AND MAIN SURVEY

[00:05:01]

AT TRACK 45 B ACRES 4 7 9 4 CI TWO 13 CAN STREET 7 7 5 3 1.

WE ADJUSTED LOT LINES ON ALL THREE EXISTING LOTS.

ITEM NOTE, THE PUBLISHER'S AFFIDAVIT NOTICE FOR THIS, UH, PUBLIC HEARING WAS PUBLISHED ON OCTOBER 25TH WHEN BRAD AND THE NEXT ITEM IS TO LIST PROPERTY OWNERS NOTIFIED BY MAIL.

THERE WERE 30 LETTERS SENT OUT TO DIFFERENT OWNERS.

NONE WERE RETURNED, SO WE PRESUME THEY WERE ALL DELIVERED.

AND THE NEXT ITEM WILL BE TO OPEN THE FLOOR FOR DISCUSSION.

AND THE FIRST ITEM IS THOSE IN FAVOR OF THE REFL TONIGHT.

UH, I DON'T SEE THAN HERE.

SO IS THERE ANYONE HERE TONIGHT THAT WOULD LIKE TO SPEAK IN FAVOR OF THE REPLAY? I WOULD , MY NAME'S GARDNER CAMPBELL.

I'M THE PROPERTY THERE.

TWO 30 CANON.

ALL WE'RE DOING IS SOME SIMPLE LOT MOVEMENTS.

UH, THERE WAS A COUPLE OF DISCREPANCIES ON A REFLEX THAT WAS DONE IN LIKE 94, I BELIEVE, AND IT SHOWED A ZERO TAX AREA ON A CENTERPIECE THAT WAS JUST DONE WRONG AT, UM, COURTHOUSE APPRAISAL DISTRICT.

SO WE CLEANED IT UP AND MOVED THE LOT LINE TO THE NORTHEAST ABOUT SEVEN FOOT TO MAKE A LITTLE BIT BETTER ENTRY FOR THE MIDDLE PROPERTY.

AND THEN WE, THE NEIGHBORS ON THE WAYNE DRIVE SIDE HAVE AN INTEREST IN BUYING THAT, WHICH WE DON'T REALLY HAVE MUCH INTEREST IN IT, IT TOUCHES THEIR PROPERTY.

SO WE MOVED THAT LOT LINE OVER AND MAKE THAT ONE LOT, WHICH IT CONSISTED PROBABLY ABOUT 1.2 ACRES NOW IF APPROVED.

UM, THERE'S REALLY, THERE'S NO REPLANTING DUCT THAT WE'RE PLANNING ON BUILDING ANYTHING EXTRA.

IT WAS JUST BASICALLY CLEANING IT UP, GETTING THE OTHER PIECE ON TAX ROLL AND, UH, MAKE IT A LITTLE BIT MORE ACCESSIBLE ON, ON THE LOCKS.

THAT'S PRETTY MUCH IT.

OKAY, NEXT ITEM WOULD BE TO HEAR FROM THOSE OPPOSED TO THE REFLEX.

FIRST ITEM IS TO READ LETTERS OPPOSED OF CITIZENS OPPOSED.

A NEXT ITEM WOULD BE TO HEAR FROM ANYONE PRESENT THAT'S OPPOSED TO THE WILL.

YOUR COMMENTS, PLANS, ZONING COMMISSION.

ANYBODY HAVE ANY COMMENTS? NO COMMENTS.

MAYOR SAID KELLY NOT IF HE'S PUTTING SOMETHING ELSE ON THE TAX ROAD, THAT'S A GOOD THING.

I WOULD PRESUME THE LAW OF THE TAX NOW MIGHT BE A DIFFERENT TAX PAYER RECORD.

NEXT WE WILL CLOSE THE DISCUSSION, THE HEAR, RECOMMENDATION, PLANNING AND ZONING COMMISSION ON THE FINAL REFLEX.

I'LL MAKE A MOTION THAT SEND IT TO ANYBODY.

WANNA SECOND IT? SECOND IT A BUNCH OF SECONDS.

UH, ANY OPPOSE? UH, ALL IN FAVOR SAY AYE.

ANY OPPOSED? NO.

UH, CITY, WE, WE MAKE THE RECOMMENDATION THAT THIS REPL BE GRANTED UNDER THE NORMAL GUIDELINES.

THANK YOU.

THANK YOU VERY MUCH.

CONGRATULATIONS.

THANK YOU SO MUCH.

MOST OF THE GIRLS ARE AT A SWIM MEET RIGHT NOW, AND THE COACHES ARE ALSO AT A SMOOTHIE.

BUT WE DO HAVE THREE WONDERFUL OUTSTANDING REPRESENTATIVES.

FIRST OF ALL, WE HAVE KENDALL DANE, WE HAVE EMERSON MONTGOMERY, AND THEN WE HAVE MALLORY KESLER.

I'D LIKE TO SHARE A LITTLE BIT ABOUT MALLORY.

MALLORY WAS SELECTED MOST VALUABLE PLAYER FOR THE STATE FINALS AND THE STATE CHAMPIONSHIP, BUT ALSO FOR THE SEASON FOR HER OUTSTANDING LEADERSHIP, FOR HER DEVOTION, HER DEDICATION, AND FOR HER GREAT SKILLS IN THE WATER AND OUT THE WATER, AND SHARING ALL THE OTHER MEMBERS OF OUR TEAM AND FOR JUST TRULY BEING A LEADER.

THIS BRASS WOOD LAID ABOVE TEAM JUST A FEW YEARS AGO WERE RUNNERS UP AND LAST YEAR THEY BATTLED HARD.

AND THIS YEAR THEY CAME BACK WITH THE GOAL IN A PHENOMENAL WIN IN TWO OVERTIMES BY BEATING THE TEAM THAT BEAT THEM TWICE.

THEY ONLY LOST TWO GAMES THIS YEAR.

IT WAS TO FOSTER HIGH SCHOOL AND IN THE STATE CHAMPIONSHIP THEY WERE DOWN.

THEY WERE DOWN IN, BUT THEY WERE NOT OUT.

THEY WERE NOT OUT AT ALL.

THEY CAME BACK FOR OVERTIME AND IN ANOTHER OVERTIME AND ENDED UP BEATING FOSTER, WHO WAS THE TWO TIME STATE CHAMPIONSHIP GIRLS WATER POLO TEAM.

SO THEY TOOK IT BACK AND THEY BROUGHT IT BACK HOME.

WE'D LIKE TO INVITE ALL OF YOU TO JOIN, JOIN US FOR A PARADE THIS SUNDAY AT ONE O'CLOCK.

IT'S, IT'S GOING TO START AT AROUND BRA BACK OF BRASSWOOD, GO DOWN DIXIE DRIVE, COME DOWN, BRAESWOOD DRIVE, GO AROUND TW AND THEN END UP RIGHT BACK AT BRAESWOOD AUDITORIUM.

AND WOULD YOU LOVE TO HAVE YOU COME? WE'D LOVE TO HAVE FIRE TRUCKS, PLEASE.

WE'D LOVE TO HAVE CHEER.

WE WANT EVERYONE THERE TO CHEER THESE BOTH, THESE ARE JUST THREE FINE REPRESENTATIVES OF THIS TEAM.

THEY'RE OUTSTANDING YOUNG WOMEN.

THEY'VE GOT GREAT CAREERS AHEAD OF THEM.

THEY'VE GOT GREAT LIVES AHEAD OF THEM BECAUSE EACH ONE OF THEM HAS LEARNED WHAT'S THE MOST IMPORTANT THING, HOW TO WORK TOGETHER, HOW DO WE PART OF A TEAM? AND THESE, THESE THREE VALUES ARE JUST A FINE SAMPLE, FINE EXAMPLE OF OF ALL OF THESE GIRLS.

I'D ALSO LIKE TO INTRODUCE OUR ATHLETIC DIRECTOR, MR. JZ, WOULD YOU PLEASE NAME BECAUSE HE DOESN'T DO THE PAPERWORK.

THIS DOESN'T HAPPEN.

SO WE WANT, WE WANNA TAKE A PICTURE OF ALL OF YOU, IF YOU DON'T MIND.

YES.

CAN WE DO THAT MR. MAG? YES.

SINGLE BUCKS.

GO BACK.

LADY BUCKS.

I'M 70.

ALL PRESTITUTE RULES.

IT DOES.

WHERE YOU FROM? .

GRASS AWAY.

THANK YOU GUYS.

WE'RE TOO BUSY SMILING.

MR. MAYOR.

CITY COUNCIL MEMBER.

I ALSO WANNA POINT OUT, THEY BROUGHT SOME OF THEIR OWN FANS WITH THEM TONIGHT.

A LOT OF THE FANS ARE , BUT THEIR PARENTS, THEIR FANS, THEY COULDN'T DO IT WITHOUT THE SUPPORT OF THEIR FANS, THEIR PARENTS OF SCHOOL.

AND THEY JUST, I JUST WANTED TO POINT THESE OUT.

THESE ARE FIND WONDERFUL, WONDERFUL SUPPORTIVE PEOPLE.

GRANDPARENTS.

[00:20:08]

OH YEAH.

SWIM.

THAT'S, I WOULD DIE.

I WOULD BE DEAD WITHIN THE FIRST TWO MINUTES OF THE DAY.

OH, THAT'S, I WAS GONNA SAY, THAT'S PRETTY EASY.

AND OUR, OUR NEXT ITEM DIET WOULD BE A POPULATION SUPPORT OF TOURISM FRIENDLY CERTIFICATION STATUS TO INCLUDE TEXAS POPULATION WHERE TRAVEL AND TOURISM PROVIDES SIGNIFICANT CULTURAL AND FINANCIAL BENEFITS FOR THE CITY OF CLINTON.

WHEREAS EVENTS, THE TRAVEL FOR LEISURE, RECREATIONAL ACTIVITIES, SPORTS AND CORPORATE EVENTS ARE KEY COMPONENTS TO INCLUDE ECONOMY.

AND WHEREAS WE ACKNOWLEDGE THAT ALL TRAVEL, WHETHER RELATED TO LEISURE BUSINESS REPORTS IS BENEFICIAL.

AND WHEREAS WELCOMING VISITOR FROM NEAR AND FAR ALWAYS HAS BEEN AND ALWAYS WILL BE THE ETHOS OF THE TRAVEL INDUSTRY OF CL.

TEXAS INCLUDES ECONOMIC PROSPERITY AND IMAGE.

IF THE WITNESS WHERE I APPEAR TO SET MY HAND AND CAUSE THE SEAL CITY INCLUDE TO BE AFFIX 14TH DAY OF NOVEMBER, 2024.

BE SIGNED BY MYSELF, THOSE APPOINTMENTS, CITY CLERK.

THE NEXT ITEM WOULD BE OUR FINAL REPORT FOR ORDER ENDING SEPTEMBER THE 30TH, 24.

BE REPORT FOR THE LAST YEAR.

YES, SIR.

UH, HERE WE SEE COMPARATIVE BETWEEN LAST YEAR AND THIS YEAR, REVENUE UP SLIGHTLY, UH, VERY SLIGHTLY, YEAH, ACROSS MOST CATEGORIES.

UH, WE WERE ABLE TO FINISH THE YEAR AHEAD, UH, ABOUT PROBABLY THOUSAND TO THE GOOD.

UH, SO WE'RE GRATEFUL FOR THAT.

UH, ROSIE, YOU'LL TAKE US TO THE NEXT SLIDE.

CONSOLIDATED EXPENDITURES.

UH, YOU'LL NOTE LAST YEAR WE HAD A NET OF TWO, BUT THAT APPROVED THE PAY DOWN ON THE MORTGAGE.

THIS YEAR WE HAD NOT ANTICIPATED, BUT WE ENDED UP, I CAN'T, AGAIN, I CAN'T REITERATE HOW MUCH WE WERE IMPACTED BY MERRILL IN TERMS OF EXPENDITURES AND ALLS.

THE GOOD NEWS IS, IS THAT THE STATE HAS STEPPED IN.

UH, WE KNEW WE WERE GONNA GET 75% OF THE MONEY BACK FROM FEMA.

UH, SHOULD BE GETTING 75% OF THE MONEY BACK FROM FEMA FOR ALL THE FUNDS WE EXTENDED PER CATEGORY A, CATEGORY B.

UH, THE STATE HAS STEPPED IN AND SAID THAT THEY WILL NOW MATCH THAT 25% GAP WITH RESIDUAL FUNDS.

SO WE WILL BE MADE WHOLE.

WOW.

BY, BY THE TIME THIS IS ALL SAID, DONE.

SO WE'RE VERY, EXTREMELY GRATEFUL TO POST IN AUSTIN.

NORMALLY, I USUALLY HAVE CHOICE WORDS FOR THEM, BUT, UH, THEY STEPPED UP BIG TIME FOR NOT JUST CLUE AND NOT JUST BRAZORIA COUNTY, BUT FOR ALL THE COMMUNITIES AFFECTED BY THIS DISASTER.

AND SO WE'RE VERY, VERY GRATEFUL FOR THAT.

UH, NOW WHEN THAT COMES, YOU'LL HAVE TO SEE, UH, WE DID HAVE OUR FIRST CALL WITH M LAST WEEK.

AND SO, UH, THEY GUARANTEE THAT WE WILL HAVE THE MONEY.

THERE'S AN APPLICATION PROCESS THAT'S COMING DOWN THE PIPE, AND WE'LL FULFILL THOSE AND GET THAT, MAKE SURE THAT WE CAPTURE ALL THOSE FUNDS BACK.

BUT THAT IS ONLY FOR ELIGIBLE.

THAT'S ONLY FOR ELIGIBLE.

SO BASICALLY ALL THE DEBRIS REMOVAL, DEBRIS MITIGATION, THOSE COSTS ARE GONNA BE COVERED, BUT WILL NOT BE COVERED ARE COST FOR PERMANENT FIXES LIKE THIS BUILDING AND THE RIDGE AND THE OTHER PROBLEMS THAT WE OTHER DAMAGES WE EXPERIENCED.

UH, NEXT SLIDE.

UH, HERE WE, OH WAIT, THAT WAS THE LAST NEXT SLIDE.

I, SORRY.

UH, FUND BALANCE REPORTS.

WE DO HAVE SOME PENDING TRANSFERS THAT WILL, UH, VARY THIS A LITTLE BIT.

WE'RE STILL WAITING ON THE AUDITOR TO COME IN AND FINALIZE EVERYTHING FROM THE END OF THE YEAR, UH, AS PART OF OUR END OF THE YEAR CLEANUP,

[00:25:01]

BUT WE STILL APPEAR TO BE IN VERY, VERY HEALTHY SHAPE.

NEXT SLIDE, PLEASE.

AND HERE'S OUR SALES TAX DATA.

UH, AND WE DIDN'T DO NUMERIC.

WE TRIED TO CHANGE UP THE, MAKE IT A LITTLE BIT MORE VISUALLY IMPACTFUL.

MARINA IS OBVIOUSLY THIS YEAR, AND WE WERE DOING VERY, VERY WELL, UH, ACROSS SEVERAL MONTHS THAT WE'VE ONLY SAGGED RIGHT UP UNTIL JULY.

AND THEN YOU SEE WHAT HAPPENED AND IT FELL OFF A CLIFF.

AND, UH, UNFORTUNATELY WE WON'T GET ANY OF THAT BACK, BUT IT IS WHAT IT IS.

AND I WOULD LIKE TO RECOGNIZE THE HARD WORK AND DEDICATION OF THOSE SMALL BUSINESSES THAT HAVE KEPT THEMSELVES AFLOAT AND CONTINUE TO INVEST, INCLUDE AND, AND TRY AND GET THINGS TURNED AROUND.

WE BOUNCED BACK NICELY IN AUGUST.

UH, AND AS YOU CAN SEE, OCTOBER, WE'VE HAD OUR BEST YEAR IN THREE YEARS, SO WE'RE VERY EXCITED ABOUT THAT.

IT LOOKS LIKE NOVEMBER WE'LL HIT THE MARK AS WELL.

SORRY, SIR.

IT LOOKS LIKE NOVEMBER, WE WILL HIT THE MARK AS WELL.

YES, SIR.

WILL HIT THE MARK THIS NOVEMBER AS WELL.

AND AGAIN, WE URGE FOLKS, I KNOW IT SOUNDS COUNTERINTUITIVE, BUT TO BUY ONLINE AND GET IT DELIVERED HERE BECAUSE WE GET THAT SALES TAX THAT'S REALLY BIG.

YES.

THAT, THAT HIT FIFTH IN JULY.

MASSIVE.

IF YOU THINK ABOUT IT, WE HAD, UH, WELL, I DON'T WANNA NAME NAMES.

WE HAD TWO OF OUR LARGEST, THREE OF OUR LARGEST RETAILERS, TWO OF OUR LARGEST MOST, UH, VISITED RESTAURANTS OFFLINE FROM MORE THAN SIX WEEKS FOLLOWING THIS DAY.

AND THEN MOSQUITO AND NO MOSQUITO FESTIVAL.

UH, BUT WE ALSO HAD BUSINESSES OVER HERE ON 2 88 B UH, AFFECTED AS WELL.

AND THEY WERE ON FOR ALMOST A MONTH.

SO, UH, I'M PRAYERFUL THAT OUR FRIENDS AND PARTNERS AT CENTER POINT MAKE GOOD ON THEIR PROMISES THAT THEY'RE GONNA HARDEN THINGS THE WAY THEY NEED TO BE HARDENED.

AND HOPEFULLY WE DON'T HAVE THIS, THIS KIND OF SITUATION AGAIN.

I HEARD ON THE RADIO THAT THAT MAY BE IN COURT FOR THE MISAPPROPRIATION OF FEDERAL FUNDS.

YOU TALKING.

WELL, HOW COULD THAT BE? ANY OTHER QUESTIONS? THANK YOU.

ANY QUESTION, COMMENT REGARDS TO THE FINANCIAL REPORT? THE DUE YEAR OFFICIALLY STARTED OCTOBER.

OCTOBER ONE.

YES.

TAX HELP THE YEAR A LITTLE BIT.

ANYWAY.

YES, ALL THEN THE NEXT ITEM WOULD BE CONSIDERATION AND POSSIBLE ACTION TO ADOPT ORDINANCE NUMBER 2024 DASH OH 17 TO REGULATE ROBBERY AND CRIMINAL TRESPASS ON PROPERTY AND PUBLIC AREAS OF PRIVATE PROPERTY.

SO, THIS, UH, THIS ORDINANCE CAME ABOUT.

WE HAVE A, UH, WE'VE HAD A COUPLE OF DIFFERENT SITUATIONS POP UP AND WHEN I ASKED CHIEF FOR THE CALL, SLIPS THERE, WE DON'T HAVE 'EM BECAUSE WE DON'T HAVE, THERE'S NO CRIMINAL OFFENSE HERE YET, BUT WE'VE HAD SEVERAL INDIVIDUALS THAT HAVE DECIDED TO SET UP ENCAMPMENTS AT THE GULF COAST TRANSIT DISTRICT BUS STOPS AND BASICALLY PRECLUDE ANYBODY ELSE FROM USING THE FACILITY BECAUSE ALL THE GEAR THAT THEY BROUGHT ON.

SO, UH, CHIEF FITCH AND, AND, AND CHRIS PUT THIS TOGETHER, THEY'VE GONE BACK AND FORTH A BUNCH OF TIMES.

THERE'S SOME LANGUAGE IN HERE.

I'LL LET CHRIS KIND OF RUN THROUGH THE FINER DETAILS THAT WE MAY OR MAY NOT WANT TO USE, UH, BUT WE WANT TO BRING THIS TO Y'ALL FOR CONSIDERATION.

OKAY.

SO, UM, UH, YEAH, CHIEF PITCHER TALKED TO ME ABOUT SOME PROBLEMS THEY WERE HAVING WITH, UH, IN PARTICULAR THE, UH, BUS STOPS, BUT ALSO WE HAVE OTHER PUBLIC AREAS.

UM, SO, UH, YOU KNOW, LIKE IN UNDER THE PAVILIONS OF PARKS AND, YOU KNOW, THEORETICALLY ENTRIES TO BUILDINGS AND THINGS LIKE THAT WHERE PEOPLE COULD, UH, ENCAMP, I GUESS YOU WOULD SAY.

SO THE, THE UNITED STATES SUPREME COURT, WELL, ACTUALLY GOING BACK, WE HAD A LOITERING, UH, ORDINANCE, BUT THOSE HAVE BEEN FOUND TO BE UNCONSTITUTIONAL.

BUT THEN THIS PAST SUMMER, UH, THE US SUPREME COURT MADE A RULING ABOUT, UM, UH, CITIES ABLE TO PERMIT, UH, PROHIBIT BASICALLY CAMPING, WHICH WOULD BE, YOU KNOW, UH, SPENDING THE NIGHT OR LIVING IN ON PUBLIC PROPERTY.

THAT'S NOT ALLOWED FOR CAMPING.

RIGHT.

AND, UH, THERE'S A, THERE'S A STATE LAW THAT COVERS IT, BUT, UH, THE STATE LAW SPECIFICALLY SAYS THAT THE, UM, LOCAL CITY ORDINANCE CAN BE MORE STRICT IF, IF YOU WANT IT TO BE MORE STRICT.

SO, UM, YOU KNOW, I LOOKED AT THE, THE, THE, THE SUPREME COURT CASE AND SOME OTHER CITIES, UH, ORDINANCES AND EVERYTHING, AND KIND OF APPROACHING IT IN TWO DIFFERENT WAYS.

ONE IS, UM, UH, CAMPING.

SO THAT WOULD BE, WOULD BE BASICALLY, YOU KNOW, SLEEPING, LIVING, UH, UM,

[00:30:01]

UH, BASICALLY SETTING UP YOUR HOME ON PUBLIC PROPERTY SOMEWHERE.

RIGHT? UH, BUT ANOTHER THING THAT, THAT, UM, UH, ANOTHER WAY TO KIND OF, UH, FIGHT THIS OR, OR, YOU KNOW, TAKE CARE OF THIS ALSO IS THE IDEA OF, UM, STORING PERSONAL PROPERTY ON, UH, ON PUBLIC PROPERTY.

BECAUSE TYPICALLY FOLKS WILL HAVE LIKE ALL OF THEIR LIFE BELONGINGS, YOU KNOW, WHETHER IT'S IN A, IN A GROCERY STORE BASKET OR A BUNCH OF GROCERY, UH, TRASH BAGS OR WHATEVER.

AND THEN WHEREVER THEY GET, THEY JUST, YOU KNOW, SPREAD IT OUT.

UM, AND, AND THAT WAS PARTICULARLY THE PROBLEM WITH THE BUS STOPS, RIGHT? AND, AND THE, THE THEORY ON THAT IS, NUMBER ONE, YOU DON'T GET TO JUST STORE YOUR PERSONAL PROPERTY ON PUBLIC PROPERTY, AND ALSO IT ACTUALLY PREVENTS OTHER PEOPLE FROM BEING ABLE TO USE THE FACILITIES LIKE THE BUS STOP, RIGHT? BECAUSE YOU'RE TAKING UP ALL THE SPACE.

SO, UH, THE FIRST PART OF THIS, UH, ORDINANCE TALKS ABOUT, UH, PROHIBITS CAMPING AND, AND, UH, THE, THE, UH, REQUIREMENTS THAT WE HAVE THERE FOLLOW STATE LAW LARGELY WITH, WITH A FEW TWEAKS.

UH, BUT THE MOST IMPORTANT THING, THE DIFFERENCE FROM STATE LAW, STATE LAW SAYS IF THE POLICE COME, UH, THEY HAVE TO COME AND TELL 'EM TO MOVE.

UM, BUT THE STATE LAW SAYS THEY ACTUALLY HAVE TO TELL 'EM WHERE THEY CAN GO CAMP.

UM, WHICH IS A LITTLE RIDICULOUS.

AND YOU CAN HAVE A CITY SUCH A CLUE THAT THERE IS NO CAMPGROUNDS, THERE IS NO PLACE WHERE YOU CAN GO CAMP.

SO, UM, SO THE DIFFERENCE, I GUESS ONE OF THE DIFFERENCES BETWEEN THE STATE LAW AND THIS PROPOSED ORDINANCE IS THAT IF THE POLICE COME UPON SOMEBODY THAT'S LIVING IN, ON PUBLIC PROPERTY OR SLEEPING OR STAYING OR WHATEVER, UH, THE POLICE ARE NOT REQUIRED TO TELL THEM GIVEN AN ALTERNATIVE PLACE TO CAMP.

RIGHT? UM, AND THEN, UH, SO THAT'S THE FIRST HALF ON CAMPING AND THE SECOND HALF, UH, THE, UM, UH, IT PROHIBITS STORAGE OF PERSONAL PROPERTY.

AND I HAVE IN THERE A, UH, AN ACTUAL, BECAUSE A LOT OF THE ORDINANCE THAT I SAW JUST HAVE GENERAL, YOU CAN'T HAVE A ORDINANCE THAT'S VAGUE.

AND A LOT OF THESE LOITERING AND, AND HOMELESS, UH, ORDINANCES AROUND THE COUNTRY END UP GETTING THROWN OUT BECAUSE THEY'RE VAGUE.

UM, YOU KNOW, HOW LONG IS TOO LONG TO STAY AND THOSE KIND OF THINGS.

UH, HOW MUCH PERSONAL PROPERTY? SO, YOU KNOW, I QUANTIFIED IT AND SAID BASICALLY, YOU KNOW, UH, I THOUGHT ABOUT SAYING ANYTHING THAT YOU CAN'T HOLD, RIGHT? UM, BUT, UH, I QUANTIFIED IT TO, UH, ANYTHING MORE THAN A LARGE STUDENT BACKPACK, RIGHT? SO IF YOU CAN HAVE A LARGE STUDENT BACKPACK, GO SIT AT THE BUS, STOP, WAIT FOR YOUR BUS, HAVE SOMETHING THAT LARGE WITH YOU AND SET IT DOWN.

UH, AND, UM, BUT IF YOU HAVE ANYTHING MORE THAN THAT, THEN THAT'S, UH, THEN THAT WOULD BE TAKING UP TOO MUCH SPACE IN THE USE OF PUBLIC, OF THE PUBLIC SPACE.

UM, AND THEN ANOTHER THING THAT, THAT, I HAD A BRIEF DESCRIPTION WITH, UH, CHIEF FITCH.

HE WAS, UM, IN, IN TRAINING THIS WEEK.

SO WE COMMUNICATED MOSTLY THROUGH, UM, EMAILS OR WHATEVER, BUT WE WENT BACK AND FORTH.

ANOTHER CON CONCERN THAT WE HAVE TO, UH, THINK ABOUT IS WHETHER THE PERSON HAS THEIR STORED ITEMS ALL OVER THE PLACE AND THEN LEAVES 'EM THERE, OR IF THEY GET A CITATION OR END UP GETTING ARRESTED, UH, ONE WAY OR THE OTHER.

AND NOW THEY HA WE HAVE THESE ITEMS THAT WE NEED TO DO SOMETHING WITH.

AND, UM, SO IF WE, IF PEOPLE'S PERSONAL ITEMS, THEN WE HAVE TO GIVE 'EM DUE PROCESS AND GIVE THEM A CHANCE TO GO IN FRONT OF A JUDGE OR SOMETHING TO RECLAIM THEIR PROPERTY OR WHATEVER.

AND SO THAT PRESENTS A MORE OF A CHALLENGE, LIKE, OKAY, WHERE ARE WE GONNA KEEP IT? WHERE ARE WE GONNA STORE IT? RIGHT? WHAT ARE WE GONNA DO WITH THEIR STUFF UNTIL WE GO THROUGH, UH, SOME PROCEDURE? AND, UM, YOU KNOW, I, WE CAN GO TO MUNICIPAL COURT, UH, FAIRLY QUICKLY BECAUSE WE CAN GIVE, UM, WHEN WE GIVE THE CITATION, THEY'LL HAVE COURT DATES AND WE CAN HAVE THE COURT DATE ALSO FOR THEM TO TALK ABOUT THEIR PERSONAL PROPERTY.

UM, UH, BUT THAT'S JUST SOMETHING THAT, UM, UH, THE POLICE DEPARTMENT PROBABLY DOESN'T HAVE THAT WORKED OUT.

NOW, YOU COULD PASS THE ORDINANCE, AND THAT'S JUST A QUESTION OF ENFORCEMENT.

THEY COULD START ENFORCING THAT PART OF IT WHEN THEY HAVE SOMETHING WORKED OUT AS FAR AS WHAT THEY'RE GONNA DO WITH THE PERSONAL PROPERTY.

UM, BUT THAT'S ANOTHER THING THAT MAKES IT A LITTLE COMPLICATED.

UH, WE ALSO HAVE AN AREA HERE, EXCEPTIONS FOR PERSONAL PROPERTY THAT IF, YOU KNOW, OBVIOUSLY IF YOU'RE IN A PARADE OR FESTIVAL OR YOU KNOW, A CITY EVENT, UM, OR IF YOU'RE CITY OFFICIALS, YOU'RE DOING WORK, LIKE, YOU KNOW, OBVIOUSLY IF THE, IF THE WATER DEPARTMENT OR, UH, PUBLIC WORKS IS WORKING ON THE WATER LINE AND THEY'VE GOT STUFF SITTING AROUND THAT, THAT DOESN'T, THE LAW DOESN'T APPLY TO THEM WITHOUT HAVING PERSONAL PROPERTY LYING ABOUT.

UM, SO, UH, BOTH OF THESE, UH, THE CAMPING AND THE PERSONAL PROPERTY FOLLOW, UM,

[00:35:01]

SOME EXAMPLES OF, OF WHAT OTHER CITIES HAVE DONE.

UM, UH, I THINK WE'RE THE ONLY ONE, THE ONE THAT I'VE DONE IS THE ONLY ONE THAT ACTUALLY QUANTIFIES IT, BECAUSE I THINK THE OTHERS THAT I'VE SEEN ARE TOO VAGUE AS FAR AS HOW MUCH PERSONAL PROPERTY THEY'RE ABLE TO HAVE.

SO I SEE THAT THAT COULD BE A CHALLENGE LEGALLY IF WE DON'T PUT SOME QUANTIFIABLE AMOUNT.

BUT ANYWAY, SO, UH, I DON'T KNOW IF WE, UM, IF YOUR PLEASURE IS TO JUST HAVE MOSTLY A DISCUSSION ITEM ON THIS, UM, UH, AND, AND WAIT AND SEE ANOTHER MEETING WHEN THE CHIEF FITCH CAN BE HERE, UM, I THINK I'VE COMMUNICATED HIS FEEDBACK AND CONCERNS ON IT, BUT, UH, HE MAY WANNA SPEAK FOR HIMSELF, UH, BEFORE Y'ALL ACTUALLY PASS IT.

UM, UH, I, I LIKE TO TRY TO BRING THINGS THAT WE CAN JUST PASS INSTEAD OF PUTTING OFF UNTIL LATER, YOU KNOW? BUT, UH, UM, UH, BUT THAT'S, IF Y'ALL WANT TO LOOK AT IT AND, AND PASS IT NOW, THAT'S FINE.

OR IF YOU WANT TO JUST HAVE IT AS A DISCUSSION ITEM.

ALSO, I KIND OF PLANT THROUGH IT, AND I DON'T SEE ANYTHING ABOUT US HAVING A STORAGE FACILITY FOR THEIR PROPERTY.

SO, I MEAN, HOW COULD WE HAVE, HOW COULD WE AFFORD, WE HAVE NO PLACE STUFF.

WELL, I, UH, THE ORDINANCE DOESN'T HAVE TO SAY WHERE THE, WHERE THE ITEMS WILL BE ACTUALLY STORED, AND WE DON'T HAVE TO HAVE THAT PROVISION.

WE JUST HAVE THE, UH, THE, THE POLICE HAVE THE AUTHORITY TO, TO TAKE THEIR PROPERTY, RIGHT? SO ESPECIALLY IF THEY GET ARRESTED, WE DON'T JUST LEAVE THE STUFF LAYING ON THE STREET, OR IF THEY LEAVE ALL THEIR STUFF THERE, AND THEN THEY GO DOWN TO THE CORNER STORE AND THE OFFICERS COME AND THERE'S A BUNCH OF STUFF AND NOBODY'S THERE.

RIGHT? SO WE ALREADY HAVE, THERE'S ALREADY SOME CIVIL, UH, REMEDIES AS FAR AS, YOU KNOW, ABANDONED PROPERTY OR, UM, PROPERTY THAT, UH, THAT POLICE OBTAIN, YOU KNOW, USUALLY THROUGH CRIMINAL CASES, RIGHT? SO, UH, TYPICALLY, UH, THERE'S A LOT OF, YOU KNOW, THERE'S ALREADY A PROCEDURE FOR POLICE TO OBTAIN PROPERTY AND EVIDENCE AND THINGS LIKE THAT RELATED TO CRIMINAL CASES.

THE QUESTION IS, IS THIS GONNA BE, WHAT'S THE VOLUME OF THIS GOING TO BE? IS IT, IS IT, ARE THE POLICE GONNA HAVE TO FIND ANOTHER PLACE, A BIGGER PACE? ARE THEY GONNA WANT TO MAKE SURE AND SEPARATE IT FROM EVIDENCE IN, IN, IN MORE SERIOUS CRIMINAL CASES? RIGHT? SO, UM, UH, THAT WOULD BE THE QUESTION, BUT, UM, BUT THE, OR THE ACTUAL ORDINANCE WOULDN'T SAY EXACTLY WHERE THE PROPERTY IT WOULD BE STORED.

WELL, WELL, WHAT I'M SAYING THOUGH IS IF WE'RE RESPONSIBLE FOR STORING IT, SO WE DON'T HAVE A PLACE TO DON'T ORDINANCE HERE.

MM-HMM.

.

AND IT SAYS WITH THE UNINTENDED STORED ITEMS THAT THEY'RE GONNA HAVE, THEY'RE GONNA POST A NOTICE LISTING TO PLACE, THE ITEMS ARE STORED, A PHONE NUMBER THAT CAN BE CALLED.

I MEAN, WE, ARE WE GONNA HAVE TO LIKE, PUT UP NOTICES IN OUR PARKS AND STUFF? YES.

WELL, JUST LIKE A TOWING COMPANY WOULD BE LIKE, DO NOT PARK HERE UNLESS YOU NO, NO.

THE CITATION, I'M SORRY.

NO, NO, BECAUSE SO THERE'S TWO OPTIONS, RIGHT? AND THERE'S TWO OPTIONS.

ONE, IF THE POLICE OFFICER COMES UPON THE PERSON AND TELLS THEM, YOU NEED TO GET YOUR STUFF AND LEAVE, THEY MOVE ON, RIGHT? UM, THEY, THIS ORDINANCE REQUIRES THEM TO GIVE A WARNING, RIGHT? RIGHT.

NOW, IF WE HAVE A SIGN THAT SAYS, LIKE THE BUS STOP, YOU CAN'T BRING YOUR, YOU KNOW, MORE THAN THIS SIZE OF PERSONAL ITEMS AND YOU ACTUALLY HAD A SIGN, THEN THE POLICE WOULD NOT BE REQUIRED TO GIVE THEM THAT WARNING.

THEY COULD JUST GO AHEAD AND WRITE 'EM THE CITATION OR ARREST THEM OR WHAT THEY'RE, WHATEVER THEY'RE GOING TO DO.

RIGHT NOW, WHEN THEY GET THE CITATION, IF THEIR PROPERTY IS CONFISCATED, THE, THE OFFICER COULD GIVE THEM SOME NOTICE, JUST LIKE THEY GIVE THEM NOTICE TO GO TO COURT, RIGHT? UH, THEY COULD HAVE A CITATION, HEY, YOU HAVE A COURT DATE ON, OR BEFORE THIS DATE, YOU HAVE TO APPEAR TO COURT TO GO TALK TO THE JUDGE ABOUT GETTING, BECAUSE THEY STILL HAVE TO GO TO THE JUDGE FOR THEIR PERSONAL PROPERTY, RIGHT? SO IF THEY GET A TRAFFIC, IF THEY GET A, A CITATION FOR VIOLATING THIS ORDINANCE, THEY GET A CITATION, THEY GO TO THE MUNICIPAL COURT.

IF THE POLICE, UH, CONFISCATE THEIR PERSONAL ITEMS, THEN THEY WOULD STILL GO PROBABLY ON THE SAME DAY AND SAME TIME TO TALK TO THE JUDGE ABOUT THE DISPOSITION OF THEIR PERSONAL ITEMS. BUT WE DON'T HAVE TO DO PUBLIC NOTICES OR WHATEVER BECAUSE IT'S THEIR PERSONAL PROPERTY THAT THEY HAD.

NOBODY ELSE HAS CLAIM TO IT.

SO WE, BUT IF THEY'RE NOT THERE, YOU JUST, THE RIGHT POLICE COME UPON THAT SOMEBODY HAS TURNED A BUS STOP INTO THEIR PERSONAL LIVING SPACE WITH ALL THEIR STUFF.

BUT YOU DON'T KNOW WHO, I MEAN, THE COPS CAN'T SIT OUT THERE FOR SIX HOURS WAITING FOR SOMEBODY, RIGHT? RIGHT.

CONCERN DECIDE.

YEAH.

IF THEY, IF THEY JUST, IF THEY CON ESCAPE PROPERLY AND NOBODY'S AROUND, THEN WE WOULD HAVE TO DO A NOTICE, DO A PUBLIC NOTICE.

SO, YES.

SO, OKAY.

I UNDERSTAND IT'S IMPORTANT TO

[00:40:01]

HAVE SOMETHING IN PLACE.

I, SO WE GIVE THEM ONE VERBAL WARNING, AND THEN AFTER THAT WE GIVE THEM A CITATION.

THEY GO TO THE COURT, TO THE MUNICIPAL COURT.

IF THEY'RE HOMELESS OR ANYTHING LIKE THAT.

I MEAN, WE OBVIOUSLY KNOW THAT THEY'RE NOT GONNA BE ABLE TO PAY ANY FINE, YOU KNOW, ANYTHING LIKE THAT.

JUST TO GET THEM REMOVED IS THE WARNING PER PLACE.

SO YOU WARN ME IT'S ONCE PER PERSON AS IT STATES HERE.

CORRECT.

SO LIKE, I SET UP AT THE BUS STOP.

YOU TELL ME OTHER, THE POLICE TELL ME TO MOVE, I THEN MOVE TO ANOTHER LOCATION.

DO THEY GIVE ME A WARNING? NO, YOU CAN'T BE HERE EITHER.

OR WE TOLD YOU TO MOVE FROM THE BUS STOP AND THEN YOU JUST MOVED OVER HERE TO THIS STRIP CENTER, AND NOW WE'RE, NOW WE'RE GIVING YOU A CITATION.

I THINK AS LONG AS IF THEY RELOCATE AND IT'S STILL PUBLIC PROPERTY, THEN THEY WOULD NOT BE REQUIRED TO HAVE ANOTHER WARNING.

RIGHT.

I MEAN, THEY MAY GO AND SET UP ON SOMEBODY'S PRIVATE PROPERTY, THEY MAY GO IN FRONT OF THE, YOU KNOW, SOMEBODY'S SHOPPING CENTER OR SOMETHING.

BUT WE HAVE A DIFFERENT ORDINANCE ALREADY FOR THE TRESPASSING FOR THAT.

SO MY BIGGEST CONCERN IS THE ORAL WARNING.

'CAUSE THEY'RE NOT GONNA REMEMBER BEING TOLD.

RIGHT.

SO IT'S A WASTE OF TIME TO ASK THEM TO MOVE IF YOU DON'T WRITE 'EM CITATION.

WELL, THEY CAN GIVE THEM WRITTEN WARNINGS OR WHATEVER YOU'RE, YOU'RE SAYING.

SO WE HAVE A RECORD OF IT SAYING, YOU'RE SAYING THE HOMELESS PERSON WOULD NOT KNOW, OR THE POLICE OFFICER WOULD NOT REMEMBER.

SO BOTH, YEAH.

WE'LL JUST GO WITH BOTH.

YEAH.

SO OUR TICKET RIDER SYSTEM ALLOWS US TO ISSUE A WARNING THAT WAY.

THAT WOULD BE, SO THERE WOULD BE A RECORD OF UP.

NO, I'VE NEVER DONE THIS BEFORE.

WELL, ACCORDING TO THIS, YOU HAVE, YEAH.

RIGHT.

OKAY.

THAT WOULD BE, THAT MAKES SENSE.

WE TELL PEOPLE.

WELL, AND SO I DON'T REMEMBER.

SO THAT WAS THE, AND AND ACT ACTUALLY, UH, WHAT COUNCILMAN AGUILAR BROUGHT UP IS KIND OF WAS THE FUNDAMENTAL QUESTION OF THE UNITED STATES SUPREME COURT CASE IS LIKE, HEY, LOOK, YOU KNOW, THE FOLKS, YOU KNOW, IF, AND THESE MAY NOT ALL BE HOMELESS PEOPLE THAT WE'RE TALKING ABOUT, BUT YOU KNOW, UH, THE SUPREME COURT WAS MOSTLY ABOUT HOMELESS PEOPLE.

AND THEY SAID, WELL, IT'S CRUEL PUNISHMENT TO ARREST PEOPLE AND, AND PUT 'EM IN JAIL WHEN THEY'RE HOMELESS AND THEY DON'T HAVE SOMEPLACE ELSE TO GO.

AND IT WAS, IT WAS BASED ON THIS CRUEL AND UNUSUAL PUNISHMENT, UM, TO PUNISH SOMEBODY FOR BEING HOMELESS AND NOT HAVING AN OPTION.

RIGHT.

THAT WAS THE ARGUMENT IN FRONT OF THE SUPREME COURT.

UM, AND SO, UM, BUT THE SUPREME COURT SAID, NO, THE, YOU KNOW, THERE'S A PUBLIC INTEREST TO REGULATE PUBLIC PROPERTY AND, UH, AND THEN NOT ALLOW PEOPLE TO DISPLACE OTHER PEOPLE.

RIGHT.

UM, UH, AND THEIR USE OF THE PUBLIC PROPERTY.

SO, UM, THIS, THESE, YOU KNOW, THIS ORDINANCE AND THE ORDINANCE IS SIMILAR.

WERE BORN FROM THAT, UM, US SUPREME COURT CASE.

SO NO, I GET IT.

I GET IT.

YEAH, BECAUSE I'VE, I'VE HAD CONVERSATIONS WITH CHIEF ABOUT IT, AND I THINK THAT THE, YOU KNOW, FOR THE BETTER OR FOR THE WORSE, I THINK THAT, UM, IF YOU'RE IS THERE, AND THIS IS ASSUMING THAT, YOU KNOW, LET'S JUST, LET'S JUST ASSUME THAT PEOPLE IN THE SITUATION HAVE SOME OPTION.

THEY HAVE SOME SHELTER THEY COULD GO TO, THEY HAVE SOME PLACE TO GO, BUT THEY'RE JUST CHOOSING TO LIVE IN THE PUBLIC.

RIGHT? UM, UH, IF THAT'S THE CASE, IF, IF YOU LOSE, YOU KNOW, IF THIS PERSON IS LIVING OUTDOORS, BUT THEY LOSE ALL THEIR PERSONAL PROPERTY, RIGHT? THEN THEY'RE NOT GONNA WANT TO HANG AROUND AND DO THAT ANYMORE.

RIGHT? THEY'LL EITHER GO TO A SHELTER OR THEY'LL GO TO SOME OTHER CITY THAT DOESN'T HAVE AN ORDINANCE THAT, YOU KNOW, PROHIBITS THEIR PERSONAL PROPERTY LAYING OUT THEIR PERSONAL PROPERTY AROUND.

BUT THAT WAS THE PROBLEM THAT YOU SAW IN THE NEWS AND EVERYTHING.

YOU HAVE ALL THESE CITIES WHERE THEY'VE JUST GOT THESE HUGE ENCAMPMENTS AND THEY JUST, EVERYTHING'S SPREAD OUT EVERYWHERE, RIGHT? YEAH.

AND SO THAT'S WHY THE FOCUS ON TAKING UP THE SPACE WITH ALL YOUR STUFF, RIGHT? UM, AND, YOU KNOW, I WOULD THINK THAT IF, IF YOU'RE THAT PERSON, EVERYTHING YOU OWN, YOU DON'T WANNA RISK LOSING ALL YOUR STUFF TOO, RIGHT? SO THAT'S PART OF THE, YOU KNOW, THE, THE CARROT AND THE STICK TYPE PART OF THE ORDINANCE, UH, OR THE THINKING BEHIND IT, I THINK, YOU KNOW, SO, UH, UH, WE WOULD NOT BE THE FIRST TO PASS ORDINANCES LIKE THIS.

THERE'S, THERE'S OTHER CITIES THAT PASS ORDINANCES LIKE THIS, AND THAT WAS BASICALLY ORDINANCE, LIKE THIS IS WHAT THE SUPREME COURT CASE WAS BASED ON.

BUT I THINK AS FAR AS THE FLESHING OUT ENFORCEMENT AND STORAGE OF GOODS AND THINGS LIKE THAT, YOU KNOW, IT PROBABLY, UH, IT'D BE REASONABLE TO WAIT UNTIL THE CHIEF CAN COME HERE AND LET HIM WEIGH IN.

AND, YOU KNOW, ON HIS THOUGHTS ON THAT TOO, MAYOR, DO YOU KNOW OF ANYWHERE AROUND HERE THAT EITHER HELPS OR SHELTERS, EITHER HOMELESS OR

[00:45:01]

PEOPLE THAT ARE GOING THROUGH SOMETHING? I PERSONALLY DON'T KNOW.

SO TO MY, TO MY KNOWLEDGE, TO, TO MY KNOWLEDGE, THERE IS NOT A, I HAVE ASKED REPRESENTATIVE VASU TO LOBBY AT THE CAPITAL TO TRY TO GET SOME FUNDING FOR THE HOMELESS PEOPLE.

AND I HAVEN'T HEARD, I KNOW THAT THE SALVATION ARMY USED TO OPERATE A, A FACILITY IN FREEPORT, UM, AND THERE'S LOCAL PANTRIES THAT WILL FEED THEM.

UH, THERE'S, THERE'S SALVATION ARMY, THERE'S SOME CHURCH GROUPS AND STUFF LIKE THAT THAT WILL HELP THEM.

BUT AS FAR AS A SHELTER, I DUNNO, OF A SHELTER IN, IN, IN THE MEDIA AREA.

YEAH.

I THINK THE SALVATION ARMY LIMITS YOU TO LIKE, LIKE TWO NIGHTS AND THEN TWO NIGHTS, CORRECT.

AND THE OTHER, WELL, THE OTHER ISSUE THAT, THAT THE S THE REALITY IS THAT THE MAJORITY OF THE FOLKS THAT ARE STUFF IN HOMELESS RIGHT NOW, I HAVE NO ISSUES AND DON'T WANT TO BE IN A FACILITY WHERE THEY HAVE TO FOLLOW WHAT THEY PERCEIVE AS OVERBEARING RULES AND REGULATIONS OR, UH, THEY DON'T WANNA HAVE THAT.

THEY, THE FOLKS THAT I'VE TALKED TO, THEY DON'T WANNA BE CONTROLLED, IS WHAT THEY TELL.

WELL, ACTUALLY, UM, UH, 'CAUSE I WENT TO, UM, SOME, UM, CONTINUING EDUCATION CONFERENCE.

UM, THE CITY OF HOUSTON ACTUALLY HAS ONE OF THE NATION'S LEADING PROGRAM ON HOMELESS STAR, UM, THAT THEY INSTITUTED JUST IN THE LAST FEW YEARS WHERE THEY ACTUALLY GO.

AND, UM, THEY'VE WORKED OUT WAYS TO GET PEOPLE IN PLACES VERY QUICKLY.

UH, AND THEY, THEY WILL GO TO THE ENCAMPMENTS AT THE OVERPASSES AND, UH, AND, AND ROUND THE PEOPLE UP AND THEY LET 'EM BRING ALL THEIR STUFF AND LET 'EM BREED THEIR DOGS.

AND THEY HAVE ACCOMMODATIONS FOR EVERYTHING.

AND, UM, I DON'T KNOW EXACTLY HOW THEY'RE ABLE TO DO IT FINANCIALLY, BUT, UH, UH, THEY HAVE, AND, AND, AND THEY HAVE PROGRAMS WHERE PEOPLE CAN STAY THAT ARE NOT REQUIRED TO, YOU KNOW, FOLLOW RULES LIKE, YOU KNOW, NO DRUGS OR THINGS LIKE THAT, .

SO ANYWAY, UM, UH, SO I MEAN, YOU KNOW, UH, IT'S A, IT'S A, IT'S A BIG NATIONWIDE PROBLEM.

IT'S NOT A PROBLEM THAT HAS EASY ANSWERS, RIGHT? MM-HMM.

.

UM, AND, AND I'VE HEARD STORIES AND ACTUALLY FIRSTHAND STORIES OF, YOU KNOW, CITIES THAT BUY PEOPLE BUS TICKETS OUTTA TOWN, YOU'RE NOT MY PROBLEM.

GO SOMEPLACE ELSE.

RIGHT? UH, I DON'T KNOW THAT SOLVES ANYTHING, YOU KNOW, PUTTING YOUR PROBLEM SOMEPLACE ELSE.

BUT, UH, UH, IF WE DON'T, IF WE'RE TOO SMALL AND DON'T REALLY HAVE THE RESOURCES, UH, TO HAVE SHELTERS AND THINGS LIKE THAT IN THIS AREA, UM, YOU KNOW, THERE ARE SOME REGIONALLY, LIKE I SAID, IN HOUSTON AND SOME OTHER PLACES, SOME OF THE BIGGER CITIES THAT DO HAVE RESOURCES, YOU KNOW, THERE WAS, I WAS, I WAS APPROACHED BY BY CHURCH GROUPS AND TRYING TO, THEY, IF NOTHING ELSE THAT WAS GONNA FEED THEM FOR A WHILE.

AND LIKE I SAID, THAT'S WHEN I HAD MY CONVERSATION WITH COUNCIL CONGRESSMAN OR REPRESENTATIVE ABOUT, ABOUT TRYING TO GET SOME FUNDING FOR IT TO HELP THESE GROUPS THAT WANTED TO HELP.

MM-HMM.

.

AND I SAID, I, I GUESS THEY'RE MORE WORRIED ABOUT SCHOOL VOUCHER AND OTHER THING THAN THEY'RE ABOUT OUR HOMELESS, HOMELESS FOLK.

YEAH.

BUT, UH, YOU KNOW, THEY, UH, I MEAN, JUST FOR THE RECORD, I DON'T HAVE ANY PROBLEMS WITH THE ORDINANCE.

MM-HMM.

WITH ME.

IT'S JUST, I GET THAT THERE'S PEOPLE THAT DON'T WANT THE HELP, BUT WHEN WE MAKE, WHEN WE EITHER GIVE OUT THE WRITTEN WARNING, UH, OR ORAL WARNING, LIKE, UH, JEFF WAS SAYING, IF WE HAVE, MAYBE WE CREATE A DOCUMENT OR SOMETHING WITH A LIST OF PLACES THAT CAN HELP THEM WITH THE RESOURCES THAT THEY OFFER SO THAT THEY KNOW, HEY, YOU CAN GO HERE.

UM, I MEAN, THAT'S SOMETHING.

WELL, AND, AND YOU KNOW, I THINK IT'S, IF YOU TALK TO LAW ENFORCEMENT, I, IT'S A LOT MORE COMMON THAN PEOPLE THINK THAT THE POLICE OFFICERS WORK WITH PEOPLE A LOT MORE THAN YOU THINK, RIGHT? OH, YEAH.

JUST BECAUSE THEY HAVE A LAW THAT SAYS THEY CAN, A LOT OF TIMES THEY DON'T JUST BECAUSE THEY CAN.

RIGHT.

AND SO, YOU KNOW, I THINK THAT IT'S, IT'LL BE, YOU KNOW, AND, AND THEY HAVE SOME DISCRETION IN ENFORCEMENT, RIGHT? UM, AND SO THIS WILL BE MAYBE SOMETHING MORE THAT THEY HAVE IN THEIR TOOLKIT, MAYBE WITH SOME VERY, UM, EX, YOU KNOW, SOME OF THE MORE EXTREME EXAMPLES, RIGHT? OR, UH, SOME PEOPLE THAT ARE, YOU KNOW, CAUSING, CAUSING PROBLEMS OR WHATEVER.

THIS IS JUST A, IT WOULD BE ANOTHER TOOL IN THE TOOL BELT THAT THEY CAN USE TO HELP DO THIS PROBLEM.

BUT I THINK, I THINK, YOU

[00:50:01]

KNOW, UH, IT'S NOT CORRECT TO ASSUME THAT, UM, THERE'S GONNA BE A LOT OF, YOU KNOW, THERE'S GONNA BE THIS BIG CRACKDOWN IN A LAW OF ENFORCEMENT AND IF WE PASS THIS ORDINANCE, BECAUSE I THINK IT'S VERY COMMON THAT THE POLICE DEPARTMENT WORK WITH PEOPLE.

THEY ACTUALLY DO WORK WITH PEOPLE A LOT.

AND IT, YOU KNOW, UH, SO, UM, YOU KNOW, AND I, I SHOULDN'T MAKE THAT REPRESENTATION.

I SHOULD GET THE CHIEF TO MAKE THAT REPRESENTATION, BUT I JUST, I JUST SEE A LOT OF TIMES POLICE OFFICERS WORKING WITH PEOPLE IN THE PUBLIC, UM, YOU KNOW, THEY'RE NOT OUT THERE.

JUST CRACK PEOPLE CRACK DOWN ON PEOPLE ALL THE TIME.

THEY, THEY TRY TO WORK WITH PEOPLE.

OH YEAH, YEAH.

NO, WE HAD, WE HAD ONE DROWNED UNDER THE BRIDGE OVER BY 2 88 BECAUSE HE WAS SLEEP UNDER, SLEEP UNDER THE BRIDGE IN THE SLEEPING BAG WHEN THE CREEK CAME UP AND WASHED HIM AWAY.

HE ROLL UP IN THE SLEEPING BAG AND DROWN.

OH GOD.

UNDER THE BRIDGE.

MM-HMM.

WHERE HE WAS, WHERE HE WAS COUNTY.

WE LOST TWO OTHER RESIDENTS OF THE BRIDGE TOO.

DID WE? IN TRAFFIC? YES SIR.

YES, YES.

YEAH.

SO I'M NOT SAYING, YOU KNOW, WE DON'T NEED THIS.

I'M JUST SAYING IF THERE'S ANYTHING THAT WE CAN DO TO HELP THEM BEFORE WE SEND THEM TO OUR COURT SYSTEM, YOU KNOW? OKAY.

WELL, BACK TO THE, BACK TO THE FIRST.

HERE IS TO CONSIDERATION OF POSSIBLE ACTION ON ORDINANCE NUMBER 24 DASH ONE SEVEN.

I READ THIS CAPTION BEFORE WE TAKE ANY ACCOUNT ACTION.

SO, , AN ORDINANCE OF THE CITY INCLUDE TEXAS AMENDING CHAPTER 86 TO PROHIBIT CAMPING AND THE STORAGE OF PERSONAL PROPERTY ON PUBLIC PROPERTY, PROVIDING THAT ALL ORDINANCES ARE PARTS OF ORDINANCES AND CONFLICT HERE WITH SHALL BE REPEALED TO THE EXTENT OF THE CONFLICT.

ONLY PROVIDING FOR A PENALTY, PROVIDING FOR A SAVING CLAUSE AND PROVIDING THIS ORDINANCE SHALL TAKE EFFECT TO BE ENFORCED FROM AN AFTER DESCRIPTIVE CAPTION HAS BEEN PUBLISHED TWICE IN FACTS.

SO, DO I HAVE A MOTION TO APPROVE ORDINANCE 2024? I WILL MAKE THAT MOTION.

HAVE A MOTION.

SECOND BY CAPTAIN LAR.

I'LL SECOND IT FURTHER DISCUSSION.

AND IF WE IN THE FUTURE, WE CAN ALWAYS COME BACK AND REVISE IT.

OKAY.

JUST SURE NOTHING IS PAST THE, WELL, JUST PROBABLY ABOUT THE TIME THAT WE GET IT PASSED ABOUT THE SECOND TIME IT'S CAPTURED THE STATE.

IT'LL PROBABLY CHANGE YOUR MIND TO US.

WE GOTTA DO SOMETHING ELSE.

ANYWAY.

GOOD POINT.

IT.

THIS DOES, BECAUSE THIS WOULD GIVE THE OFFICER SOME YEAH.

ADDITIONAL, YOU KNOW, THIS BE HERE, BUT IN GOOD FAITH, WE JUST WANT YOU TO MOVE.

THEY DON'T HAVE THE SPACE, THEY DON'T HAVE THE SPACE TO PUT IN JAIL CITIZENS CALLED, YOU KNOW, ON AND ON AND ON.

SO WE USE IT TO PLACATE CITIZENRY.

BUT A LOT OF OFFICERS HOTEL ROOMS, YOU KNOW, THEY, WE ALL PITCH PEOPLE.

SOME OF THEM CAN HELP, BUT SOMEONE CAN YEAH.

HAVE MOTION.

A SECOND FURTHER DISCUSSION.

THE ONLY THING, LIKE I SAID, I WOULD LIKE TO SEE CJ OR CHIEF, I DON'T KNOW IF WE WOULD HAVE TO DO IT ON THE ADMIN SIDE OR ON THE POLICE SIDE, IS JUST TO SEE, HAVE SOMEBODY CALLED, YOU KNOW, WHETHER IT'D BE THE CHURCH GROUPS OR ANYONE THAT WE THINK HAS SOME HELP FOR THEM, YOU KNOW, JUST CREATE A LIST.

PAPER.

PROBABLY THE PAPER, PROBABLY THE, UH, COUNTY, THE SERVICE DEPARTMENT.

THE COUNTY MAY HAVE A LIST.

YES.

YEAH.

THAT WOULD BE A POLICY.

YEAH, A POLICY THING.

POLICY ACTION.

THEY COULD, THEY COULD GET A FROM THE, FROM THE COUNTY.

PUBLIC STATE.

T HAVE MENTAL, THERE ARE RESOURCES FOR US TO FIND THAT INFORMATION.

WE CAN GET IT, WE CAN GET IT IN.

PUT PUT IT ON ING THE PEOPLE, PROVIDING THE PEOPLE THEY'RE TRYING TO SERVE TO READ.

YEAH.

COHERENT.

ALRIGHT.

THAT'S NOT WHAT I WANT.

NO MORE DISCUSSION.

ENTERTAIN A VOTE.

ALL THE VOTE.

AYE, AYE.

AYE.

[00:55:01]

UNANIMOUS.

THANK YOU.

ONE DAY.

ONE DAY.

NEXT ITEM.

THE CONSIDERATION OF POSSIBLE ACTION TO APPROVE RESOLUTION NUMBER 62 DASH 24 ON ITS SECOND READING FOR THE ECONOMIC DEVELOPMENT CORPORATION DISTRIBUTION OF FUNDS FOR PROJECTS INCLUDING LOCAL SMALL BUSINESS ASSISTANCE INITIATIVE, 100,000 IN TOTAL FUNDING TO ASSIST SMALL BUSINESSES DEVELOPMENT AND IMPROVEMENT ACROSS THE CITY.

RENOVATION INCENTIVIZATION 50,000 IN TOTAL.

FUNDING FOR REIMBURSEMENT GRANTS TO QUALIFY SMALL BUSINESS WITH RENOVATION AND SIGN REHABILITATION COST.

AND THE E-COMMERCE INITIATION, 25,000 IN TOTAL FOR UP TO 10 BUSINESSES TO ESTABLISH E-COMMERCE.

AND ON OUR WEBSITE, I THINK THE LAST TIME WE DID THIS, WE JUST DECIDED WE JUST HAD TO RECAPTION.

YES, SIR.

CORRECT.

AND IT WOULD BE RESOLUTION NUMBER 62 DASH 2024.

RESOLUTION OF SUED TEXAS CONTAINED A PREAMBLE APPROVING ECONOMIC DEVELOPMENT PROJECT TO BE ENACTED BY ECONOMIC DEVELOPMENT CORPORATION FROM THE FISCAL YEAR 24, 20 25.

PROVIDE THIS RESOLUTION SHALL TAKE EFFECT AND BE FOR, FROM AND AFTER ADOPTION.

AND ALL THESE, ALL THESE NUMBERS WERE ALREADY APPROVED IN THE BUDGET.

I MEAN, NO, THERE'S NO ADDITIONAL COST FOR THAT.

WE JUST HAVE TO DO A SECOND READING.

YES.

WE COULD START THE PROGRAM.

THAT'S CORRECT.

SO WE HAVE TO REDO THESE EVERY YEAR.

YES, SIR.

EVERY YEAR WE ADOPT THE BUDGET.

EVERY YEAR WE HAVE, YEAH, WE HAVE TO HAVE PUBLIC HEARINGS IN THE WHOLE TIME YARD.

NOW ALSO, WE GET ONE APPLICATION THAT'S BEEN APPROVED AND PENDING PAYMENT FOR THE, THE CLOCK RUN OUT ON THE 60 DAYS.

SO WHERE ARE THE GUIDELINES FOR THESE, UH, ONLINE, BUT I CAN PROVIDE 'EM TO YOU AS WELL.

WE RE JUST REORGANIZED AND REDID THE APPLICATION PROCESSING GUIDELINES BACK, UH, LIKE THAT WAS, IT WAS THIS YEAR.

YEAH, I REMEMBER THAT WAS THIS YEAR.

YES.

YEAH.

BUT THE UPDATED ONES ARE ON THE WEBSITE.

YES, SIR.

I KNOW I SAY THIS EVERY YEAR, BUT WE NEED TO DO A, A BETTER JOB IN, UH, ADVERTISING THESE GRANTS THAT WE OFFER.

BUT IT'S, SAY IT'S, UH, ONE OF THOSE THINGS THAT SOMETIMES FALLS THROUGH THE CRACKS WHEN WE PUT OUT OTHER FIRES, BUT YEAH, WE DO PUBLISH IT.

I TRY TO SIGN HIM UP FOR HIS SPARE TIME.

OKAY.

, DO I HAVE A MOTION TO APPROVE RESOLUTION NUMBER 62 DASH I'LL MAKE A MOTION BY MAD SECOND, I'LL, I'LL SECOND COUNCIL DISCUSSION AGAIN, WE'VE BEEN DOING THESE NOW, EXCEPT FOR THE E-COMMERCE IS NEW.

YES.

BUT WE'VE BEEN DOING THESE OTHERS FOR PROBABLY 10 YEARS AT LEAST.

I THINK THEY, WE'VE HAD, WE'VE HAD SOME PEOPLE USE THEM, UH, HAD SOME PEOPLE WANT ALL OF IT .

BUT ANYHOW, UH, IT'S A PRETTY GOOD PROGRAM.

LIKE I SAID, JUST LIKE, LIKE ERIC MENTIONED, IT'S JUST HARD TO GET PEOPLE TO, TO PARTICIPATE IN IT.

BUT, YOU KNOW, UH, THE OTHER DAY WHEN THE LITTLE, UH, AD CAME OUT IN THE PAPER ABOUT THINGS HAPPENING INCLUDED, ONE OF THE THINGS THAT I, ONE OF THE THINGS THAT I TOLD THEM IS THAT WE WERE IN THE APPROVAL PROCESS OF THESE PROGRAMS TO HELP EXISTING BUSINESSES.

SO, I MEAN, PUBLISH IN THE PAPER.

UH, HOW MANY PEOPLE READ IT? I .

MOTION A SECOND.

ANY FURTHER DISCUSSION? HEARING NONE.

I'LL ENTERTAIN A VOTE.

ALL FAVOR? A AYE.

UNANIMOUS.

THANK YOU.

NEXT ITEM IS CONSIDERATION AND POSSIBLE ACTION TO ADOPT RESOLUTION NUMBER 63 DASH 2024 FOR THE REQUEST FOR PROPOSAL RFP FOR PUBLIC ASSISTANCE AND GRANT MANAGEMENT SERVICES.

IT WOULD BE RESOLUTION NUMBER 63 DASH 2024.

RESOLUTION OF CITY COUNCIL CITY INCLUDE TEXAS PROVING THE LEADING OF THE REQUEST FOR PROPOSAL FOR PROFESSIONAL SERVICES RELATED TO FEMA, PUBLIC ASSISTANT GRANTS AND CONTRACT ADMINISTRATION.

WHEREAS THE CITY IS REQUIRED BY FEDERAL REGULATIONS TO SOLICIT BIDS FOR PROFESSIONAL SERVICES RELATED TO THE ADMINISTRATION OF FEMA GRANTS AND CONTRACTS WHERE STAFF HAS PREPARED THE REQUIRED RFP UTILIZING THOSE REGULATORY REGULATORY REQUIREMENTS.

[01:00:01]

NOW, THEREFORE BE RESOLVED AT THE CITY COUNCIL.

CITY FLU, TEXAS HEREBY APPROVES THE ATTACHED RFP AND SOLICITATION FOR ADMINISTRATIVE SERVICES RELATED TO PUBLIC ASSISTANCE GRANT CONTRACT ADMINISTRATION.

AND I WOULD PRESUME THAT THEY GOTTA DO ALL THE PAPERWORK.

THEIR COST WOULD BE PART OF THE REIMBURSEMENT.

YES.

TYPICALLY THERE'S AN ADMINISTRATIVE CHARGE THAT COMES THROUGH WITH THE GRANT.

UH, IT'S 5% CAPPED.

AND SO THIS WOULD ALLOW THEM TO DRAW THAT IF WE DECIDED TO GO WITH THEM.

IF YOU'LL RECALL WHEN WE DID THE TA GRANTS FOR THE, UH, THE, UH, GOT THE WRONG ACRONYM, THE DRAINAGE, UH, THE, THE, THE, THE, UH, OH GOD DANG IT.

UH, THE HAZARD MITIGATION.

YES, SIR.

HAZARD MITIGATION.

UH, WE HAD TO DO THIS PROPOSAL IN HIGHER INDEPENDENTLY.

THAT GROUP.

TO DO THIS, THIS GROUP WOULD HELP US STRICTLY WITH THE PA PUBLIC ASSISTANCE GRANTS, WHICH ARE THE CATEGORIES, A THROUGH G THAT WE SEEK POST-DISASTER.

AND SO THIS, WE, INSTEAD OF HAVING TO TRY TO PROCURE THOSE SERVICES AFTER A STORM, WE HAVE SOMEBODY ON THE RECORD THAT WE PROCURED PRIOR TO THE STORM.

AND THIS CONTRACT, THE IDEA IS TO HAVE SOMEBODY SIGNED UP FOR FIVE YEARS HELP REPRESENT US IN MUCH THE SAME WAY WE DO WITH DEBRIS MONITORING REMOVAL.

SO WE DO A FORMAL RFP, THEY RESPOND, AND THEN THEY'RE PAT ON THE HOOK TO HELP US OUT FOR THAT NEXT FIVE YEARS, THAT NEXT FIVE YEAR SPAN.

OKAY.

I WOULD MOTION TO APPROVE RESOLUTION THREE DASH 2024.

I'LL MAKE A MOTION.

MOTION.

MAKE MY ACCOUNT PERFECT MATTER.

SECONDED BY I'LL SECOND.

COUNCILMAN AGUILAR DISCUSSION.

IT'S QUIET THIS EVENING.

MS. GRACE ASLEEP.

ANY DISCUSSION? HEARING NONE.

ALL THAT, ALL THAT.

AYE.

ANOTHER FEDERAL REQUIREMENT.

NEXT ITEM WILL BE ITEM EIGHT.

AND I HAVE BEEN ASKED TO REQUEST TABLE THIS ITEM FOR FURTHER CONSIDERATION.

I HAVE A MOTION TO TABLE ITEM OF H MAKE MOTION.

MOTION MADE BY COUNCIL.

CHRIS, SECOND, SHE, YOU TALK ABOUT HER AND SHE DOES.

HOW MANY BUDGET THAT WOULD BE THE BUZZER THING WOULD WORK.

HAVE A MOTION IN A SECOND.

ANY DISCUSSION? HEARING NONE.

I'LL ENTERTAIN A VOTE.

ALL FAVOR? AYE.

AYE.

UNANIMOUS.

WE WILL CONSIDER THIS AT A FUTURE MEETING.

POSSIBLE , NOT THAT ONE.

POSSIBLY SOMEBODY ELSE.

AND THEN THE NEXT ITEM WOULD BE CONSIDERATION AND A POSSIBLE ACTS TO ADOPT RESOLUTION NUMBER 65 DASH 2024 RATIFYING APPROVAL OF GRANT FOR LICENSE PLATE READER CAMERAS.

AND IT WOULD BE RESOLUTION NUMBER 65 DASH 2024 MOTOR VEHICLE CRIME PREVENTION AUTHORITY GRANT PROGRAM.

WHEREAS UNDER THE PROVISION OF TEXAS TRAFFIC PROTECT CODE CHAPTER 1 0 0 6, THE TEXAS ADMINISTRATIVE CODE TITLE 43 PART THREE, CHAPTER 2 57 ENTITIES ARE ELIGIBLE TO RECEIVE GRANT FROM THE MOTOR VEHICLE CRIME FROM PREVENT AUTHORITY TO PROVIDE FINANCIAL SUPPORT TO LAW ENFORCEMENT TASK FORCE FOR ECONOMIC MOTOR VEHICLE THEFT, INCLUDING CATALYTIC CONVERTED THEFT.

AND WHEREAS THIS GRANT PROGRAM WILL ASSIST THIS JURISDICTION TO COMBAT CATALYTIC CONVERTER THEFT, WHEREAS THE CITY INCLUDED HAS AGREED THAT IN THE EVENT OF LOSS FROM MISUSE OF THE GRANT FUNDS AND CITY INCLUDE AGREES AND INSURERS, THAT THE GRANT FUNDS WILL BE RETURNED IN FULL TO THE MOTOR VEHICLE CRIME PREVENTION AUTHORITY NOW THEREFORE BE RESOLVED, NOR THAT CHU MAYOR OF THE CITY INCLUDES DESIGNATED AS THE AUTHORIZED OFFICIAL TO APPLY FOR ACCEPT, DECLINE, MODIFY OR CANCEL THE GRANT PRO GRANT APPLICATION FOR THE MOTOR VEHICLE CRIME PREVENTION AUTHORITY PROGRAM, AND ALL OTHER NECESSARY DOCUMENTS TO ACCEPT SAID GRANT AND BE A FURTHER RESOLVED THAT JAMES FIT IS DESIGNATED AS A PROGRAM DIRECTOR AND CORY WESTFIELD IS DESIGNATED AS A FINANCIAL OFFICER FOR THIS GRANT.

14TH DAY OF NOVEMBER, 2024 AND SIGNED BY MYSELF.

, THIS IS, UH, YES SIR.

UH, GO AHEAD.

MAYBE YOU'LL ANSWER MY QUESTION.

THIS IS TO PROVIDE US, UH, WITH, UH, UH, LICENSE PLATE READERS THAT WE WOULD STRATEGICALLY PLACE, UH, IN VARIOUS AREAS WHERE WE'VE HAD EITHER HIGH VEHICLE THEFT AFTER WE SUSPECT THAT VEHICLES ARE BEING TRAFFICKED THROUGH.

THIS WOULD ALLOW US TO READ THE PLATES, REFERENCE THOSE AGAINST THE DATABASE TO MAKE SURE THAT THEY'RE NOT STOLEN.

UM, CHIEF HAS IDENTIFIED, UH, SIX STRATEGIC LOCATIONS.

I REALLY DON'T WANNA PUT THAT OUT IN PUBLIC.

UH, BUT WE WOULD BE, UH, WE WOULD

[01:05:01]

BASICALLY INSTALL THOSE AND THEN USE THOSE AS PASSIVE, UH, CRIME RETURN, UH, AS WE COME ACROSS VEHICLES THAT MAY OR MAY OR MAY NOT HAVE BEEN STOLEN.

BUT, AND ALSO DEAL WITH THE TRAFFICKING OF VEHICLES BECAUSE WE'RE NOT SEEING A GREAT DEAL OF CONVERTER THEFT HERE INSIDE THE CITY LIMITS.

BUT WHAT WE ARE SEEING IS A LOT OF STUFF BEING MOVED TO AND FROM THE PORT THAT MAY OR MAY NOT BE, UH, EACH, UM, OUR MATCH WOULD BE, UH, $17,000 ON THIS GRANT PAYING ON THREE INSTALLMENTS OF 3,500 OVER THREE YEARS.

AND THIS IS SOMETHING THAT'S INSTALLED IN AN AUTOMOBILE? NO, WE WOULD BE, WE WOULD, THESE WOULD BE STATIONARY, SO WE WOULD BE AFFIXING THESE IN PUBLIC SPACES, UH, AND ON A CONCEALED BASIS, UH, HE WANTS TO CONTROL KEY ACCESS POINTS TO AND FROM THE CITY, SO THEY WOULD NOT BE ON VEHICLES.

WE DO HAVE PLATE READERS, UH, ON THE, UH, OKAY.

I I GUESS THAT'S WHERE I WAS CONFUSED.

I THOUGHT WE, WE HAVE, WE HAVE ONE ON THE OTHER ONE.

YES.

BUT, UH, THIS WOULD BE STATIONARY AT THE HIGH TRAFFIC POINTS INTO AND OUT OF THE CITY.

HOW MUCH, ABOUT HOW MUCH IS EACH OF THESE, THE UNITS THEMSELVES? UH, RIGHT ABOUT, I WANT TO SAY 18 FIVE IS THE COST.

OH, WOW.

VERY EXPENSIVE.

ARE THESE SOLAR POWER OR POWER? THEY'RE, THEY, THEY'RE WIRED AND BATTERY BACKUP, SO I DON'T WANT SAY WHERE WE PUT'EM, BUT THEY WILL GO ON PUBLIC SOMEWHERE WHERE YES, YOUR HONOR.

THAT'S PRETTY GOOD.

MONEY.

OKAY.

ALRIGHT.

MOTION TO APPROVE RE NUMBER 65.

SO MOVED OUT, I'LL SECOND OUT.

ANY FURTHER DISCUSSION? HEARING NONE.

I ENTERTAIN THE VOTE.

ALL AYE.

AYE.

AYE.

WE'LL, UH, WAS ALSO INFORMED THAT TO ASK THAT WE OUT FOR FURTHER CONSIDERATION AT ANOTHER MEETING, SO I WOULD CONSIDER A MOTIONS THE TABLE OUT GAY.

I'LL MAKE SO MOVED.

I'M GONNA SAY THAT MOVE BY FRANCIS A SECOND.

I AREA BY, BY JEFF.

I WAS GONNA SAY POOR JEFF.

I JUST MOVED EVERYTHING PENDING.

NO DISCUSSION.

I'LL TAKE AYE THAT ITEM WILL BE TABLED.

NEXT ITEM.

CONSIDERATION OF POSSIBLE TO ADOPT RESOLUTION NUMBER 67 DASH 2024 APPROVING FINAL PLAT FOR PROPERTY LOCATED AT GOOD 13 CAN STREET.

IT'S, IT'LL BE RESOLUTION NUMBER 67 1 24.

REVOLUTION OF THE STATE COUNCIL TO CLINTON, TEXAS APPROVING THE RELA OF PROPERTY LOCATED AT TWO 13 HANNAH CREEK, TEXAS.

I'M NOT GONNA READ REST THAT.

READ THE CAPTION.

YES SIR.

I'LL MAKE THE MOTION TO APPROVE A PUBLIC HEARING.

HAVE A MOTION COUNCIL THAT WE APPROVE RESOLUTION 67.

I'LL SECOND.

EXECUTIVE BY COUNCIL PER BOND PENDING NO DISCUSSION.

I'LL ENTERTAIN A VOTE.
