AND I JUST WANTED TO SHARE WITH Y'ALL THAT WE FELT THAT THIS PROJECT REALLY DESERVED RECOGNITION IS PROBABLY ONE OF OUR FAVORITE ONES OVER THE LAST COUPLE OF YEARS.

AND I WANTED TO SHARE WITH YOU THE SUMMARY THAT I WROTE AND THEN IN RESPONSE WHAT THE A PA SAID ABOUT THIS PROJECT.

SO, LIKE MANY RURAL COMMUNITIES, CLU DOES NOT HAVE AN IDENTIFIABLE DOWNTOWN C CLUE IS SAID TO HAVE TWO DISTINCT TABS TO THE NORTH.

AN AFFLUENT MASTERPLAN COMMUNITY AND TO THE SOUTH OLD KLU IS CHARACTERIZED BY AGING INFRASTRUCTURE.

THE GOAL OF THIS 10 MONTH PLANNING STUDY WAS TO IDENTIFY PLACEMAKING ECONOMIC DEVELOPMENT AND MULTIMODAL CONNECTION OPPORTUNITIES THAT SERVE AS COMMUNITY GATHERING SPACES THAT COULD LATER GROW INTO A SAFE, WELL CONNECTED TOWN CENTER FOR CLUE.

THROUGH TARGETED ONLINE AND IN-PERSON ENGAGEMENT, THE PROJECT TEAM RECEIVED NEARLY 1700 SURVEY RESPONSES FROM THE BEGINNING OF THE STUDY.

THE PROJECT TEAM WAS MET WITH RESOUNDING SUPPORT RESIDENTS FROM ALL OVER TOWN AGREED THAT KLUT NEEDED MORE OPTIONS TO WALK AND BIKE OPPORTUNITIES FOR COMMUNITY GATHERING.

AND MOST IMPORTANTLY, A DOWNTOWN.

THE PROJECT TEAM ENGAGED IN CONSTRUCTIVE DISCUSSIONS WITH LANDOWNERS AROUND SHANKS LAKE, ALSO KNOWN AS KLU LAKE.

THESE CONVERSATIONS EXPLORED THE FEASIBILITY OF A PUBLIC PRIVATE PARTNERSHIP TO ACQUIRE THE PROPERTY AND TRANSFORMATIVE TO A DESTINATION CENTERED AROUND THAT BEAUTIFUL NATURAL RESOURCE.

THE LONGSTANDING LANDOWNERS EXPRESSED FULL SUPPORT OF THE RECOMMENDATION VIEWING THIS PROJECT AS THEIR LEGACY PROJECT FOR KLU.

IN ADDITION TO THE REDEVELOPMENT OF SHANKS LAKE, THE PROJECT TEAM USED A COMPREHENSIVE APPROACH INCORPORATING EXISTING CONDITIONS, ANALYSIS, COMMUNITY FEEDBACK, PLANNING, ENGINEERING AND DESIGN EXPERTISE TO IDENTIFY THE INTERSECTION OF MAIN STREET AND PLANTATION DRIVE AS THE IDEAL LOCATION FOR KLUTZ TOWN CENTER, ADOPTING A PHASED REDEVELOPMENT STRATEGY.

THE PROPOSED DESIGNS PRIORITIZE INTERSECTION SAFETY ENHANCEMENTS FOR BOTH PEDESTRIANS AND DRIVERS.

UTILIZES THE IMPLEMENTATION OF STREET TREES AND GREEN MEDIANS TO CREATE THAT BOULEVARD FIELD.

AND IN RESPONSE, THIS IS WHAT THE AMERICAN PLANNING ASSOCIATION SAID.

THE CITY OF KLUTE LIVABLE CENTER STUDY SHOULD RECEIVE THE 2024 SILVER PLANNING ACHIEVEMENT AWARD FOR URBAN PLANNING AND DESIGN FROM THE HOUSTON CHAPTER OF THE AMERICAN PLANNING ASSOCIATION.

THE SUCCESSFUL OUTCOME OF THIS PLANNING STUDY MEANS SIGNIFICANT PROCE PROGRESS FOR YOUR COMMUNITY.

WHEREAS IN 2020 THE CITY ISSUED A CERTIFICATE OF OBLIGATION TO FUND SIDEWALK PROJECTS AND WHEREAS THE CITY INCLUDED 2.4 MILLION IN SIDEWALK IMPROVEMENTS IN THE FISCAL YEAR OF 20 23, 20 24 BUDGET.

AND WHEREAS THE CITY HAS PREVIOUSLY ENTERED INTO AN INTERLOCAL RESOURCE SHARING AGREEMENT WITH THE CITY OF BEL AIR FOR PAVES SIDEWALK TRAFFIC SIGNALS AND OTHER SERVICES WITH ALLIED GENERAL SOLUTIONS, A GS.

AND WHEREAS THE CITY RECOGNIZES THIS PROJECT WILL ENHANCE THE SAFETY AND WELFARE OF ALL CITIZENS BY PRO, PROVIDING NEW PEDESTRIAN CONNECTIVITY FROM PLANTATION DRIVE TO COMMERCE IN A VERY CHALLENGING SEGMENT.
