THE CITY OF KLU NATIONAL WIDEOUT.

A UNIQUE CRIME DRUG PREVENTION EVENT SPONSORED BY THE KLU POLICE DEPARTMENT HAS BEEN SCHEDULED FOR TUESDAY, OCTOBER THE FIRST 2024.

WHEREAS NATIONAL NIGHT OUT PROVIDES A UNIQUE OPPORTUNITY FOR THE CITY OF FLU TO JOIN FORCES WITH THOUSANDS OF OTHER COMMUNITIES ACROSS THE COUNTRY IN PROMOTING COOPERATIVE POLICE COMMUNITY CRIME PREVENTION EFFORTS.

WHEREAS ALL RESIDENTS OF BUSINESSES PLAY A VITAL ROLE IN ASSISTING THE CL POLICE DEPARTMENT THROUGH JOINT CRIME DRUG VIOLENCE PREVENTION EFFORTS IN THE CITY OF CLU AND ARE SUPPORTIVE OF NATIONAL NIGHT OUT 2024 LOCALLY.

AND WHEREAS IT IS ESSENTIAL THAT ALL CITIZENS OF THE CITY OF CLU BE AWARE OF THE IMPORTANCE OF CRIME PREVENTION PROGRAMS AND THE IMPACT THAT THEIR PARTICIPATION CAN HAVE ON REDUCING CRIME, DRUGS AND VIOLENCE IN THE CITY OF PLU.

AND WHEREAS POLICE COMMUNITY PARTNERSHIPS, NEIGHBORHOOD SAFETY, AWARENESS, AND CORPORATION ARE IMPORTANT THEMES OF THE NATIONAL NIGHT OUT PROGRAM.

UH, SO WE GOT THOSE NOTICES OUT IN AUGUST, ABOUT 10,000 COUNTYWIDE.

UH, AND WE'VE HAD A LOT OF ACTIVITY COME OFF OF THAT.

THE, UH, COUPLE OTHER THINGS I WANT TO POINT OUT TO YOU.

I KNOW SOME OF YOU GET OUR, UH, WEB, OUR, OUR TAX SALE NOTICES ON OUR WEBSITE EVERY FRIDAY.

UM, WE HAD A PIECE OF PROPERTY IN THE CITY THAT WAS SCHEDULED FOR SALE.

UH, AND WE ANTICIPATE A COUPLE OF PROPERTIES THAT'LL BE GOING TO SALE EITHER IN NOVEMBER OR DECEMBER, UH, LATER THIS YEAR.

SO FOR THOSE OF YOU THAT GET, UH, THAT EMAIL ON FRIDAY, YOU MAY WANT KEEP YOUR EYE OUT.

THE CITY, WHEN I PREPARED THIS REPORT FOR YOU TONIGHT, THERE WAS ROUGHLY TWO 31,000 OF BASE TAX OWE TO THE CITY FOR ALL YEARS THROUGH 2023.

THE LARGEST SINGLE CATEGORY WE HAVE BE LABELED PENDING, GOOD AMOUNT OF THAT ARE NEW ACCOUNTS WE GET FOR 2023.

BY WAY OF EXAMPLE, THE LARGEST ACCOUNT WE HAVE THIS YEAR OWES THE CITY JUST A BIT OVER 29,000.

WELL, HOW CAN THAT BE? WELL, IT TURNS OUT THAT IN THIS PARTICULAR CASE IS DELINQUENT, BUT IT'S NOT REALLY DELINQUENT BECAUSE THEY HAVE A LAWSUIT PENDING AGAINST THE APPRAISAL DISTRICT.

AND SO SOME OF THE NUMBERS YOU'RE SEEING TONIGHT, IF YOU LOOKED AT IT VERSUS LAST YEAR, YOU'LL SEE, WELL, WHY HAS THERE BEEN AN INCREASE? AND WE CAN POINT TO THAT RIGHT THERE.

IN THE MEANTIME, WE HAVE IT ON OUR ROLL, BUT WE CAN'T TAKE ANY ACTION, UH, TO TRY TO AGGRESSIVELY COLLECT IT.

UM, COUPLE OTHER THINGS I'LL POINT OUT REAL QUICK.

THE DEFERRALS THAT WE HAVE, UH, YOU CAN SEE THE PERCENTAGE AND THE DOLLARS THEY REPRESENT TO THE TOTAL.

I ALWAYS LIKE TO TELL PEOPLE IN PRESENTATIONS THAT IF YOU'RE OVER 65 AND IT'S YOUR HOMESTEAD, YOU HAVE THE RIGHT TO DEFER THE PAYMENT OF THE TAXES SO YOU DON'T HEAR FROM US.

UH, AND THEN OUR LAST DOCKET OF THIS CALENDAR YEAR WILL OCCUR IN DECEMBER.

SO BASICALLY WHAT I'M DOING IS IF ANYBODY OWES RIGHT NOW TWO OR MORE YEARS, AND WE DON'T HAVE ANYTHING IN OUR NOTES THAT INDICATE THERE'S A COMMITMENT FOR THEM TO PAY, WE'RE GONNA BE FILING SUITS ON THEM.

AND THE REASON FOR THAT IS AT SOME POINT IN TIME, YOU DON'T WANT TO GET UPSIDE DOWN ON THE TAXES THAT ARE OWED VERSUS THE VALUE OF THE PROPERTY.

AND YOU CAN SEE THE YEARS PRIOR TO 2022, THE DOLLAR AMOUNTS AND THE TOTALS THAT THEY REPRESENT.

AS I GIVE YOU EVERY YEAR, HISTORICAL COLLECTIONS FOR MULTIPLE YEARS.

I WILL GO BACK TO ANY OF THESE IF YOU WANT ANY MORE DETAIL.

BUT LET ME TAKE YOU TO THE YEAR WE JUST FINISHED, WHICH WAS 2022.

UH, SO FOR 2023, YOU'LL SEE THAT THE, THE AMOUNT THAT WAS TURNED OVER, AGAIN, IT'S HIGHER THAN IT WAS LAST YEAR.

BUT AGAIN, I'M GETTING TO BE A BROKEN RECORD.

BUT PART OF THAT IS THAT ONE BIG APPRAISAL SUIT, UH, THAT THAT CAN REALLY IMPACT YOU.

UM, SO WITH THAT, UH, MAYOR, I'LL BE HAPPY TO ANSWER ANY QUESTIONS ON THE TAX PORTION OF MY PRESENTATION.

WE WORK WITH JUDGE SMITH AND HIS COURT, AS YOU KNOW, TO TRY TO DRIVE EVERYBODY IN THAT OWES MONEY TO THE CITY, TO THE COURT TO TAKE CARE OF THEIR BUSINESS.

UM, YOU CAN SEE THE NUMBERS, UH, STARTING ON THE LEFT OF THE DOLLARS THAT HAVE BEEN TURNED OVER TO US.

HISTORICALLY, WHAT'S BEEN COLLECTED IN CASH AND NON-CASH AND THEN THE AGGREGATE PERCENTAGE OF RESOLUTION IS JUST SHY OF 70%.

UH, AND YOU CAN ALSO SEE THE NUMBER OF LETTERS WE'VE MAILED, ADDRESSES WE'VE CORRECTED IN CONTEXT THAT WE'VE HAD WITH PEOPLE.

SO WE SPEND A LOT OF TIME AND ENERGY TRYING TO RESEARCH WHERE PEOPLE HAVE MOVED AND DRIVE THEM TO THE COURTS TO TAKE CARE OF THEIR BUSINESS.

SO YOU CAN SORT OF SEE THE INHERENT CHALLENGE.

OBVIOUSLY THE MAJORITY OF THE PEOPLE LIVE IN TEXAS.

A GOOD PORTION OF THEM, UH, IF YOU LOOK AT IT BY ZIP CODE LIVE IN THE, IN IN THIS AREA OF, OF THE STATE.

UH, BUT STILL GETTING PEOPLE TO COME IN AND TAKE CARE, CARE OF THEIR BUSINESS, UH, CAN BE A BIT OF A CHALLENGE.

UM, SO TO START OUT, UM, OUR SUMMER READING PROGRAM THIS YEAR, UM, AND EVERY YEAR RUNS FROM JUNE 1ST TO JULY 31ST.

UM, WE HAD 130 KIDS AND TEENS REGISTERED FOR SUMMER READING THIS YEAR, WHICH IS ABOUT TRIPLE WHAT WE'VE HAD.

IF I HAD TO SAY, UM, SINCE PROBABLY ABOUT 2020, WHICH WE'VE SEEN A BIG INCREASE SINCE, UM, POST COVID, WHICH IS ALWAYS A GOOD SIGN.

UM, WE HOSTED 34 EVENTS, UM, IN THE LIBRARY.

UM, FOR ALL OF OUR AGE RANGES.

MOST OF THEM WERE GEARED TOWARDS THE KIDS IN THE TEEN AGE BRACKET, BUT WE DID HAVE SOME FOR ADULTS.

UM, OUR OPENING PARTY THAT WE HAD, UM, ON JUNE 1ST, I BELIEVE, UM, WAS NOT VERY WELL ATTENDED DUE TO, UM, INCLEMENT WEATHER.

THE DAY THAT WE HAD IT, IT WAS A REALLY BAD WEATHER DAY ON THAT SATURDAY.

UM, BUT WE MADE UP FOR IT IN OUR END OF SUMMER PARTY, UM, ON JULY 31ST, WHICH WENT VERY, VERY WELL.

AND WE HAD ABOUT A HUNDRED, A HUNDRED PEOPLE ATTEND, UM, THROUGHOUT THE TIMEFRAME OF THE PARTY.

UM, WITH THE COOPERATION OF MICHELLE PARRISH, WE WERE ABLE TO HOST TWO OF OUR PROGRAMS THAT WE HAD, UM, AT THE KLUT EVENT CENTER.

UM, THOSE WERE THE DOMINO'S DO SHOW.

UM, AND MY YOUTH SPECIALIST, CATHERINE LUCE, UM, HOSTED, UM, FOR THE FIRST TIME A MEDIEVAL MAYHEM, UM, EVENT.

SO THERE WAS A CATAPULT CONTEST AND THERE WAS OTHER MEDIEVAL EVENTS HAPPENING.

IT WAS A LOT OF FUN AND IT WAS FAIRLY ALSO WELL ATTENDED, BUT WE NEEDED A BIG OUTDOOR SPACE TO HOST THAT EVENT.

UM, HOPEFULLY, UM, WE WILL BE ABLE TO SCHEDULE MORE EVENTS AT THE EVENT CENTER, UM, NEXT SUMMER.

'CAUSE WE DO HAVE, UM, NEXT YEAR IT'S OUR TURN, UM, TO HAVE THE CHEMISTRY ROADSHOW, UM, COME THROUGH AND WE NEED A BIGGER SPACE FOR SOMETHING LIKE THAT.

UM, DURING BARREL, THE, THE LIBRARY WAS OPEN TO THE PUBLIC AS A COOLING STATION ON THE WEDNESDAY AFTER THE STORM.

'CAUSE WE WERE FORTUNATE ENOUGH TO HAVE POWER AND AC AND INTERNET AND ALL OF THOSE GREAT THINGS THAT NOT EVERYBODY IN THE COMMUNITY HAD .

UM, AND UM, SO WHILE WE WERE THERE AS A COOLING STATION, WE SHOWED MOVIES, WE HAD CRAFT SUPPLIES AVAILABLE FOR THE FAMILIES THAT WERE THERE TO CHARGE THEIR PHONES, USE THE INTERNET, SOAK UP SOME OF THE AC, GET A BOTTLE OF WATER, UM, ET CETERA.

UM, AND THEN SPEAKING OF BARREL, UM, THE BUILDING DIDN'T SUSTAIN ANY EXTERNAL DAMAGE NECESSARILY, UM, WHICH IS A GOOD THING.

UM, BUT WE DID GET SOME WATER IN THROUGH, UM, OUR BACK DOOR, WHICH IS ALSO NOT NECESSARILY NEW.

UM, AND THEN A COUPLE OF SPOTS IN THE ROOF.

BUT LUCKILY NONE OF THE COLLECTION WAS LOST OR DAMAGED.

UM, SO WE'RE THANKFUL FOR THAT 'CAUSE SOME OF THE LIBRARIES IN HOUSTON DEFINITELY SUFFERED A LOT MORE THAN WE DID, UM, IN LOSING THEIR ENTIRE COLLECTION.

UM, SO AS FAR AS THE IMPACT OF THE PUBLIC LIBRARY ON THE COMMUNITY AS A WHOLE, UM, SO BRAZORIA COUNTY LIBRARY SYSTEM HAS BEEN DOING A YOU SAVED CAMPAIGN SINCE MARCH OF 2022.

UM, AND THIS CAMPAIGN RECORDS THE AMOUNT OF MONEY THAT LIBRARY PATRONS HAVE SAVED, UM, BY USING THEIR LIBRARY CARD.

UM, SO JUST TO GIVE YOU A REFERENCE FOR THAT, UM, IN AUGUST, KLU LIBRARY PATRONS SAVED A TOTAL OF $34,570 JUST FOR USING THEIR LOCAL LIBRARY AND ACCESSING OUR RESOURCES AND CHECKING THINGS OUT RATHER THAN GOING AND BUYING SOMETHING.

UM, AND THEN, UM, JUST AS AN UPDATE FOR OCTOBER, WE HAVE ALSO MULTIPLE EVENTS, UM, GOING ON IN OCTOBER, INCLUDING OUR HALLOWEEN BASH, WHICH IS ON THURSDAY, OCTOBER 29TH AT 5:00 PM THAT'S ALL I HAVE.
