MY FIRST AGENDA ITEM IS A PUBLIC HEARING AND PUBLIC HEARING ON THE PROPOSED ORDINANCE ADOPTED THEIR PROPERTY TAX RATE OF 0.5 9 4 7 9 9, WHICH IS A TAX INCREASE OF 7 1 7 0.14% ABOVE THE NO NEW REVENUE TAX FOR FISCAL YEAR 20 22, 20 23 FLOORS.

NOW OPEN FOR DISCUSSION UH, WE ARE ACTUALLY, WE ALWAYS HAVE FUN AT THE TREATMENT.

OH, THANK YOU VERY MUCH.

I ALWAYS POKE FUN AT THE TRUTH AND TAXATION MONIKER BECAUSE, UH, IT ALWAYS FEELS LIKE WE'RE EITHER WAY WE GO.

WE'RE EITHER WE'RE TELLING THE TRUTH ABOUT WHAT WE'RE DOING.

IT DOESN'T REALLY SHOW, PORTRAY THE WHOLE PICTURE ABOUT WHAT HAPPENS THROUGH THE COURSE OF THE, UH, THROUGH THE COURSE OF THE ADOPTION OF THE TAX RATE.

AND SO WE'RE REQUIRED BY STATE LAW TO POINT OUT THE FACT THAT EVEN THOUGH WE ARE REDUCING THE OVERALL TAX RATE BY ABOUT 3 CENTS PER HOUSEHOLD, PER A HUNDRED DOLLARS EVALUATION, WE'RE ACTUALLY INCREASING THE REVENUE.

AND SO, BECAUSE WE'RE INCREASING THE REVENUE, WE HAVE TO CALL IT A TAX INCREASE, EVEN THOUGH THE RATE IS GOING DOWN.

SO IT'S A LITTLE CONFUSING.

THE RATE IS DROPPING REVENUES COMING UP BECAUSE EVERYBODY'S VALUES CAME UP AND AGAIN, UH, THE CITY HAS NOTHING TO DO WITH THE APPRAISAL PROCESS.

UH, I KNOW THAT FOLKS ARE STILL FIGHTING LIKE HELL, TRYING TO GET THOSE REDUCED.

AND SO, UH, THAT WE DON'T HAVE ANY PART OF THAT PROCESS.

SO IN A REVERSAL LAST YEAR'S EVALUATION, AS YOU RECALL, LAST YEAR, WE HAD A DROP IN VALUE ATTRIBUTED TO SEVERAL MULTI FAMILY DEVELOPMENTS, TAKING PROFIT LOSS, UH, REDUCED OUR, OUR TOTAL VALUATION

[00:05:01]

BY ABOUT $60 MILLION COMPARED TO WHERE WE'RE AT TODAY, UH, RESULTING IN A TAX.

I WANT AN ANOMALOUS TAX INCREASE, UH, UP TO 62.50 CENTS.

UH, BUT SO WE WERE ABLE THIS YEAR TO RECOGNIZE THE FULL VALUE IN THAT CERTIFIED VALUE, 6 7 9 8 9 4 3 2 1, UH, WHICH IS ABOUT A 300% INCREASE, UH, OR 200% INCREASE FROM WHERE WE WERE 10 YEARS AGO.

AND A LOT OF THAT GROWTH IS ATTRIBUTABLE TO THE CITY'S FORWARD THINKING, UH, AND WILLINGNESS TO INCENTIVIZE DEVELOPMENT.

WE BROUGHT ONLINE THE WOOD SHORE AND COLLEGE PARK DEVELOPMENTS IN THE LAST 10 YEARS.

AND THOSE ARE PAID MASSIVE DIVIDENDS TO THE CITY IN TERMS OF INCREASE IN VALUE, UH, THAT INCREASE IN VALUE HAS AN INVERSE RELATIONSHIP TO THE ACTUAL RATE.

SO THE HIGHER THE VALUE GOES THE LOWER THE RATE GOES BECAUSE THE BURDEN IS SHARED AMONG MORE PAY, MORE PAYERS AND MORE VALUE.

AND SO, UH, WE'D LIKE TO SAY, AS I POINTED ON THE VERY END, EVEN THOUGH THE RATES GONE DOWN, THAT DOESN'T NECESSARILY MEAN YOUR TAX BILL IS GOING TO GO DOWN BECAUSE OF THE CHANGES IN VALUE AND INCREASE IN VETERAN PROPERTY APPRAISALS.

SO THIS IS A TEN-YEAR LOOK AT WHERE VALUES OF THE CITY HAS BEEN SLIGHTLY OVER $300,000 IN 2013.

UH, AND THIS YEAR WE'RE JUST SLIGHTLY UNDER $700,700 MILLION IN 2023.

AND I THINK THAT'S A REMARKABLE TESTAMENT TO THE CITY'S VISION AND TRYING TO GROW ITSELF AND GROW ITS VALUE INTERNALLY.

AND SO THE LONG-TERM, UH, GROWTH AND VALUE HAS RESULTED IN AN INVERSE OR DECLINING TREND IN OVERALL TAX RATE.

UH, IN 2013, OUR TAX RATE WAS 67 CENTS.

AND THIS YEAR, IF WE ADOPT THIS RIGHT, WE'LL BE AT 59.4, UH, WHICH I THINK IS REALLY, REALLY GOOD.

UH, THE PROPOSED RATE EQUATES TO WHAT'S CALLED THE VOTER APPROVAL TAX RATE.

UH, IN THE OLD DAYS, WE CALL THAT THE ROLLBACK RATE, UH, BUT BASICALLY EQUATES TO 3.5% MORE OF TOTAL REVENUE OVER WHAT THE ADJUSTED NO NEW REVENUE RATE WOULD BE.

AND THE NO NEW REVENUE RATE IS KIND OF A MISNOMER BECAUSE EVEN THOUGH YOU ADOPTED NO NEW REVENUE RATE, YOU STILL INCREASE YOUR REVENUE SLIGHTLY BECAUSE YOU HAVE ADDITIONAL VALUE IN CHANGING APPRAISAL.

SO THE NET NEW REVENUE RATE THIS YEAR WAS 55.70 CENTS.

UH, WE'RE GOING ABOVE THAT TO THE VOTER APPROVED TAX RATE.

THE BUDGET IN ITS CURRENT MODEL IS PREDICATED ON THAT REVENUE COMING IN AND AT THE BUILDER APPROVAL TECH VOTER APPROVAL TAX RATE, WHICH DOES NOT TRIGGER AN ELECTION.

AND SO HERE YOU CAN SEE THE INVERSE LINE AND THOSE TWO CHARTS TOGETHER INDICATING THE INCREASE IN VALUE WITH THE DECREASE IN THE OVERALL TAX RATE.

THIS IS THE ACTUAL IMPACT.

I I'D LIKE TO SHOW THIS LAST, BUT THIS IS THE IMPACT THAT WE HAVE NOW.

UH, WHEN I SAY THAT WE COULD GO TO THE BAT AND IT DOESN'T TRIGGER AN ELECTION, THERE'S ALSO A, BECAUSE WE'RE UNDER 30,000 PEOPLE WE'RE ALLOWED TO GO TO WHAT'S CALLED THE DE MINIMIS RATE.

I DON'T RECOMMEND DOING THAT, UH, BECAUSE IT'S A MUCH LENGTHIER, MORE IN-DEPTH PROCESS.

BUT IF WE WERE TO GO TO THE DIMINIMOUS RATE, WE COULD ACTUALLY GO ALL THE WAY UP TO 63.1, 5 CENTS ON TAX RATE, BUT THAT'S NOT OUR RECOMMENDATION.

THAT'S NOT WHAT WE'RE PROPOSING THE GRAIN, WHICH IS THE 59.4 RATE IS WHAT WE'RE PROPOSING.

AND AS YOU CAN SEE ON A HOMEOWNER, UH, THAT HAS A HUNDRED THOUSAND DOLLARS HOME, THAT'S ABOUT A $595 BILL FOR $400,000 HOMES, ABOUT 2300 PER YEAR IN CITY TAXES.

AND WITH THAT, I WILL TAKE ANY QUESTIONS AND THE 0.59, THE PROPOSED RATE YOU HAVE TO BE REALLY GREAT AT THAT TRAIN OF THOUGHT, JUST DISAPPEARED.

OH, SORRY.

UH, I HAD A QUESTION YOU'RE NOT, AND I'LL REMIND COUNCIL.

NOT JUST INCLUDING EVERYWHERE.

IS JUST, IT'S GREAT ON PAPER.

I JUST DON'T KNOW HOW MUCH LONGER IT HOLDS UP TO THE CITIZENS.

I MEAN, THAT'S, THAT'S THE WHOLE NUTSHELL RIGHT THERE IS THAT WE'RE, WE'RE GOVERNED BY WHAT THEY TELL US WE CAN DO.

WELL, I GET IT.

CITY-WISE I GUESS JUST FROM AN INDIVIDUAL WISE, I DON'T KNOW HOW LONG THE PAYERS CAN CARRY THE NON-PAYERS, BUT THAT'S ANOTHER, THAT'S A DISCUSSION FOR ANOTHER DAY, BUT THAT IS AS REAL AS IT GETS.

AND, UH, I'M STILL FIGHTING MY TAXES.

SO I'M CURIOUS AS THE NUMBER, I WILL TELL YOU THAT THE MONDAY, I JUST NOW HAD MY, MY MEETING ON MONDAY.

YEAH.

SO THE PRELIMINARY VALUE THAT WE PROVIDED BACK IN JEAN WAS 7 25.

SO IF YOU THINK ABOUT THE PLAY BETWEEN 6 79 AND 7 25, THAT'LL TELL YOU HOW MUCH PROTEST IS STILL OUT THERE.

THIS WAS AN ESTIMATE THAT GAVE YOU THIS WAS THERE.

THIS WAS THAT THEY SAID THEY COULD NO, NO, NO.

IN JUNE THEY SAID 7 25.

I'VE GOT TWO PIECES OF PROPERTY INCLUDED THAT WENT UP OVER 104% RAUL BLANK.

OH MY GOSH.

I HAVE EVERY, EVERYBODY DOES.

IT'S NOT A, NOT, NOT A CLUE, BUT MY, MY BIGGEST CONCERN IS THESE $400,000 THAT SHOULD HAVE SOLD FOR 400,000 ON HOUSES.

THERE WERE 300.

THAT'S WHAT CONCERNED ME IS WHERE DOES THAT HIT? AND MAYBE IT DOESN'T AFFECT THE CITY, I GUESS, SOONER OR LATER IT MAKES FULL CIRCLE THOUGH.

SO I ALLOW ME, YOU KNOW, IT, IF THEY MAKE ENCOUNTER ADJUSTMENT, IT'S GOING TO HAVE TO COME BACK DOWN.

THAT'S JUST ME IN LIKE 2008, 2009, WHEN THE WHOLE HOUSING BUBBLE BURST AND STUFF, DID KLUTE SEE A LOT OF REDUCED APPRAISALS, LIKE DRASTICALLY REDUCED APPRAISAL.

SO AT THAT TIME I SERVED IN THE CITY OF GOLIA AND WE SAW 25% DECLINATION AND OUR VALUE THAT YEAR.

IT WAS PROBABLY THE SAME.

I MEAN, THAT WAS, AND YOU GO BACK, GO BACK TO THE SLIDE IN THERE THAT SHOWS THAT TAX RATE TREND.

IF YOU LOOK IN THERE FOR UP UNTIL LIKE 2016, THE YOU INCLUDE NEVER DID ANYTHING WITH THE TAX RATE, HELD THE SAME TAX RATE THAT WHOLE TIME, BECAUSE THERE WAS NO, THERE WERE NO RULES FROM THE STATE OF TEXAS GOVERNOR IN WHAT YOU, HOW ABOUT YOU AND HOW, HOW MUCH YOU COULD ANCHOR IT SOMEWHERE IN THAT PERIOD OF TIME.

FROM 2016 TO 2023, THEY HAVE CAME UP WITH RULES THAT TELL US HOW MUCH WE CAN OKAY.

GO WITHOUT TRIGGERING SOME KIND OF SPECIAL EFFECT.

SO DO THEY REQUIRE, IF ARE LIKE RIGHT NOW OR APPRAISAL VALUES ARE SKY HIGH, DO THEY DICTATE THAT WE HAVE TO LOWER IT? OR ARE WE MAKING THE DECISION? WELL, HERE'S HOW IT WORKS.

SO BASICALLY LET'S SAY OUR BAD FISHER IS A GREAT EXAMPLE.

I'M SORRY, THE NON NEW REVENUE RATE, WHICH AFFECT THOSE THINGS, THE SAME AMOUNT OF REVENUES THAT YEAR PRIOR.

SO I WOULD NEVER, EVER

IT CAN HAVE SOME DETRIMENTAL EFFECTS ANYWAY.

YES, HISTORICALLY, IS THERE ANY RISK THAT THE, SINCE THE APPRAISAL DISTRICT WAS SO APPRAISALS WERE UP SO HIGH THIS YEAR BECAUSE HE WAS A COUNCILMAN, CHRIS WAS TALKING ABOUT, IS MY PROPERTY WENT UP 250%, RIGHT.

IS THERE ANY HISTORICAL PRECEDENT THAT THE TOTAL VALUE COULD BE ADJUSTED IN DECREASE BECAUSE THEN WE WOULD BE IN BIG TROUBLE, RIGHT.

AND SO, UH, ONCE THEY CERTIFY THIS RATE AT 680 MILLION, THAT IS THE RATE THAT WE'RE OPERATING UNDER NOW, DOES THAT MEAN THAT THEY CAN'T ADJUST THEIR EVALUATIONS DOWN NEXT YEAR AND MAKING THIS A CORRECT, UH, CORRECTION IN THE MARKET PER SE, WE HAVE NO CONTROL OVER THAT.

AND AT THE END OF THE DAY, FOLKS HAVE TO REALIZE THE APPRAISAL BOARDS.

THEY DON'T ANSWER TO THE CITY.

THEY DON'T ANSWER TO THE COUNTY.

THEY ANSWER TO THE GREAT STATE OF TEXAS UNDERSTANDS THE DANGER IS THAT THE VALUE COULD FALL, BUT THE LAW STILL THE SAME THAT WE COULDN'T GO UP ON OUR RATE WITHOUT HAVING AN ELECTION, I GUESS THE NEXT YEAR TO EVEN GET BACK TO, YES, I WOULD HAVE SOME PROBLEM WITH THE SYSTEM.

SO, I MEAN, WE'RE ACTUALLY, WE'RE ACTUALLY RAISING A LITTLE MORE MONEY, BUT WE ACTUALLY HAVE SOME NEW PROPERTY COMING ONLINE, AS WELL AS THE, AS THE INCREASE IN ANY VALUE, WHICH MAKES THAT, WHICH MAKES THAT DIFFERENCE.

BUT ALONG WITH THAT SAID, HE'S JUST LIKE EVERYBODY ELSE.

I MEAN, THEY FELT THE INCREASE IN THE FUEL.

THEY FELT THE AIR CREATION, POWER BILLS.

I MEAN, THE INCREASES ARE THERE AND YOU KNOW, WE EITHER HAVE ONE OR TWO CHOICES.

WE EITHER TRY TO MAKE UP THE REVENUE A LITTLE BIT OR WE CUT SERVICES.

AND THESE RIGHTS THAT WE'RE LOOKING AT FOR A VALUED HOME THAT IS STRICTLY THE CITY, TEXAS.

THAT'S CORRECT.

WE HAVE NO SHE'LL HAVE THE SCHOOL, THE COLLEGE ROAD AND BRIDGE FOR NONE OF THAT.
