PRESENT.

THAT IS EVERYBODY.

[II. CONSENT AGENDA]

YEAH.

UH, NEXT ONE IS CONSENT AGENDA.

AND THAT WOULD BE A DISCUSS AND CONSIDER APPROVING THE MINUTES FOR PREVIOUS MEETINGS ON OCTOBER 8TH, 2024.

I MOVE TO APPROVE.

SECOND.

WE GOT A MOTION AND A SECOND.

ALL IN FAVOR SAY AYE.

AYE.

[III. NEW AND OLD BUSINESS ITEMS]

WE'LL MOVE ON TO THE NEXT ITEM.

THAT IS NEW AND OLD BUSINESS ITEMS CONSIDERATION AND POSSIBLE ACTION ON THE RECOMMENDATION OF CITY COUNCIL FOR A PROPOSED ORDINANCE, ALIGNING THE USE OF NEIGHBORHOOD ELECTRIC VEHICLES AND OR BELOW SPEED VEHICLES WITHIN THE CITY LIMITS OF CLUE.

I'LL READ THE TOP PART OF THE ORDINANCE, AN ORDINANCE OF THE CITY OF CLUTE, TEXAS CONTAINING A PREAMBLE ADDING ARTICLE.

WHAT IS THAT? WHAT IS THAT ARTICLE? NONE.

OH, IT'S NINE.

OKAY.

TO SEC NINE, TO SECTION ONE 10 OF THE CODE OF ORDINANCES OF SAID CITY AND REGULATE THE USE OF MOTORIZED CARTS ON PUBLIC STREETS CONTAINING, UH, CONTAINING A SAVINGS CLAUSE CONTAINING A SEVERANCE CLAUSE AND PROVIDING THAT THIS ORDINANCE SHALL TAKE BACK AND BE ENFORCED FROM AND AFTER ITS DESCRIPTIVE CAPTION HAS BEEN PUBLISHED TWICE IN THE COURT.

FACTS YOU WANT TO TAKE OVER? UM, WELL, YOU THE LAWYER, SOMEBODY DO.

I DON'T WAIT.

CAN YOU SEE IT? OKAY.

I WAS GONNA ASK, HAVE HAVE Y'ALL HAD A CHANCE TO REVIEW THIS ORDINANCE AT ALL OR NO? UM, MR. DUNCAN, DO YOU WANT TO HIT THE HIGH POINTS OR, OKAY, SURE.

I WAS GONNA, I WAS GONNA LET YOU HIT THE HIGH POINTS.

I MEAN, I CAN'T .

OKAY.

SO, UM, THE, UM, THIS IS THE, THE PROPOSED ORDINANCE.

SO BASICALLY, UH, IT SAYS THAT, UH, YOU CAN OPERATE ON A, UH, ON A ROADWAY THAT'S A NO MORE THAN 35 MILE PER HOUR SPEED LIMIT.

AND YOU CAN CROSS ROADS THAT HAVE HIGHER SPEED LIMIT, BUT THAT'S ONLY WHEN YOU'RE ON A, ON A 35 OR LESS SPEED LIMIT ROAD AND YOU JUST CROSSING OVER A FASTER ROAD.

YOU CAN'T DRIVE ON ON THE FASTER ROAD, OBVIOUSLY YOU GOTTA OPERATE LIKE A CAR.

YOU CAN'T DRIVE IT ON THE SIDEWALKS.

UH, YOU CAN'T DO, YOU CAN ONLY HAVE ONE IN A LANE.

YOU CAN'T PASS EACH OTHER IN THE SAME LANE.

UM, YOU'RE ENTITLED TO YOUR LANE.

SO, UH, YOU, YOU OPERATE IT THE SAME AS YOU WOULD A CAR.

UM, THE, UM, IN, IN ADDITION TO THAT, UH, THE, THE, THE ORDINANCE, UH, UH, DEFINES, UH, GOLF CART AND ALSO MOTORIZED CARTS.

SO IT WILL COVER ALL, UH, TYPES OF, UH, DIFFERENT, UH, UH, MOTORIZED VEHICLES.

UM, THE, YEAH, MOTORIZED CART, UTILITY VEHICLE, GOLF CART, THEY'RE ALL DEFINED IN HERE.

UM, AND THEN IT,

[00:05:01]

IT ALSO HAS THE, THE OPERATING THAT'S, UH, ALLOWED FOR, UH, UNDER STATE LAW.

IF, IF, YOU KNOW, IF YOU GET THE LICENSE PLATES AND THE, AND THE FULLY DECKED OUT, UM, UH, VEHICLE, ALSO A POLICE OFFICER OR, UM, A FIRST RESPONDER CAN USE, UH, GOLF CARTS OR, OR VEHICLES AS REQUIRED FOR THEIR JOB.

UM, AND OTHER CITY PERSONNEL CAN OPERATE IT FOR OFFICIAL BUSINESS ON CITY PROPERTY OR CITY LOS LEASE PROPERTY.

SO THAT WOULD BE LIKE THE MOSQUITO PISTOL, YOU KNOW, THE MOST, MOST COMMON EXAMPLE OF THAT.

UM, YOU'RE REQUIRED TO BE 18 YEARS OF AGE OR OLDER, AND YOU HAVE TO HAVE A VALID LICENSE, DRIVER'S LICENSE AND VALID, UH, UH, VEHICLE OPERATING INSURANCE TO COVER YOUR OPERATION OF GOLF CARTS AND MOTORIZED CARTS.

SO IF THAT REQUIRES SOME SPECIAL REQUIREMENT OTHER THAN YOUR REGULAR AUTOMOBILE COVERAGE, YOU NEED TO TALK TO YOUR INSURANCE PROVIDER ABOUT THAT AND MAKE SURE THAT YOU HAVE THE PROPER INSURANCE.

UM, YOU HAVE TO OBEY ALL TRAFFIC REGULATIONS.

LIKE I SAID, YOU CAN'T, UM, OPERATE ON SIDEWALKS OR PEDESTRIAN WALKWAYS OR THINGS LIKE THAT.

YOU HAVE TO OPERATE IT LIKE IT'S A CAR.

UM, YOU GET THE FULL USE OF THE LANE.

YOU CAN'T PASS, UH, UH, OTHER CARTS IN THE SAME LANE OR OTHER CARS IN THE SAME LANE.

YOU CAN'T RIDE ON THE LINE.

THE NUMBER OF OCCUPANTS, OCCUPANTS ON YOUR CART HAS TO MATCH WHAT IT WAS DESIGNED FOR.

AND, UH, CHILDREN MUST BE PROPERLY SEATED.

YOU CAN'T CARRY ANY CHILDREN ON YOUR LAP.

OKAY? UM, THE RULES FOR PARKING FOR THESE CARTS APPLY THE SAME AS IF THEY'RE A REGULAR CAR.

SO YOU PARK IN PARKING SPOTS JUST LIKE YOU WOULD A REGULAR CAR.

YOU CAN'T JUST PARK IT, YOU KNOW, ANYWHERE ON THE SIDEWALK OR THINGS LIKE THAT.

UM, YOU HAVE TO KEEP ALL YOUR, UH, ARMS AND LEGS IN THE CART.

ONCE UPON A TIME I WENT GOLFING WITH SOME PEOPLE AND A GUY HAD HIS LEG HANGING OUT THE EDGE OF HIS CART AND HE HIT A BUMP AND HIS FOOT GOT CAUGHT UNDER AND BROKE HIS LEG.

SO THOSE THINGS ACTUALLY DO HAPPEN.

UH, YOU CAN'T PULL OTHER THINGS WITH YOUR CART, SO YOUR CART IS NOT A TOW TRUCK.

AND I LIKE THAT IT HAS THIS, BECAUSE THIS IS SOMETHING ELSE I DID AS A KID.

YOU CAN'T PULL SOMEBODY ON A SKATEBOARD WITH YOUR GOLF CART.

OF COURSE, WE DIDN'T PULL WITH CARS, WE JUST USED BICYCLES.

BUT, UH, UH, YOU CAN'T PULL OTHER THINGS OR PEOPLE OR, OR VEHICLES WITH THE GOLF CART.

UH, YOU CAN'T OPERATE WHENEVER IT'S, UH, FOGGY, UH, OR SMOKE OR OTHER CONDITIONS THAT PREVENT YOU FROM SEEING MORE THAN A DISTANCE OF 500 FEET.

SO THAT'S DIFFERENT THAN A REGULAR CAR, BUT REGULAR CARS WILL HAVE HEADLIGHTS AND OTHER EQUIPMENT.

RIGHT? UM, SPEAKING OF LIGHTS, UH, YOU HAVE TO COMPLY WITH THE TRANSPORTATION CODE THE SAME AS YOU HAVE TO COMPLY FOR, UH, CARS FOR OPERATING AT NIGHT.

SO YOU HAVE TO HAVE, IF YOU'RE GONNA OPERATE, UH, IN A, IN A, IN DARK CONDITIONS, UH, OVERCAST DARK CONDITIONS OR WITHIN CERTAIN TIME OF SUNSET, SUNRISE, THEN YOU HAVE TO HAVE FUNCTIONING LIGHTS THAT'S BE HEADLIGHTS TURN SIGNALS, BRAKE LIGHTS, TAIL LIGHTS, WHATEVER LIGHTS THAT ARE REQUIRED.

AND WE CITE THE, YOU KNOW, SECTION 5 47, 3 0 2, UH, THAT, UH, GOVERNS THE REQUIRED, UH, UM, LIGHTS FOR, UM, REGULAR VEHICLES.

UM, IT IS, UH, IF YOU VIOLATE ANY OF THE RULES OF OPERATING YOUR CART, UH, IT'S A, IT'S A, UH, OFFENSE, UH, SAME AS UNDER TRANSPORTATION CODE.

AND YOU HAVE, CAN BE FINED FOR AMOUNT OF UP TO $500 PER VIOLATION.

AND ALSO, UH, THAT'S THE PERSON THAT OPERATES THE CARD IF THEY VIOLATE ONE OF THE OPERATING RULES.

AND ALSO IF YOU'RE AN OWNER AND YOU OR SOMEBODY ELSE'S OPERATING CART AND IT, AND IT VIOLATES, UH, UH, UH, RULES, THEN YOU COULD ALSO BE, UH, PROSECUTED UP TO A $500 FINE.

SO THAT'S LIKE, YOU KNOW, LET YOUR KIDS GO OUT AND DRIVE THE GOLF CARTS WHEN THEY SHOULDN'T BE.

OKAY.

UM, I WENT THROUGH PRETTY QUICK.

YEAH, I THINK THOSE ARE HIGHLIGHTS.

THERE MAY BE SOME MORE SPECIFIC THINGS THAT I'VE MISSED.

AND CHIEF, IF THERE'S SOMETHING ELSE THAT I MISSED THAT'S IMPORTANT, PLEASE, UH, LET ME, NO, BUT IT'S A LONG STATUTE, SO I DIDN'T WANT TO READ EVERYTHING.

JUST, WE BASICALLY HIT THE HIGHLIGHTS.

YES, SIR.

UM, KINDA LIKE WE TALKED LAST TIME, UM, WE, WE DON'T WANT THE POLICE DEPARTMENT TO BECOME THE GOLF CART POLICE.

AND SO WE, AS, AS WE SPOKE LAST TIME, UM, I, YOU KNOW, WE, I SAID THAT IF WE, IF WE DID THIS, AND AGAIN, THIS IS UP THE COUNCIL, UM, THAT IT WOULD BE A VERY BASIC, UM, ORDINANCE

[00:10:01]

THAT WE WEREN'T GONNA DO PERMITS, WE WEREN'T GOING TO, UM, DO INSPECTIONS.

ALL THESE THINGS THAT THESE OTHER PLACES OTHER CITIES HAVE DONE, WE JUST DON'T HAVE HONESTLY, THE TIME OR THE MANPOWER TO DO THAT.

UM, AGAIN, WHAT I'LL SAY IS I APPRECIATE EVERYBODY HERE BECAUSE Y'ALL ARE THE RESPONSIBLE ONES.

UM, AND YOU KNOW, WHAT I, WHAT I EXPECT TO HAPPEN IS I DON'T FORESEE THE OFFICERS PATROLLING AROUND THROUGH THE NEIGHBORHOODS AND LOOKING FOR VIOLATIONS.

I THINK SOMETHING WOULD BE VERY BLATANT IF THEY ARE DRIVING AROUND AND SEE A, A 8-YEAR-OLD DRIVING A GOLF CART OR SOMETHING OF THAT NATURE, OR DRIVING A GOLF CART WITH NO LIGHTS AT NIGHT.

SOMETHING THAT'S A, A SAFETY ISSUE MOST OF THE TIME.

I THINK WHEN WE WILL HANDLE THIS IS WHEN WE'RE GETTING COMPLAINTS FROM SOMEBODY ELSE, PEOPLE DRIVING THROUGH SOMEBODY'S YARD OR THOSE TYPE OF THINGS.

BUT, UM, AGAIN, YOU KNOW, THIS KIND OF HITS THE REQUIREMENTS FOR ME.

UM, I JUST, I ASKED FOR IT BE LICENSED 18 VERSUS JUST A LICENSED DRIVER.

I ASKED THAT THE INSURANCE JUST BECAUSE YOU CAN RUN INTO A MAILBOX OR ANOTHER PARKED CAR OR ANYTHING LIKE THAT, JUST AS MUCH AS ANYTHING ELSE.

AND THEN, UH, THE ONLY ADDITION FROM THE ORIGINAL ONE WAS TO HAVE THE LIGHTS ON AT NIGHT.

SO, UM, FROM THAT, FOR ME, IT'S PRETTY BASIC.

AND, UM, AGAIN, I'M AT THE WILL OF THE CITIZENS AND, AND THE CITY COUNCIL.

SO, SO IF ANYBODY HAS ANY QUESTIONS, THEY'RE WELCOME TO COME UP HERE AND SPEAK ON IT.

, UH, MY NAME'S ADRIAN THERE, MINDY, UH, TO RECAP, UH, YOU KNOW, ON OUR AUTOMOBILES WE DON'T HAVE TO DO INSPECTION STICKERS AND ALL ANYMORE.

IT'S UP TO THE INDIVIDUAL.

IS THAT TRUE? WELL, AUTOMOBILES ARE, YOU DON'T HAVE TO HAVE THE INSPECTION STICKERS.

NOW YOU'RE TALKING ABOUT DO YOU HAVE TO GET THESE INSPECTED? IS THAT WHAT YOU'RE ASKING? YEAH.

SO, SO YOU CAN GO THROUGH THE COUNTY AND ACTUALLY GET A LICENSE PLATE AND DO THE EXTRA, BUT IT'S NOT REQUIRED BY THE AUDITOR.

NOT REQUIRED.

CORRECT.

OKAY.

OKAY.

AND, UM, UH, I WAS TRYING TO SPEED READ IT NOW.

NOW YOU SAY UTV, UH, ANY, ANY SIZE, UH, UTVS AS LONG AS THEY MEET THE STANDARD SAFETY REQUIREMENTS, RIGHT? YEAH.

YES, SIR.

UM, 'CAUSE WE'VE GOT UTILITY VEHICLE, UH, THAT'S NOT A GOLF CART OR LAWNMOWER, UM, BUT SIDE BY SIDE, SOMETHING OF THAT WOULD, BECAUSE AGAIN, YOU, WE STRUGGLE, WHERE DO WE, WHERE DO WE DRAW THAT LINE? YOU KNOW? NOW THE A TV LIKE WE'RE DEALING IN WITH, IN YOUR NEIGHBORHOOD WITH THE FOUR WHEELER, THAT'S A WHOLE DIFFERENT THING.

SO THOSE STILL WOULD NOT BE ALLOWED WITH THE SIDE BY SIDE CART TYPE WOOD.

THE, THE SIDE BY LIKE SIX PASSENGER? YES, SIR.

THOSE ARE OKAY.

YES, SIR.

BECAUSE THAT'S A UTV.

YES, SIR.

BUT A TV IS WHICH ONE? A TV IS LIKE A FOUR WHEELER, A SINGLE, LIKE THE OH, OKAY.

LIKE THE LITTLE MOTORCYCLE, FOUR WHEELER.

JUST DO WE HAVE A DEFINITION FOR A TV IN HERE? NO, BUT IT'S, YOU'RE ONLY ALLOWED TO USE UTV WITH UTV, WHICH IS YOU HAVE TO HAVE SIDE BY SIDE.

SO YOU, YOU KNOW, A TV YOU CAN STACK UP TWO, THREE PEOPLE FRONT TO BACK.

RIGHT? YEAH.

BUT THAT DOESN'T, THAT'S NOT A, THAT'S NOT ALLOWED IN THE, THE ORDINANCE.

SO, WELL, I'M HAPPY WITH THAT ONE.

THIS, THIS ORDINANCE IS WRITTEN, IS LIKE, THESE ARE THE THINGS ALLOWED.

SO IF IT'S NOT ALLOWED, THEN IT IS DISALLOWED.

PERFECT.

PERFECT.

ATVS ARE NOT ALLOWED.

CORRECT? CORRECT.

ATVS ARE NOT ALLOWED.

WELL, THAT, TO ME THAT SOUNDS GOOD BECAUSE IT GIVES THE POLICE OFFICERS A TOOL AND THEY CAN TELL THE CITIZENS SO THEY CAN UNDERSTAND, HEY, THIS IS THE WAY IT IS.

YES, SIR.

AND ALL PLUS IT SOUNDS LIKE IT'S WORDED VERY GOOD.

SO THANK YOU.

THANK YOU.

I HAVE ONE QUESTION FOR YOU IN THAT IT WAS TALKING ABOUT CHILDREN.

YES, SIR.

OKAY.

WHAT AGE, WHAT AGE ARE WE CALLING CHILDREN? THERE'S NO DEFINITION IN HERE OF THE AGE OF CHILDREN.

SO IT'LL BE THE LEGAL DEFINITION, WHICH WOULD BE 17 AND YOUNGER.

17 AND YOUNGER CHILDREN.

WE HAVE TO DEAL WITH THE ONE.

I'M SORRY, WE JUST HAVE TO DEAL WITH THE ONES THAT ACT, CORRECT.

YEAH.

THAT'S, THAT, THAT IS WHAT WE WILL DEAL WITH IS THE IRRESPONSIBLE FOLKS, YOU KNOW, UM, THIS, THIS ABSOLUTELY TAKES CARE OF THE PEOPLE THAT ARE BEING RESPONSIBLE, USING 'EM CORRECTLY.

BUT LET'S FACE IT, THAT'S WHAT WE DO.

SO

[00:15:05]

ANYBODY ELSE GOT ANY COMMENTS OR QUESTIONS OR , BUT I WOULD JUST SAY WHILE HE IS WALKING UP TO THE, Y'ALL HAD ASKED ME QUESTIONS, BUT, UH, UH, I GIVE CREDIT TO CHIEF FITCH.

HE'S THE PRIMARY ARCHITECT OF THIS WHOLE, UH, THIS WHOLE ORDINANCE.

RIGHT.

SO, UH, HE KNOWS EVERYTHING MORE THAN I DO ON THE, ON THE QUESTIONS ABOUT THESE THINGS.

SO, SO HE'S SAYING IF YOU GET MAD, MAD OR YOU, YOU COULD TAKE IT THAT WAY.

ALSO, , MY NAME'S BRUCE SMITH.

UH, IT'S ALWAYS BEEN MY POLICY.

LESS IS MORE.

SO I THINK YOU GUYS HAVE DONE A WONDERFUL JOB ON THIS.

REALLY COMMEND YOU.

THANK YOU.

JUST, JUST SO EVERYBODY KIND OF UNDERSTANDS THE, WHAT, WHAT WE WILL BASICALLY CAN DO IS AS A COMMISSION, MAKE A RECOMMENDATION TO COUNCIL AND THEN THIS, SO THIS WILL GO TO COUNCIL IN JANUARY AS IT'LL GO TO COUNCIL IN JANUARY.

COUNCIL WILL VOTE ON IT, AND THEN AT THAT POINT, EVERYTHING'S GOOD TO GO.

SO IF, UH, IF IT QUESTION, SINCE THERE'S NO INSPECTIONS, THE INDIVIDUAL GOING DOWN THE ROAD AND HE DOESN'T PUT A BLINKER ON HIM, THERE'S AN OFFICER BESIDE BEHIND HIM.

THERE YOU GO.

HE'S GOT A RIGHT TO PULL 'EM OVER AND, AND INSPECT IT AT THAT TIME.

RIGHT? WELL, SO, SO IT SAYS THAT YOU'VE GOTTA OBEY BY, UH, STILL OBEY BY TRAFFIC RULES.

THAT'S CORRECT.

SO IF THE, IF THE UT THE A TV OR I'M SORRY, THE UTV YEAH.

OR THE, OR THE GOLF CART DID NOT HAVE, UH, TRAFFIC SIGNALS, YOU WOULD STILL BE EXPECTED TO USE HAND SIGNALS.

OKAY.

UM, THOSE TYPE OF THINGS.

UM, BUT EXCEPT FOR NIGHT.

EXCEPT FOR NIGHT AND THEN HAVE LIGHTS, BUT IT'S, YOU GOTTA HAVE LIGHTS.

SO PROBABLY GONNA HAVE, IF YOU GOT LIGHTS, IT GONNA HAVE THE BLINKERS.

YEAH.

SO BECAUSE MINE DOESN'T HAVE THE BLINKERS OR THE FLASHERS.

RIGHT.

BUT THERE'S A KIT FOR 150 BUCKS THAT YOU CAN THROW ON THERE.

IT TAKES CARE OF THAT, BUT IT HAS ALL THE OTHER LIGHTS.

OKAY.

I GOTCHA.

THANK AGAIN, WE JUST, WE DIDN'T WANT TO GO OVER THE TOP OF, YOU KNOW, NUMBER ONE, DIDN'T WANT TO CAUSE Y'ALL TO HAVE, GO OUT AND SPEND A BUNCH MORE MONEY AND ADD A LOT OF THINGS TO THE VEHICLES THAT YOU HAVE.

PLUS IT JUST KEEPS MORE FOR US TO KEEP UP WITH AS WELL.

SO, UH, I AGREE ON THIS ONE.

LESS IS MORE.

SO ANY OTHER COMMENTS OR ANYTHING? EVERYBODY'S GOOD.

ALRIGHT.

WELL WE CAN ENTERTAIN A MOTION.

I GOT ONE, ONE QUESTION THAT I, IT TALKS ABOUT GOLF, GOLF CARTS AND THEY'RE 25 MILES AN HOUR.

AND THEN WE TALK ABOUT CROSSING A ROAD THAT'S 35 MILES PER HOUR.

THE THE GOLF CARTS, WOULD WE RUN UP ON 'EM OR NO? NO.

SO HERE'S THE, HERE'S THE DEAL.

THE, THE GOLF CART, 25 MILES AN HOUR, WE USE THAT DEFINITION 'CAUSE THAT'S THE STATE LAW DEFINITION, RIGHT? SO TECHNICALLY A GOLF CART IS ALSO A SIDE BY SIDE UTV VEHICLE.

SO WHERE THE 35 MILE COMES IN IS IF YOU'RE DRIVING DOWN MAIN STREET MM-HMM .

AND THE SPEED LIMIT IS 35 MILES PER HOUR OR LESS, THEN YOU'RE ALLOWED TO DRIVE DOWN MAIN STREET AND NOT GO OVER 35 MILES PER HOUR.

RIGHT? THAT'S YOUR SPEED LIMIT STILL.

NOW LET'S SAY YOU'RE GOING DOWN MAIN STREET AND THEN MAYBE MAIN STREET IS A BAD EXAMPLE.

'CAUSE I DON'T KNOW WHAT THE SPEED LIMIT IS AFTER YOU CROSS PLANTATION, BUT, UH, PLANTATION, LET'S SAY THE SPEED LIMIT, OH, LET'S SAY YOU'RE GOING DOWN MAIN STREET THIS WAY AND YOU COME UP TO 2 88 BUSINESS, YOU CAN'T TURN LEFT OR RIGHT AND DRIVE UP OR DOWN 2 88 BUSINESS 'CAUSE THAT SPEED LIMIT IS MORE THAN 35.

BUT YOU'RE ALLOWED TO CROSS THE HIGHWAY, RIGHT? RIGHT, RIGHT.

SO IF YOU, YOU COME TO THE RED LIGHT AND YOU STOP FOLLOWING ALL THE TRAFFIC SIGNALS AND IT TURNS GREEN AND YOU CAN CROSS AND YOU'RE NOT VIOLATING THE LAW 'CAUSE YOU WERE ON 2 88 BUSINESS 'CAUSE YOU'RE JUST CROSSING IT.

RIGHT? RIGHT, RIGHT.

SO IT'S, WHAT I'M WORRIED ABOUT IS PEOPLE DRIVING 35 AND YOU GOT A GOLF CART THAT BATTERY DOWN OR SOMETHING AND YEAH, WELL, I MEAN THAT'S, AND THEORETICALLY, TECHNICALLY THAT HAPPENS WITH DRIVERS TOO.

I WAS COMING DOWN 2004 TODAY AND SOMEBODY WAS GOING 45 MILES PER HOUR AND UH, YOU KNOW, UHHUH, THERE ARE A LOT OF PEOPLE THAT WANNA PASS THAT CAR.

THE, THE UH, THE DISTINCTION BETWEEN THE TWO, THE 25 IS JUST THE DEFINITION OF THE GOLF CART.

35 IS WHAT ROADS IT CAN BE DRIVEN ON.

UM, YOU KNOW, IT'S, IT'S ONE OF THOSE THINGS I, I DON'T FORESEE, WELL I DON'T EVEN WANNA SAY THAT.

UM, BUT YEAH, THAT'S JUST THE, THE DEFINITION OF WHAT ROADS IT WOULD BE ALLOWED UPON.

SO THEORETICALLY, IF YOU HAD A GOLF CART GOING 30 MILES PER HOUR

[00:20:01]

BUT STILL UNDER SPEED LIMIT, THEY'RE LEGAL.

OKAY.

WELL ANYBODY WOULD LIKE TO MAKE A MOTION ON THIS? UM, I MAKE A MOTION THAT WE FORWARD THIS TO COUNT, UM, WITH THE RECOMMENDATION THAT THEY MOVE FORWARD WITH IT.

WE GOT A MOTION.

ANYBODY MAKE A SECOND? I SECOND SHE'LL SECOND.

SOMEBODY NEEDED TO.

OKAY.

WE GOT A MOTION A SECOND.

UH, IF THERE'S NO MORE COMMENTS OR DISCUSSION, UH, YOU AGREE, SAY AYE.

AYE.

AYE.

MOTION CARRIES.

AND WE DON'T SEND THIS ALONG TO COUNCIL.

NO NA VOTE, HUH? NO NAY VOTES.

OH.

DO WE HAVE ANY NAY VOTES? I VOTE NA.

ALRIGHT.

WE HAVE ONE NAY VOTE.

THREE YAYS.

SO, ALRIGHT.

THANK YOU.

I, I THOUGHT I SEEN YOUR HEAD SHAKE.

SO ANYWAY, UH, MOTION CARRIES AND WE ARE GONNA SEND THIS TO COUNCIL FOR CONSIDERATION AND I BELIEVE THAT'S IT.

SO NEXT ITEM WOULD BE, UH, WARMUP.

NEXT ITEM IS ADJOURN.

MAKE A MOTION.

I SECOND I A MOTION A SECOND.

ALL IN FAVOR? ADJOURN.

SAY AYE.

AYE.

ANY NAYS? YOU READY TO GO? OKAY.

JUST MAKE SURE.

ALRIGHT, WE'RE ADJOURNED.

THANK Y'ALL FOR COMING.
