S, IT'S A STARTER BALLPARK, BUT WE'RE TRYING TO MITIGATE, I MEAN, WE WANTED TO ADD THAT A LITTLE BIT IN FROM FUND GET WHAT THE REGIONAL AVERAGE IS.
I DON'T SAY OUT LOUD, BUT IT GETS US SOMEBODY HOPEFULLY THAT WOULD DIEGO HERE.
AND AS FARO, WE KNOW VERY LONG SALARY IF THEY CAME A CAREER IN THAT VIEW.
SO OUR REVENUE THIS YEAR IS ABOUT HALF OF WHAT IT SHOULD BE TOO.
SEE, UH, WHAT DO YOU SEE? SO WE HADN'T THOUGHT ABOUT FUNDS MAKE THAT SURE.
C YEAH, I MEAN, I, I AGREE WITH THAT.
I KNOW WE'VE TALKED ABOUT IT BEFORE.
I JUST, IT'S, I JUST HAVE A HARD TIME THINKING THAT WE MIGHT BE ABLE TO GET A DECENT PERSON.
BUT IF YOU LOOK AT THE EXPENDITURE, YOU KNOW, I'VE LOOKED AT THIS PREVIOUSLY AT OTHER PLACES, UH, EDC DIRECTOR, YOU KNOW, TYPICAL THEIR PAY, YOU KNOW, FOR THEM TO PAY FOR THEMSELVES AND SALES TAXES, YOU HAVE TO BRING IN SOMETHING LIKE NINE OR $10 MILLION OF SALES TO EQUAL WHAT THEIR SALARY IS.
AND THAT'S REALLY HARD BECAUSE THAT'S LIKE, YOU KNOW, A MCDONALD'S IS TWO OR 3 MILLION OR KFC, SO YOU KNOW, THREE NEW FAST FOOD RESTAURANTS PER YEAR TO JUST TO PAY FOR THEIR SALARY BREAK.
SO, WELL, WHEN WE, WHEN I STARTED THE EDC DIRECTOR WAS THE ASSISTANT OF CITY MANAGER, AND AS THINGS PROGRESSED THROUGH THE YEARS, THE, YOU HAD TO TAKE THE ASSISTANT CITY MANAGER PAY AND THE CITY MANAGER PAY TO PAY FOR A CITY MANAGER.
SO
I
THAT'S, I HATE TO SAY I DIDN'T WANT TO BE, I DON'T WANT BE THE ONE THAT UNDERSELLS IT, BUT THAT'S KIND OF OUR, WE FIND SOMEBODY REALLY YOUNG THAT'S LOOKING FOR A TITLE.
WE FIND SOMEBODY WHO'S RETIRED AND CAN AUGMENT THROUGH A TM RS OR SOMETHING LIKE THAT AND STILL HAS SOME, SOME GAS LEFT IN THE TANK.
WELL, LIKE I SAID, THAT PART, IF THINGS, IF THINGS IMPROVE, THAT PART COULD BE CONSIDERED LATER DOWN THE LINE.
I MEAN, YOU KNOW, IF WE HAVE THE, WE HAVE THE REVENUE, THEN WE CAN SPEND IT.
IF WE DON'T HAVE THE REVENUE, WE CAN'T SPEND IT.
[02:05:04]
IT CAN'T STAY THIS WAY FOREVER.WELL, THEY, THE COST OF LIVING AIN'T GOING DOWN.
BUT HOW DOES A PERSON COST A HUNDRED THOUSAND SALARY? IT'S SUPPOSED TO BRING IN 9 MILLION WORTH SALES.
SOUND LIKE SOMEBODY'S OVERSHOOTING THEIR, THEIR DEGREE FOR SAKE OF BETTER TERMS. WELL, I MEAN, I MEAN IF THAT'S TRULY THE, HOW IT WORKS OUT, I DON'T KNOW.
I MEAN, THERE ARE PEOPLE THAT CAN DO IT, BUT THAT'S ALSO REQUIRES A CERTAIN LOCATION TO KEY TO KEY INTO THAT FACT OF AVAILABILITY.
YOU KNOW, WE'RE NOT LIKELY TO GET A BALL HERE ACROSS THE STREET, BUT RIGHT.
IF I UNDERSTAND PERSON CAN, BUT YOU HAVE TO CONSIDER, WELL, YOU HAVE TO CONSIDER THAT WE PROBABLY HAVE A HUNDRED ACRES IN THE CITY OF PLU THAT AIN'T DEVELOPED.
SO, I MEAN, NINE, YOU KNOW, IT AIN'T LIKE WE GOT, AIN'T LIKE WE GOT THE, WE'RE NOT THE CITY, WE'RE NOT THE CITY OF BASTROP WHERE WE JUST GO OUTSIDE AND SEE LIMITS TO PICK UP.
I'M NOT BEING, I'M JUST SAYING THE FEASIBILITY OF IT.
REDEVELOPMENT IS A LOT HARDER THAN DEVELOPMENT PERIOD.
THAT'S A LOT OF THE CHALLENG THAT WE FACE TAKE SUNK.
UH, WE COMMITTED 50% OF THE SALES TAX FOR THE OMNI CENTER TO BE OVER FIVE YEARS THAT, THAT WILL REQUIRE RETIRE NEXT YEAR.
WE HAVE NOT PAID OUT WHAT WE EXPECTED TO HAVE TAX BUMP THE THRESHOLD THAT HASN'T GONE OVER.
UH, BUT THEY PUT $1.8 MILLION INTO THAT POWER CENTER TO GET IT GOING.
AND HERE WE ARE FOUR YEARS LATER AND 90% OF IT'S OFFLINE BECAUSE THEY, THE ELECTRICAL SYSTEM WHEN WE UPGRADE AND THEY STILL AMOUNT, AND I LOOK AT WHAT MR. HAN HAS DONE AND WHAT'S GOING AT THE CENTER, UH, THAT'S GONNA TAKE A LARGE INVESTMENT FROM SOMEBODY TO JUMP IN AND JUST TAKE THOSE OVER AND WE'LL POINT, WE'RE RIGHT NOW WITH THE APPRAISALS, $90 MILLION IS NOT VERY MUCH MONEY.
WE'VE GOT SOME BUSINESS FOLKS RETIRED AND DONE.
WELL, THAT HAS A ABOVE AVERAGE BUSINESS MENTALITY OF WHAT IT TAKES, WHAT CAN BE DONE.
THAT COULD ASSUME SOME POSITION.
WELL, YEAH, THERE, THERE'S EXPERTS AND TECH TECHNICAL EXPERTISE'S OUT THERE TO HELP.
UM, AND WE'VE GOT, UH, A LOT OF CHAMPIONS IN THE COMMUNITY THAT WANT TO INVEST.
IT'S JUST FINDING THOSE OPPORTUNITIES THAT MAKE SENSE FOR THEM TO, TO BE ABLE TO DO SO.
THIS WAS JUST GONNA BE A HARD ONE.
UM, AND THIS IS, I HATE TO SALE.
WHAT'S THAT? IT'S A TOUGH SALE, LIKE YOU SAID.
AND SO, UH, I'M GRATEFUL FOR THOSE FOLKS LIKE KFC AND FOR OLLIE AND THOSE FOLKS THAT HAVE TAKEN THE PLUNGE, UH, BEEN AT, UH, CYCLEWORKS, UH, THOSE GUYS THAT ARE INVESTING SMALL MOM AND POPS WATCHING WHAT NARELLE AND THEM ARE DOING IS, IS REMARKABLE.
AND SO WE WANNA CELEBRATE THOSE VICTORIES, BUT THE ONLY WAY TO EXPAND ON 'EM IS TO, I I JUST DON'T HAVE THE OPERATIONAL BANDWIDTH.
AND IN, AND IN FAIRNESS TO THAT, WHAT DO THESE ON A PERCENTAGE WISE, I SHOULD PROBABLY KNOW, KEPT UP, DID EDC TIME AND MONEY ARE INVESTED IN THOSE? SO, UH, THREE, FOUR BUSINESSES? NOT, NOT AS, OR ARE THEY, ARE THEY BASICALLY SELF, MOST OF 'EM ARE SELF-STARTERS.
I MEAN, YOU MIGHT HAVE GOTTEN A, YOU MIGHT HAVE GOTTEN THE $6,000 GRANT FOR THE, FOR THE SIGN.
YOU MIGHT'VE GOTTEN SOME RENOVATION.
OLLIE'S OBVIOUSLY WE PUT A LOT ON THE LINE, BUT WE DIDN'T END UP HAVING TO PAY AS MUCH.
UM, IF YOU THINK ABOUT ROAD STAR AND THAT, I THINK THEY PUT IN 4,000 INTO WHAT IS A $1.2 MILLION PROJECT DOWN THERE.
SO, UH, SO WE'RE HAVING A 5% INVESTMENT YEAH.
IN NEW BUSINESS MAY BE TIME FOR US TO PUT SOME PRESSURE ON SOME OF OUR, I MEAN SOME OF OUR, UH, SUPPOSEDLY PARTNERS.
THE ALLIANCE AND SOME OF THE OTHER FOLKS.
[02:10:01]
WELL, I WILL SAY THAT THE ALLIANCE HAS BEEN REALLY GOOD ABOUT PROVIDING US WITH DATA AND SHE, PATTY IS READY TO GO AND ADVOCATE ON OUR BEHALF, BUT THEY'VE GOT HOW MANY OTHER CONSTITUENT COMMUNITIES IN THE SAME BOAT.THEY GOT A LOT OF, A LOT OF EASIER SALES INCLUDE.
AND THAT I, I THINK THAT CONCENTRATE MORE ON THAT THAN THE RS.
AND I, AND I THINK THAT'S WHY THIS POSITION IS NEEDED.
'CAUSE CJ IS SO STRAPPED DOWN TO EVERYTHING ELSE THAT'S GOING ON THAT THEN FOCUSING STRAIGHTLY ON, STRICTLY ON EDC AT ONE POINT.
I'M GONNA REVERT BACK TO YOU GOING DO WHAT WE PRIDE JOHN AND THEM FOR DOING AND THAT'S DOING MORE WITH THAT.
AND THERE'S NOT ANOTHER, I DON'T KNOW WHO YOU CAN POINT AT OTHER THAN JOHN AND HIS GROUP THAT PROVE IT'S DONE.
AND, BUT SELLING THAT TO A DIFFERENT, OOH, I ALMOST WENT THERE.
SELLING THAT TO A DIFFERENT CROWD IS TOUGHER.
BECAUSE IT'S ALL ABOUT THE MONEY.
WELL, IT'S ALL ABOUT THE MONEY AND THE TITLE MONEY AND THE TITLE.
THIS IS MY JOB INSTEAD OF MULTITASKING, WHICH IS GOING OUT THE WINDOW.
BUT ANYWAY, I BETTER GET OFF THAT SUBJECT BECAUSE I'M A LITTLE ONE SIDED WHEN IT COMES TO THAT ANYWAY.
WELL, I, AND I, AND I DO WANNA SAY ONE OF THE THINGS THAT I TAKE PRIDE IN WITH THE CITY AND THIS ORGANIZATION IS THE FACT THAT EVERYBODY, WE DON'T, WE ARE DYSFUNCTIONAL SOMETIMES, BUT WE ALWAYS GET ALONG AND WE FIND A WAY TO MAKE THINGS HAPPEN.
THAT'S WHAT STRONG FAMILIES DO.
AND THAT'S, THAT'S, IT MIGHT BE, BE TIME TO PUT A LITTLE MORE PRESSURE ON THE EDC BOARD BOARDS.
LET THEM DO SOME, LET THEM DO SOME LEG WORK TOO.
CAN'T EARN, IT'S A BUNCH OF MONEY OUT THERE.
I MEAN, YOU KNOW, BUT YOU JUST WANNA PUT IT IN THE RIGHT PLACES AND HELP PEOPLE PROGRESS AND BUILD.
NOW, AND, AND, AND IN FAIRNESS TO THAT, THERE'S A LOT OF BUSINESS OWNERS THAT CARRY A LOT OF CLUE RIGHT NOW THAT'S NEVER HAD THEIR DOOR KNOCKED ON BY AN EDC MEMBER.
NOW I'M NOT SAYING THAT'S RIGHT OR WRONG.
BECAUSE MOST BUSINESSES, MOST BUSINESS AROUND HERE, 90% OF THEIR BUSINESS COMES FROM 10% OF THEIR CUSTOMERS.
BUT YOU KEEP CHASING THAT NEW ONE.
HE MAY DECIDE TO DO SOMETHING DIFFERENT TOO.
THAT'S JUST FLAT OUT 45 YEARS OF EXPERIENCE.
YOU KNOW, I THINK WE BEAT THIS DEAD HORSE
WAS THERE ANY OTHER QUESTIONS ABOUT THAT? OTHERWISE, WE WILL, UH, STAFF WILL REST AND WE WILL READY TO PICK BACK UP ON THURSDAY WITH PUBLIC SAFETY AND, AND GENERAL GOVERNMENT.
[IV. NOTICE/ANNOUNCEMENTS OF UPCOMING EVENTS AND MEETINGS]

DO WE HAVE ANY KINDA IDEA OF WHAT OUR PROPOSED VALUE AT TAX RATE'S GONNA BE? WE WILL HAVE OUR NUMBERS OF HOPEFULLY ON THURSDAY, MAYBE BEF THE DAY BEFORE.
I'VE ASKED FOR 'EM THE DAY BEFORE.
UM, SO I ARE ARE THEY DOING THAT AGAIN? YEAH, IT'S DUE ON THE 25TH.
I WILL TELL YOU, BASED ON THE GUESSTIMATION THAT WE'VE DONE, HOLD ON JUST A SECOND.
I HEARD YOU SAY SOMETHING ABOUT POSSIBLE VOTER APPROVAL RATE.
WE ARE GONNA PROPOSE THE VOTER
[02:15:01]
APPROVAL RATE.AND I GIMME JUST ONE SECOND AND I WILL TELL YOU FIVE.
IS THERE ANY WAY OF KNOWING THAT THIS NUMBER'S GONNA BE BASED ON WHERE THEY STARTED AND WHERE THEY SEE IT GOING? UH, THIS NUMBER IS BASED ON OUR BEST GUESSTIMATE ABOUT WHAT THE, UH, THE ANECDOTAL INFORMATION WE'VE GOTTEN ABOUT WHAT HAS BEEN GIVEN OR GRANTED IN TERMS OF RELIEF.
UH, SO WE ESTIMATE THAT BASED ON THE ORIGINAL NUMBER, WHICH WAS 1 BILLION, WE'RE GONNA COME IN AT EIGHT 90, 10%, ABOUT 10%, UH, 10 TO 15%.
AND HOLD ON, LEMME SEE IF I DON'T HAVE 24, 2 5.
I MEAN, IF WAIT TILL WE GET WAIT TILL THURSDAY IF WE DON'T HAVE IT, YOU CAN, YOU CAN HAVE THOSE READY FOR US THURSDAY.
YOU HAVE THE MYSTERY WILL BE RESOLVED UNTIL THEN, BUT RIGHT NOW WE'RE LOOKING AT PROBABLY 42 TO 43 CENTS.
SO, WHICH IS STILL LESS THAN WHERE WE'RE AT.
WE'RE AT 53, RIGHT? UH, NO, WE'RE AT, UH, HOLD ON.
IS IT 47 AND A HALF OR SOMETHING? 47 AND A HALF, YES.
BUT, UH, IT'LL BE A REDUCTION IN, ONCE AGAIN, A REDUCTION IN THE RATE, BUT NOT NECESSARILY THE TAX.
AND REGARDLESS THE STATE WILL TELL, IT'LL STILL TELL EVERYBODY THAT IT'S AN INCREASE AND THAT WE'RE GUILTY.
THEN THE NEXT ITEM WOULD BE ADJOURN.
MOTION MADE BY COUNCIL BEN AGUILAR.
