THE CURRENT ZONING ORDINANCE WAS ADOPTED IN 1977, AND IT'S NOT AGED AS WELL AS WE WOULD'VE LIKED.
AND SO THE GOAL IS TO REDO THE ZONING FOR THE OLDER PART OF TOWN AND THE ECONOMIC DEVELOPMENT, STRATEGIC PROPERTY ACQUISITION, AND THEN INCENTIVIZE DEVELOPMENT, WHICH IS WHAT WE'RE BASICALLY OUR CORE ROOT OR CORE FUNCTION IS HERE AT THE EDC TRANSPORTATION GRANTS.
BUT SIDEWALKS AND THINGS LIKE THAT COULD BE SIDEWALKS, BIKE TRAILS, UH, REVISED TRANSIT ROUTES, UM, STREET SCAPES, ALL OF THAT IS INCLUDED.

UH, FIRST AND FOREMOST, WE WERE ONE OF THE FIRST IDAS IN THE STATE OF TEXAS, BUT AS YOU CAN SEE, WE LAGGED WELL BEHIND EVERYBODY ELSE IN THE STATE NUMBER 12 0 12 IN TERMS OF RATE RETURN.
AND SO, UH, WHEN WE WENT IN, OUR ASK WAS GET US CLOSER TO WHAT THE MARKET ACTUALLY BEARS.
THAT YELLOW LINE IS THE MEDIUM.

AND WHAT THE ACTUAL AVERAGE WOULD'VE, WE FOREGONE TO ALMOST 272 MILLION COMPARED TO THE, TO THE AVERAGE IDA ACROSS THE STATE.
BUT IN LOOKING AT THE DEVELOPMENT AND WHY IT WAS DONE THAT WAY, IT'S BECAUSE WE WERE ABLE TO BE THE BENEFICIARIES OF A RESIDENCY DIVIDEND.
SO IN 1980, WHEN THIS AGREEMENT WAS FORMALLY INTRODUCED, THE REGION, THE THREE CITIES WERE NETTING 73 CENTS BASICALLY ON EVERY DOLLAR THAT DOW PAID IN WAGES BY 1990 AND IT INTO 2000, WE WERE CAPTURING 81 CENTS OF EVERY DOLLAR DOW PAID IN WAGES LOCALLY IN THE FORMS OF SALES TAX.
WHEN WE SIGNED OUR LAST 88, WE WERE STILL AT 76%.
BUT AS YOU CAN SEE, SINCE THAT TIME, WE'VE ENTERED A ALMOST GONE DOWN AT PRECIPITOUS CLIFF.
TODAY WE'RE NETTING 51% OF EVERY 51 CENTS OUTTA EVERY DOLLAR THE DO SPENDS AND WAGES.
AND ACTUALLY THIS NEXT QUARTER WILL BE BELOW 50% FOR THE FIRST TIME.

THE OTHER THING THAT WE FOUND WAS CLTS BEEN THE ONLY NET AGGREGATE INCREASE IN POPULATION AMONG THE THREE CITIES.
AND IN TOTAL VALUE WHERE LAKE JACKSON AND FREEPORT, FREEPORT HAS LOST 21% OF THEIR AGGREGATE TOTAL POPULATION SINCE 1990.
SO IT'S, UH, WHAT IS ID WE WERE VERY VOCIFEROUS IN OUR EXPLANATION OF THOSE FACTS TO DOUBT, UM,

SO WE EXPECT THAT NUMBER TO BE BETWEEN THREE AND $500 MILLION COMING INTO THE LOCAL COFFERS AND SPLIT AMONGST THE THREE CITIES.
SO THEY'VE COME UP TO MEET, MEET US AT, AT A MIDDLE POINT.
IT'S STILL GONNA BE CHEAPER THAN THE AVERAGE.
WE'LL BE CHEAPER THAN THE AVERAGE NUMBER, BUT WE'RE STILL NETTING A SIGNIFICANT INCREASE TO TOTAL REVENUE.
AND I WOULD NOTE THAT CLS ACTUALLY IN A MORE FAVORABLE POSITION, UH, IN TERMS OF DISPARITY RIGHT NOW, FREE PORT'S TOTAL BUDGET, ABOUT 60% OF THEIR TOTAL PROPERTY TAX REVENUE, MAYBE A LITTLE BIT MORE.
LAKE JACKSON IS ALMOST 50%, AND WE'RE AT 30%.
SO WE, ALTHOUGH WE ARE THE SMALLEST SHARE, WE'RE THE, WE'RE THE LEAST IMPACTED SHOULD SOMETHING HAPPEN TO THE VALUES OUT THERE AND THEY CRASH.
