SO WE'VE GONE AHEAD AND ISSUED THE RFP, UH, ASKING FOR THE RESPONSES FROM THESE FIRMS TO HELP US WITH GRANT MANAGEMENT TO HELP US WITH FEMA CLAIMS, THESE, THESE SORTS OF ITEMS IN THE FUTURE.
UM, THIS CONTRACT WOULD BE VERY SIMILAR TO OUR DEBRIS CONTRACTS, OUR DEBRIS MONITORING CONTRACTS WHERE IT'S A STANDBY CONTRACT.
THERE'S NO COST ASSOCIATED WITH IT UNLESS THERE'S SOMETHING COME UP.
AND WE ISSUE THE, THE, THE TASK ORDER TO PROCEED.
UM, WE HAD FOUR RESPONDENTS TO THE RFP.

AND SO THE RECOMMENDATION WOULD BE THAT WE AWARD THE BOTH C-S-R-S-E WHO'S CURRENTLY HELPING US, AND ALSO GROUND BROOKS WHO'S HELPED US IN THE PAST.

NOW THEREFORE BE RESOLVED THAT CITY COUNCIL CITY INCLUDE TEXAS HEREBY APPROVES THE ATTACHED RFP FOR DEBRIS REMOVAL SERVICES MONITORING AND ADDRESS THE LETTING THAT SAID DOCUMENT PASSED AND ADOPTED THIS 13TH DAY OF FEBRUARY, 2025, SEVENTH TEST ROAD EMPLOYMENT SUE CLERK.
AND THIS WILL BE THE CONTRACT TO HIRE THE PEOPLE TO WATCH THE PEOPLE WHO WE HIRED TO DO.

UM, WHICH MADE IT A LITTLE BIT TRICKY GETTING, COMING RIGHT INTO BARREL BECAUSE THEY HAD TO SUBCONTRACT OUT OUR SERVICES.
SO WE, BECAUSE WE HAD A CONTRACT WITH THEM, THEY STILL HAD TO PROVIDE IT.
UM, IT ALSO RAISED A FEW RED FLAGS AT FEMA, TOOK QUITE A BIT OF BACK AND FORTH TO GET THEM TO APPROVE THE SUBCONTRACT.
UM, SO WE KIND OF WENT WITH THE ARRANGEMENT THAT THEY WERE GOOD WITH IT TO GET US THROUGH HURRICANE SEASON.
AND AFTER HURRICANE SEASON, WE, WE WOULD TERMINATE THAT CONTRACT WITH WOOD O'BRIEN'S AND REBID TO FIND ANOTHER VENDOR THAT HAS BEEN PROPERLY PROCURED AND VETTED AGAIN.
SO THIS IS TO LET THIS, LET THIS RFP OUT SO WE CAN SEARCH FOR ANOTHER VENDOR TO PROVIDE THE SERVICES HOUSE CLEAN HOUSECLEANING.

AND, UM, YOU KNOW, THE CONCERN IS THAT THE COLLECTING THOSE, UH, COSTS FROM THESE UTILITIES OR THESE KIND OF SMALL FLY BY NIGHT CONTRACTORS, UH, IS, UH, VERY DIFFICULT.
SO THIS REQUIREMENT WOULD BE AS PART OF THE, UM, UH, BUILDING PERMIT PROCESS, UH, THAT THEY'RE GOING TO, UH, BE REQUIRED TO, UM, PROVIDE, UM, UH, EITHER INSURANCE OR SOME SORT OF BOND THAT WOULD, UH, COVER THE CITY, UH, MAKE THE CITY THE DIRECT BENEFICIARY.
SO IF THERE'S ANY DAMAGE TO CITY WATER LINES, CITY INFRASTRUCTURE, THAT THAT BOND OR THAT, UH, INSURANCE POLICY WOULD, UH, PAY DIRECTLY TO THE CITY.
AND THEN WE DON'T HAVE TO CHASE PEOPLE TO TRY TO COLLECT THEM TO PAY FOR DAMAGE THAT THEY CAUSED IN THE PAST.
WHAT WE'VE DONE IS WE'VE GONE BACK AND TRIED TO BACK CHARGE 'EM FOR OUR LABOR MATERIALS COSTS ASSOCIATED WITH THE REPAIRS AND COMMUNICATION.
COMPANY X WILL HIRE A SUB WHO HAS AN LLC, AND THEN THE MOMENT WE GET THE LETTER, THEY GET THE CERTIFIED LETTER.

AND THE PART OF THE REASON TO INCLUDE THAT IS THAT THAT THEN WILL GET THEM INTERESTED TO ACTUALLY CONTACT THE, THE, THE PERMIT AND GO OUT AND LOOK AT THINGS TOGETHER.
AND THAT HOPEFULLY LEADS TO THEM HITTING LESS WATER LINES TOO.
