OUR 5 0 1 C3 NONPROFIT WAS ESTABLISHED TO SERVE TEXAS VETERANS AND FIRST RESPONDERS THAT HAVE SERVICE CONNECTED INJURIES AND INJURED IN THE LINE OF DUTY. THE OPPORTUNITY TO BECOME CER CERTIFIED SCUBA DIVERS AT NO COST TO THEM. IN ADDITION, MAMMA SUPPORTS THE COMMUNITY WITH A PARTNERSHIP WITH C CENTER TEXAS, IN WHICH WE PROVIDE VOLUNTEER DIVERS TO CLEAN TANKS AND ASSIST WITH THEIR COMMUNITY DIVING PROGRAM. IN ADDITION TO OUR COMMUNITY PARTNERS, WE ALSO HAVE A PARTNERSHIP WITH TEXAS A AND M UNIVERSITY, WHICH WE DEVELOPED A SUMMER INTERNSHIP PROGRAM FOR TMU STUDENTS TO DEVELOP THEIR DIVING SKILLS AND BECOME DIVE MASTERS. THIS YEAR WE ADDED AN INTERNATIONAL ELEMENT FOCUSED ON HISPANIC DIVERS AT TMU FOR OUR MEXICO PARTNERSHIPS. WE ALSO HAVE ANNUAL EVENTS AT MAMMOTH THAT INCLUDE NATIONAL WOMEN'S DIVE DAY VETERANS AND MEMORIAL DAY DIVES, AND OUR FISHING PROGRAM FOR VETERANS, THEIR FAMILIES, AND OUR PARTNERS WITH SEA CENTER TEXAS. IN 2023, WE WANTED TO EXPAND OUR OPERATION TO BETTER SERVE THE C COMMUNITY. SINCE AILS OCCUPIES BOTH BA BUILDINGS, WE DECIDED TO CONSTRUCT A NEW BUILDING, INSTALL WATER AND SEWER SERVICES, BUILD BATHROOM AND SHOWER FACILITY, AND A TRAINING POOL AFTER RECEIVING APPROVALS FROM THE BUILDING DEPARTMENT. THESE EFFORTS WERE STALLED BY THE CITY AND WE ENDED UP CONSTRUCTING OUR NEW FACILITY IN LAKE JACKSON. LAKE JACKSON WAS VERY SUPPORTIVE OF OUR MAMMOTH OPERATION GOING AS FAR AS ADDING US TO THE CITY'S MONOPOLY GAME. I WAS WORKING WITH RACHEL FLORES TO BRING AN ENTIRE OPERATION BACK TO KLU, BUT ALL THAT WORK HAS BEEN SHELVED, INCLUDING OUR RECENT EDC APPLICATIONS. AND I'M JUST GONNA SPEAK A LITTLE BIT ABOUT A PROJECT THAT WE RECENTLY WRAPPED UP WITH YOU ALL. UM, THIS IS ACTUALLY PART OF A PRESENTATION THAT WILL, CJ AND I HAD THE OPPORTUNITY TO GIVE UP IN COLLEGE STATION. THEY WANTED TO HEAR ABOUT THIS PROJECT. SO, UH, AT THE STATE LEVEL, WE WERE TALKING ABOUT THIS PROJECT AND THEY WERE EXCITED TO HEAR ABOUT IT. SO, LIKE CJ MENTIONED, THIS ALL SPURRED FROM THE LIVABLE CENTER STUDY BACK IN 2023. UH, THIS WAS ACTUALLY STUDY NUMBER 41 ON OUR LIST OF STUDIES THAT WE'VE HAD THE OPPORTUNITY TO COMPLETE. AND THE IDEA BEHIND THE LIVABLE CENTER STUDY WAS PLANNING TO GROW SUSTAINABLY, BUT ALSO MAINTAIN THAT RURAL LOOK AND FEEL THAT EVERYBODY LOVES IN CLUTE. UM, THERE WAS ALSO A LOT OF CONVERSATIONS AROUND ESTABLISHING A FORMAL DOWNTOWN FOR CLU. AND SO ONCE THIS STUDY WRAPPED UP, OUR BRAINS WERE RACKING THINKING, WHERE CAN WE GO NEXT? AND SO WE, WE THOUGHT HOW WE'D CONTINUE TO HELP THE CITY OF CLUT TO THE NEXT LEVEL. AND THAT NEXT LEVEL WAS A PILOT PROJECT THAT WE CALLED THE KLU HOUSING VISION PLAN. AND SO THIS WAS ALL ABOUT FOCUSING ON COMMUNITY ENGAGEMENT, LISTENING TO FOLKS AND HEARING WHAT THEY WANT THE FUTURE OF HOUSING TO LOOK LIKE IN KLU, UNDERSTANDING WHAT THOSE HOUSING RELATED NEEDS WERE, AND THEN CREATING A CONTEXT SENSITIVE ACTION PLAN. SO ONCE WE'VE GOT THAT FEEDBACK, WHAT DO WE USE THAT FEEDBACK FOR? AND HOW DO WE ACTUALLY ADDRESS THOSE ISSUES THAT WE IDENTIFIED? SO THERE'S ME AT THE MOSQUITO FESTIVAL AND, UH, THERE'S ONE OF THE FLYERS THAT WE HAD. UH, WE HAD ONE OF OUR COMMUNITY OPEN HOUSES DOWN AT THE BR HESTER EVENT CENTER. SO THE HOUSING VISION PLAN, WHICH WE WRAPPED UP AT THE END OF LAST YEAR, WAS ALL ABOUT REFINING THAT VISION THAT WE OUTLINED IN THIS, THE LIVABLE CENTER STUDY, ADDING DETAIL TO THAT PROPOSED DEVELOPMENT FOR SHANKS LAKE. UH, AND WE ASKED THAT QUESTION, WHAT DOES THE FUTURE OF HOUSING LOOK LIKE INCLUDE, IT WAS ALL ABOUT PROVIDING GUIDANCE TOFE TO POTENTIAL DEVELOPERS. SO IF AND WHEN THERE ARE FOLKS INTERESTED IN INVESTING IN THIS PROPERTY, WE WANTED TO OUTLINE EXACTLY WHAT RESIDENTS WOULD LIKE TO SEE. SO THERE ARE NO QUESTIONS. WE ALREADY KNOW THIS IS WHAT THE RESIDENTS WANNA SEE ALONG THE LAKE. AND WE CALLED THIS A TIPPING POINT. I SAID EXISTING PROPERTY OWNERS ON THE SLIDE, BUT REALLY FOR RESIDENTS IN GENERAL AT THE MOSQUITO FESTIVAL, LOTS OF FOLKS SAID, OH, WE HEARD THERE'S A PROJECT GOING ON OVER THERE, BUT WE DON'T KNOW A WHOLE LOT ABOUT IT. SO WE WERE ABLE TO HAVE GRAPHICS AND HAVE REALLY PRODUCTIVE CONVERSATIONS TO SHOW FOLKS WHAT THE GROWTH COULD LOOK LIKE, WHY THE CITY OF CLUE. UM, THIS SLIDE REALLY RESONATED UP IN COLLEGE STATION. UM, I WON'T GO THROUGH ALL THESE DETAILS SINCE YOU ALL ALREADY KNOW YOUR CITY, BUT THE MOST IMPORTANT PARTS ARE THERE AT THE END ON THE RIGHT. UH, THERE'S A DECREASE IN AVERAGE HOUSEHOLD SIZE. AND THAT DOESN'T MEAN THE SIZE OF THE HOUSE ITSELF. THAT MEANS THE FAMILIES LIVING IN THERE. FOLKS AREN'T HAVING AS MANY KIDS AS THEY USED TO. SO THERE'S NOT AS MUCH OF A NEED FOR A FOUR, FIVE AND BEDROOM HOUSE. FOLKS ARE MOVING INTO SMALLER HOUSES 'CAUSE IT'S MORE AFFORDABLE AND YOU DON'T NEED THE EXTRA SPACE. AND EVEN MORE IMPORTANTLY, THERE'S BEEN A DOUBLE INCREASE IN MEDIAN HOME PRICE. UM, JUST OVER THE LAST FIVE YEARS. THE MEDIAN HOME PRICE INCLUDES, HAS INCREASED FROM 125,000 TO 251,000. INCLUDE WHERE THE MEDIAN INCOME IS AROUND 66,000 A YEAR. UH, A HOUSE WOULD NEED TO BE CLOSER TO 180,000 TO BE CONSIDERED AFFORDABLE. SO THE FACT THAT HOUSES ARE TRENDING UPWARDS NORTH OF 250 JUST ISN'T ATTAINABLE FOR MOST, MOST FOLKS. SO, LIKE I MENTIONED, PUBLIC ENGAGEMENT WAS AT THE FOREFRONT OF WHAT WE DID. UH, WE HAD MULTIPLE OPPORTUNITIES FOR FOLKS TO PROVIDE FEEDBACK. I MENTIONED THE COMMUNITY OPEN HOUSE. WE ALSO HAD AN ONLINE SURVEY WHERE WE HEARD FROM A COUPLE DOZEN FOLKS, BUT OUR BIGGEST TURNOUT WAS AT THE MOSQUITO FESTIVAL. WE HAD ALMOST 300 FOLKS STOPPED BY OUR BOOTH, AND, [00:25:01] UH, ALMOST ALL OF THEM VOTED. I'LL SHOW THE RESULTS HERE IN A SECOND. SO, UM, USING ALL THE FEEDBACK THAT WE GOT FROM THE ONLINE SURVEY AND THE COMMUNITY OPEN HOUSE, WE WINDLED DOWN TO TWO OPTIONS HERE. OPTION A, WHICH WAS THE TRADITIONAL SIDE-BY-SIDE DUPLEX, AND OPTION B WAS THE COTTAGE COURT. AND A COUPLE OF EXAMPLES OF WHAT THOSE MIGHT LOOK LIKE THERE ALONG THE LAKE. UH, AND THE RESULTS KIND OF SPEAK FOR THEMSELVES. EVERYONE LOVED THE COTTAGE COURT DESIGN AND EVEN FOLKS WHO VOTED FOR THE SIDE-BY-SIDE DUPLEX HAD MENTIONED, OH, IF THE RENDERINGS HAD COVERED PARKING OR IF IT HAD MORE DEDICATED PARKING, UH, I PROBABLY WOULD'VE VOTED FOR THE COTTAGE COURT. SO WE TOOK THAT INTO CONSIDERATION AS WE PUT TOGETHER THE FINAL REPORT. UH, AND THEN ON THE CHART THERE, THE GR UH, GREEN, THE BLUE IS WHAT WE CALL GUESTS. SO FOLKS THAT DON'T LIVE IN CLUT BUT DO COME HERE TO VISIT FAMILY OR TO TO WORK HERE OR IN RED IS THE FOLKS THAT DO LIVE AND WORK IN INCLUDE. SO THE FINAL REPORT, UM, THERE'S A SECTION ABOUT POLICY UPDATES. SO, UM, THAT LAND RIGHT THERE WOULDN'T ALLOW FOR THE TYPE OF HOUSING THAT WE ARE RECOMMENDING. SO SOME POLICY UPDATES WOULD BE NECESSARY TO INCREASE DENSITY IN THAT SPECIFIC AREA. WE ALSO PROVIDED SOME DATA IN TERMS OF COST ESTIMATES USING EXAMPLES FROM OKLAHOMA AND GEORGIA WHERE THEY DO HAVE A SIMILAR COTTAGE COURT DESIGN. UH, AND WE ARE ESTIMATING THAT THESE HOUSES COULD BE BILLED SOMEWHERE AROUND 112 TO 200,000 PER HOUSE, WHICH IS GETTING A LOT CLOSER TO THAT $180,000 AFFORDABLE PRICE AS OPPOSED TO THAT 250 THAT I MENTIONED EARLIER. UH, AND THEN WE DID A LOT OF WORK UPDATING THAT SITE PLAN THAT I SHOWED EARLIER, AND I HAVE A CLOSER LOOK AT IT, BUT IT WAS ALL ABOUT INCREASING THE DENSITY. SO, UM, ALLOWING MORE HOMES TO BE BUILT ON THE SAME PROPERTY, DECREASING IMPERVIOUS SERVICES, SO THAT REDUCES YOUR CHANCE OF FLOODING. UM, WE DREW IN SOME, A MIX OF PRIVATE AND SHARED PARKING, SO SOME FOLKS STILL WANTED THEIR OWN DRIVEWAY. OTHER FOLKS WERE OKAY WITH PARKING IN A PARKING LOT. UM, BUT THEN WE ALSO ADDED SHADE TO THE PARKING. UM, ALL OF US WHO HAVE LIVED IN TEXAS FOR MORE THAN 10 DAYS KNOW THAT IT GETS NICE AND HOT. SO ADDING SHADE TO THE RENDERING, I THINK REALLY ADDED A LOT. UH, AND THERE'S THE UPDATED RENDERING. SO ON THE RIGHT, ON THE BOTTOM IS WHAT IT LOOKS LIKE. AND WHEREAS THE HOUSING STUDY INTEGRATED THAT INFORMATION INTO ITS VISION FOR THE FUTURE FOR THE COMMUNITY, AND THE SAID PLAN WILL ENHANCE HIGH QUALITY, AFFORDABLE, AND SAFE HOUSING FOR OUR RESIDENTS NOW AND IN THE FUTURE. AND WHEREAS THE CITY WISHES TO RECOGNIZE THOSE, PROVIDING THAT FEEDBACK TO THANK OUR PARTNERS AT HGAC FOR THIS WORK.
